Work on new India-Bangladesh rail line to start this year

Agartala, July 5 (IANS): Work on a new rail link between India and Bangladesh along Tripura to ease surface transport in the mountainous northeastern States would start this year, officials of the two countries said here on Friday.
India will build a 15-km railway track linking Tripura capital Agartala with Bangladesh's southeastern city of Akhaurah, which is also an important railway junction connected to Chittagong port, resource-rich Sylhet and Dhaka.
"Necessary survey and alignment of the railway tracks have been completed. Bangladesh's Planning Commission's approval is awaited. We expect the work for the vitalrailway line would start this year-end," Bangladesh's Brahmanbaria district's Deputy Commissioner Nur Mohammad Majumder told reporters.

After a two-day meeting with the Indian officials, Majumder said: "Land acquisition works are on and necessary tenders for the works would soon be floated." West Tripura District Magistrate Kiran Gitte, who led the Indian side in the meeting, said that works, including survey and alignment of the railway line, have been completed. An agreement for the new railway line was signed between Indian Prime Minister Manmohan Singh and his Bangladeshi counterpart Sheikh Hasina during her visit to India in January 2010.

"Total cost of the proposed project is estimated at Rs.252 crore. The Indian Railway Construction Company (IRCON) would lay the new railway tracks on both sides of the border," an official of the Northeast Frontier Railways (NFR) told reporters.
In the last railway budget of the Indian government, the allocation of some funds was sanctioned for the 15-km railway project. Of the 15-km rail line, five km of track falls in the Indian territory and the remaining is in Bangladesh.
The NFR official said: "With the establishment of the new railway link, northeast India would be connected to the Chittagong international sea port by rail." Agartala is one of the newest stations of the Indian Railways, and came up on the country's rail map in October 2008. Surface connectivity is an important factor as the landlocked northeastern states are surrounded by Bangladesh, Myanmar, Bhutan and China and the only land route to these states from within India is through Assam and West Bengal. But this route passes through over 70 percent hilly terrain with steep roads and multiple hairpin bends. For ferrying goods and heavy machinery to the northeast from abroad and other parts of the country, India has for long been seeking land, sea and rail access through Bangladesh.
Agartala, for instance, is 1,650 km from Kolkata and 2,637 km from New Delhi via Guwahati and West Bengal, whereas the distance between the Tripura capital and Kolkata through Bangladesh is just about 350 km. The NFR is now laying tracks to connect Tripura's southern most border town Sabroom, 135 km south of here. From Sabroom, the Chittagong international sea port is just 72 km.

President Pranab Mukherjee mantra to students: Act as a catalyst for change

KANPUR: President Pranab Mukherjee on Friday lamented that the list of top 20 institutions of the world had no Indian university or institute. Referring to 33-year-old wait for a Nobel Prize, he urged the students not to wait for the change to happen, instead act as a catalytic agent for bringing about necessary change.

He further urged the students to seize every opportunity in their professional life to help solve problems of hunger, malnutrition, and disease. He told students that now they are ushering into a new world which will bring a total transition in their lives. "You will face real life problems in your life for which it is important that you co-operate with your colleagues, have compassion, develop understanding, sympathy. And then there is no doubt that you will excel in whatever area of profession you choose", said the President.

Speaking at the 45th Convocation of Indian Institute of Technology-Kanpur, the President admitted to shortage of quality faculty in institutions of higher learning. "We can sort out this problem through technology. A professor sitting in one university can teach students of another university. This will help in overcoming the problem to some extent," he said.

Governor BL Joshi, chairman of Board of Governors Prof M Anandkrishnan, IIT-K director Prof Indranil Manna and state health minister Ahmed Hasan representing chief minister Akhilesh Yadav were present on the occasion along with faculty members of the institute.

Recalling Pandit Jawaharlal Nehru, the President said that institutions of higher learning must combine humanism and science. Expressing satisfaction over IIT-K meeting Nehru's expectation and vision in several ways, he said that IIT Kanpur had revolutionized engineering education in India by ushering in science-based engineering. At the same time, it placed emphasis on humanities and social sciences by making them an important part of its undergraduate curricula.

The President further said that in a little over fifty years, IIT Kanpur was able to carve out a niche for itself for academic excellence. "The alumni of IIT Kanpur have done their alma mater and the country proud whichever profession they chose to pursue, be it science or engineering, teaching or research, entrepreneurship or corporate world, or public service," he said.

Mukherjee further said that it was a matter of honour to honour two IIT-Kanpur alumni who had made the country proud. He added that IIT-Kanpur had done the right thing by conferring upon Doctor of Science degree to Narayan Murthy and Prof Ashoke Sen.

Land acquisition for laying of Indo-Bangla railway track

With the completion of survey for 15 km railway track from Agartala to Akhaura in Bangladesh, the work for acquisition of land for laying the tracks would be started this year, official sources said on Friday.

Following the two-day District Magistrate level meeting here, the Deputy Collector of Brahmanbaria in Bangladesh, Nur Mohammad Majumder and West Tripura district Magistrate Kiran Gitte jointly announced that survey for the track was completed and the process for land acquisition would be started this year.

The two-day meeting concluded on Thursday.

The meeting decided that 373 border pillars which were partly or fully damaged would be repaired or constructed by the Public Works Department (PWD) of both the sides under the supervision of Border Security Force (BSF) and Border Guards of Bangladesh (BGB).

Both sides expressed their satisfaction at the reduction of border crimes like cattle lifting, theft and dacoity and exchanged a list of criminals taking shelter in the two neighbouring countries and both agreed to initiate stringent legal actions against them.

West Tripura District Superintendent of Police, Bijoy Nag, who also took part in the meeting, said that a list of 24 Indian criminals hiding in Bangladesh was handed over to them while the Bangladesh side gave a similar list of twenty criminals sheltering in the Indian side.

“We are united to take appropriate legal action against the criminals”, said the Police Superintendent of Brahmanbaria, Mohammad Moniruzzaman.

The Bangladesh delegation expressed serious concern at the smuggling of contraband items like Ganja, cannabis and medicines like Phensidyle and Corex used in Bangladesh for addiction from the Indian side.

The Indian side assured them to contain the menace by increasing more surveillance on the border.

Setting up of RTA a priority for Railways: Arunendra Kumar

New Delhi: Pushing its reform agenda, Railways has expedited the process for setting up a Rail Tariff Authority (RTA) and is awaiting the inter-ministerial response on it.

"Constituting Rail Tariff Authority is a priority for us. The inter-ministerial note is in circulation and we are expecting the response in about a week," new Railway Board Chairman Arunendra Kumar said here Friday.

The RTA, a big ticket reform in rail sector which is the first-of-its-kind for Railways, will suggest the level of tariff for both the freight and passenger fares from time to time taking into account the input cost (diesel and electricity) and volatile market conditions.

"After receiving the response from other ministries including Finance and Law, we will submit the proposal to the Cabinet for approval," Kumar said, adding, "It will also go to Parliament in the coming session for making certain amendments in the law."
