Railway Protection Force bust fake e-ticket racket; arrest one

MANGALORE: Railway Protection Force, Palakkad, arrested a person for allegedly carrying out a business of procuring and supplying railway reservation e-tickets at his residence using modern gadgets that includes a personal computer, high speed broad brand connection, mobile phone, e-mail, different log-in IDs. The accused is A Rajkumar of Palakkad. The officers seized five railway reservation e-tickets valued at Rs 3,267 from him.

These tickets were for different trains and destinations in different names. Simultaneously a search was conducted at the office of Rajkumar from where 13 forged e-tickets with inflated ticket fare valued at Rs 16,562 along with CPU of his personal computer and mobile phone were seized. A case was registered in RPF Station, Palakkad, under section 143 (1) of Railways Act (Amended 2003). The accused was produced before JMFC, Ottapalam.

The accused has been remanded to judicial custody till October 5 and the investigation is on. Preliminary enquiry revealed that the accused has been doing the unauthorized touting business since 2009 and most of his customers are corporate clients. He had created 35 log-in IDs in IRCTC portal.

The accused procured tickets from IRCTC as per the demand and requirement of his customers and kept a template of the same in the word format in his PC wherein forged e-tickets by inflating the fare amount. The forged e-ticket does not have the logo of Indian Railway and IRCTC thus cheating his customers.

Buddhist train in state on Dec 25

BHUBANESWAR: The state government will showcase its Buddhist tourism potential to foreign tourists who are slated to arrive in Odisha by the Mahaparinirvan Express, better knows as the Buddisht train, on December 25.

The special inter-state train, which promotes Buddhist tourism and covers famous Buddhist destinations in Bihar, Uttar Pradesh and Delhi, was extended to Odisha earlier this year. The train, jointly promoted by the Indian Railway Catering and Tourism Corporation (IRCTC) and Odisha tourism department, had last come to the state on January 22.

"We are ready to welcome the tourists to Odisha for the second time. The train, which has a total running time of eight nights and nine days, has a two-day halt in the stay. Last time, the train was here for only one day," state tourism director Manoranjan Pattnaik said.

Last time, the train carried 89 tourists, who included 16 foreigners, from Thailand, Indonesia and France. This time, the tourism department expects a footfall of tourists, including foreigners.

According to itinerary, the Mahaparinirvan Express will chug out of Safdarjung railway station in New Delhi on December 23. On the second day, the train will touch famous Bodhgaya temples in Bihar before reaching Odisha on the third day. The train will halt at Haridaspur railway station from where tourists would be taken on sightseeing to Lalitgiri, Udayagiri and Ratnagiri in Jajpur district. On the same day, tourists would be brought to the state museum in Bhubaneswar where they can view the tooth relics of Gautama Buddha, preserved in a golden casket. On December 26, the tourists would visit the Sun temple in Konark, sea beach in Puri and Buddhist peace pagoda at Dhauli hill in Bhubaneswar.

Last year, chief minister Naveen Patnaik had urged the Railways to extend the train to Odisha to tap the state's Buddhist tourism potential. Despite having several enchanting Buddhist sites, Odisha has so far failed to attract tourists from abroad. Even though thousands of tourists from East Asia, Southeast Asia and Nepal visit Bodh Gaya in Bihar every year, the footfall in Odisha is abysmally poor. Officially, the inflow of foreign tourists to Odisha stood at 64,719 in 2012. While only 482 tourists from Thailand visited the state last year, about 70 came from Hong Kong, 470 from Singapore, 233 from Indonesia, 3,930 from Japan and 1,601 from Korea. GOOD NEWS : Seventh Pay Commission announces By Government for central employees

NEW DELHI: Ahead of elections, the government on Wednesday announced constitution of the Seventh Pay Commission, which will go into the salaries, allowances and pensions of about 80 lakh of its employees and pensioners.

"Prime Minister Manmohan Singh approved the constitution of the 7th Pay Commission. Its recommendations are likely to be implemented with effect from January 1, 2016", finance minister P Chidambaram said in a statement.

The setting up of the Commission, whose recommendations will benefit about 50 lakh central government employees, including those in defence and railways, and about 30 lakh pensioners, comes ahead of the assembly elections in 5 states in November and the general elections next year.

The government constitutes Pay Commission almost every ten years to revise the pay scales of its employees and often these are adopted by states after some modification.

As the Commission takes about two years to prepare its recommendations, the award of the seventh pay panel is likely to be implemented from January 1, 2016, Chidambaram said.

The Sixth Pay Commission was implemented from January 1, 2006, fifth from January 1, 1996 and fourth from January 1, 1986.

The names of the chairperson and members of the 7th Pay Commission and its terms of reference will be finalized shortly after consultation with major stakeholders, Chidambaram said.

