Government to hike DA by 10%; to benefit 80 lakh employees & pensioners

NEW DELHI: Ahead of festival season, Central Government will this month announce a hike in dearness allowance to 90 per cent from existing 80 per cent, benefiting about 50 lakh central employees and 30 lakh pensioners.

According to official source, dearness allowance hike will be 10 per cent and would be effective from July 1, this year.

The sources further said the exact amount of dearness allowance, as a proportion of basic pay, works out to over 90 per cent after factoring in the revised all India Consumer Price Index for Industrial Workers (CPI-IW) for June.

According to revised data released on August 30, retail inflation for factory workers for June stood at 11.63 per cent, higher than provisional estimate of 11.06 per cent for the month released on July 31.

Sources said that since the revised estimate for the month of June is available, the Finance Ministry would soon prepare a proposal for the purpose for seeking Union Cabinet nod.

They further said the proposal will be moved this month. There would be a double digit hike in DA after about three years. It was last in September, 2010, that the government had announced a hike of 10 per cent to be given with effect from July 1, 2010.

DA was hiked to 80 per cent from 72 per cent in April, 2013, effective from January 1, this year.

As per the practice, the government uses CPI-IW data for past 12 month or a year to arrive at a number for the purpose of any DA hike. Thus, the retail inflation for industrial workers between July, 2012 to June 2013 will be used to take a final decision.

Train of hope for runaway kids



LUCKNOW: A drop-in shelter at Charbagh is more than a home to runaway children. They get two square meals a day, books to read, friends to play with and a hope that they can pick the broken strands of life and begin afresh. At the age of ten or eleven, these amenities may not figure in one's list of priorities. But for those with a social status of a runaway, abandoned, trafficked, lost, abducted or living with poor families on the street, charting out a path for the future starts early.

The centre mainly has children rescued from Charbagh railway station. The cooperation of the railways has made it possible for Ehsaas, the NGO that runs it, to educate and sensitise vendors, coolies, railway staff and officials about children living on the platforms and the station. So much so, that while vendors and coolies inform the NGO workers about children being trafficked or employed as labourers, at times, even passengers call up the helpline or GRP's child protection booth to inform about the runaway children.

The Charbagh railway station is among the first of the railway stations to have turned child-friendly in the country. It was in 2002 that the then ADG, GRP, Javed Ahmed organized a meeting of GRP staff and officers to sensitize them on child rights and rescuing children in distress. The divisional railway manager, NER, Amitabh Lal was the second senior railway officer to have extended help towards the cause. Since then, the railways has worked constantly to achieve the objective of being a child-friendly station.

A child protection booth has already been set up at the station. The instructions issued by railway board in July to make railway stations all over the country child-friendly have been discussed with the state government. "We are and will extend all needed support to the cause. We have also made a plan which will be implemented through RPF," said Sr DCM, Lucknow, NR, Ashwini Srivastava.

"We identify the new children coming at railway stations and about 50 such children are united with their families every year by us," said founder and general secretary, Ehsaas, Shachi Singh. It always works to identify new children joining the groups at the station because they can easily be brought back to the mainstream. The ones who have been living on the streets for several years take time to adjust, she said.

The number of such children has reduced at Charbagh due to constant effort of railways and the child welfare organization. But more is needed on the infrastructure front. There are few children who do not have a family or a home to go back to. The drop-in shelters have limitations. Lucknow has only five homes for such children. The government, so far, has not been serious about the issue.

While the boys are still visible on the stations and streets till they reach 12 or 13, the girls disappear young. The survey by a NGO shows that most of them die during childhood pregnancies or get married young. They are also prone to being trafficked. A timely intervention is what can save many such children.

According to the Railway Board's guidelines, as soon as a child is found abandoned at a railway station, as a first step, RPF/GRP/station master should enquire about the name, address and other particulars of his/her parents/guardians and an announcement should be made by station masters on public announcement system. The local police station or police post should also be informed about the missing child, after which an intimation should be sent to the police station under whose jurisdiction the parents/guardians live.

The child should also be produced before a child welfare committee. The address and contact number of the child welfare committees would be prominently displayed at the railway station, along with the information about children who have been produced before the committees.

The station masters/superintendents have to maintain a register in which they should record the particulars, including name, parents' name, age and address of the children who arrived and stayed at the railway station. The photographs of such children should also be put among the records to make the identification easy. The information about such children should also be uploaded on the railways website.

A girl child should be kept in the safe custody of the female staff of GRP/RPF/railways till she is not produced before a child welfare committee.

Railways to run special trains



PATNA: Railways will run one pair of special trains (01711-01712) between Jabalpur and Patna on September 1 and 2 to cope with the rush of examinees of railway recruitment board examination.

According to railway sources, the special train will leave Jabalpur on Sunday at 7.15pm and reach Patna next day in the morning at 8.10am. Similarly, it will leave Patna Junction on Monday at 10.15am and reach Jabalpur the same day at 12.10 in night, sources said, adding the load combination of this special train will be of 17 coaches, which includes sleeper (11), general bogies (4) and brake van (2).

