Cabinet meeting to consider hike in dearness allowance postponed to next week

The meeting of the Union Cabinet, which was scheduled to consider a 7 per cent hike in dearness
allowance to 80 lakh central government employees and pensioners, has been put off to next week.

"The Cabinet, CCEA (Cabinet Committee on Economic Affairs) and CCI (Cabinet Committee on Infrastructure) meetings scheduled for Friday, have been postponed," an official announcement said.

Cabinet meetings usually take place on Thursdays, but they have been postponed apparently in view of the rapid political developments in the aftermath of the government's decision to hike diesel prices and operationalise its earlier move to allow foreign direct investment (FDI) in multi- brand retail.

Increasing DA from 65 per cent to 72 per cent to provide relief to 50 lakh central government employees and 30 lakh pensioners was on the agenda of the meeting. It is now likely to be taken up next week.

Once approved, the hike in dearness allowance will be effective from July 1, 2012, and the employees would be entitled to arrears from that date.

The additional burden on exchequer on account of increase in DA would be around 5,000 crore for the eight-month period between July, 2012 and February, 2013. It will be Rs. 7,400 crore for the full financial year.

The government had last increased DA in March this year from 58 per cent to 65 per cent, which was effective from January 1, 2012.

The government periodically hikes the DA, which is linked to consumer price index for industrial workers.

The consumer price index (CPI) based on movement in retail prices, soared to 10.03 per cent in August, from 9.86 per cent in July.

NICE implements security solution for Bangalore Metro

Israel-based NICE systems has installed a video surveillance and analytics solutions at Bangalore Metro Rail (BMRCL). The ‘go-live’ solution also includes full implementation at the train’s operations control centre and across six metro stations in Bangalore.

Using NICE internet protocol (IP) video surveillance and analytics, BMRCL is enhancing passenger safety, securing its train lines, and ensuring efficient operations while also meeting the necessary compliance requirements. While BMRCL is set to run at full operational capacity in 2014, it is expected to serve 1.2 million passengers daily by 2013, with a capacity of 40,000 during peak hours trips.

In addition to the advanced video management system monitoring the metro stations and depot areas, the solution being deployed includes video analytics to provide automatic intrusion detection for specified locations along the tracks and in restricted areas. It will also enable crowd control by monitoring overcrowding and queue wait time at the various stations. The video analytics will help the surveillance cameras to be configured with many functionalities, including operating within specific time ranges to help reduce cost. The integrated NICE solution also enables system access by multiple agencies to facilitate collaboration between Namma Metro operators and the police.

NICE’s business partner for the metro project is the France based Thales Group, which designs and builds mission-critical information systems for defense and security, aerospace and transportation industries.

BMRCL, chief engineer (s&t), AS Shankar, said, “Through the user acceptance testing process, NICE security solutions have met our requirement to provide the Bangalore Metro with seamless surveillance of the Metro railway stations and passengers, mitigating operational, safety and situational risk.”

NICE, general manager, surveillance solutions division, Guy Yaniv, said, “Our deep understanding of the needs of the growing public transport market enables us to provide the best solution based on our unique technology. NICE will continue to focus on providing a holistic solution for targeted vertical markets and tailored for specific market needs.”

The NICE security offering also helps in addresses the needs of governments for fighting crime and terror, by anticipating, managing and mitigating safety, security and operational risks. The offering enables capturing, analysis and correlation of data from multiple sensors and systems, including audio, video, radio, geo-location and web. It will also help organizations to prevent, manage and investigate incidents real time, ensure fast resolution and debriefing, and continuous security improvements.

7% DA hike likely for central govt employees


New Delhi: The central government is likely to hike dearness allowance from 65 percent to 72 percent, benefiting about 50 lakh of its employees and 30 lakh pensioners, on Friday.

"The proposal to increase dearness allowance (DA) by 7 percent of the basic pay is scheduled to come up for consideration of the Union Cabinet on Friday," a source said.

The hike, once approved, will be effective from July 1, 2012, and the employees would be entitled for arrears from this date.

The government had increased DA last in March this year from 58 percent to 65 percent, which was effective from January 1, 2012.

The government periodically hikes the DA, which is linked to consumer price index for industrial workers. The CPI is hovering around 10 percent.
