IIT-Kanpur prepares Kanpur Metro feasibility report

Kanpur (CNB): The Kanpur Development Authority (KDA) is preparing a feasibility report to run metro trains here. The IIT-Kanpur is helping the KDA in chalking out the plan for metro route.

Town planner Ashish Shivpuri said that IIT-K had assured to submit the prepared plan and feasibility report by the end of the week. After a review, the report will be forwarded to state government, probably next week.Chief minister Akhilesh Yadav declared to run metros in seven cities, including Lucknow. The state government had asked the KDA to prepare a feasibility report for metro route in the city.

The KDA authorities sought help from IIT-K to chalk out the metro plan.

“Professor Vasudevan of IIT-K had accepted our proposal for preparing the feasibility report for metro in the city. He and his team had prepared the base for the train route. He is supposed to compile the report by the end of the week,” Shivpuri said.

He added that if the proposed plan will be sanctioned by the state government than the authorities will take a step forward to file the detailed project report (DPR).

The feasibility report will contain all the routes of the metro. Steps for alternative routes and measures to overcome hurdles will also be the part of the feasibility report.

The assessment of financial gain and its benefits in the city are also the part of the report.

A KDA source said that the callous approach of KMC may hamper the metro plan. Even after several intimations, the KMC authorities failed to chalk out the mobility plan for metro. A few months ago, the KMC started chalking out plan for mobility in the city with the help of traffic department but the matter is being neglected since months.

Senior Citizen gets relief from Supreme Court after 23 yrs of sacking from Railway Job

New Delhi: Twenty three years after a railway employee was dismissed from the job for allegedly taking money in exchange for issuing fitness certificates to colleagues, Supreme Court has set aside the removal of the man, now 75 years old, saying that the penalty had shocked its conscience.

A bench of justices TS Thakur and Vikramajit Sen, said the man, who had served Railways for 23 years, should be treated as compulsorily retired from service and be given retirement and other benefits if he was entitled to the same, within a timespan of three months.

“In the present case, the appellant has served the Respondents (Union of India and Railways) for a period of 23 years and removal from service for the two charges levelled against him shocks our judicial conscience. Part III of the Railway Servants (Discipline and Appeal) Rules, 1968, contains the penalties that can be imposed on a railways servant.

“We have already noted that it has not been established that the appellant had… Made illegal demands from railway servants desirous of obtaining a fitness certificate. However, since two of the three charges have been proved, we are of the considered opinion that the imposition of compulsory retirement i.E. Penalty 6 (vii) would have better and more appropriately met the ends of justice,” the bench said.

The apex court verdict came on the appeals filed by Dr Ishwar Chandra Jayaswal against the orders of Allahabad High Court, which had upheld his dismissal.

Jayaswal was accused of demanding and accepting small sums of money Rs 18, Rs 26, Rs 34 from three railways employees for issuing fitness certificates to them.

Of the three, two charges were proved against him by the inquiry officer and the Disciplinary Authority on January 22, 1991 imposed the penalty of his removal from service.

Newly married couple teased, thrown off running train

Sini Jn (SINI): Absence of railway police on board put a newly married couple in a harrowing situation inside a passenger train when the woman was teased by a dozen youths and her protesting husband beaten up and forced out on tracks near Sini, 40km from Tatanagar, on Sunday night.

Fearing the worst, the woman and her father-in-law — a BCCL employee and Dhanbad resident accompanying the couple — immediately jumped off the moving train.

Some 48 hours into the incident, railway police are combing the stretch between Chandil and Chakradharpur sections to nab the youths, all of whom wore jerseys and could be footballers, going by the terrified trio’s description.

The 24-year-old woman, her 27-year-old husband and father-in-law in his mid-50s, all residents of Nagina Bazar Bhowra, 20km from Dhanbad, had boarded the Gomoh-Chakradhrarpur (Gomoh-CKP) passenger train from Gomoh on Sunday afternoon.

Around 8.20pm, 10-12 youths in jerseys boarded the compartment from a small halt, and noticing the young woman, started teasing her. As there were few passengers and no railway policeman on board, the trio tried to ignore the lewd comments for as long as possible. But when the teasing increased and the youths tried to grope the woman, her husband got up in protest.

Then, the youths allegedly started hitting him and edging him to the door of the compartment. They pushed him out when the train slowed down on a curve. His wife and father jumped off in panic.