Besides, railways has also decided to run one pair of special trains (05823-05824 ) between Patna-Hatia to clear the rush of examinees for railway examinations on August 31, September 21 and October 5 from Patna end while it will run from Hatia on September 20 and October 4, railway sources said. According to sources, it left Patna Junction at 10.30am in the morning on August 31 for Hatia, reaching there the same day at 10.35 pm. It is scheduled to leave Patna Junction at the same time on September 21 and October 5 for Hatia, sources said, adding the train from Hatia end will run on September 20 and October 4 at 7.05pm, reaching Patna Junction the next day at 9.30am.

According to ECR CPRO Amitabh Prabhakar, railways is introducing a weekly superfast train (22805-22806) between Bhubaneswar and New Delhi from September 7 via Grand Chord route of Gaya-Mughalsarai section of ECR. It will leave Bhubaneswar every Saturday at 12.45pm and reach New Delhi next day at 8.50am, he said adding the train on its return journey will leave New Delhi every Monday at 7am and reach Bhubaneswar next day at 4.30pm.

Railway hospital without ambulance, unions protest

Medical facilities provided by the department of railways for its employees at the Railways Hospital stood exposed on Friday night when a shunting master, Chhote Lal, 50, injured himself.

However, when his colleagues took him to the railway hospital around 11.30 pm, the doctor in the hospital asked to take him to Christian Medical College and Hospital (CMCH) and that too on their own. "They do not even have an ambulance forget the proper treatment facilities. When we asked the doctor to give at least the financial sanction and inform CMCH that we are coming there, she said there is no such provision,"

ML Parashar, divisional assistant secretary, Uttariya Railway mazdoor Union (URMU) told Newsline.

It was only after an ambulance was called by dialing 108 that Lal was taken to CMCH and union members collected money to deposit in CMCH late on Friday. Even on Saturday morning, Parwinder Singh, divisional traffic manager who was responsible to tackle the case did not reach the hospital to see the patient and nor did railways provided any financial support to the family. This sparked off an intense protest on Saturday afternoon.

Both railway unions, URMU and Northern Railway Men's Union (NRMU) who earlier were up against each other came together for the cause and raising slogans against the administration. They protested on Ludhiana railway station due to which six trains got delayed for more than three hours and Shan-E-Punjab (coming from Delhi going to Amritsar) was stopped under Jagraon bridge.

"The officials did not even bother to recognise some private hospitals where patients can be taken in case of emergency," said Parashar demanding strict action against the officials.

"His foot was bleeding but that did not have any affect on Dr Reena who was on duty that time and when we asked her to contact chief medical officer immediately and arrange for funds to shift patient to CMCH she just sent a SMS," Parashar added.

Spl train for railway job aspirants, test today



ALLAHABAD: Railway Recruitment Board of Allahabad has made arrangements for the examination scheduled on Sunday. The examination will be conducted at various centres in Allahabad and Chandigarh.

Talking to TOI, chairman of Railway Recruitment Board Sanjeev Mathur said that approximately 93,312 candidates would take the examination at 50 centres in Allahabad. Around 35,000 candidates would write the test in Chandigarh.

The examination is being held for the vacant posts of commercial clerk, accounts clerk, ticket examiner, junior clerk and train clerk. It would be conducted in three phases on September 1, 22 and October 6 and in two shifts.

For the facility of the candidates, railway administration has made arrangements for candidates. Two additional general coaches will be attached in train number 12403/12404 Allahabad-Mathura Express and train number 11107/11108 Gwalior-Varanasi Bundelkhand Express.

Further, a special train would be operated between Jabalpur and Patna for the candidates. This train having number 01711/01712 would depart from Jabalpur at 7:15 pm and terminate at Patna at 8:10 am. On The return journey, the train would depart from Patna at 10:15 am and reach Jabalpur at 00:10 am. This train would depart from Jabalpur end on September 1 and from Patna end on September 2 and would have 11 sleepers and four general coaches.

रांची। दिन शनिवार, तारीख 1 जुलाई, हवा से बातें करने को तैयार और अपनी खूबसूरती पर इठलाती हुई वो चली आ रही थी। हर कोई उसे देखने को बेताब था। सैकड़ों की तादाद में लोगों की भीड़ स्टेशन में मौजूद थी। हर किसी के मन में यही था बस एक बार सफर करने का मौका मिल जाए। बात हो रही है जुलाई में शुरु हुई नए रैक वाली राजधानी की। रांची जक्शन के प्लेटफार्म एक से ठीक पांच बजे राजधानी को हरी झंडी दिखाकर रवाना किया गया। 
इस दौरान सीनियर टीडीएम बीएन मंडल, सीनियर डीईएन (कोआर्डिनेशन) पंकज कुंवर, एसीएम अर्जुन मजूमदार, छोटा नागपुर पैसेंजर्स एसोसिएशन के उपाध्यक्ष अशोक नागपाल, डॉ. रवि भट्ट, राम विलास शर्मा, शंकर सिंह, कृष्ण कुमार, मनोहर मुंडू, बसंत शर्मा मौजूद थे। इन्होंने यात्रियों को मिठाई के तौर पर टॉफियां बांटी। 
ठीक एक दिन पहले ही राजधानी एक्सप्रेस की नई रैक रांची पहुंची थी।  उसे प्लेटफॉर्म नंबर तीन पर लगाया गया था।इसके साथ ही रांची वासियों को राजधानी के मॉडर्न कोच में सफर करने का इंतजार खत्म हुआ।

