IRPS Officer Rakesh Kumar takes over as CEO of CBFC

The Central Board of Film Certification (CBFC) has finally got a new CEO. An Officer of Indian Railways Personnel Services (IRPS) Rakesh Kumar took over the reins of the all-important body which regulates the functioning of the film industry on Friday.

“I took charge only today. I will need at least a week to understand the job and decide on what I can do and should be doing,” Rakesh Kumar told soon after taking charge.

It will not be smooth sailing for Rakesh Kumar because the Indian film industry has been very critical of the CBFC for the way it censors films. The CBFC has had to take a lot of criticism for the “dos and don’ts” which it gives to the industry in the form of advises. Top film makers have challenged the decision of the CBFC in the way films are censored and dragged it to court.

It took some time for the union ministry of information and broadcasting to appoint someone as the Chief Executive Officer (CEO) of CBFC while putting Manish Desai of PIB as in-charge. However, even though Rakesh Kumar, a Sr.DPO on the Indian Railways was appointed in November 2013 itself, he took charge on Friday.

Like his predecessor Pankaja Thakur, Rakesh Kumar is also a rank outsider in the sense that he has not worked as a regional officer in CBFC, to have had some knowledge about film censorship. It is learnt that a film-related diploma that he has added to his profile. It may be mentioned here that the previous CEO Pankaja Thakur has gone back to her parent department – customs and central excise – after she completed her three-year tenure as CEO. Rakesh Kumar will also have a three-year term to serve.

While the CBFC finally has a CEO, it is finding it difficult to get the right candidates for selection as regional officers in various locations. As a result of candidates not fulfilling the required criteria, the posts of regional officers for Mumbai, Bengaluru and Thiruvananthapuram have yet to be filled. However, in-charge officers have been temporarily appointed from those belonging to the Indian Information Service (IIS).

It is learnt that the ministry got several applications for the regional officers posts but the applicants did not fit the bill. The ministry has now begun the process of once again calling for applications.

Churchgate-Virar Elevated Rail Corridor survey underway

Mumbai: Railway India Technical and Economic Services (RITES), a consultancy arm of the Indian Railways, is conducting a traffic survey for the Churchgate-Virar elevated rail corridor.

The Rs 25,000-crore project to be implemented on public private partnership model has been put on hold after the state government questioned its need. It argued that the Metro III project between Colaba and Seepz partially traverses on alignment similar to the elevated corridor.

After a meeting between the PM and Chief Minister Prithiviraj Chavan, it was decided that fresh traffic survey would be undertaken. Railway Board Chairman Arunendra Kumar said, “RITES is conducting as traffic survey.” A WR official said, “The raw data establishes the feasibility but we want this to be authenticated by RITES.”

Kumar is in Mumbai to review the performance and projects of WR, CR and Mumbai Railway Vikas Corporation. He has also met general manager of the six zones, Chief Minister and State Chief Secretary.

Mumbai Monorail stations not likely to get Escalators until the Monsoon

Mumbai: Transport facility set to roll out on Jan 26, but you’ll have to trudge it up till June. While the first phase of the monorail is expected to roll out in the city by January 26, commuters will have to walk it to and from the entry points of stations as the monorail stations are not likely to get escalators until the monsoon.

The development agency for the metropolis, Mumbai Metropolitan Region Development Authority or MMRDA, has set January 26 as the deadline to commission the first phase of the monorail between Wadala and Chembur.

Additional metropolitan commissioner of the development authority Ashwini Bhide said that the process to acquire escalators for the first phase is going on. “Work will begin at the stations soon,” said Bhide.

The first phase, which stretches over 8.8km, will have seven stations dotting it — Chembur, VN Purav Marg, Fertiliser Colony, Bharat Petroleum, Mysore Colony, Bhakti Park and Wadala.

At each of the stations, four escalators will be put up. Two of these will be at the ground level to the concourse while two more will be from the concourse to the platforms. So, the seven stations will have a total of 28 such esacaltors.

These machines are likely to be installed at all seven stations by June, before the monsoon sets in.

With the project entering into the inspection and certification stages, the MMRDA has set “Commercial Operation Date” for January 26 for internal reference and work purpose. After a week, former commissioner of Railway Safety, GP Garg, is likely to commence physical inspection of the monorail system to commission the project by the internally set deadline.

