How Engineers Are Building a New Railroad Under New York City

Workers inspect the “shock tubes” that set off blasting caps, which detonate the charges. More than 2,400 blasts have been conducted on the project.

The biggest public transit infrastructure effort in the US is almost completely invisible — unless you’re 160 feet underground. The East Side Access project will connect the Long Island Railroad to New York’s Grand Central Terminal via a massive tunnel under the East River. Actually, that tunnel was the easy part; it was started in 1969. The hard part? “We are building a brand-new railroad here,” says Michael Horodniceanu, president of Metropolitan Transit Authority Capital Construction. When it’s finished in 2019, around 160,000 people will see shorter commutes. But before that, engineers must complete three tricky segments. Here’s how (and where) they’ll do it.

1. Grand Central Terminal
“We are a stealth project when we land in Manhattan,” Horodniceanu says. “No one really knows we are here.” His crews are carving out a terminal beneath Grand Central (above), where twin caverns 1,050 feet long will have eight separate platforms.

2. Northern Boulevard Crossing
To keep the soft ground from collapsing, engineers snaked coils of coolant through the soil to form a protective arch of frozen earth. That let crews work safely while traffic rumbled overhead. Cost: $1 million per foot.

3. The Harold Interlocking
The busiest rail junction in the nation can’t stop for construction. As trains lumber through, crews have been boring the main tunnel below, rerouting and fixing cable and wire as they go. Work there, Horodniceanu says, “is like a dance.”

IRCTC website to book 7,200 tickets per minute

NEW DELHI: With the aim of bridging the gap between demand and supply in e-ticketing category, IRCTC today spelt out its grand plan to book 7200 e-tickets per minute in the current fiscal.

Currently, the ticketing site of the IRCTC is able to handle about 1.2 lakh concurrent connections on web servers and can book about 2000 tickets per minute.

In a detailed presentation of its upgrading, IRCTC Managing Director R K Tandon explained the action plan for capacity enhancement to the Railway Minister CP Joshi at a review meeting here.

It would cost about Rs 100 crore to Railways for strengthening the ticketing site.

A power point presentation was made before the Railway Minister about the plan to strengthen the website to enable it for booking 7200 tickets per minute, said a seniorRailway Ministry official.

Besides Joshi, Railway Board Chairman Vinay Mittal and CRIS Managing Director Sunil Kumar were also present.

CRIS, the technical arm of railways, is involved in the upgrading of the IRCTC website.

The official said the upgrading of website is a continuous process as an average booking per day has been increased from 3.67 lakh in 2012 to 4.15 lakh now.

There are about 31 crore reserve tickets being booked in a year out of which 55 per cent tickets are sold through windows. While 37 per cent tickets are booked online, eight per cent are being booked by ticketing agents.

Tendering process for upgrading of software and strengthening of hardware is on as per the Rail Budget announcement, said the official.

Former Railway Minister Pawan Kumar Bansal had announced in his Rail Budget 2013-14 that the booking capacity will be enhanced to 7200 tickets per minute with the development of next generation software for the e-ticketing site.

Generally there is a huge load on the website at 10 AM, when booking of Tatkal tickets opens. The booking of ticket varies from time to time based on festival and vacations.

Super plan’ for railways

Bangladesh - Finance Minister AMA Muhith has spoken of a ‘super plan’ for the development of the railways sector, what he says will ‘dazzle’ all when he presents the 2013-14 fiscal budget.

“The government will take a revolutionary step for development of the railways, something no previous government had done. We hope our initiative will be continued,” Muhith told in an interview in his office.

“As part of that plan, the new budget has a super plan for the railways,” he said.

The forthcoming budget session will be the last for the incumbent Awami League-led ruling coalition.

Annual Development Programme (ADP) allocations saw a sharp rise in this year of election. The government is also on a spending spree and bank borrowings are going up sharply.

“The upcoming budget will integrate the socio-economic development of the past four years and will provide pointers for the next government,” he said.

A report will be placed in the parliament on the government's performance in implementing its poll-time promises.

“The super plan for the railways sector will dazzle all this time. We want to begin a new era for the railways with new projects and sufficient allocations for them.”

Muhith said beside separate allocations, high-technology will be inducted into the railways.

Bangladesh Railway, made up of truncated portions of the erstwhile East Bengal Railway and Bengal Assam Railway (of the then British-Indian rail system), inherited a number of structural and physical weaknesses as the network was not specially designed and constructed to serve Bangladesh.

Since the liberation of Bangladesh, instead of constructing new rail-routes, some of the branch line railway sections were declared redundant and subsequently closed and no proper attention to maintain the existing asset was being given. “Although huge development budget has been allocated for roads & highways sector, a little attention has been given to rail sector,” says a study on Bangladesh Railways by Saidur Rahman.

Rahman says more than 1200 kms rail lines are under risk for operation due to lack of proper maintenance. The railways also face a shortage of locomotives and route capacity.

Rahman says the withdrawal of government funding assistance is a serious threat to the long term survival of the railways.

Now that course-correction is what Muhith seems to be promising in the forthcoming budget.

Muhith said that the National Economic Council (NEC) meeting of Tuesday will approve of Tk 740 billion annual development programme (ADP) allotment for fiscal 2013-14.

This year’s allotment seems a bit high owing to expenses involved in developing several automated institutions.

Muhith refused to comment on the size of the budget. “What will I tell on Jun 6 if I reveal everything now? I am working on the budget now and will continued to do so until Jun 2.”

The veteran politician will be placing his seventh budget at the parliament on Jun 6.

From what Muhith said, the upcoming 2013-14 fiscal budget will prioritise power, fuel, roads, railways, ports and infrastructure development.

“Human resource development, agriculture and rural development, employment, empowering social security, climate change and digital Bangladesh will also be important priorities reflected in this budget.”
