37 dead in Bihar railway tragedy: Nitish Kumar


KHAGARIA: 37 pilgrims including women and children standing on rail tracks were killed when a speeding express train ploughed into them on Monday in Bihar's Khagaria district, triggering angry protests by locals who attacked train drivers, set ablaze a coach and vandalised the station.

The 'kanwarias' or devotees of Lord Shiva were walking along the tracks at Dhamara Ghat station after alighting from the Samastipur-Saharsa passenger when the Saharsa-Patna Rajyarani Express travelling at 80 kmph, ran over them, a senior railway official said. Khagaria is about 160 km from Patna.

Railway fixes quota in Jan Sadharan Ticket Booking Sewak selection



ALLAHABAD: The railway administration had decided to fix quota in the selection of Jan Sadharan Ticket Booking Sewak (JTBS) operators. Under the scheme, the selected persons are empowered to issue general tickets to the passengers at major locations in the city. Director (passenger marketing), Railway Board, Monica Agnihotri had written letters to all the chief commercial managers of the zonal railways in this regard. There would be 49.5% reservation of the total number of JTBSs on the divisional basis. Of this, 12% has been reserved for people belonging to Scheduled Caste, 8% for Scheduled Tribes, 20% for persons belonging to other backward classes (OBCs) while 9.5% has been reserved for person belonging to the minorities communities. The minorities would include Muslims, Sikhs, Christians, Buddhists and Zoroastrians (Parsis).

In each category, 10% would be for freedom fighters and women, including war widows and widows of railway employees and 10% for physically challenged persons. Apart from this, 10% reservation for the disabled persons would be applicable in the general category also.

The JTBS operators are allowed to issue season tickets. Each season ticket is to be treated as a single ticket/single passenger for the purpose of levy of service charge. Service charges to be realized by JTBS is Re 1 per passenger. Bank guarantee had been reduced to Rs 20,000 from Rs 40,000 and security deposit has been reduced to Rs 5,000 from existing Rs 15,000. JTBS operators are also permitted to operate one additional counter provided the sale of tickets is more than 800 per day on each counter for a period of one month. They may be allowed to shift from the original location to a new location at own cost with a view to increase sale of tickets.

The tenure of contract is enhanced to three years, renewable by a tenure of three years, subject to satisfactory performance. and the operators abide by terms and conditions prevailing at the time of renewal.

The railway ministry had introduced this scheme in 2008 with a view to appoint JSTB Sewaks in various parts of cities for issue of unreserved tickets through Computerized Unreserved Ticketing System (UTS).

Railways to hike fares of Kolkata Metro after a decade


Railways is finally set to make an upward revision of the decade-old fare structure of Kolkata Metro, which accounts for the worst operating ratio among all the 17 railway zones.

“Kolkata Metro is facing a huge revenue deficit. The matter of fare hike is under our active consideration,” Adhir Ranjan Chowdhury, minister of state for railways, said.

Chowdhury suggested a decision in this effect could be taken much before the next railway budget. “The Metro fare hike has become an urgent necessity now and I do not think even commuters would mind,” he added.

The fare-structure of Kolkata Metro, one of the 17 zone of the Indian Railways, has not been revised since 2002. With a minimum fare of Rs 4, Kolkata Metro currently spends over Rs 300 to earn Rs 100. In 2010-11, Kolkata Metro had an operating ratio of 248. The revenue gap has only widened following extension of the metro connectivity from Tollygunge to Garia in southern part of the city.

Despite this, the fare of Kolkata Metro - country's first underground train system and also the only one run by ministry of railways -- was left untouched in January, 2013 when Pawan Kumar Bansal had announced an increase in railway fares for passengers across categories citing poor finances of the railways.

However, soon after Kolkata Metro management on its own formerly sought revision of fares. A committee was formed at the ministry level to review the fares of Kolkata metro, which understood to have submitted its report to the ministry.

Kolkata Metro, which started operation in 1984, currently connects the north and southern part of the city with about 25 km-long rail route.

Railway goof-up denies refunds to passengers who did not travel



NAGPUR: Even as many e-ticket passengers are waiting to get their refunds for trains cancelled during the Sindi railway tragedy, a couple of cases have come to light where the railways have shown passengers who did not undertake the journey as 'travelled', and denied them refunds for the tickets.

While a case relates to June this year, another pertains to last year-end. Both the passengers are still fighting it out with the Indian Railway Catering and Tourism Corporation (IRCTC), which issues e-tickets. The problem arose after railways showed them as travelled when they actually had not.
