New Delhi: After being shut for six months, Reliance Infrastructure-run Delhi Airport Metro Express would be thrown open for the public from Tuesday but trains will run at a drastically reduced speed of 50 km per hour.

Trains on the corridor were earlier running at a speed of 105 km per hour.

Commercial operations of the 23-km corridor that connects Connaught Place with Terminal-3 of the Indira Gandhi International Airport will begin at 5.30 AM on Tuesday morning.

However, check-in and baggage facilities for both international and domestic passengers would not be available for the time being.

Though resumption of services would bring smiles on the faces of commuters, an 18-20 minute journey from Connaught Place to the Terminal 3 of IGI Airport will hitherto take at least 30 to 35 minutes, effectively failing the purpose of a high-speed corridor.

"Reliance Metro's Airport Express Line would run daily from 5.30 AM to 11.30 PM at a frequency of 15 minutes. Reliance Metro has made arrangements to provide seamless connectivity for Terminal-1 passengers to Aerocity Station through shared cab and shuttle bus services," a Reliance Infra spokesman said.

As a promotional initiative, passengers can travel on the line at a discounted fare of Rs 30 tomorrow from anywhere to anywhere. On a normal day, the minimum fare is Rs 20 and the maximum is Rs 100.

The services would resume tomorrow six months after the Line was shut down for repairs in the civil structure. The Commissioner of Metro Rail Safety R K Kardam, who inspected the corridor last week, gave the green signal for resumption of service at a reduced speed of 50 km per hour.

The speed would gradually be increased after periodic inspections by the Delhi Metro. Trains on the corridor were run at a speed of 105 km per hour when the Line was shut on July 8, 2012.

A GOOD NEWS - You can get a biannual and annual railway pass from April



To reduce the snaking queues at railway ticket counters, the railways are introducing half-yearly and yearly season passes from April 1 for suburban commuters.

Currently, you can only buy monthly or quarterly season tickets. These passes will work out slightly cheaper than the monthly season passes. Following the railway fare hike, which will come into effect from January 22, a CST-Thane second class monthly season ticket will cost Rs. 190 instead of Rs. 160.

The half-yearly and yearly season pass will cost Rs. 1,026 and Rs. 2,052 respectively, excluding surcharge.

“Now, commuters need not repeatedly go to ticket windows to buy tickets. Also because of the cheaper rate, commuters will get free journeys for 18 days in the half-yearly pass and 36 days in the yearly pass,” said a senior railway official.

Railway minister PK Bansal had announced a hike of two paisa per kilometer in second class fares and 3 paise per kilometre for first class fares last week.

Due to new railway fare hike, second and first class suburban fares between two destinations will go up by a maximum of Rs. 6 and Rs. 5 respectively.

Mumbai marathon: Cop has ID crisis



A cop who usually stops people to check their identity as part of his job found himself at the receiving end. As the constable in plainclothes tried to walk past an entrance to a VIP enclosure, a Mumbai Marathon organizer stopped him, asking for his ID card. No amount of assertion that he indeed was a cop seemed to impress the woman. His colleague in uniform tried to convince her, but even his effort came to naught with the organizer refusing to budge from her stand. Only after a scrutiny of his card was he allowed to enter.

Railway girls make it big

Three winners in the Indian women category of the marathon are from the railways, two of them being ticket checkers. "Lalita Babar, the winner in the Indian women's Full Marathon, is a senior ticket checker with the Central Railway. Sudha Singh, who has won the Half Marathon, is a chief ticket inspector with the CR," said CR spokesperson A K Singh. "Vijayamala Patil, who came second in the Full Marathon is a Western Railway athlete and works in the stores department at Churchgate ." A CR ticket checker, Sachin Patil, was the runner-up in Indian men's Half Marathon.

Trial run conducted on damaged railway bridge


A trial run was conducted on Saturday on the railway bridge near Pamban, part of which was damaged when a barge towing a naval ship which ran aground, drifted and rammed into it.

