New Delhi: A top official of North East Frontier Railway (NFR) has come under the scanner of Central Vigilance Commission (CVC) for alleged irregularities in procurement of perfume dispensers for air conditioned coaches.
CVC has issued a charge sheet against NFR General Manager Ranjit Singh Virdi, officials said.
The Vigilance Directorates under the Ministry of Railways had initiated an inquiry into the irregularities in purchase of perfume dispensers on the basis of a media report. After completion of inquiry, the report was sent to CVC for necessary action. Acting on the report, CVC has issued the charge sheet against the officer, they said.
Calls made to Virdi, a 1972 batch officer of Indian Railways Service of Mechanical Engineers, seeking his comments did not elicit any response.

Kochi Metro Rail Limited’s Director Board meeting at Thiruvananthapuram on Tuesday will review the progress of Kochi Metro works and probe ways to speed up piling, land acquisition etc.,.
Twenty-six of the 40 hectares of land required for the project has been acquired so far. Among the reasons for delay in land acquisition is the State government’s lag in issuing administrative sanction.
The DMRC had promised to commission the project by March 2016. But delay in acquiring land and relocating electric posts are a headache for Metro Rail stakeholders. The KWA is yet to relocate/divert pipelines, despite pipelines being stacked up all along SA Road, obstructing vehicles and pedestrians. The objections raised by local residents to transporting mud to fill the coach-repair depot site at Muttom, too is posing problems.
Around two months after work began, a few hiccups such as undue interference from head load and construction worker trade unions delayed the pace of works. The stakeholders have managed to overcome most of the hurdles now.
The Director Board members are expected to take a call on revising the deadlines of different components of the project so that trains can begin plying as per schedule. “They will go through the expenditure incurred so far, the funding required for the next quarter and also review tenders awarded so far,” sources said.
KMRL had recently invited consultants for ensuring the quality and safety of the construction works. The Board meeting will decide the terms of reference. An agency will be shortlisted for preparing a master plan for commercial development of land in Kakkanad to fund the metro.
WIDEN SOUTH BRIDGE
A review meeting was held here on Monday with senior KMRL and DMRC officials participating in it. The DMRC is learnt to have sought measures to widen South overbridge into a four-lane structure, alongside construction of the metro’s viaduct on the bridge’s northern side. Another demand is to hasten land acquisition so that work on metro stations can begin.
Sources said the State government and the Kochi Corporation must take the initiative to widen the South overbridge. “The other very urgent widening works are that of Thammanam-Pullepady-Padma Junction Road and Vytilla-Pettah Road.”
The DMRC also sought more funds for civil works and speedy handing over of land in the South railway station where railway quarters is located.
The DMRC has demanded cooperation from motorists and pedestrians since it has barricaded a few places along the metro’s Aluva-Pettah alignment for piling, test piling and soil-testing works.
“We have barricaded up to eight metres of the road width at some places to ensure the safety of road users, workers and machinery. Warning sign boards, safety cones, no-parking boards etc too have been installed for the purpose. Due to careless driving by the motorists there are instances of vehicles hitting barricades and causing injuries to workers at the site. Barricades too are getting damaged,” says a press release issued by DMRC.
The agency has appealed to road users to observe speed restrictions while negotiating through metro work sites.
NORTH OVERBRIDGE DIVERSION
The traffic police have informed that the North overbridge will be out of bounds for vehicles from Tuesday midnight to Wednesday early morning. Motorists must use either A L Jacob or Pullepady overbridge.

Divisional Railway Manager A.K. Rastogi and his team of officials checked the tatkal reservation at Ambathurai station near Chinnalapatti on Saturday.
The team verified the applications of passengers waiting for booking tatkal tickets. More than six passengers were asked to leave the counter as they were trying to book tickets for others. They did not reply properly to questions raised by verification officers.
The names of passengers, mobile number, identity card, address of passengers were verified by them.
Meanwhile, passengers waiting in the queue appealed to railway officials to display a signboard.

The Southern Railway (SR) has planned to set up medical centres at five railway stations in Madurai Railway Division to provide first aid to passengers.
The centres will come up at Madurai, Tirunelveli, Virudhunagar, Thoothukudi and Tenkasi railway stations, according to Chief Medical Director (SR) S.Ram Prakash.
After inaugurating the new outpatients block of the Railway Hospital here on Monday, he said the railway would provide the required space at the railway stations free of cost to private hospitals.
The respective hospital had to depute a medical officer and two paramedical staff to attend the passengers requiring medical care round the clock. “The hospitals will not charge the passengers for the services,” Mr.Prakash noted.
The hospitals would have to park an ambulance on the railway premises to rush the passengers to the hospital of their choice if they needed further medical care. Such medical centres had been opened at Chennai Central railway station and Salem railway station, he pointed out. The Chief Medical Director said the new outpatient block had been planned on an outlay of Rs.2.5 crore. While the ground floor of the building was ready, work was yet to be completed on the first floor. The new outpatient block would take the crowd off the main building of the hospital.
On the proposal of the Indian Railway to establish a medical college on the Perambur Railway Hospital premises, he said the issue was still at the consultation stage.
Divisional Railway Manager A.K.Rastogi, Additional DRM V.Ajith Kumar, Railway Hospital Chief Medical Superintendent G.Sahoo were also present on the occasion.
The Railway Ministry is actively considering the genuine demands of railwaymen as proposed by the All India Railwaymen’s Federation (AIRF). This assurance was given on the floor of the Lok Sabha by the Railway Minister in response to a query from a member, according to a statement issued by Ch. Gandhi, general secretary of East Coast Railway Shramik Union and assistant general secretary of AIRF.
The AIRF was invited to a meeting by the Chairman of Railway Board in New Delhi on August 23 and the long-pending demands of railwaymen were discussed.
When the Chennai Metro is up and running, its train operators will be screened by breathalysers. This, officials of Chennai Metro Rail Limited (CMRL) said, will be done to ensure the safety of passengers.
“We plan to screen all train operators with breathalysers before they begin a trip. Our trains have Automatic Train Operation (ATO) and Automatic Train Protection (ATP) systems, and so the role of train operators will be limited. They will only be needed to carry out basic operations and monitor travel. Despite this, we do not want to take any chances and so we are considering the idea of using breathalysers,” said a CMRL official.
