Direct train between Hoshiarpur and Delhi to start from October 2

The dream of Hoshiarpur residents to have a direct railway link with national capital New Delhi will soon become a reality. From October 2, a direct rail service would begin between the two cities.

Minister of state for health Santosh Chowdhary said this here on Sunday. The train would run once a week but in due course of time it would run daily.

"After independence, this is the first time that a direct rail link between Hoshiarpur and Delhi has been established. I have been pushing the matter since long and finally the demand has been met," Chowdhary said while listening to the grievances of people at her residence.

She said the train would be flagged off on Gandhi Jayanti.

To provide better health facilities to the people of Hoshiarpur constituency, nine mobile medical units worth Rs. 1.75 crore were being provided, she said.

These units would reach out to patients in remotest of rural areas, she added. She claimed that she was trying her best to get a cancer institute sanctioned for the district. On the occasion, she donated one mortuary van to management of Bahadurpur crematorium out of her MPLAD fund.

Railway chess championship begins

The 26th All-India Railway Chess Championship 2013–14 began at the EMD Loco Shed on Gadag Road here on Sunday.

The event, which is being hosted by the South Western Railway Sports Association (SWRSA) for the second year in succession, was inaugurated by SWRSA president and South Western Railway chief mechanical engineer Vashishta Johri here on Sunday.

Mr. Johri said he was happy some of the noted chess players in the country had made it to the event.

He added that 125 chess players representing twelve railway zones and four production units would be participating.

SWRSA honorary general secretary and Chief Traffic Planning Manager N. Srinivas welcomed the gathering.

He said in the previous year’s tournament conducted by the South Western Railway at Mysore, the Integral Coach Factory team won and Western Railway emerged runner up.

For the team championship, six matches would be held and for the individual championship, eight matches would be held in the Swiss League format, the SWRSA president said.

On the inaugural day, South Eastern Railway, South Central Railway, South Western Railway and Central Railway teams won in the first round.

Railway underpass on Krishnagiri-Puducherry NH to come up soon

Boomi puja for construction of a railway underpass near the Samalpatti Railway Station on the Krishnagiri-Puducherry National Highway was held in the presence of the Minister for Rural Development K.P. Munusamy here on Sunday.

The project, estimated at a cost of Rs. 26.08 crore, is jointly implemented by the railways and the state government.

Addressing after the Boomi Pooja, Mr. Munusamy said that the three decade long demand of the people of this area was finally fulfilled by Chief Minister Jayalalithaa. The 7.5 metre wide underpass will have 5.5 metre service road on both its sides connecting the existing road. The height of the underpass would be 5.5 metre.

J. Babu, Assistant Engineer, State Highways (Projects), told The Hindu on Sunday that the underpass was coming up under the Indian Railways policy of phasing out the railway level-crossings into underpass in a phased manner as per the Train Vehicle Units (TVU) basis.

Level crossings, which had one lakh TVUs, were being converted as underpasses.

The present TUV on the Samalpatti level crossing was 5 lakh TVUs, the official added.

The administrative sanction for the underpass project was accorded by the previous DMK Government during 2008, an official added.

Communist Party of India (Marxist) MLA., P. Dillibabu, representing Harur constituency told The Hindu on Sunday that he had demanded for the underpass in the State assembly.

‘Efforts on to extend connectivity to Shamshabad’

HMR Managing Director N.V.S Reddy said efforts were on to extend the Metro connectivity to Shamshabad, besides identifying 7 to 8 new places for metro works under phase II. The Central government has in principle approved the Shamshabad connectivity project and a detailed project report was to be prepared.

A study needs to be conducted on ascertaining different aspects like execution of the project and the process to be adopted in taking it up have to be worked out, he said. A model coach was being brought to the city from South Korea and it would be exhibited from October 2 for over a month to enable people to get a feel of the coach and the comfort they would have in travelling in the metro rail, he added.

He said the metro rail works were being taken up at a brisk pace and the 8-km stretch from Nagole to Mettuguda would be ready by December 2014. After obtaining mandatory railway safety clearances, it would be commissioned by March 2015 Ugadi festival, said Mr. Reddy.

