Shatabdi to use ordinary coaches for two days

CHENNAI: Not all passengers may be able to travel in the spacious and modern Linke Hoffman Bush (LHB) coaches on the Chennai-Bangalore-Mysore Shatabdi Express on Monday and Tuesday. Railways have pulled out a few LHB coaches for maintenance after employees of Basin Bridge yard protested against using them as they had crossed the deadline for periodic overhaul in July.

Regular ICF made AC III tier coaches or chair car coaches will be included in the train till the LHB coaches are back from maintenance. As seating arrangement of some of the coaches will be different from what is given in tickets and charts, railway officials will open a help desk at Chennai central to assist passengers.

"We are planning to do maintenance of these coaches so that they can be used. They will return soon," said Southern Railway chief public relations officer V J Accamma. The decision has come too late. Railways has been using the coaches because of the lack of spare rakes though the deadline for periodic overhaul (POH, a full maintenance carried out every 36 months) was July 31. A rake comprises 10 coaches, including a power generator carr.

Indian Railways Technical Supervisors Association (IRTSA) alleged that the mechanical department extended the periodic overhaul deadline of the coaches and used them for running the train on Thursday and Friday (August 2 and 3). Technicians and other employees of Basin Bridge train care centre staged a protest near Central railway station on Thursday alleging that railways were forcing them to compromise on safety.

There is no spare rake but there is one power generator car, one executive chair car and two chair cars to be used as spare. But the spare coaches are now under periodic overhaul at Carriage and Wagon works. POH of a coach can be extended if intermediate overhaul is done.

German Railways-Moser Baer tie up for clean energy project

New Delhi, Aug 3:

While the Indian Railways has yet to attempt environment-friendly projects, its German counterpart – Deutsche Bahn (DB) – is partnering withIndian company Moser Baer Clean Energy to build a solar park that can generate electricity for 900 households.

Moser Baer Clean Energy has set up a powerful photovoltaic plant on a railway-owned surface in Wittenberge, says the company in a release.

The solar park stands on a former eight-hectare landfill site (about the size of 11 football fields) with a power generation capacity of 3.92 MWp. The electricity generated will be fed into the local grid which will help meet the annual energy needs of about 900 households.

Since 1997, DB has equipped railway station roofs at Uelzen, Hamelin and the Berlin Central Station with solar PV plants.

The DB board has systematised the use of solar energy since late 2010 to identify surfaces in Germany that can be used for renewable energy. As part of this effort, three million square feet of potential space has been identified for installation of solar plants.

DB invites tenders for a suitable location and leases such land to an outside investor, who then builds Source - The hindu business line

New fast food unit at Charbagh station soon

LUCKNOW: Charbagh station will soon get a fast food unit. The Lucknow division of Northern Railway has bagged the consent of the headquarters to open the unit at the station.

The Indian Railway Catering and Tourism Corportation (IRCTC) might begin the tendering process soon. "We have informed our corporate office that tendering for a fast food unit at Lucknow station can start," said Manoj Sinha, chief regional manager, IRCTC Lucknow. The fast food unit will provide passengers quick meals.

This will be in addition to Comesum and Jan-Aahar, the two IRCTC food outlets already functional at the station. As per the new catering policy, IRCTC can run either a food plaza or food court or fast food units at stations. IRCTC had planned to open a food court at Charbagh but that did not materialise due to lack of proper site. A food plaza, Comesum, already exists at the station.

Northern Railway has provided space at the second class booking for the fast food unit. The unit will have automatic dispensing machines. But unlike Comesum, it will not have seating arrangements for passengers.

The Lucknow office of IRCTC has to open 32 fast food units at stations including Lucknow, Varanasi, Allahabad and Izzatnagar. IRCTC has also identified a few sites at Varanasi to open such units. On the variety of food to be provided at fast food units, IRCTC has to finalise the menu. The units will add to passenger amenities at the station, as passengers can carry the ready-to-take food on their journey as well. The ready-to-take food might also not cost more as IRCTC will make efforts to keep it economical.

Though presently only Charbagh station is getting the unit, Lucknow Junction station might also get one in the coming days. Besides, IRCTC Lucknow might also start a food plaza at stations where the facility is not available.