Railway officials said an engine with two bogies would be pressed into service soon to further assess the strength. A new pier would be constructed in place of the damaged one and till then trains would be operated on a temporary steel pier.

Meanwhile, Additional Director General of Police Shylendra Babu said the ship had committed a major violation by not anchoring three nautical miles off the bridge and obtaining the Port Officer’s permission before crossing it.

The new ship bound for Karwar in Karnataka had run aground on Jan 10 while being towed from Kolkata when strong winds swept the ship and barge close to shore near Pamban bridge connecting the island with mainland.

Loco pilots unhappy with Railway literature on safety awareness




‘It is only educative and there was no intention to show them in bad light’

A booklet with graphic representations brought out by the safety department of the South Western Railway, Bangalore Division, to create safety awareness among loco pilots and station masters appears to have offended loco pilots and station masters.

The booklet comes in the wake of the May 22, 2012 Hampi Express accident at Penukonda in Andhra Pradesh that claimed 25 lives. The Commissioner of Railway Safety had, after an inquiry, held the loco pilot and the station master of Penukonda Railway Station responsible for accident.

While the loco pilot was charged with jumping the caution signal, the station master was charged with setting points towards the line occupied by a stationary goods train.

The caricatures show the family members of a loco pilot persuading him to go for shopping at a time when he was supposed to take rest after his shift. After the loco pilot leaves home for duty, his wife comes to know about the Penukonda accident and is worried whether it was the same train driven by her husband. However, her husband returns home safely after two days as he was driving another train at the time.

Railway regulator is coming for sure, says Board head



I don’t think, in the current backdrop, we can compare air travel with AC rail travel. At the most, AC first class, to some extent, can be compared. But definitely not AC three-tier, or AC two-tier. Air fares are too dynamic.

During his tenure as Railway Board Chairman since July 2011, Vinay Mittal has seen many a trough and some crests. He became Chairman of the cash-strapped Indian Railways and saw the system go monetarily negative. He also oversaw the hurried salvage act, in the form of across-the-board freight hike in 2012. Perceived as frank though media shy, Mittal prefers to work behind the scenes.

Soon after the Railway Budget in 2012, a political commotion broke out on the across-the-board passenger fare hikes. When asked what, he feared, could derail the proposals, Mittal simply said he was keeping his fingers crossed. Hopefully, he would have uncrossed them now, since the passenger fare hike came through two weeks ago.

Projects for New Rail Links Between Both Countries to be Expedited 
Working Group Formed to Examine Feasibility of Increasing Frequency of Maitree Express

The delegation level Inter-Governmental Railway meeting between India and Bangladesh was held here from 14th to 16th January 2013. On the agenda for this meeting, there were items relating to technical, operational and financial matters such as improvement in running of Maitree Express, streamlining of inter-country freight train operations, upgrading infrastructure and establishing more rail connectivity points to enhance people-to-people contact between the two countries. This inter-ministerial bilateral meeting is held alternately in Dhaka and New Delhi and provides a forum for discussion for important railway related issues. 

With a view to increasing people-to-people contact between India and Bangladesh, it was decided to expedite the projects for opening rail links between Akhaura (Bangladesh) – Agartala (India), Chilahati (Bangladesh) – Haldibari (India), Shahbazpur (Bangladesh) – Mahishashan (India) and Birol (Bangladesh) – Radhikapur (India) and also examine the feasibility of establishing a rail link between Feni (Bang;ladesh) and Belonia (India). 

Both the delegations agreed to examine the feasibility of increasing the frequency of Maitree Express and introducing the system of return tickets. A Working Group comprising of Government officials from both countries has been formed. It will o into the total gamut issues relating to financial, operational, commercial and security issues including passenger comfort associated with the running of Maitree Express. The Working Group will submit its report soon. The Indian delegation was led by Shri Devi Prasad Pande, Additional Member (Traffic), Railway Board and Bangladesh delegation was led by Mr. Shah Zahirul Islam, Additional Director General (Operation). The discussions were held and concluded in a cordial constructive atmosphere.
