Sources close to the Central Government Employees Federations told that Merger of 50% DA will soon be considered by Central Government before the budget session of Parliament in February 2014. According to the sources, the central government is likely to consider the central government employees demand for merging of 50 % DA, for the reason that the DA will be crossing 100% level after January 2014.

The rate of dearness allowance to be paid to govt servants has been increasing consistently due to the rise in the prices of essential commodities for the past two years. In 2011 the rate of DA was at 50 % level. Since then all the Federation demanded the central government to merge the 50 Percent DA with basic Pay. But the government did not accept this demand to merge the DA with basis pay, as it was not recommended by sixth CPC.
The demand would be considered in view of parliament elections

But federations kept on demanding the government that raising dearness allowance alone will not help to compensate the alarming rate of price rice. So they urged the government to consider their demand favorably. It is believed that after the defeat in the election of four state legislative councils, the UPA government has decided to reconsider about its decision on the issues which directly affects the common public. The high command of the ruling party thought that the reason for their defeat in the state election is mainly because of their government failed to contain the price rise. The gap between common public and UPA government has been considerably increased. To correct these failures the UPA government decides to do something to attract the voters.

After announcing the government’s proposal to constitute the 7th pay commission, the community of central government employees has been convinced to have soft view on this government. Further the 50 lakh central government employees would be made happy if the 50% DA is merged with Basic Pay. It is told that , as the central government staff association and federations demanding it very seriously, in case the government decides go with this demand, there will be around one crore voters will be in favour of UPA government. So the government may consider the demand of merging of 50% DA with basic Pay in view of forthcoming Parliament elections.
Allowances will have no impact on merging DA with basic Pay

The sources, associated with National Council JCM, said that the government initially was not willing to consider this demand as some allowance and advances have been raised by 25% whenever the DA crosses 50% level as per the sixth CPC recommendation. But federations insisted that the allowances, which are raised to 25 % level when DA crosses 50%, will have no impact on merging DA with basic pay. The only allowance will have an increase when Basic Pay increases are HRA. No other allowances will be increased and other entitlement of the respective Grade Pay will not be revised as the 50% DA to be merged will be kept under separate component like it was treated in 5CPC as Dearness Pay. “There is no need to worry about financial implications, as the 50% DA will be paid by just changing its nomenclature as Dearness Pay”, said sources.
50% DA merger to be decalered before DA crosses 100%

Further, it has been informed that it is good enough for the government to announce its decision before declaring the next additional installment of DA. Because the AICPIN for Industrial workers for the Month of December 2013 is awaited to determine the rate of dearness allowance to be paid from January 2014.The result of last 11 months AICPIN shows that DA will definitely be raised by 10 % from existing 90% level. So the rate of DA will be 100% with effect from 1st January 2014. After the DA increased to 100%, the demand for 50% DA merger will have to change its avatar. Probably the demand would be for 100% DA merger. So the federations expect the government may consider 50% DA merger soon.

However, decision if any in this regard should be taken before the announcement of election for parliament. It is expected that election announcement for parliament will be made by the end of February 2014. Before that, the announcement of 50% DA merger is expected from central government.



केंद्र सरकार के कर्मचारियों और पेंशनरों तथा इनके परिवारजनों के तकरीबन ढाई करोड़ वोटों पर अब सरकार की नजर है। तकरीबन 38 लाख कर्मचारियों और 25 लाख पेंशनभोगियों को लुभाने के लिए शीघ्र ही 50 फीसदी महंगाई भत्ता (डीए) को मूल वेतन में मर्ज करने की तैयारी है।

इसका फैसला अगले पखवाड़े हो सकता है। यदि ऐसा हुआ तो सरकारी खजाने पर लगभग 20,000 करोड़ रुपये का अतिरिक्त बोझ पड़ेगा।

इसे ट्रेड यूनियन से जुड़े पदाधिकारियों का दबाव कहें, रेलवे समेत सभी केंद्रीय कर्मचारियों के अनिश्चितकालीन हड़ताल की धमकी या फिर ढाई करोड़ वोटरों को लुभाने की कोशिश कहें, लेकिन सच्चाई यही है कि डीए मूल वेतन में मर्ज हो रहा है। तकरीबन 12 लाख कर्मचारियों का प्रतिनिधित्व करने वाले संगठन एआईआरएफ के महासचिव शिव गोपाल मिश्रा का कहना है कि पिछले दिनों ही उन्होंने इस बारे में प्रधानमंत्री कार्यालय और वित्त मंत्रालय से पत्राचार किया है। वह इस सिलसिले में व्यय सचिव से भी मिले थे।

Metro link, industrial township top projects for twin cities in 2014


NOIDA: State infrastructure and industrial development commissioner (IIDC), Alok Ranjan, said on Friday that Rs 13,000 crore would be spent on infrastructure projects in Noida and Greater Noida this year. State government officials said that work on the Metro line expansion from Noida to Greater Noida would begin within three months.

