Do not mix politics with development: Antony

KOCHI: Defence minister A K Antony today asked the CPM-led opposition LDF in Kerala not to mix politics with development.

Speaking at a function to mark the foundation stone laying ceremony of the Rs 5000 crore Kochi Metro project, Antony said he was "saddened" that CPM veteran V S Achutanandan did not attend the function.

"I am sad that he did not come. There should be no politics in developmental activities," he said.

Antony said Achutanandan had done lot of work for the Kochi Metro project when he was chief minister.

LDF had yesterday boycotted the three day 'Emerging Kerala' meet of the state government holding that it was a platform to sell natural resources, including land, to private investors.

Development projects were like "relay races", Antony said.

The Kochi Metro project was conceived when Antony was chief minister.

After four governments came and went, this project has now become a reality, he said.

Government redesigning Rs 6 lakh crore urban renewal mission

PM said DPRs had already been prepared for 12 cities and Metro rail projects were being implemented in seven cities covering a total network of length 476 km at a cost of over Rs 1.15 lakh crore.
KOCHI: The government is in the process of redesigning JNNURM - a programme aimed at improving living standards in urban areas - to make it more effective, Union Minister Kumari Selja said today.

"We are in the process of redesigning JNNURM to make it more attractive and more effective... Since its start, JNNURM has sanctioned 1.6 million housing units," Selja said here at the three-day global investor meet 'Emerging Kerala'.

Selja, Minister for Housing, Urban Poverty Alleviation and Culture, was addressing a session on 'Bridging theInfrastructure Gap: Role of PPPs to Spur Growth'.

Noting that an efficient transport system was 'critical' for orderly growth of cities, Prime Minister Manmohan Singh today said the government has decided to support preparation of Detailed Project Reports (DPR) for Metro rail in all 19 cities with a population of over two million.

Laying the foundation for the Rs 5,181 crore Kochi Metro project here, Singh said DPRs had already been prepared for 12 cities and Metro rail projects were being implemented in seven cities covering a total network of length 476 km at a cost of over Rs 1.15 lakh crore.

The Delhi Metro is carrying about 22 lakh people daily, he said.

Pointing out that an efficient transport system was a service that was 'critical' to the orderly growth and development of cities, Singh said Metro rail was just one component of such a transport system.

"We need to build our cities with multimodal transport systems that efficiently integrate different modes of public transport like buses and trains. I understand that the Urban Development Ministry has taken several initiatives to promote sustainable transport practices in the country," he said.

These include support to Metro rail projects, Bus Rapid Transit Systems and sanction of city buses under theJawaharlal Nehru National Urban Renewal Mission (JNNURM).

The first phase of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) has been completed.

Selja noted that there is a huge investment requirement for the upgradation of affordable housing system in the country. "We solicit the private sector support to participate with capital and technology," she added.

Going by estimates, investments needed for this would be around Rs 6 lakh crore.

Selja said the government is also planning to launch National Urban Livelihood Mission, primarily aimed to meet the challenges of urban poverty.

Regarding Public Private Partnerships (PPP), she emphasised on the need for state governments to create an enabling environment for investments.

According to her, over 350 PPPs entailing investment of Rs 1,50,000 crore have been initiated.

Delhi Metro to introduce eco-friendly rickshaws

NEW DELHI, SEPT 13:

Delhi Metro is on the verge of coming out with a solution for a perpetual problem that has been forcing many to take to the wheels, relying less on public transport.

Eco-friendly rickshaws, the Delhi Metro Rail Corporation feels, is the best way to help people reach Metro stations from their homes where a bus or a van cannot go due to a variety of reasons.

Though feeder bus is one option that has been tested with less success, the Delhi Metro feels battery-run e-rickshaws will help ferry people from their homes to stations which are either far away or located at a not-so-walkable distance.

To test waters, the Delhi Metro wants to introduce the e-rickshaws as pilot project at Chhatrapur Metro Station from where these vehicles would ferry people from home and back.

The Delhi Metro has invited Expression Of Interest from interested agencies which had similar work experience and are well-versed with the guidelines issued by “UTTIPEC” on a model of design, build, own, operate & transfer system (DBOOT) for operation of e-rickshaw.

DMRC will be providing only area for construction of infrastructure and selected operator will make his own arrangement for electricity for charging of batteries of e-rickshaw, the document says.
