Decision on railwaymen’s indefinite strike on February 17

The crucial decision will be taken at a meet in Kota, Rajasthan

The national trade unions of railwaymen will decide on February 17 whether or not to go ahead with the proposed indefinite general strike to press for implementation of various long-standing demands.

Though railwaymen across the country had overwhelmingly voted in favour of a direct agitation during the ‘strike ballot’ held nationwide last month, the crucial decision on launching a general strike that could cripple railway operations is due to be taken at the meeting scheduled at Kota, Rajasthan, said N. Kanniah, general secretary of the Southern Railway Mazdoor Union (SRMU), which is affiliated to the All India Railwaymen’s Federation (AIRF).

The AIRF and the National Federation of Indian Railwaymen are the two parent trade unions representing an estimated 1.3 million railwaymen. The charter of demands include scrapping of the new pension scheme, filling up of vacancies, better working conditions for loco running staff and constitution of the Seventh Pay Commission.

Though the Railway Board had offered to negotiate on Railway-specific demands at meetings held over January 16 and 17 in Delhi, the AIRF leadership has taken the view that some of the key demands such as merger of DA with basic pay and guaranteed pension scheme in place of new pension scheme, could only be resolved by Government of India, Mr. Kanniah said. The union leadership feels that the Railway Ministry needs to facilitate negotiations with the Centre in order to avert the strike, he said.

It may be recalled that during the strike ballot, over 96 per cent of railwaymen in the country voted in favour of an indefinite general strike.

In the six divisions across Southern Railway, 86.8 per cent of railwaymen endorsed the strike plan.

Remittance of NPS funds solely through electronic mode (NEFT/RTGS) from 01st April 2014

1. The Circulars no. PFRDA/2013/10/CRTB/1 dated 30th April 2013 and PFRDA/2013/12/CRTB/2 dated 31" May 2013 may be referred.

2. It has been observed that the following problems are presently being faced on account of remittance of NPS contribution funds through physical instruments:

a.) Higher percentage of rejection of contributions/ funds return
b.) Delays due to cheque clearing activity
c.) incidences of cheque rejection due to financial/ technical reasons.

3. All the aforementioned issues affect the timely investments of the subscribers thus adversely impacting their pension corpus accumulation. To obviate the aforesaid concerns, and in compliance of CVC instructions issued vide Office Order No. 20/4/04 File No. 98/ORD/1 dated 06-04-2004 PFRDA has decided to discontinue the remittance of NPS contribution funds through physical instruments and to accept remittance solely through electronic mode from 01st April 2014.


4. Accordingly from 01st April 2014 onwards, all the nodal offices remitting NPS contributions have to mandatorily remit NPS Contributions through electronic mode i.e. NEFT/ RTGS only.

5. The overall procedure for remittance of funds to Axis Bank (Trustee Bank), matching & booking of Subscriber Contribution Files (SCFs) and the receipt of funds from it shall remain unchanged.

6. This circular may be sent to all the nodal offices under your jurisdiction for necessary action/ compliance.

Railway Board Orders - Determination of date of increment after expiry of duration of penalties of withholding of increments/reduction to lower stage imposed for less than a year regarding

Sub: Determination of date of increment after expiry of duration of penalties of withholding of increments/ reduction to lower stage imposed for less than a year regarding.

Ministry of Railways have received a few references regarding certain penalties of rule 6 of Railway Servants (Discipline And Appeal) Rules, 1968 which are having pay element imposed for less than a year. In one case, the penalty of withholding of increments was imposed on 24.3.2008 for a period of six months with cumulative effect and in the other case the penalty of reduction to lower stage was imposed on 9.2.2009 for a period of six months with non-cumulative effect.


2. The question of date of release of increment in the above cases on expiry of the penalty, in the context of fixing of 1st July as the date of increment uniformally for all Government servants following VIth CPC, has been examined in consultation with the Department of Personnel & Training. It is advised that fixing of 1st July as the date of increment for all Government servants under the Revised Pay Rules following the acceptance of the recommendation of the IVth CPC, is relevant, only in respect of Annual increment. This provision is not applicable where the increment is withheld as a measure of penalty. In cases where the increment is withheld as a penalty for a specified period restoration of the withheld increment would be at the end of the currency of the penalty and not postponed to the next 1st July. The person concerned may even be entitled to the next increment on the 1st July following the expiry of the currency of the penalty, (notwithstanding the fact that the penalty imposed on him was having postponing effect on his future increments), if he has net qualifying service of six months prior to the relevant 1st July.

3.  Likewise, where the penalty of reduction to lower stage was imposed, the pay will be restored immediately on expiry of the currency of the penalty. In so far as release of next increment is concerned, the same may also be allowed immediately on restoration if the person concerned has rendered net qualifying service of six month on the 1st July preceding the date of the expiry of the currency of the penalty.

East Central Railway Announced Written Exam Result for Group-D Posts 2014



Railway Recruitment Cell, East Central Railway declared result of the written examination held for recruitment to various posts in Pay Band – 1 + Grade Pay Rs. 1800. The respective examination was conducted on 27 October 2013, 17 November 2013, 24 November 2013, 01 December 2013 & 08 December 2013.

