तीसरे चरण में झटके नहीं देगी मेट्रो


जागरण संवाददाता, नई दिल्ली : आए दिन मेट्रो में सफर के दौरान झटके खा रहे यात्रियों को तीसरे चरण की मेट्रो में इस समस्या से निजात मिल जाएगी। दरअसल, निर्धारित क्षमता से कहीं अधिक यात्रियों की संख्या के चलते पहले तथा दूसरे चरणों की मेट्रो में सिग्नल व संचार व्यवस्था संबंधी समस्या आ रही है।

इन गड़बड़ियों से सीख लेकर दिल्ली मेट्रो रेल निगम (डीएमआरसी) तीसरे चरण की सिग्नल व्यवस्था को और आधुनिक करने की तैयारी में जुट गया है। इसके लिए कई विदेशी कंपनियों से बातचीत चल रही है।

डीएमआरसी ने तीसरे चरण की लाइन सात (केंद्रीय सचिवालय से कश्मीरी गेट) व आठ (मुकुंदपुर से शिव विहार) में अंतरराष्ट्रीय कंपनियों को शामिल करने की योजना बनाई है। साथ ही काम को सही तरह से अंजाम देने के लिए डीएमआरसी ने विदेशी संस्था जाइका (जापान इंटरनेशनल कॉरपोरेशन एजेंसी) की भी मदद ली है। जो काम पर होने वाले खर्च का वहन करने में मदद करेगी।

बता दें कि मेट्रो की द्वारका से नोएडा तथा जहांगीरपुरी से हुडा सिटी सेंटर को जाने वाली लाइन पर सिग्नल और संचार व्यवस्था में लगातार आ रही खामियां आए दिन डीएमआरसी के अधिकारियों के लिए मुसीबत का सबब बन जाती है। वहीं रुक-रुककर चलने से हजारों यात्री अलग से परेशान होते हैं। इसलिए डीएमआरसी ने ढांचागत निर्माण कार्य के साथ-साथ अभी से तीसरे चरण में संचार व्यवस्था को बेहतर करने के लिए अंतरराष्ट्रीय कंपनियों को प्रमुखता से शामिल करने पर विचार किया।

डीएमआरसी अधिकारियों के अनुसार, तकनीकी क्षेत्र में जापान काफी बेहतर समझा जाता है। जिसका फायदा मिलेगा। ऐसे में उम्मीद जताई जा रही है कि तीसरे चरण के लिए डीएमआरसी को कई अच्छी कंपनियां मिलेंगी। जिससे इस मुसीबत से जल्द से जल्द निजात मिले।

ग्लोबल टेंडर जारी किए जाएंगे

तीसरे चरण में मेट्रो की लाइन सात व आठ पर सिग्नल व संचार व्यवस्था को बेहतर बनाने के लिए ग्लोबल टेंडर जारी किए जाएंगे। जिसमें अंतरराष्ट्रीय कंपनियां भी ठेका ले सकती है, लेकिन उनसे अनुबंध से पूर्व कंपनियों के कार्य पर ध्यान दिया जाएगा। क्योंकि इस काम को अंजाम तक पहुंचाने के लिए जापान की एक बड़ी कंपनी जाइका भी डीएमआरसी के साथ खर्च वहन कर रही है।

Kharge likens railways to a cow



GULBARGA: Likening the Indian Railways to a cow, Union railway minister M Mallikarjun Kharge said the services, running under a loss, should be protected like the bovine.

After laying foundation stone to Wadi-Gulbarga railway line electrification at Wadi station on Friday, Kharge said just as we draw milk from the cow depending on its capacity, it's similar with the railways. "If you draw more from the cow, it will give blood," he said. Similarly, one must be realistic while assessing the capacity of the rail network or it will suffer losses, he warned.

‘Bansal knew about bribe exchange’

Senior leader and chairman of the National Legal Group of BJP Satya Pal Jain on Sunday briefed the executive committee of the party regarding the involvement of former Railways minister Pawan Kumar Bansal and his family members in the railway bribery scam.

Senior leaders of party, including BJP president Rajnath Singh, Leader of the Opposition in Lok Sabha Sushma Swaraj, Leader of the Opposition in Rajya Sabha Arun Jaitley, senior leaders Dr Murli Manohar Joshi and Venkaiah Naidu, among others, were present at the meeting held at the residence of L K Advani.

Bansal's nephew Vijay Singla was arrested by the CBI on May 3 while accepting Rs 90 lakh bribe from Mahesh Kumar, a member of the Railway Board allegedly for his promotion.

Jain referred to the various documents which form part of the CBI chargesheet in the scam, to show that Bansal had complete knowledge regarding the payment and receipt of the bribe. He alleged that the two accused, Mahesh Kumar and Vijay Singla, were constantly in touch with the sons of Bansal, including through phone calls made and received at his official residence. He also brought to their notice that they were regularly talking to each other right upto 5 PM on May 3 when the raids were conducted by CBI.

Jain told the central leadership that the accused persons were constantly mentioning the names of UPA chief Sonia Gandhi, Congress vice-president Rahul Gandhi and Ahmed Patel in their conversations.

He also informed them that the recording of the conversations between Bansal, Singla and Mahesh Kumar are not available on record in the CBI chargesheet and its seems this has been done to save him from prosecution.

The matter is likely to be raised in Parliament in the coming days.

