Metro: Notification issued for special purpose vehicle, fare structure approved

Giving a push to the proposed Metro rail project for the city, the state government has issued a notification to set up a special purpose vehicle for the implementation of the project, along with an in-principle approval to the fare structure for the service which is expected to be not much costlier than the PMPML fare.

The government has approved Vanaz to Ramwadi route of Metro rail. The powers of implementing the project will be on the lines of Delhi Metro Rail Corporation (DMRC) and Pune Municipal Corporation (PMC) would act as an executive body for the project till the formation of the new company.

As per the earlier discussion, the government gave an in-principle nod to raise the funds for the project with 10 per cent share by PMC, 20 per cent share by the state government, 20 per cent by the Union government and remaining 50 per cent from loans and other financial resources. However, it clarified that the state government's share of 20 per cent of the total project cost would include the expenses on acquiring land, including government land, on market price.

It also approved proposed fare structure for the Metro. The fare for first 2 kms would be Rs 7 which is more than the fare of Rs 5 of the PMPML for the same distance. The maximum fare would be Rs 24 for more than 30 kms. The notification also stated that the fare structure can undergo change as per the local condition and situation during the service.

The government empowered the urban development department to control the development activities along the route of the Metro and announced it as a public project.

A nod was also given for setting up a high-power committee led by chief secretary to take policy decision.

New orange buses to link 8 Metro stations

Chief Minister Sheila Dikshit on Friday flagged off a fleet of 16 “orange” buses to connect eight Metro stations.

Launched last year in accordance with a public-private partnership (PPP) agreement to improve the city’s transport system, this service now has 316 buses — painted orange to differentiate them from the similar red and blue ones of the government.

“Introduction of the new cluster buses will ensure comfortable, easy travel as these will connect eight Metro stations,” Dikshit said at a function in Delhi Secretariat, where Transport Minister Ramakant Goswami was also present.

The Metro stations are Badarpur, Tughlakabad, Mohan Estate, Sarita Vihar, Jasola-Apollo, Pragati Maidan, Chandni Chowk and Kashmere Gate.

Dikshit said more buses would be introduced on existing routes.

Goswami said 20 more orange cluster buses would be introduced next month.

“By the end of this year, the number of buses will go up to 600. The DTC fleet has 5,700 buses. We expect another 11,000 buses from private operators,” he said.

The Delhi Integrated Multi-Modal Transit System (DIMTS) spokesperson said operations on route number 460 (Badarpur Border to Minto Road terminal adjacent to New Delhi railway station Gate-II) would begin next month with 20 buses.

Bikaner train to start operations from Coimbatore on Saturday

COIMBATORE: Fulfilling a long-pending dream of Rajasthani community in the cotton city, a direct train from Coimbatore to Bikaner will start operations on Saturday. The train which will pass through North Kerala, Konkan region and Gujarat would also be beneficial for tourists from Western Tamil Nadu who wish to explore Bikaner, the Rajasthani city of forts, temples and sand dunes.

The fully air conditioned train has one First Class AC, Four 2-tier AC, eight 3-tier AC and two Guard-cum-generator coaches. While the train from Coimbatore will start operations on Saturday, the train from Bikaner will begin itsjourney next Thursday.

During the monsoon season, up to 31st October, train No.22476 Coimbatore-Bikaner Express will leave Coimbatore at 3.20 p.m. on Saturdays and will reach Bikaner at 5 p.m. on Mondays. From Bikaner train No. 22475 will leave at 5.45 a.m. on Thursdays and reach Coimbatore at 4.35 a.m. on Saturdays. From November 1, train No. 22476 will leave Coimbatore at 3.20 p.m. on Saturdays and will reach Bikaner at 12.25 p.m. on Mondays. Train No. 22475 will leave Bikaner at 5.45 a.m. on Thursdays and reach Coimbatore at 02.50 a.m. on Saturdays.

The trains will have stops at Palakkad, Shoranur, Kozhikkode, Kannur, Mangalore Junction, Udupi, Bhatkal, Karwar, Madgaon, Kankavali, Ratnagiri, Chiplun, Roha, Panvel, Vasai Road, Vapi, Surat, Ankleshwar, Vadodara, Anand, Ahmadabad, Mehesana Junction, Palanpur, Abu Road, Marwar Jn, Palimarwar, Luni, Jodhpur, Maria Road Junction, Nagaur and Nokha. The introduction of the train was announced in the 2012-13 railway budget.

Coimbatore has more than 4.5 lakh people originally from the north, who have made Coimbatore their home. It is the first train from Coimbatore that will take the Konkan route. "I have not visited my native Pokhran, Rajasthan, in seven years because of the absence of a direct train. To get to Jodhpur or Bikaner, I had to take three trains. I will definitely go visit my native town, once the direct train starts functioning," says Kishore Golecha Jain, a businessman from Rajasthan who was born in Ooty and brought up in Coimbatore.

The train is the result of aggressive lobbying by the city's Rajasthan community. "Two previous budgets had promised the extension of the Bangalore-Jodhpur Express to Coimbatore, but in vain. We decided to campaign hard this time around," said Ghisulal Hingad of Rajasthani Sangh.

According to Babul Bagreecha, an industrialist from Bikaner, the train will help improve trade and tourism between Rajasthan and Western Tamil Nadu. As it passes through key tourism locations in North Kerala, Mangalore, Goa, Maharashtra and Gujarat, the possibilities are enormous, he feels.

"Though it would be a weekly one in the beginning, we are confidant that the train will soon become a daily affair. It will also be useful for people bound for industrial cities like Mumbai and Ahmedabad,'' says Golecha.

‘Metro man’ sceptical of Hyderabad’s chosen PPP mode

Ex-DMRC chief Sreedharan says L&T being a partner is a ‘great advantage’

Former Delhi Metro Rail Corporation (DMRC) chief E. Sreedharan continues to be sceptical of the Public, Private Partnership (PPP) mode for metro rail projects, but observed that the Hyderabad model’s “great advantage” was having Larsen & Toubro (L&T) as the partner.

“I strongly believe that PPP will not work for metro rail as any public transport system requires heavy investments and metros all over the world have government help. There are more than 200 metros and not one is self-sufficient,” he said.

Tariffs are regulated for metro rail projects and the projects will not succeed unless the deals are “sweetened” by giving tax concessions and provide lands for commercial exploitation.

“Nowhere in the world have they succeeded. Hyderabad and Mumbai are the two cities that have opted for PPP mode and we are yet to see their fate and what will happen,” he remarked.