Talking to TOI, Rama Raman, chairman of the Noida, Greater Noida and Yamuna Expressway authorities, said that he expects to lay the foundation stone of the 30km-long Metro link between Noida City Center station to Bodaki in Greater Noida by next year.

Earlier, Noida Authority had announced the formation of the Noida Metro Rail Corporation (NMRC) at a cost of Rs 1,000 crore to expedite the project with all formalities related to its formation.

"We are simultaneously working on forming the NMRC and pitching in the DMRC as a consultant for the project. The central government has already asked the NMRC to be formed while the proposal to form it with 100% equity by UP only is pending with the state government. We hope to get the green signal soon. Our intention is to start work for the Metro link next year. We are likely to decide the date of foundation stone laying ceremony soon. We are on way to complete the official paper work required to do so," he said. Earlier, former Delhi CM Sheila Dixit had opposed the DMRC working outside the capital but officials are now hopeful that things would be streamlined soon and the Metro expansion in UP will take off soon.

The proposed Metro link will from the City Centre Metro station in Noida and would reach the Noida-Greater Noida Expresswaym, passing through Sector 32 via Sectors 51,83,101, 143, 147, Knowledge Park II, Alpha, Delta to Knowledge Park IV before touching Pari Chowk. A part of the track will be elevated while the rest of it will be on the ground. The estimated cost of the project is around Rs 5,000 crore, which would be borne by the Noida Authority and Greater Noida Industrial Development Authority (GNIDA). This 29.707 km long line will have 22 stations.

Ranjan stated that Rs 5,000 crore would be spent by Noida Authority with the Centre spending Rs 3,000 crore. The Greater Noida and Yamuna Expressway authorities would spend Rs 3,000 crore and Rs 2,000 crore each.

"The three cities are set to witness a bounty of mega projects in 2014 including metro expansion, heliport, NMRC (Noida metro rail corporation) formation, two new affordable housing projects, a state-of-the-art STP, a government inter-college for girls, construction orders for a medical university, a 200-bed district hospital with trauma centre, underpasses at City Center and sector 94 inter-section, a multi-level parking space capable of accommodating 3,000 cars in sector 18, Night Safari, civic center etc," Ranjan said.

Raman said that this is the year infrastructure development for Noida, Greater Noida and Yamuna Expressway region.

With regard to other infrastructure projects, Raman said, "UP will enter into an agreement with the Centre to develop the state's first integrated industrial township along the DMIC."

The Greater Noida Industrial Development Authority (GNIDA) will form a joint venture with the DMIC Trust to execute the project. The Cabinet Committee on Economic Affairs had approved the proposal to set up the joint venture company with equity contribution of 50 percent from each partner. "The new entity is responsible for development of trunk infrastructure of the integrated industrial township at Greater Noida in the Dadri-Noida-Ghaziabad Investment Region of the DMIC," Raman said.

"Under the 'early bird project', the Bodaki Railway Station will be developed as a Passenger and Commercial Cargo Hub. There will be a Multi Modal Logistics Hub at Dadri, a power project in Greater Noida, and a Mass Rapid Transit System (MRTS) between Dadri-Noida-Ghaziabad Investment Region and Delhi," said Raman, adding that the project would cost Rs 1,714.7 crore.

"The project cost of Rs 1714.7 crore is proposed to be met by equity contribution of Rs 617.20 crore by the DMIC Trust and the state government. The equity from the state government would be in the form of land which would be transferred to the joint venture company," he added.

The infrastructural industrial township is expected to attract private sector investments of over Rs 33,000 crore over a 30-year period and generate significant employment. It is also intended to lead to a multiplier effect in each of the target industry sectors, including backward and forward linkages with other sectors of the economy.

Cabinet nod to Bangalore metro project's second phase



NEW DELHI, The union cabinet on Thursday gave its approval to the second phase of Bangalore Metro Rail Project to improve public transport in the city.

According to an official release, the cost of the project was estimated to be Rs.26,405.14 crore at 2011-12 price levels "with price escalation of five percent per annum".

The project is scheduled to be completed in five years from the date of commencement of work.

"The cabinet has approved the Bangalore Metro Rail Project Phase-2. This project will improve the public transport system in the city of Bangalore and provide the much needed additional public transport infrastructure for the city," the release said.

Of the total cost, the central government will provide Rs.5,281 crore and Karnataka government's share will be Rs.8,983 crore.

Karnataka's share includes a grant of Rs.1,689.90 crore while the balance amount of Rs.12,141.14 crore will be raised through debt.

The project will be executed by Bangalore Metro Rail Corporation Ltd - the existing Special Purpose Vehicle (SPV) of central and state governments having 50:50 equity from each, the release said.