Burglars target Parcel Wagon of super fast trains to steal expensive sarees

JAIPUR: The trains already had the menace by drugging gangs who were involved in looting valuables and baggage of the passengers is now facing another threat. There has been a significant sudden rise in cases in which expensive courier packets have been stolen from super fast trains run by the north western railways (NWR).

The government railway police (GRP) is concerned as at least seven cases took place in last two months in various trains in Jaipur in which unknown burglars decamped with courier packets worth Rs 40 lakhs containing expensive sarees. A cargo firm in Jaipur has registered a case at GRP police station, Jaipur in which it stated that its 20 courier packets having expensive sarees were stolen from the parcel wagon of Jaipur Banda train. The GRP, Jaipur is also confused over investigations since these packets were stolen between Varodara Junction and Mehsana railway stations.

"We have also intimated GRP, Varodara and Mehsana to help us in the investigations. The cargo firm has its office in Jaipur thus they have lodged their case here, but the crime took place there thus they need to investigate the case," said an officer with the GRP police, Jaipur. However the team of GRP when visited the parcel wagon of the train they were stunned that a part of the van was cut from the general coach side through which the burglars entered into the parcel wagon.

"This parcel wagon usually remains covered and locked. It opened only at the stations where various parcels are to be delivered to railway stations based parcel offices," said an officer from the parcel office of Jaipur railway station. The GRP officials have not ruled out the connivance of the railway staff into the matter and will also investigate if in these thefts any officials of the railway protection force or onboard staff are responsible.

Many traders import Sarees from various parts of the state and they are in shock after sudden rise in these incidents. "Railway parcel booking is considered as the safest mode to get your commodity. It is cheaper and faster. But in past one month at least seven such incidents have taken place," said Ghanshyam Das, of a cargo company whose 10 packets were lost.

15 trains from Delhi rescheduled today

New Delhi, Aug 1:

The railways today rescheduled 15 trains from here as it remained busy normalising the passenger services which were badly hit due to back-to-back power failure in several states since the last two days.

As scores of long distance trains arrived here several hours behind schedule, the Northern Railway decided to reschedule the timings of Rajdhani trains bound for Guwahati, Howrah, Sealdah and Bhubaneswar apart from other long distance trains.

The failure of the Northern and Eastern Grids yesterday and of the Northern Grid the day before led to a large-scale disruption of train services with the worst affected ones being those travelling to and from the Eastern states.

The Dibrugarh Rajdhani would depart from here at 10.50 pm instead of 2 pm and Howrah Rajdhani will depart from here at 8.50 pm instead of 5 pm, said a Northern Railway statement.

The Sealdah Rajdhani will depart at 8.30 pm instead of 4.30 pm, while the Bhubaneswar Rajdhani will start at 10 pm instead of 5.10 pm, the statement said.

Timings of the Gaya-bound Mahabodhi Express, New Jalpaiguri-bound Superfast Express, Jalandhar Intercity Express, Bhagalpur-bound Vikramshila Express and Garib Rath Express, West Bengal Sampark Kranti Express and Gomti Express, among others, have also been rescheduled, the statement added.

According to a Northern Railways spokesperson, over 24 trains arrived here two to six hours behind schedule this morning.

Upgrade facilities at railway station

PUNE: Commuters have demanded upgradation of basic facilities such as starting of additional ticket windows, widening of entry-exit gates as well as a separate booth for autorickshaws at the Shivajinagar railway station, a day after the railway administration started two local trains from Shivajinagar to Talegaon and Lonavla.

The commuters said the number of passengers at the station will now go up and it is the responsibility of the railway administration to make daily commuting safe and hassle-free.

In a recent development, one train each has been started from Shivajinagar to Talegaon and Lonavla which will terminate at Shivajinagar on the return journey and not travel up to the Pune railway station. The administration has said that new trains would prove beneficial for more than 10,000 commuters who travel daily in local trains from Shivajinagar. The administration has claimed that termination of local trains at Shivajinagar would save 15 to 20 minutes per train trip.

"It is a welcome change," said Paresh Deshmukh, who travels every day from Talegaon to Shivajinagar to attend college. He added, "The administration needs to act on various issues. The Shivajinagar station needs more ticket windows. At present, there are only two. Two additional ticket windows should be started, especially during rush hours, to prevent long queues in front of the exit gates."