ट्रेन में 19 बोगियां हैं, जिनमें 10 थर्ड एसी, आठ सेकेंड एसी और एक फर्स्ट एसी है। दो जनरेटर यान और एक पैंट्रीकार भी है। राजधानी एक्सप्रेस में जर्मन तकनीक से बने 22 लिंक होल्फमैन बुश (एलएचबी) डिब्बे लगे होंगे। ये बोगियां पुराने की तुलना में काफी अच्छी और आरामदेह है।
दरवाजे- पुराने कोच के पारंपरिक दरवाजों के मुकाबले नए कोच के दरवाजे ऑटोमेटिक हैं।
खिड़कियां- पुराने की तुलना में नए कोच की खिड़कियां बड़ी और खूबसूरत हैं।

चेन पुलिंग सिस्टम- पुराने कोच में पारंपरिक चेन पुलिंग सिस्टम था, जबकि नए कोच में मॉडर्न तकनीक का इस्तेमाल किया गया है।
सीट- पुराने की तुलना में नई बोगी में ज्यादा चौड़ी सीटें, करीब 10 इंच ज्यादा। फस्र्ट क्लास में सीटों की चौड़ाई पुराने की तुलना में लगभग दोगुनी बढ़ गई है।

रेलिंग- पुरानी बोगियों में अपर बर्थ पर रेलिंग नहीं थी, नई में यह सुविधा है। इससे बच्चों को अपर बर्थ पर सुलाने में दिक्कत नहीं होगी।

लाइट- नई बोगियों में साइड लोअर और अपर सीट पर अलग-अलग, हवाई जहाज की तरह सफेद लाइट लगी हुई है। पुरानी बोगियों में यात्रियों को कम रोशनी की शिकायत रहती थी।

पैंट्री- नए कोच में हर डब्बे में अलग से पैंट्री की जगह दी गई है, पुरानी बोगियों में यह सुविधा नहीं थी।
टॉयलेट- पहले के मुकाबले ज्यादा स्पेसियस है। स्टील के नल और हैंगर लगे हैं। पहले के कोच में ये सुविधाएं न के बराबर थीं।
चार्जिंग प्वाइंट- पुरानी बोगियों में मोबाइल/लैपटाप चार्जिंग प्वाइंट की कमी खलती थी। नए कोच में ये दिक्कत समाप्त हो जाएगी।
एसी- नए कोच में एसी सीटों के ऊपर न होकर, कॉरीडोर में लगे हैं। यह पहले से ज्यादा आरामदेह होगा।

  • डिब्बे फायर रिटारडेंट हैं। यानी ट्रेन में आग लग भी जाए, तो जलने की रफ्तार धीमी होगी। डिब्बों के निर्माण ऐसे मटेरियल का इस्तेमाल किया गया है, जो आग को फैलने नहीं देते हैं।
  • एलएचबी कोच बेहतर सस्पेंशन सिस्टम की वजह से आरामदेह होते हैं। कोच में साउंड लेबल 60 डेसीबल होता है, अभी यह 100 डेसीबल है। रफ्तार 160 से 200 किमी प्रति घंटा तक है।
  • नए कोच में लगे डिस्क-ब्रेक सिस्टम काफी कारगर और पुख्ता हैं।
  • एलएचबी कोच में फिएट टेक्नोलॉजी का इस्तेमाल किया गया है, जिससे कोच को गर्म या ठंडा करने में कम ऊर्जा की खपत होगी।
  • नए कोच कंट्रोल डिस्चार्ज टॉयलेट सिस्टम (सीडीटीएस) लगा होगा। ट्रेन स्टेशन पर खड़ी रहेगी तो यह शौचालय बंद हो जाएगा। जब ट्रेन 30 से ऊपर रफ्तार पर होगी, तो अपने आप सीडीटीएस खुल जाएगा। इससे स्टेशन पर गंदगी नहीं फैलेगी।
  • नए कोच पहले से अधिक सुरक्षित हैं। आमने-सामने टक्कर होने पर भी डिब्बा पलटेगा नहीं। ये कोच पहले के मुकाबले ज्यादा सुरक्षा देंगे।
  • एक एलएचबी कोच ढाई करोड़ का है, वहीं पुराने कोच की कीमत डेढ़ करोड़ के करीब है।