Proposed overbridge at accident-prone level crossing yet to take-off

Danger zone:Accidents often take place at Mulanthuruthy level crossing.— Photo: H. Vibhu

A team of officials recently inspected the site marked out for an overbridge at the busy Mulanthuruthy level crossing.

The inspection was jointly conducted by the department of revenue, the Railways and Roads and Bridges Development Corporation (RBDCK) of Kerala.

The biggest hurdle for the project is land acquisition. According to revenue department sources, as the urgency clause is not being invoked, acquisition of 1.5 acres for the project would be time-consuming.

An official said it would take a minimum of six months. This includes time to hold two statutory hearings and issue notices. It is learnt that only two existing buildings will be affected by the land acquisition.

Sources in RBDCK, which will build the bridge, said work could begin as soon as land was handed over to the corporation. The Railways has approved the general arrangement drawing.

Despite widespread calls for a rail over-bridge at the busy level crossing, people in Mulanthuruthy have expressed scepticism over work starting soon.

A senior functionary of the CPI(M)’s local unit, a strong force behind the demand for the overbridge, said the joint inspection was an attempt to hoodwink the people.

C.K. Regi, local area secretary, said whenever there was alarming news about the level crossing, officials visited the spot. The latest inspection follows reports that a serious accident was averted at the level crossing last week, he said.

An iron pillar at the rail crossing got stuck to a KSRTC bus even as a train was about to pass by. The train came to a halt just in time to prevent a serious accident. Such incidents occurred frequently at the crossing, said a man familiar with the busy road used by thousands of motorists to ply between Ernakulam and Kottayam. Kannan, who operates a pick-and-drop service for a software developer at Infopark, said he often could reach his destination on time because of the heavy train traffic on the line.

He said the number of vehicles using the crossing had increased substantially. Heavy traffic to the airport and movement of large goods carriers had added to the problem.

The railway gate sometimes got jammed, holding up traffic for hours. Kuriakose, who lives near the railway gate, said the gate needed repair as speeding vehicles often rammed it.

Now, IRCTC’s offering customised packages

Less hassle:Tourists are encouraged to forward their queries and requirements to IRCTC.— File Photo: M.A. Sriram

In a bid to tap the inbound domestic and international tourist crowd visiting Mysore, the Indian Railway Catering and Tourism Corporation Ltd. (IRCTC) here has shifted its focus on customising packages on demand for inbound tourists.

The change in focus from structured packages to customised packages stems from the growing realisation that Mysore has more inbound tourists than outbound travellers.

Hence, it would be prudent to have flexibility in this matter, to cater to visitors’ requirement and provide services as per their budget and convenience.

Priyakrushna Mohanty, Assistant Supervisor for Tourism at the IRCTC Tourism Information and Facilitation Centre here told The Hindu that IRCTC had, in response to queries by tourists, designed packages to meet tourists’ budget, available time and the areas of interest in the region.

“We prepare the package and send it to them by email. We also provide details of accommodation and hotels to meet their requirements and the results so far have been very encouraging,” the Assistant Supervisor stated.

The bulk of these queries are from Tamil Nadu and Kerala from where a majority of the domestic tourists come. Earlier, IRCTC used to sell its packages to outbound tourists, which received a lukewarm response or even indifference.

With the IRCTC in Mysore shifting focus to inbound tourists and catering to their demand, it has reinvented these packages and made itself relevant to the region by catering to the inbound domestic and international tourists.

“A majority of the tourists are unaware of the kind of hotels available, the quality and the tariff, and we provide them with not only the information but also suggestions and links for online verification of the quality of services,” according to Mr. Mohanty.

“However, a confirmed railway ticket is something that we cannot promise or offer. Tourists should have their bookings done in advance,” the Assistant Supervisor added.

Mysore receives more than 3.5 million tourists annually (there was a slight fall last year due to the Cauvery agitation and general downturn in the economy) and these numbers are expected to grow.