Ruturaj Amarendhra, another commuter, said the rail and traffic authorities should take steps to streamline the movement of autorickshaws outside the station. "At present, nobody is monitoring the autorickshaws here. With increase in the number of trains at the station, a comprehensive plan to streamline traffic movement on both sides of the station would be needed," he added.

Commuter Vinay Nikam said, "Termination of trains at Shivajinagar would lead to increase in trespassing. The railway administration should fix barricades parallel to the platforms to prevent people from crossing the tracks."

Sources at the railway administration said there is a plan to set up a traffic police booth to handle autorickshaws outside the station. An additional railway track at Shivajinagar has been planned that will be used only by the long distance trains which do not halt at the station.

Railway staff skips mandatory overhaul of electrical parts

CHENNAI/NEW DELHI: Railways maintenance staffs say Monday's disaster was waiting to happen, as shortage of staff, scarcity of components and pressure to operate trains on time make them skip mandatory overhauling of electrical components, especially wiring inside coaches.

"Many times components like switches, alternators and regulators are taken from sick coaches and installed in new ones. Alternators are used to generate power when train runs and a regulator is used to control voltage. When these components malfunction, there is a possibility of a voltage surge. The fire seems to have been caused by a power short circuit," said a railway technician.

"Coaches are checked for defects in the undercarriage, wheels and equipment. But, electrical fixtures are given only a perfunctory check. Even broken fixtures are not changed when a train is readied for operation. In air conditioned coaches battery is charged without checking whether it is working well," said a railway staff at the electrical department.

Rules say that all electrical items should be replaced periodically, when midlife overhauling is done every 12 years. But, "in most of the cases wiring is not changed. The coach that caught fire was due for its periodic overhaul next year," said an official.

The emphasis now is only on AC travellers who constitute one-third of rail passengers. In the sleeper coaches, only the rexin of the seats and the side window panels of the train are fire resistant. Fire extinguishers are found only in AC coaches and the floor vinyl panel and curtains of only coaches used in Rajdhanis, Shatabdis and Durantos are fire resistant. Railways claimed last year that it has launched a pilot project to install fire and smoke detection alarms on trains and equip coaches with fire-retardant material.

Railways standing committee chairman on Monday promised to work out ways to prevent recurrence. "The next meeting of the standing committee will discuss steps to be taken to prevent recurrence of such accidents and present it to Parliament for consideration," he said in a statement.

For more than six months, the ministry of railways has been sitting on the recommendations by a panel headed by nuclear scientist Anil Kakodkar to improve safety of trains. Kakodkar who went into reasons of various accidents had suggested that trains should have flame detection sound alarms. Eyewitnesses of the Nellore accident said they woke up only after the fire had spread.

The panel had noted that the possibility of fire accidents is highest between 2pm to 6am. The Tamil Nadu Express compartment caught fire at 4:20am. The panel had suggested immediate investment of Rs1 lakh crore for a safer railway system and raising Rs 5,000 crore from passengers as safety cess.

Last month, the Comptroller and Auditor General observed that the railway authorities have given least priority to the safety of passengers and train operations. The CAG report slammed the railways' inability to maintain safety as its first priority after 20 passengers were killed in more than six accidents since January 2012.

Northern Grid power failure: Indian Railways, Delhi Metro services resume

Following a major power outage across nine states in northern India, including Delhi, Haryana, Punjab and Uttar Pradesh when power transmission grid failed in early hours of Monday, the power ministry said essential services like public transportation are being given priority in power supply restoration.

Power supply to Indian Railways has resumed and trains are plying about 4-5 hours late on several routes. Railway ministry information officer Anil Saxena said trains are plying on tracks as power supply has been completely restored. "But there is a backlog of 4-7 hours. We are holding back goods trains and giving priority to passenger trains," he told ET.

Meanwhile, Delhi Metro officials said the metro trains were back on track. Metro services resumed normal services at 9 a.m. after a three-hour glitch due to the grid collapse.

"There was no power in the morning. So we could not start services. Now everything is fine. We started normal operations at 9 a.m.," Delhi Metro spokesman Anuj Dayal told ET.

Power ministry officials also said there has been about 30% supply restoration in most northern cities and situation is expected to improve in few hours.

Industries across the states are likely to be affected though Power Grid Corp of India Ltd (PGCIL), that owns and operates the grid, has begun restoration process. Services of Indian railways and Delhi Metro Rail Corp were among the worst affected after the grid failure at around 2.35 a.m.