रेल टैरिफ अथॉरिटी को कैबिनेट की सैद्धांतिक मंजूरी

Cabinet gives in-principle nod to Rail Tariff Authority

नई दिल्ली।। केंद्रीय मंत्रिमंडल ने रेल किराए को तय करने के लिए रेल टैरिफ अथॉरिटी (RTA) गठित करने के प्रस्ताव को गुरुवार को सैद्धांतिक मंजूरी दे दी। हालांकि नए निकाय को अधिकार जैसे विभिन्न पहलुओं पर स्पष्टीकरण के अभाव में अंतिम मंजूरी टाल दी गई।

मंत्रिमंडल ने निकाय के गठन के विभिन्न पहलुओं पर चर्चा की। यह निकाय कच्चे माल की लागत (डीजल तथा बिजली) तथा बाजार स्थिति में उतार-चढ़ाव को ध्यान में रखकर माल भाड़े के साथ-साथ यात्री किराए के बारे में सुझाव देगा।

सूत्रों के अनुसार कैबिनेट के कुछ सदस्यों ने रेल मंत्रालय से आरटीए के स्वरूप तथा शक्तियों के बारे में स्पष्टीकरण मांगे। सूत्रों ने कहा कि निकाय को गठित करने के बारे में सैद्धांतिक मंजूरी दी गई है। रेल मंत्रालय द्वारा मामलों में स्पष्टीकरण उपलब्ध कराए जाने तक अंतिम मंजूरी रोकी गई है।

पूर्व रेल मंत्री तथा तृणमूलय कांग्रेस सांसद दिनेश त्रिवेदी ने 2012-13 के रेल बजट में आरटीए के गठन का प्रस्ताव किया था। बाद में इस प्रस्ताव को सीपी जोशी, पवन कुमार बंसल तथा मौजूदा रेल मंत्री मल्लिकार्जुन खड़गे ने आगे बढ़ाया।

- मल्टि ब्रैंड रीटेल सेक्टर के लिए नियम नरम किए गए

-मल्टि ब्रैंड रीटेल सेक्टर कंपनियों के लिए 30 प्रतिशत स्थानीय खरीद की अनिवार्यता में ढील दी गई।

- स्थानीय खरीद नियम केवल प्रथम सौदे में लागू होंगे।

- टेलिकॉम सेक्टर में एफडीआई सीमा 74 प्रतिशत से बढ़ाकर 100 प्रतिशत की गई। 49 प्रतिशत निवेश स्वत: स्वीकृत मार्ग से जबकि इससे ऊपर निवेश के लिए एफआईपीबी की मंजूरी लेनी होगी।

- रक्षा उत्पादन में एफडीआई सीमा 26 प्रतिशत पर बरकरार। अत्याधुनिक प्रौद्योगिकी उत्पादन में अधिक निवेश पर सुरक्षा से संबद्ध मंत्रिमंडलीय समिति विचार कर सकती है।

- सिंगल ब्रैंड रीटेल सेक्टर में 100 प्रतिशत एफडीआई की मंजूरी, 49 प्रतिशत निवेश स्वत: स्वीकृत मार्ग से, जबकि इससे ऊपर निवेश के लिए एफआईपीबी की मंजूरी लेनी होगी।

- बीमा क्षेत्र में एफडीआई सीमा 26 प्रतिशत से बढ़ाकर 49 प्रतिशत करने पर कोई निर्णय नहीं किया गया।

- सार्वजनिक क्षेत्र की तेल रिफाइनरियों में स्वत: स्वीकृत मार्ग के जरिए 49 प्रतिशत तक एफडीआई की अनुमति होगी।

- बिजली एक्सचेंजों में स्वीकृत मार्ग के जरिए 49 प्रतिशत तक एफडीआई की अनुमति होगी।

-संपत्ति पुनर्गठन कंपनियों में एफडीआई सीमा 74 प्रतिशत से बढ़ाकर 100 प्रतिशत की गई। इसमें 49 प्रतिशत स्वीकृत मार्ग के जरिए होगा।

-ऋण साख सूचना फर्मों के मामले में 74 प्रतिशत एफडीआई की अनुमति दी गई है।

-शेयर बाजारों, डिपॉजिटरियों में 49 प्रतिशत एफडीआई स्वत: स्वीकृत मार्ग के तहत अनुमति दी गई।

-कुरियर सेवाओं में स्वत: स्वीकृत मार्ग के तहत 100 प्रतिशत एफडीआई की अनुमति दी गई है।

-चाय बागानों में 49 प्रतिशत एफडीआई की स्वत: स्वीकृत मार्ग के तहत अनुमति।
