Metro Reach 3, 3A may not keep their Nov deadline

Officials yet to submit application to CRS

Bangalore Metro Rail Corporation Limited’s (BMRCL) hope of starting commercial operations on the Reach 3, 3A by November 30 may finally be dashed with the Metro officials yet to submit their application to the Commissioner for Railway Safety (CRS) for conducting the mandatory safety tests which take at least a month to be completed.

During one of their recent inspections of the underground stretch, the BMRCL authorities had announced that by the end of November the commercial operations will begin on the 9.9-kilometre stretch between Malleswaram and Peenya.

Officials from the office of the Commissioner for Railway Safety confirmed that till date they have not yet received the necessary documents from the BMRCL for them to begin the work.

In any case, after receiving the documents the CRS will thoroughly study them and may ask for certain clarifications like it did at the time of conducting the safety tests for Reach 1 between MG Road and Baiyappanahalli.

Only after the paper work is found satisfactory, the CRS will conduct the mandatory safety tests. Without the tests and positive results, the commercial operations cannot begin, said an official from the office of CRS.

On the other hand, BMRCL officials are still confident that necessary approvals and the formalities will be done in the stipulated time frame.

“We are confident that all the formalities will be completed and there would be no further delay,” said BMRCL MD Pradeep Singh Kharola.

As of now, the Railway Design and Standards Organisation (RDSO), under the Ministry of Railways, has done the certification. But the actual operations depend entirety on the oscillatory test by the CRS.

Commuters upset with Central Railway’s block ahead of Diwali festival

THANE: Commuters traveling from the city to Navi Mumbai’s APMC and dry fruit market were a harried lot as the Central Railway began its traffic block from October 28 to November 2. The block is being carried out on both lines of the Trans-Harbour route between Thane and Turbhe from 12 noon to 1.30pm.

“I usually purchase dry fruits from the APMC market a week before Diwali. I travel at noon as the trains are less crowded at this time. However, the CR authorities scheduled a block at the last minute, which left us in the lurch. I had to hire a taxi due to the block and ended up paying more,” said Sanjay Desai, a local resident.

The block was carried out on the Down line after the departure of Thane-Nerul local at 11.28am and on the Up line after the arrival of the Panvel-Thane local at 11.58am. Due to this, 20 suburban trains on the Trans-Harbour line were cancelled.

“We usually purchase dry fruits from the APMC market a week before Diwali to gift our friends. We travel during the afternoon time as there is not crowding during this time. However, this time the authorities scheduled a block at the last minute and we had to hire a taxi,” said Sanjay Desai, a city resident.

With no traffic operating, commuters are forced to look for other options. “The buses don’t run frequently to Panvel and I had to opt for a MSRTC service which isn’t very comfortable,” said a female commuter. “The trains are the fastest mode to travel to Navi Mumbai. They could have undertaken these blocks during the night to minimize our inconvenience. As is they block almost all our Sundays,” said an irate commuter.

According to a railway official, the block is started on the down line after departure of Thane – Nerul local leaving Thane at 11.28 am and on the Up line after arrival of Panvel-Thane local arriving Thane at 11.58 am. Due to this, 20 suburban trains on Trans-Harbour line are cancelled.

The Thane-Vashi local leaving the city at 11.42am, 12pm, 12.13pm, 12.35 pm, 1.00pm and 1.27pm; Thane-Panvel local leaving at 12.07pm, 12.50pm, 1.13pm and Thane-Nerul local leaving at 12.22pm will remain cancelled on the Down line. In the Up line, Vashi-Thane locals leaving Vashi at 11.25am, 11.39am, 12pm, 12.22pm, 12.50pm, 1.20pm, Nerul-Thane local leaving Nerul at 11.39am, 12.08pm, 1.02pm and Panvel-Thane local leaving Panvel at 12.13pm will remain cancelled.

Commuters were affected badly as they had no option but to use other modes of transport.

“The frequency of buses running between Thane and Panvel is not up-to-the- mark. But I had no option but to catch a bus,” said Shalini Patel, an HR professional.

Commuters using this line can travel via the Harbour line or main line during the block.

DRM/Allahabad inspects Kanpur Central Railway Station ahead of MR’s Programme

KANPUR: Divisional Railway Manager (DRM) of Allahabad division under North Central Railway (NCR), Harindra Rao, inspected Kanpur central railway station and railway stadium at GT road, on Wednesday, ahead of railway minister Mallikarjun Kharge’s possible visit on November 5.