‘Release matching grants for railway projects’

The former Chief Minister and KJP chief B.S. Yeddyurappa has urged Chief Minister Siddaramaiah to deposit at least Rs. 1,000 crore in the account of the Railway Ministry for speeding up railway projects in the State.

Addressing presspersons here on Sunday, he said that it was he, as Chief Minister, who first initiated the idea of giving matching grants to the Railway Ministry for taking up railway projects in the State. “My efforts were appreciated at the national level. Karnataka was the first State to offer such funds for railway projects,” he said.

Mr. Yeddyurappa criticised the Siddaramaiah-led Congress government for allocating a meagre Rs. 30 crore for railway projects in the State.

Even Railway Minister M. Mallikarjun Kharge disapproved of the Congress government for not granting adequate funds, he said.

हर रेलमंत्री मानता है रेलवे को निजी सम्पत्ति: आरके सिंह

कोलकाता, नगर प्रतिनिधि। इस देश में रेलमंत्री बनते ही हर कोई रेलवे को अपनी निजी संपत्ति समझने लगता है और इसके जरिए अपनी पार्टी और संगठन का हित साधना शुरू कर देता है। यह चौंकाने वाला बयान शनिवार को पूर्व केंद्रीय गृह सचिव आरके सिंह ने दिया। उन्होंने किसी का नाम लिए बिना कहा कि रेलवे को अपनी निजी संपत्ति समझने का 'ट्रेंड' हो गया है।

सिंह एसोसिएशन आफ कार्पोरेट एडवाइजर्स की ओर से महानगर में आयोजित राष्ट्र निर्माण व लोकतंत्र विषयक पैनल व्याख्यान में तल्ख तेवर में बोल रहे थे। उन्होंने व्यवस्था पर करारा प्रहार किया।

सिंह ने कहा कि राजनेताओं को धन चाहिए और जब उनके लिए काम करने वाले अधिकारी उनके तौर-तरीकों को देखते हैं तो वे भी इसमें शामिल हो जाते है। इसका नतीजा यह होता है कि इंदिरा आवास योजना के तहत किसी ग्रामीण को अगर 40 हजार रुपये मिलने होते हैं तो महज 25 हजार ही मिल पाते हैं। ग्रामीण योजना से लाभान्वित होने पर भी वह घर नहीं बना पाता। इससे यह भी साबित होता है कि भ्रष्टाचार ऊपर पनप रहा है और वहीं से नीचे की ओर जा रहा है।

पूर्व गृह सचिव ने कहा कि उनके मन में राष्ट्र और मजबूत लोकतंत्र की भावना कायम है लेकिन वे महसूस करते हैं कि राजनीतिक स्वार्थ के लिए भाषा, धर्म और प्रांतीयता के नाम पर दरारें पैदा की जा रही हैं। दरार पैदा करने की कोशिशों को खत्म करने की जरूरत है। सिंह ने देश में स्वास्थ्य व चिकित्सा सेवाओं को गरीबों के अनुकूल बनाए जाने की जरूरत पर बल देते हुए वैज्ञानिक एवं औपचारिक कृषि नीतियों के गठन की जरूरत बताई। उन्होंने कहा कि इस तरह की व्यवस्था के अभाव में ही जो कभी गांव नहीं गए हैं, वे ग्रामीण और कृषि विकास की नीति बनाते हैं।

परिचर्चा के दौरान बीआईएमएस के प्राचार्य सुमन कुमार मुखर्जी ने कहा कि भ्रष्टाचार के कारण भारतीय संसदीय लोकतंत्र कभी कभी अपेक्षाओं पर खरा नहीं उतरता लेकिन फिर भी इस बात को समझना होगा कि अन्य विकल्प संसदीय लोकतंत्र से बेहतर नहीं हैं। परिचर्चा में भाजपा की राष्ट्रीय प्रवक्ता मीनाक्षी लेखी ने भी लोकतांत्रिक मूल्यों की मजबूती पर अपने विचार रखे।

India speeds up Rs 80,000 crore plan for rail lines along the borders

New Delhi: An ambitious Rs 80,000 crore plan to build railway lines along India's strategic frontiers is picking up speed. Railway and defence sources confirm that surveys have been completed on 10 key lines with most of the funding likely to come out of the railway budget. Working in tandem railways and the military have identified certain lines that must be given priority in construction.

The strategic lines include the Srinagar-Kargil-Leh railway line will cover a distance of more than 400 km cutting by half the current travel time of eight hours by road. Construction will take place at heights ranging from 6000 feet to 13,000 feet. Another line will connect the military hub of Pathankot with Leh, a distance of 278 km.

In the Northeast a line will connect Misamari in Dhemaji district of Assam to Tawang in Arunachal Pradesh, a distance of 320 km. Along with other lines in Rajasthan and Uttarakhand, the armed forces will be able to move troops and equipment faster in any emergency.



Working in tandem railways and the military have identified certain lines that must be given priority in construction.

The key issue is how soon construction can begin on these lines as weather could be a big impediment especially in Kashmir and Ladakh. Much would also depend on how soon money becomes available for the key projects.

India has been bolstering its infrastructure along the border with China to make the movement of troops and military equipments easier. While China has already built all weather roads to its border posts, most of the Indian posts on the Line of Actual Control with China can be accessed only on foot.
