Pakistan Railways - 90 locomotives for freight trains by 2015: Saad

LAHORE - Pakistan Railways will restore its freight train service to all dry-ports very soon as 30 locomotives are operational in connection with goods trains presently.

This was stated by Railways Minister Khawaja Saad Rafique while talking to the media after receiving first container train at Mughalpura Dry-port in connection here on Saturday. He hoped that around 90 locomotives would handle the freight train operation till the end of next fiscal year.

He said Pakistan and Turkey had signed MoU for the restoration of ECO train from Islamabad to Istanbul via Tehran, adding Indian authorities were also being contacted for transportation of Indian freight to Turkey and Iran. The minister directed the PR authorities to spend half of the collected revenue from the Mughalpura Dry-port on its development.

The minister said people related to freight and container handling business would get employment. He said no passenger train would be restored until maintenance of balance between freight and passenger train operation as railways earned from freight and spent on passenger trains in the world.

The minister said deficit of the Railways would comparatively be reduced this year than the previous fiscal year.

He said automation was a solution of the matter and 250 pensioners had been shifted to automation, adding that the task of shifting pensioners on automation would be completed in two to three years. He said, unfortunately, the railways had been ignored in the past, adding that a balance of investment was needed between road and rail as the present government would try to ensure it.

Meanwhile addressing a ceremony of the Lahore Custom Agents Association at Mughalpura Dry-port the minister said there was no political interference in his department and he would not even tolerate any interference in work of the PR officers who were running the department purely on professional basis.

He has taken over the charge of the PR by keeping my political affiliation out of the office, he added. He said culture of the PR officers and workers had been changed now.

The minister said he believed in work and not a single approach would be entertained in the PR.

He directed the PR management to form a committee headed by AGM Traffic Javaid Anwar Boobak to make a formula for resolving issues of the dry-ports across the country.

Pre-Qualification for Civil Contract for Dedicated Freight Corridor of Indian Railways

New Delhi: A total 16 international companies in joint venture with leading Indian companies qualified in pre qualification bid process for Civil structure &Track work Contract for Bhaupur- Mughalsarai section package 201 & 202 (400 route km.) of Eastern Dedicated Freight Corridor project. There has been huge response and the contractors/firms from all over the world are competing in the bid process. Those qualified to submit their bids are from Spain, Turkey, Korea, Taiwan, China, Mexico, Brazil, Russia and UK apart from India. Some of the firms are, ISOLUX CORSAN CORVIAM-SADBHAV-ECI (JV), GAMMON-YUKSEL (JV),POSCO-PNC(JV),China Railway Bureau Group Corporation, ESSAR-KEC-SACYR Consortium, AG-AFCONS (JV),PEL-BSCPL-CGS (JV), etc.

It may be recalled that the World Bank has agreed in principle to part finance the Eastern Corridor project from Mughalsarai to Ludhiana, which has been divided into 3 phases. The total in principle loan commitment is US$ 2.725 billion, out of which the loan for the first phase to the tune of US$ 975 million was sanctioned in May, 2011 and the loan agreement was signed in October, 2011. The loan for the second phase is expected to be of the order of USD 1100 million and is expected to be signed in June 2014.

DFCCIL, a Special Purpose Vehicle (SPV) is engaged in planning, construction, operation and maintenance of the dedicated freight corridors and in the first phase, the two corridors, namely, Eastern Corridor from Ludhiana to Dankuni (1839 kms) and the Western Corridor from Dadri to Jawaharlal Nehru Port (JNPT) (1499 kms) are being constructed. The entire Western Corridor is being funded by Japan International Cooperation Agency (JICA), while the Eastern Corridor from Mughalsarai to Ludhiana is being funded by the World Bank.

Work On New Railway Lines Soon

South Western Railways (SWR) will operate a new Chamarajanagar-Bangalore fast passenger train.

SWR Divisional Railway Manager Raj Kumar Lal said the train will start at 7.15 am from Chamarajanagar and reach Bangalore at 12.30 pm, in the return direction, it will start from Bangalore at 1.30 pm. The train will run four days a week, he said.

He said the work on Kanakapura-Malavalli-Kollegal-Chamarajanagar railway line and Kotur-Harihar railway line will start soon as the authorities have approved it. The work on Kadur-Chikmagalur-Sakleshpur will be completed soon as the survey and land acquisition have been completed.

Referring to the railway budget that has given 13 new trains to the state, he said they have written to the railway ministry to extend a few long-distance trains between Bangalore and Mumbai. He said passenger facilities are their top priority. “We have plans to set up 11 more electronic vending machines across the division and will set up on-board infotainment systems in some trains,” he said.

He said they will act against the unruly behavior of those who are working at parking bays and act against those who are collecting exorbitant charges from people.

Passenger Revenue Up

Raj Kumar Lal said the division has recorded 29 per cent growth in the passenger revenue and earned a revenue of Rs 163 crore against last year’s `129 crore. He said they have collected `3.4 crore as penatly from ticketless travellers.

However, there is a decline in revenue from freight traffic due to slump in the export of iron ore and maize. “We hope we will do better next fiscal,” he added.

Railway locomotives to be on LNG track by 2016

By 2016,  may usher in an era of liquefied natural gas ()-based . In about two months, it is likely to float an international tender in this regard.

Russian companies have already evinced interest in the project.

This is the first time the Railways is looking beyond traditional fuels such as  and . “We had floated a tender in this regard, but it had to be cancelled because of technical issues. We are floating a fresh global tender in one or two months. The initial costs are expected to be very high; the engineering design has been done,” said Railway Board Chairman Arunendra Kumar.

Currently, the Railways has about 5,000 diesel, 4,500 electric and 40-odd steam locomotives.

“The basics are ready and technology is available. Once the bids are finalised, the first LNG-based train will run within six months, probably by late-2016. Russia has already shown keenness to cooperate with us in this regard. Our locomotives are going for a major overhaul with this initiative,” Kumar said.

According to reports, major rail carriers in the US are working with some of the world’s largest locomotive makers such as  and  to develop natural gas-powered models. The networks of major railway networks such as those in China, Europe and the US are electrified. Experts say locomotive manufacturers such as Alstom and Bombardier are conducting research in this area.

“Gas-run locomotives are of interest because of efficiency, reliability, cost and carbon footprints,” said Abhay Agarwal, partner, EY.

After the Centre introduced the dual pricing mechanism on January 17, 2013, diesel prices rose. This put pressure on the defence services and the Railways, both bulk consumers. Other bulk consumers such as state transport departments shifted to retail outlets. Indian Railways has also installed a new fuel-saving device, the auxiliary power unit (APU), in 12 diesel locomotives. This will help save about Rs 20 lakh per locomotive annually. In time, the railways plan to equip all new diesel locomotives with APUs.

Janta Khana not supplied at all railway stalls: NGO

VADODARA: A city-based organisation working for consumer rights has claimed that 'Janta Khana' food packets are not available on various platforms of the Vadodara railway station and other smaller railway stations near the city. It has taken up the issue with the railway officials.

Mahesh Shah from the Jagrut Grahak working for consumer affairs and protection stated that while the food packets were regularly available at platform one of the railway station, this was not the case at other platforms. Shah said that the case was similar at smaller stations like Anand, Bharuch, Karjan and Ankleshwar.

Shah has claimed that the packets were provided even during lunch and dinner time at certain places. He pointed out that when these were demanded from those at refreshment stalls on railway platforms, they made unsatisfactory excuses. The organisation has made representations at several levels demanding that the food be supplied regularly at all stalls.