According to railway officials, Mallikarjun on his visit to the city will be flagging off the new Kanpur-Amristar Express and will also be laying the foundation stone of three rail over bridges (ROBs) besides inaugurating the escalator on the city side of the station for the public.

During the inspection, the DRM asked the officials concerned to get the railway tracks cleaned and to maintain hygiene in the station.

He also asked the officials of the engineering department to correct the level of the escalator. Thereafter, Rao went to the railway stadium where the preparations for the Mallikarjun’s programme were underway.

The senior railway officials and inspector, RPF accompanied the DRM where the latter saw the drawing of the podium in making.

Talking to the media, Rao said that the programme of railway minister is not confirmed till now but it will be finalised in a day or two.

Alert Railway Porter, RPF Cop nabbed Bomber at Patna Station

PATNA: They are being likened to Tukaram Omble, the courageous Mumbai cop who nabbed 26/11 attacker Ajmal Kasab. But for Omble’s bravery for which he paid with his life, the role of the ISI and Lashkar-e-Taiba in masterminding the 26/11 carnage would not have been exposed.

On a day when Indian Mujahideen (IM) terrorists brutally exposed the ineptitude of Bihar Police by spraying the venue of Narendra Modi’s rally with bombs as part of a diabolical plot to kill many, particularly women and children, by setting off a stampede, Dharma, a railway porter, and Railway Protection Force sub-inspector A K Brahmachari showed what alert citizens and cops can achieve in the fight against terrorism.

Dharma happened to be sitting on platform number 10 of Patna railway station when one of the devices being planted there to target the public attending the speech of Modi, went off accidentally. While the explosion triggered panic and commotion, Dharma retained presence of mind to spot a young man with a backpack trying to run away from the spot.

He raised an alarm which was promptly heeded by Brahmachari who had rushed to the platform after hearing the sound. He set after the suspicious youth and managed to overpower him. A search of Imtiaz Ansari’s backpack revealed IEDs with timers.

Imtiaz broke down after some tough questioning, admitting that he was part of the terror module which Tehsin Akhtar, the new commander of IM, had brought to Patna to attack Modi’s rally. Police recovered from him numbers of other members of the module, while Imtiaz also revealed the involvement of Tehsin in the attack on the Mahabodhi temple at Bodh Gaya.

The identity of those behind the Bodh Gaya attack had remained a major puzzle for the NIA and it is doubtful that the Patna blasts case would have been worked out had it not been for Imtiaz’s fortuitous arrest.

“On a day when everything went wrong, we were fortunate to have our own Omble moment,” said a senior police officer.

Interestingly, Dharma and Brahmachari would have remained unsung heroes had it not been for CCTV footage of the sequence of Imtiaz’s arrest. The publicity of the role that an unnamed railway cop played in catching Imtiaz sparked many claims.

Three constables of Government Railway Police, which, unlike Railway Protection Force, is an arm of the state government, came forward, each claiming that he responded to Dharma’s alarm and nabbed Imtiaz. They included constable Ejaj. Although he is posted 100 km from Patna, Ejaj claimed that he happened to be at the scene of action as he had come to Patna to get his leave sanctioned.

Claims of GRP personnel had taken on a political dimension as the Bihar government, reeling from embarrassment over the bomb attack and faced with charges of ignoring the threat of terror for political reasons, had highlighted the promptness of Imtiaz’s arrest.

On Thursday morning, however, RPF released CCTV footage to prove beyond doubt that it was their man Brahmachari whose partnership with Dharma provided the Bihar government with the lucky breakthrough.

Sheikh Hasina lays Foundation Stone for Dhaka Metro Rail project

Sheikh Hasina lays Foundation Stone for Dhaka Metro Rail project
Dhaka: Bangladesh Prime Minister Sheikh Hasina on Thursday laid the foundation stone for the country’s first-ever Metro rail project.

The ceremony took place at Gazipur on the outskirts of capital Dhaka on Thursday evening.

In February this year, Bangladesh signed a loan deal with the Japan International Cooperation Agency (JICA) to finance the 20.1-km Metro rail service project scheduled to be implemented in three phases by 2022.