Projecting frequency of travel by the commuters on various sections, it said that in the east-west line, the daily ridership would be 4.27 lakh in 2016 and 10.07 lakh in 2014. Similarly, in the north-south line, the daily readership was estimated at 5.51 lakh in 2016 and 10.93 lakh in 2014.

Bombardier to supply India-made trains to Australia


BERLIN: Canadian engineering giant Bombardier-led consortium today secured a whopping USD 4.1 billion contract to supply trains, manufactured in India, and maintenance services to Australia's Queensland state.

"The Queensland Government today announced its order of 75 new six-car trains, maintenance services for a period of 30 years and the construction of a purpose-built maintenance centre under a 32-year public-private partnership," Bombardier said in a statement.


The consortium comprising the Berlin-based Bombardier Transportation, John Laing, ITOCHU Corporation and Uberior will deliver the order.

The total value of the contract is approximately $4.1 billion with Bombardier's share valued at approximately $2.7 billion.

The new commuter trains are being designed and engineered in Australia and will be manufactured at Bombardier's facility in Savli, Gujarat.

The "New Generation Rollingstock project" will boost commuter services for the densely populated areas of South East Queensland and transport domestic and international tourists to some of the state's world famous locations, including the beaches and theme parks of the Gold Coast.

Bombardier's scope for this project includes the supply of the 75 Electrical Multiple Units ( EMUs) and maintenance for 30 years.

पटना-मोकामा स्पेशल फास्ट पैसेंजर ट्रेन पटना से सुबह 7. 05 बजे खुल कर 9.़30 बजे मोकामा पहुंचेगी. वापसी में मोकामा-पटना स्पेशल फास्ट पैसेंजर ट्रेन मोकामा से शाम 5. 05 बजे खुल कर शाम 7़ 30 बजे पटना पहुंचेगी. स्पेशल ट्रेन अप एवं डाउन में राजेंद्र नगर, गुलजारबाग, पटना साहिब, बंकाघाट, फतुहा, खुसरूपुर, करौटा, बख्तियारपुर,अथमलगोला, बाढ़, पुनारख एवं मोर स्टेशनों पर रुकेगी.

15 तक रद्द रहेंगी चार ट्रेनें
गोरखपुर-सोनपुर रूट पर चलने वाली चार पैसेंजर ट्रेनें अब 15 फरवरी तक रद्द रहेंगी. पहले यह तिथि 31 जनवरी थी, लेकिन कुहरे की वजह से ट्रेनों का परिचालन प्रभावित हो रहा है. ऐसे में यात्रियों की सुरक्षा के मद्देनजर परिवर्तन की स्थिति 15 फरवरी तक रहेगी.

ऐसे होगा ट्रेनों का परिचालन
नरकटिगयागंज-गोरखपुर सवारी गाड़ी का परिचालन कप्तानगंज तक .

गोरखपुर-नरकटियागंज सवारी गाड़ी कप्तानगंज से खुलेगी.

जवान काटेंगे रेल टिकट



गया: रेलवे ने यात्र आरक्षण में सेना के जवानों को विशेष सुविधा देने की तैयारी की है. इसके तहत फरवरी में गया स्थित ऑफिसर ट्रेनिंग एकेडमी (ओटीए) में रेल टिकट आरक्षण केंद्र (रिजर्वेशन काउंटर) खोले जाने की योजना है. इससे ओटीए में रहने वाले सेना के जवानों को काफी सहूलियत होगी.


इस संबंध में पूर्व मध्य रेलवे मुगलसराय सीनियर डिवीजनल कॉमर्शियल मैनेजर आशीष कुमार झा ने बताया कि वैसे तो गया जंकशन के आरक्षण काउंटर पर सेना के जवानों के लिए स्पेशल काउंटर है, फिर भी उन्हें टिकट लेने में परेशानी होती है.

इसलिए सेना के जवानों को ट्रेन यात्र आरक्षण में विशेष सुविधा देने की तैयारी रेलवे द्वारा की जा रही है. इसी क्रम में गया स्थित ओटीए में फरवरी में एक आरक्षण केंद्र खोला जायेगा, जिसकी तैयारी चल रही है. उन्होंने कहा कि ओटीए स्थित आरक्षण केंद्र में सेना के जवान ही बैठेंगे, जो आरक्षित रेल टिकट काटेंगे. इसके लिए जवानों को रेलवे द्वारा प्रशिक्षण भी दिया जायेगा.