On the basis of candidate’s performance in the above mentioned written examination, 6687 candidates (3381 in UR merit, 1801 in OBC merit, 1009 in SC merit & 496 in ST merit) have been found eligible for Physical Efficiency Test (PET) which shall be held from 17 February 2014 to 23 February 2014 at Jagjeevan Stadium, P.O.- Khagaul, Near Danapur Railway Station, Distt.- Patna, Pincode- 801105.

The Call letters for Physical Efficiency Test (PET) are being dispatched through Business Post to all the qualified candidates.

Railway cricket tourney inaugurated


VISAKHAPATNAM: The 59th All India Railway Cricket Championship, hosted by the East Coast Railway Sports Association, was inaugurated at the Railway Stadium here on Friday by divisional railway manager, Waltair division, Anil Kumar, who was the chief guest.

Kumar, who declared the tournament open by releasing balloons along with the guest of honour, East Coast Railway Shramik Union president Arjun Mundiya, urged members of all teams present to play in the true spirit of the game. Mundiya lauded Waltair division for hosting such a big event. East Coast Railway sports officer M Yelvender Yadav welcomed the guests and urged participants to put up a good show.

The teams participating in the event are Metro Railway, East Coast Railway, Eastern Railway, Diesel Modernisation Works, Patiala, and South East Central Railway.

Railways allot Rs 60 crore to raise height of platforms



MUMBAI: The railway ministry has agreed to allow heights of platforms in Mumbai's suburban rail network to be raised to 920mm. The work will take three years and Rs 50-60 crore. The ministry has also announced Rs 5 lakh for Monika More, the college girl who lost her arms under a train after falling into a pit on a Ghatkopar platform on January 11. The money will be in addition to Rs 4 lakh that she is entitled to as compensation from the railway claims tribunal. 

"Work will be taken up to raise the height of 74 platforms in suburban stations. It will be done in a phase-wise manner," railway minister Mallikarjun Kharge said on Friday. Central and Western Railway have been asked to divert funds for the work from their allocation for passenger amenity-related projects. 

Raising the height of platf orms has been a long-pending demand of city commuters. 

On Monika, Kharge said, "Compensation for her has been approved on compassionate grounds, treating her case as special." On Thursday, Monika's father had met the minister and sought assistance. 

Kharge asked the state government to look for sponsorship from the private sector under corporate social responsibility (CSR) to finance prosthetic arms for Monika. 

He also urged the state government and corporate houses to come up with suggestions and help for a "unified transport solution" for Mumbai. He said he will write to the Prithviraj Chavan government for allocation of space outside stations to park ambulances. He was speaking at a function to dedicate the Kalyan-Thane-Lokmanya Tilak Terminus DC-AC conversion project to the nation. 

The decision to raise the heights of platforms has been taken after longstanding demands that the gap they form with the footboards of train compartments be reduced. Every year, hundreds of people lose lives and limbs after falling into the footboard-platform gap while trying to board crowded local trains. The gap has increased considerably after the introduction of new rakes by the Mumbai Rail Vikas Corporation. Compartment footboards of these rakes are higher because of the new suspension coil springs they use, among other factors. 

According to standards specified by the railway board, the height of platforms should be in the range of 760-840 mm. But this is a lot low for the new rakes, which require a platform height of around 920 mm for commuters to board them easily. 

"We have asked the two zonal railways to begin work on the platforms. A formal letter of approval will follow soon," said railway board member (traffic) D P Pande.

No ticket, man pushes TC off railway platform



MUMBAI: A ticketless railway commuter pushed a ticket examiner off the platform and on to the tracks at Mumbai Central station on Friday. This is the second such incident on Western Railway in the last three days. Vasudeo Shelar, head ticket examiner at Borivli, suffered a hairline fracture on his wrist. 

"When Shelar, who was on platform 4, asked the man for his ticket, he pretended to look for it in his pockets and then suddenly pushed Shelar off the platform. Fortunately, no train was passing by," said a senior WR official. On January 22, a commuter, who was caught with unbooked luggage and told to pay a fine, hurled a stone at ticket examiner Arvind Shukla at Dadar station.

4 held at Konkan railway corporation station for bid to smuggle liquor


MARGAO: The Konkan railway police, Margao, arrested four persons, including two employees of Konkan railway corporation (KRC), after they were allegedly caught red-handed smuggling contraband liquor at the Margao railway station on Thursday.

Police sources disclosed the names of the KRCemployees as Anil Patil, a gangman, and Rakesh Khapre, a trackman, attached to the technical section of the Chiplun railway station. The names of the other two were given as Rupesh Kekale and Meghnath Patil.

The two KRC employees had come down to Goa to attend a convention of the KRC employees union in Margao, it is learnt.

Police sources informed that the Konkan railway constables, Nilesh Katkar and Ramanand Dessai, found the behaviour of the four accused suspicious and questioned them. When the cops asked them to open the bags they were hauling, 60 bottles of liquor worth nearly 20,000 were found neatly packed inside, to be smuggled across the state's border. They were apprehended just before they were to board the Mumbai-bound Jan Shatabdi express. The liquor was to be sold in black market in Chiplun at a premium, sources said.

The accused would be handed over to the excise department for further investigations, police sources informed.