Of the total cost of 220 billion taka (around $2.8 billion), JICA, a governmental agency of Japan, will provide about 165 billion taka, while the Bangladesh Government will provide the rest.

In the first phase, 11 km would be completed by 2019, 4.4 km more by 2020, and the remaining 4.7 km by 2022.

Bangladesh’s first Metro rail is expected to transport 60,000 passengers an hour. It can also help the Bangladesh Government’s efforts to ease traffic gridlock in Dhaka, which has only 436 km of four-lane roads and 1,408 km of two-lane roads.

It is apprehended that traffic jams would worsen in the future if steps are not taken immediately to ease the situation.

Inauguration of Patliputra Railway Station postponed again

PATNA: The inauguration of Patliputra station was postponed for a third time on Thursday by the railways at the last moment. This was done following a directive from Railway Board, railway sources said. However, two new long-distance passenger trains – Patliputra-Yashwantpur (22351-22352 weekly) and Patliputra-Chandigarh (13255-13256 bi-weekly) – which were to be flagged off from Patliputra station, were instead flagged off at a simple function held at Danapur station.

According to sources, residents of Jalalpur under Rupuspur police station are demanding a separate road or connectivity along Khagaul canal. JD (U) leader and Patliputra MP Ranjan Yadav has taken up their problems with railway authorities. The agitated people of this area are not yielding to the railways’ request to allow running of passenger trains from Patliputra station unless railways provides land for the road, sources said.

The two new trains were flagged off by two senior Group D category employees, Umesh Prasad of the operating department and Mazhar Ali of carriage wagon department, respectively, of Danapur division. Danapur DRM N K Gupta and other railway officials were present on the occasion.

According to Danapur Rail division PRO R K Singh, railways had arranged three buses to carry passengers from the Patliputra station to Danapur station to facilitate them board the two new trains. Railways had booked tickets in advance by these two new trains. Thus, it had no option but to run them from Danapur station.

Patliputra-Yashwantpur Express would run every Friday from here and every Monday from Yashwantpur. Similarly, Patliputra-Chandigarh Express would run every Wednesday and Sunday from here and every Monday and Thursday from Chandigarh, the PRO said.

Metro rail coaches can make intercity travel fast, comfortable

To increase the average speed and comfort of passengers, the Railways should use train-sets, or electrical multiple units, in the intercity segment, a Ministry official said on Wednesday. At present, trains in the intercity segment are hauled by locomotives or engines.

Such trains, which are already being used in the metro services, will help save travel time by three hours on a 1,440-km route— New Delhi-Howrah segment, for instance — by 17.5 per cent.

Moreover, the incremental money spent on these can be recovered in under five years, even if entire train sets are imported.

To get these train-sets, the Railways can simply order them through international competitive bidding or by producing them at rail coach factories on an LHB platform (used in Rajdhani and Shatabdi), R.K. Bhatnagar, Adviser-Electrical, Railway Board, said, while presenting his paper on low-cost solutions of high-speed rail. The paper was jointly authored by Jaideep, Director, Electrical Engineering.

There are multiple vendors in this segment, such as Alstom, Bombardier, Siemens, CSR and CNR, say industry sources. For passengers, such trains will be less jerky, comfortable and speedier. They will also have more seating or sleeping capacity, making it possible for the Railways to recover incremental investments.

These trains will help improve average speed as they accelerate and brake much faster. Trains currently used in Rajdhani Express can go up to 150 kmph, but the average speed continues to be 90 kmph as there are several speed restrictions.

Most countries in Europe and Asia use similar trains with operating speeds of 130-160 kmph. China is also using train sets for overnight services with sleeper coaches.

“These trains would be energy-efficient, cost-effective with modern technological solutions for increasing average train speeds,” said Bhatnagar.

Incidentally, Bombardier and Alstom have already set up factories in India with capacity to manufacture coaches. Alstom has supplied coaches to Chennai Metro, while Bombardier has supplied coaches to Delhi Metro.

When contacted, Bharat Salhotra, Managing Director-Alstom-Transport, said this step should be adopted as it would help multinationals that have put in investments in setting up factories in India.

Harsh Dhingra, Chief Country Representative, Bombardier Transportation, declined to comment on the pricing. “The pricing could vary, based on specification and special features sought by Indian Railways,” said Dhingra, adding that company’s facility in Savli can manufacture broad gauge train sets and bogies.