The trio landed on hard stones on the side of the tracks. All three were injured, but the father-in-law was hurt in the head by the impact. Somehow, they reached village Ulidih and spent Sunday night there. On Monday morning around 9am, they gave their statement to railway police at the nearest Sini Junction.

On the same afternoon, Tatanagar GRP circle inspector Ramchandra Ram went to Sini and escorted the trio to MGM College and Hospital in Sakchi, Jamshedpur.

But, the father-in-law said he was a BCCL employee entitled to medical facilities and would like all of them to return to Dhanbad. He left Jamshedpur on Monday evening.

According to latest reports from Dhanbad, the father-in-law had been admitted to BCCL central hospital while the husband was being treated at a private hospital in Bhowra.

The traumatised woman, who was the least injured, was at her Nagina Bazar home.

Tatanagar superintendent of railway police Mritunjay Kishore said efforts were on to nab the youths. “The railway police have registered a case of molestation bid and assault against 15 youths who were apparently football players. We asked staffers of Gomoh-Chakradharpur passenger train for clues,” Kishore said.

Tatanagar GRP circle inspector Ram also stressed they were combing Sini and Chakradharpur areas.

On the larger question of security, Kishore admitted there was no provision for police escort on all passenger trains.

“Due to manpower crunch, escorts are provided on board very few passenger trains. Escort parties are not provided in the Gomoh-Chakradharpur passenger train,” he said.

In Dhanbad, senior commandant of RPF Hiramani Tiwari agreed passenger trains had almost no provision for security on board.

Inter-state Smuggling of Diamonds, Gold & Silver ornaments by Trains between TN & Andhra

GRP suspects insiders hand – to conduct a thorough probe into the racket

Guntur (GNT): Illegal transportation of diamonds, gold, and silver ornaments by trains between Tamil Nadu and Andhra Pradesh is thriving due to corruption and negligence of some railway officials, allege a senior railway police officer.

“The seizure of 274 kg silver ornaments at the Tenali railway station on Sunday shows how smugglers are operating on trains. Smugglers are evading taxes worth crores of rupees and causing huge loss to the government’s exchequer. Besides, they are creating a law and order problem in the State,” said Superintendent of Railway Police (SRP), Vijayawada Division, Ch.Syam Prasad.

The Government Railway Police (GRP) recovered gold ornaments weighing 2 kg and worth crores of rupees earlier. They also seized Rs.58 lakh from a person at the Vijayawada railway station while he was returning after handing over the yellow metal to a trader in the city last year. But, the police had not registered cases on many occasions, which was helping the smugglers, said Mr. Syam Prasad.

“Smugglers are choosing trains to smuggle diamonds, gold, and silver ornaments from Tamil Nadu and other States to Andhra Pradesh by paying ‘mamools’ to some staff. A few months ago, we repatriated a GRP Circle Inspector in Vijayawada for allegedly colluding with smuggler gangs. The charges against the CI are being probed,” Mr. Syam Prasad said.

During investigation, it was revealed that smugglers were doing business wearing ID cards of ‘Bullion Merchants Association’ and ‘Gold Merchants Association’. They appointed agents in Nellore, Guntur, Vijayawada, East and West Godavari, Khammam, Nalgonda, and Hyderabad districts and carrying out the illegal trade. We suspect the role of the police and some railway staff at the railway headquarters in Hyderabad, he said. “On Sunday, the accused travelled in the Sabari Express. How could the smugglers carry 274 kg silver ornaments packed in 10 bags evading the TTEs and the police en route? Similarly, miscreants are transporting explosives and inflammable goods causing fire accidents. The GRP will conduct a thorough probe into the gold smuggling racket,” he said.

Goods Train carrying ‘Kerosene’ derails in Uttar Pradesh

Gonda Jn (GD): Rail traffic on the Gorakhpur section of North Eastern Railway in Uttar Pradesh was hit on Tuesday when two wagons of a goods train transporting kerosene derailed between Gonda and Gorakhpur, officials said.

No one was injured in the incident.

The train was headed to Gorakhpur when the derailment took place. The contents of the wagons spilled all over, forcing railway authorities to shut down the section for all up and down trains.

“We are trying to normalise traffic on the sector as soon as possible. For now, some trains are stranded,” an official said.

The rail route to Delhi was also affected and efforts were on to normalise traffic, railway officials said