The northern grid had earlier tripped due to technical snags caused by fog in winters of 2010 and 2008. The grid has the largest number of constituents with nine states and union territories.

Rlys to set up corporation to focus on bullet train project

Aiming to expedite the ambitious high speed corridor project, the government has decided to set up a corporation which will exclusively deal with aspects like its tendering process and execution.

The National High Speed Rail Corporation (NHSRC) will be constituted shortly and focus on execution of the bullet train project, including tendering, pre-feasibility study and awarding contracts, among others, Railway sources here said.

The corporation will comprise four members, all railway officials, they added.

According to Railway officials, among the eight upcoming high speed rail corridors, the one between Mumbai-Ahmedabad will be taken up on priority.

The 492-km-long Mumbai-Ahmedabad rail route will see its first bullet train, with a speed of 300 km per hour, which is expected to reduce the travel time drastically between the two financially strong cities to a mere two and a half hours from seven hours by Duronto, the fastest train at present.

The high speed corridors, considered to be a flagship infrastructure project, has got the nod from the Prime Minister's Office, which has announced a roadmap for implementation of the project.

Besides the Mumbai-Ahmedabad route, the seven other high speed corridors which have got in-principle approval are Delhi-Chandigarh-Amritsar, Pune-Mumbai-Ahmedabad, Hyderabad- Dornakal-Vijayawada-Chennai, Howrah-Haldia, Chennai-Bangalore- Coimbatore-Trivandrum, Delhi-Agra-Lucknow-Allahabad-Patna and Delhi-Jaipur-Ajmer-Jodhpur.

Except Delhi-Amritsar and Delhi-Jodhpur, pre-feasibility study has been undertaken for all the corridors.

The PMO has also decided to set up a project steering group consisting of Chairman Railway Board as Chairman and Secretary (DEA), Secretary (Planning), Member (Mechanical), Member (Engineering) and Member (Electrical) as members to monitor the project closely.

Mamata flags off Asansol-Chennai weekly train

Burdwan (WB): West Bengal Chief Minister Mamata Banerjee flagged off weekly Asansol-Chennai Central Express on Saturday and said promises made by her during her tenure as Railway minister were now being carried out.

''Nobody had done anything for West Bengal earlier. But I assured to do as much as possible during my stint as Railway Minister. The work is being done now," she said at the function on the occasion.

Banerjee, who was accompanied by Railway Minister Mukul Roy and flagged off the train through remote, said she had announced 16 railways projects for the state in the past one and half years and work on 14 of them had been completed.

Measures for development of the socio-economic sector had also been taken, Banerjee said.

She also inaugurated EMU services on the completed portion of Burdwan-Bolgona rail route, which has been converted from narrow gauge line to broadguage and laid the foundation stone of the four-lane Burdwan road overbridge.

Speaking at the function, Roy said 2009-2011 was the 'golden age' of the Railways as Banerjee, then Railways minister had promised a number of projects for Bengal, were now being implemented.

Govt nod to coal-linkage to Railway power plant

After keeping the matter hanging for almost a year, the Centre has finally given the green signal for coal-linkage to the Railways biggest power project, the 1320 MW thermal power plant in West Bengal — a pet project of Trianmool Congress chief and bengal Chief Minister Mamata Banerjee.

Union Coal Minister Shriprakash Jaiswal and Railway Minister Mukul Roy had a meeting earlier this week and finalised the long-pending commitment, without which, the ambitious project had been left stuck for a year.

“We will send a letter of commitment to the Railways in a week and the supply will start as and when they require,” Jaiswal told The Indian Express.

Roy has sought around 6.8 million tonnes per annum of coal on an urgent basis. As per the project documents, the plant requires around 92 tonnes of coal per hour for continuous generation in two units of 660 megawatts each.

Focused on completing projects promised by Mamata as Railway Minister, Roy had also written to Jaiswal in May but the it did not yield anything back then.

The approval to the coal linkage now, finally, is being viewed in the context of renewed friendship between the Trinamool Congress and the Congress after the Presidential poll in which Trinamool Congress supported UPA nominee Pranab Mukherjee.

The plant, situated in Adra, West Bengal, is being built in a joint venture with the state-owned power major NTPC.

Once complete, the plant is expected to help Railways take a quantum leap in self-reliance in terms of its power needs to run trains.