Source said exchange of letters has begun between the state and union government to invite prime minister Manmohan Singh to inaugurate India’s first monorail. It is only at a later stage that a date of opening will be decided.

After completing the first phase, focus to meet the deadline will shift to the second phase between Wadala and Jacob Circle, which is scheduled for completion by March 2015.

Indian Railway Catering and Tourism Corporation to develop new user-friendly website

In September 2013, the apex consumer forum has directed IRCTC to make its website more consumer friendly. AP
The Indian Railway Catering and Tourism Corporation (IRCTC), a subsidiary of the Indian Railways that handles the catering, tourism and online ticketing operations is planning to launch a new website, which would be operational by the last week of April 2014. This website would be more easily accessible and consumer-friendly.

Speaking to Financial Express Online, Pradip Kundu, joint general manager, public relations, IRCTC, said, “We are launching a new website which would be more user-friendly. The capacity of the website would be increased drastically, from 2000 tickets per minute to more than 7000 tickets per minute.”

In September 2013, according to PTI report, the apex consumer forum has directed Indian Railway Catering and Tourism Corporation (IRCTC) to make its website more consumer friendly, observing that it is "inaccessible" most of the time and needs "drastic improvement".

"The IRCTC website should be fool proof and needs drastic improvement. Most of the consumers/passengers suffer from the IRCTC website. Most of the time the website of the opposite party (IRCTC) is inaccessible for hours together," the National Consumer Disputes Redressal Commission (NCDRC) had stated.

This new development is a positive step towards improving the efficiency of the IRCTC website.

Also, IRCTC has plans to start new budget category hotels in the country. This plan is still at initial stage as IRCTC has proposed this new venture to the state governments and is awaiting their replies.

Kundu said, “We are planning to start new budget hotels, but still there are no concrete talks. We have already spoken to the state governments, and are waiting for a response.” These hotels would be opened in close proximity to the railway stations.

Pearson-Union link gets $53M worth of diesel trains

The board of Metrolinx has approved the purchase of 12 “clean” diesel trains from Sumitomo Corp. in the U.S. for $53 million to run between Union Station and Pearson

The board of Metrolinx has approved the purchase of 12 “clean” diesel trains from Sumitomo Corp. in the U.S. for $53 million to run between Union Station and Pearson.

The deal, which piggybacks on a Sonoma-Marin, Calif. train order, also includes an option to buy six more trains for $22 million.

The price is about half that anticipated in the original project estimates, said Metrolinx chair Rob Prichard.

The board of Metrolinx has approved a $55 million purchase of special trains to carry travellers between Union Station in downtown Toronto to Pearson International Airport. The trains, known as diesel or electrical multiple units, would be converted to run on electricity if a plan to electrify the rail corridor proceeds.

The Ontario government has approved funding for an environmental assessment of the electrification plan.

Residents living along the train corridor, members of the Clean Train Coalition, who believe the line should be electric from the outset, protested the purchase outside Metrolinx's offices at the foot of Bay St.

“This is pennywise but pound foolish. Clearly electric is better. This is an experiment that will cost us more,” NDP MPP Cheri DiNovo told the board.

A prototype of the new trains will be delivered in the summer of 2013 and the remainder would arrive in fall 2014.

The air-rail shuttle, which would run every 15 minutes in both directions, is supposed to open in time for the Pan Am Games in summer 2015.

But Metrolinx says it will take at least seven to nine years to electrify the line that will run up the Georgetown GO corridor to a spur into the airport.

The trains run in two-car configurations with the engines incorporated in the 63-seat coaches.

The trip envisioned as a 25-minute premium service hasn't yet been priced but is expected to cost more than double the price of a GO ticket.

Metrolinx is spending $3.8 million per train, more than the $3.1 million base price because the Toronto models will have luxurious interiors. “It'll be cheaper than a limo or taxi... But it will be priced competitively,” said GO Transit president Gary McNeil.

The trains will almost replicate a plane interior with overhead baggage bins and they will include air conditioning and heating suitable for the Canadian climate, he said.

The train will stop at Bloor and Weston when it begins but will eventually stop at Eglinton if a planned light rail line is built.