So, customised packages, through tie-ups with local players in the travel, tour and hospitality industry, made sense for IRCTC.

Mysore is a tourist destination that can be promoted throughout the year and is also the base camp for lot of tourists from Maharasthra and Andhra Pradesh to visit Kodagu, Ooty and Wayanad.

In addition, IRCTC has seen a demand for Belur, Halebidu, Shravanabelagola, Shivanasamudra and Talakad, among others.

Mr. Mohanty said IRCTC also offers car rentals and has the lowest rate in the market. As far as the outbound tourist crowd from Mysore is concerned, there was a good response to IRCTC’s Tirupati and Shirdi packages.

The latest package, the ‘Rajasthan Special’, has evoked a good response. Over 20 bookings were confirmed from the city alone, according to Mr. Mohanty.

The ‘Rajasthan Special’ originates from Chennai with passenger boarding at Bangalore, Mysore, Hassan, Hubli, Bellary and Kacheguda, after which the train will cover Udaipur, Chittorgarh, Jaipur, Jaisalmer and Jodhpur, with a visit to Mt. Abu thrown in as a bonus. The tourist special, with a group strength of 752 passengers, will leave Bangalore on October 9 and return on October 20. The 12-day tour would cost Rs. 19,050 for the ‘budget’ category, Rs. 21,370 for the ‘standard’ category, Rs. 27,950 for the ‘comfort’ category and Rs. 32,250 for the deluxe package.

Many key decisions in Railways this week

He has to decide the new chairman of the Railway Board

Mallikarjun Kharge

Developments and decisions during the coming week would have a major bearing in shaping the destiny of the Railways.

Railway Minister Mallikarjun Kharge, in the next few days, has to decide on appointing the new chairman of the Railway Board, hike the fuel adjustment component on freight and decide whether or not to impose FAC and pass the burden to the passengers.

The three-month period for which Member Engineering Arunendra Kumar has been given the additional charge of Railway Board chairman, expires at the month end. His services getting regularised on the post is ruled out as the sources point out, the Central Vigilance Commission (CVC) has not cleared his name for elevation. The CVC has reportedly recommended a case against him to the CBI for probe.

The CVC has cleared only two names thus far — Kolkata Metro general manager Radhey Shyam and South Western Railway general manager A.K. Mittal. But the latter’s chances has been hampered by a confidential remark by the previous chairman Vinay Mittal questioning his performance.

The four-month-long battle for the post has received yet another twist with Rail Wheel Factory general manager Rajeev Bhargava now throwing his hat in the ring.

Though senior most, Mr. Bhargava was pushed about by the powers that Vinay Mittal was chosen above him for the highest post the last time. He was denied even the post of zonal manager in an obvious bid to deny posting as member of the Railway Board, ignoring orders of the CAT and other judicial rulings.

Mr. Bhargava is now asserting the deemed status of being an open line (field posting as the zonal general manager) officer that the Appointments Committee of the Cabinet had accorded on him while posting as the general manager of the wheel factory.

One has to serve as a zonal manger with two residual years of service to qualify for the top post.

In case Mr. Bhargava’s chances get revived, he would be the only person among the top 10 senior officials to be in the race for the post. The other nine have already got eliminated on one ground or the other.

Mr. Kharge would also be deciding on hiking freight charges to adjust the runaway fuel prices and pass it on to the consignors with effect from October 1. Officials said a five to seven per cent hike was in the offing which would add to the already bothersome inflation. It would also add to the 15 per cent hike in charges that the Railways have imposed citing busy season charges.

But the most crucial decision would be whether or not to pass the rising diesel prices to the passengers as announced in the budget. The 2014 elections have complicated the issue even though there is no gainsaying the fact that financial crunch has pushed the Railways to the edge.

Mr. Kharge meeting with Law Minister Kapil Sibal to hasten the process of setting up the rail tariff authority only underscores the government’s urgency in this direction. A marginal hike of Rs. 15 to Rs. 20 is being proposed by those aiming to keep the accounts tidy.
