India looks to China to put high-speed trains on track


Aiming to correct trade imbalances with China, India has identified railways as a major thrust area to engage the world’s second largest economy at the bilateral Strategic Economic Dialogue starting on Monday.
The Railways of the two countries are expected to sign a memorandum of understanding (MoU) which will concentrate on three specific areas — high-speed trains, station development and heavy haulage. This will be the second round of talks after the inaugural session in Beijing this year.

For China, a deal with India’s Railways could not have been better timed. Indian Railways has already approved six high-speed rail corridors for various parts of the country. With the feasibility study for the first one, between Ahmedabad and Mumbai, already in, India has been on the lookout for global technology leaders in high-speed railways for cooperation.

Unlike others like Japan and France, China is a relatively new entrant in the world of bullet trains, starting its operations only in 2007. But within a few years, it has developed the world’s largest bullet train network. India needs the technical know-how on laying dedicated tracks and shopping for rakes.

India is also exploring Chinese technology on heavy haulage in dedicated freight corridors.

With active cooperation in railways, India wants to try out a new model of bilateral trade engagement with China with the aim to make the trade size swell to around $100 bn in the next few years.

While there is heavy Chinese presence in the power sector as well, Chinese cooperation in railways is being thought as “safer” as the sector is completely controlled by the government.

The two neighbours are expected to sign four MOUs in all — on IT, railways, energy efficiency standards and planning. The Planning Commissions of the two sides will also sign an MOU for joint studies.

Railways iron ore transport policy under scanner

November 25, 2012: The iron ore transportation policy of the Railways has come under review. The high-powered committee, constituted by the Railway Board a few months ago to examine the present policy and make necessary recommendations, is believed to have firmed up its findings. The committee was headed by the Executive Director ( Traffic Transportation, Steel), with the Chief Operations Managers (COMs) of top three freight-loading zonal railways, South East Central, South Eastern, and East Coast, as members.

There are several reasons why the review of the present policy has become necessary. The rail movement of iron ore has been through ups and downs in past few years.

It started picking up from around 2002-03, rising significantly in 2006-07, 2007-08, 2008-09 and 2009-10, with the exports rising up to 100 million tonnes (MT) or so. The domestic demand for iron ore also jumped, thanks to the country’s economic growth fuelling the demand for steel and, therefore, for iron ore and causing many steel producing units, not only large but also, medium and small, including sponge iron ore units, to come up.

However, the boom did not persist; it gave way to slump from around 2010-11.

Hyderabad Metro to be functional by the end of 2014

Hyderabad: The Hyderabad Metro Rail will hit the tracks by the end of 2014 and ferry about 15 lakh passengers every day, Andhra Pradesh Chief Minister N Kiran Kumar Reddy said in Hyderabad on Sunday.

Speaking after inaugurating certain works of Hyderabad Metro, he said the first trial run would be held in June 2014.

The project needs to be completed on time, or the government would have to pay a penalty of Rs.32 lakhs if it is delayed even by a day and the concessionaire would have to pay Rs. 62 lakhs if the delay is on its part, he said.


Highlighting the slew of welfare measures being implemented by his government, Reddy said legal status is being accorded to the Scheduled Castes and Scheduled Tribes special component plan.

The government would not compromise on ensuring law and order in Hyderabad, he added.

Meanwhile, the absence of Union Minister S Jaipal Reddy from the programme triggered speculation that he was upset about not being invited in a proper manner. However, the Chief Minister told reporters later on Sunday evening that he was not aware of the matter.