जागरण संवाददाता, गोरखपुर : पूर्वोत्तर रेलवे के नूनखार- भटनी- भाटपार रानी रेल खंड पर पहली फरवरी को भी नान इंटरलाकिंग होगा। ऐसे में शनिवार को 9 गाड़ियां निरस्त रहेंगी। जबकि, 8 एक्सप्रेस ट्रेनों का मार्ग बदल जाएगा। कृषक एक्सप्रेस सहित वाराणसी मंडल की 12 गाड़ियां भी आंशिक रूप से निरस्त रहेंगी। 15007 कृषक एक्सप्रेस मंडुआडीह की जगह गोरखपुर से चलाई जाएगी। 2 फरवरी को 55117/ 55118 सीवान- भटनी- सीवान सवारी गाड़ी निरस्त रहेगी। हालांकि, महत्वपूर्ण ट्रेनों का संचलन प्रभावित नहीं होगा।

15000 की सप्लाइ, 4000 की ही धुलाई



पटना: ट्रेनों की एसी बोगियों में यात्रियों को मैले बेडरोल दिये जा रहे हैं. चादर, कंबल, खोल व तौलिया बिना धुलाई के ही यात्रियों को दिये जा रहे हैं. पटना जंकशन व राजेंद्रनगर टर्मिनल से रवाना होनेवाली राजधानी सहित आठ ट्रेनों में रोजाना करीब 15 हजार बेडरोल की सप्लाइ की जाती है, जबकि ठेकेदार के पास दीघा में मौजूद धुलाई मशीन की क्षमता 24 घंटे में चार हजार बेडरोल धोने की है.

पटना जंकशन व राजेंद्रनगर टर्मिनल से खुलनेवाली राजधानी एक्सप्रेस, संपूर्ण क्रांति, लोकमान्य तिलक, अर्चना एक्सप्रेस, जियारत एक्सप्रेस, तीनसुकिया एक्सप्रेस, दानापुर-हावड़ा व साउथ बिहार के एसी कोच में बेडरोल के धुलाई, ड्राइ वाश, ट्रेन में लोडिंग व अनलोडिंग के लिए करीब छह करोड़ का ठेका तीन साल के लिए है. रेलवे सूत्रों के मुताबिक, सभी ट्रेनों के एसी कोच में बेडरोल की कुल सप्लाइ प्रति दिन 15 हजार होती है. सवाल यह है कि ठेकेदार के पास रोजाना चार हजार बेडरोल की धुलाई की क्षमता की ही मशीन है, तो 15 हजार बेडरोल कैसे धुल रहे हैं.
बदल दिया जाता है टैग
बेडरोल की सप्लाइ में बड़ा गोलमाल है. जंकशन पर ट्रेन के पहुंचने के बाद एसी कोच से इस्तेमाल किये गये बेडरोल उतारे जाते हैं और बिना धुलाई किये ही नया टैग लगा कर फिर दूसरी ट्रेन में चढ़ा दिया जा रहा है.
नहीं देते जूट का बैग
एसी कोच में दो चादर, एक कंबल, खोली, बड़ा तौलिया व छोटा तौलिया जूट के बैग में पैक कर सप्लाइ करने का प्रावधान है. ट्रेन में चढ़ाते समय धूल-गंदगी से बचाने के लिए ऐसा नियम बनाया गया है. लेकिन, धुलाई ठेकेदार चादर की गठरी बना कर बेडरोल सप्लाइ कर रहे हैं. इससे चादर फट जाती है, जिससे रेलवे को आर्थिक क्षति हो रही है. जूट के बैग पर आनेवाला खर्च ठेकेदार और रेलवे के जिम्मेदारों की जेब में जा रहा है.
30 लाख का भुगतान
रेलवे की तरफ से बेडरोल की धुलाई पर प्रति माह 30-31 लाख रुपये का बिल भुगतान किया जा रहा है. लेकिन, रेल अधिकारी बेडरोल की साफ-सफाई और जूट के बैग की जगह चादर की गठरी के प्रति आंख बंद किये हुए हैं. सूत्रों की मानें, तो सब मैनेज का खेल है. अधिकारी जानबूझ कर खामोश रहते हैं और बिल भुगतान के बाद हिस्सेदारी तय होती है.
जुर्माने का प्रावधानयात्रा के दौरान बेडरोल से संबंधित शिकायत दर्ज कराने पर ठेकेदार पर पांच हजार तक के जुर्माने का प्रावधान है. यात्र के दौरान यात्री सुपरवाइजर व टीएक्सआर की टीम से शिकायत करते हैं. लिखित रूप में प्रति माह 15 से 20 शिकायतें दर्ज हो रही हैं.
कहते हैं अधिकारी
शिकायत मिलने पर ठेकेदार पर जुर्माना लगाया जाता है. जूट के बैग में सप्लाइ के मामले में दानापुर के जन संपर्क अधिकारी ही जवाब देंगे.

बेडरोल की सप्लाइ दो शिफ्टों में होती है. शिकायत मिलने पर जुर्माना लगाया जाता है. जूट के बैग में सप्लाइ के मामले में मैं नहीं बता सकता.
