Japan resumes test run of world's fastest magnetic train

Wellington, Aug. 30 (ANI): Japan is reportedly planning to resume trial runs for the world's fastest magnetic-levitation train that will travel double the speed of the current bullet trains.

Central Japan Railway has planned to begin work on the 65.6 billion dollars maglev line, which will use magnetic power to propel trains between Tokyo and Nagoya, in April next year, reports.

The company has spent five years to build a 24-kilometre extension track on which the trains can run at a speed of 500 kms per hour, almost double the 270 km per hour speed of current bullet trains, the report added.

The maglevs will take passengers to Nagoya from Tokyo in 40 minutes on the 286-kilometre journey, the report added.

Meanwhile, it is being speculated that Japan's population will reduce to 117 million by 2027 and if the population projections are correct, then the use of the bullet train will go down.

However, the project is unlikely to be completed on time as the company is facing challenges, like tunneling under Tokyo's skyscrapers and Japanese Alps as well as high construction cost.

JR Central's officials said that they will use cash flow along with loans and bonds to fund the project and won't depend on government financing.

Why don't Americans ride trains?

AMERICA has by far the largest rail network in the world, with more than twice as much track as China. But it lags far behind other first-world countries in ridership. Instead of passengers, most of America's massive rail network is used to carry freight. Why don't Americans ride trains?

Rail ridership is usually measured in passenger-kilometres—one passenger-kilometre represents one passenger travelling one kilometre. One 1000-person train travelling 1000 kilometres would on its own account for a million passenger-kilometres. Yet American railroads accounted for just 17.2 billion passenger-kilometres in 2010, according to Amtrak, the US government-backed passenger rail corporation. EU railroads accounted for nearly 400 billion, according to International Union of Railways data. When you adjust for population, the disparity is even more shocking: per capita, the Japanese, the Swiss, the French, the Danes, the Russians, the Austrians, the Ukrainians, the Belarussians, and the Belgians all accounted for more than 1,000 passenger-kilometres by rail in 2011; Americans accounted for 80. Amtrak carries 31 million passengers per year. Mozambique's railways carried 108 million passengers in 2011.

There are many reasons why Americans don't ride the rails as often as their European cousins. Most obviously, America is bigger than most European countries. Outside the northeast corridor, the central Texas megalopolis, California, and the eastern Midwest, density is sometimes too low to support intercity train travel. Underinvestment, and a preference for shiny new visions over boring upgrades, has not helped. Most American passenger trains travel on tracks that are owned by freight companies. That means most trains have to defer to freight services, leading to lengthy delays that scare off passengers who want to arrive places on time. Domestic air travel in America is widely available, relatively cheap, and popular. Airlines fear competition from high-speed rail and lobby against it. Travelling by cars is also popular. Gas is cheaper (mostly because of much lower taxes). Road travel is massively subsidised in the sense that the negative externalities of travelling by car, including the release of carbon dioxide and other greenhouse gases, are not fully offset, and most major highways—which cost tens of billions to maintain—are still free of tolls. And finally, Barack Obama's embrace of high-speed rail has heightened a political battle over rail that doesn't exist quite in the same way in other countries (although the fraught debate over high-speed rail in Britain comes close). Opposition to rail is now often seen as essentially conservative, and Republican governors oppose rail projects to boost their conservative image.

America's national-level politics are unlikely to become more functional in the near term. So all this leads to an inevitable conclusion: what happens with California's planned high-speed rail system matters a lot. If it is completed, works, and is popular—all of which is uncertain—other states will undoubtedly take note. If California's high-speed dream fails, it may be a long time before America has true high-speed service. And by that point, America may be ready to put in a call to Elon Musk. Hyperloop, here we come!

Top contenders out of race for Rail Board chief

The latest to go is acting Chairman Arunendra Kumar

A peculiar situation has arisen at Rail Bhawan. All nine top contenders have been eliminated from the race for Chairman of the Railway Board for one reason or the other in just four months.

The latest to go is acting Chairman Arunendra Kumar, whose name the Central Vigilance Commission (CVC) has not recommended for regularisation, even as the Rail Bhawan corridors were abuzz with the doings and undoings in the higher echelons of the Railway Ministry after North Frontier Railway General Manager R.S. Virdi was eased out of the race.

Highly placed sources said the CVC had recommended the names of only Kolkata Metro General Manager Radhey Shyam, who is also in charge of South Eastern Railway, and South Western Railway General Manager A.K. Mittal for the top post. The CVC recommended a CBI probe against the acting Chairman.

Mr. A.K. Mittal, however, faces a problem: the outgoing Chairman, Vinay Mittal, issued a confidential letter, in which he said his performance was not up to the mark.

The first to get eliminated was the Member (Staff), Mahesh Kumar, after his arrest in a bribery scam. The Member (Electrical), Kul Bhushan, the senior-most member of the Board, was named in a preliminary inquiry by the CBI.

Northern Railway General Manager V.K. Gupta, too, is no more in the reckoning as his name figures in the conversations taped by the CBI in the bribery case. He is facing other charges also.

Three others do not fulfil the criteria prescribed for the post: completion of one year as zonal general manager and two years of residual service. As a matter of fact, Mr. Virdi was on the top of the list, fulfilling these criteria, but his prospects were affected by minor penalties recommended against him by the CVC in a 10-year-old case, though the watchdog cleared his name for promotion as Member (Electrical) in February.

The CVC’s action has surprised most officers, with Federation of Railway Officers Association secretary-general Shubhranshu writing to Railway Minister Mallikarjun Kharge and the CVC, urging that the decision be reconsidered because it would affect the performance of the Railways.

Mr. Virdi has formally protested the CVC’s recommendation, writing a letter to Mr. Kharge, in which he said: “The timing of the case is clearly designed to stall my chances.”

The post fell vacant after the retirement of Mr. Vinay Mittal on June 30. Member (Mechanical) Arunendra Kumar has been given additional charge of Chairman for three months.

Mr. Virdi has charged the acting Chairman with “machination” to reopen the case with the sole objective of preventing him from becoming Chairman.

He pointed out that the case, pertaining to the trial of perfume dispensers and a disinfectant dispenser, was closed by the CBI, and the CVC suggested systemic improvements. He asserted that his name had never figured in the probe.

In his letter to the Railway Minister on Thursday, Mr. Shubhranshu maintained that victimisation of this nature would affect induction of technology in the Railways.

Mr. Shubhranshu, who has sent copies of the letter to both the CBI and the CVC, maintained that the CVC’s action violated the rules as it had not sought any explanation from Mr. Virdi and two retired members, who too had been proceeded against. He warned that such an action would result in witch-hunt.

The CVC has directed the Railways to find means of acting against two retired members — P.N. Garg and S. Dhasarathy — knowing well that rules did not permit action against those who had been in retirement for more than four years. Officers alleged that the attempt was to sully their names in a bid to get at Mr. Virdi. They maintained that Mr. Garg was so shocked by the news that he suffered brain haemorrhage and was in a critical condition.

SCR to shift loco training centre to new premises

Set up in 1979 near the railway station, trained thousands of loco pilots in it

The shifting of the South Central Railway (SCR) Electric Traction Training Centre (ETTC) began on Wednesday. The ETTC, the only Electric Training Centre in Southern Region, was shifted into the Divisional Integrated Training Centre (DITC), located on BRTS Road. The centre was shifted in accordance to a decision taken by the Railways in accordance to the directions of the High Court to vacate the 7.3 acre in which it is currently located.

The training centre, set up in 1979 near the railway station, trained thousands of loco pilots and technicians across the country. Recently, the owner of the land approached the court alleging that SCR was not paying the price and that it should be returned.

Responding to the plea, the High Court appointed an arbitrator for settlement of the issue. On June 13{+t}{+h}2013, the court directed the railway authorities to vacate the land within six months or pay Rs. 70 crore as per the market value.

Speaking to The Hindu on Wednesday, Vijayawada Divisional Railway Manager (DRM) Pradeep Kumar said the SCR management would implement the High Court orders in the given time, and the ETTC would be shifted to the newly constructed DITC “within a week”.

The ETTC was set up as per the guidelines of the Railway Board, with simulator (computed-based control of a locomotive), models of various components in the engine, latest loco models, online trouble shooting, library, computer lab, lecture halls, hostel, mess and sufficient staff, he said. “We imparted training to the loco pilots of Secunderabad, Guntakal, Nanded and Guntur divisions under SCR, East Coast, Southern Railways and South East Railways. Though the capacity of the centre is only 300 candidates we recently gave training to 1,400 candidates recruited in a special drive. This is the largest batch of loco pilots given training at any give time from any of the training centres of the Indian Railways,” said instructor B. Vivekananda. Mr. Pradeep Kumar said that 125 candidates, recruited through Railway Recruitment Board, came from East Coast Railway for loco pilot training on August 28. The ETTC staff would begin classes for them from Thursday. Besides this, refresher courses were given for section engineers and technicians of various divisions, said the DRM.
