HON’BLE MINISTER FOR RAILWAYS SH. MALIKARJUN KHARGE HAS WRITTEN A DO LETTER TO MINISTER FOR FINANCE FOR ABOLISHING NEW PENSION SYSTEM (NPS) FROM INDIAN RAILWAYS.

Dear Shri P. Chidambaram ji,
Through this letter, I wish to draw your attention to a long standing demand raised by both Staff Federations of Railways on National Pension Scheme (NPS) for employees of Indian Railways. The Federations have been expressing resentment over operation in the Railways of the National Pension Scheme, which is perceived as a lower social security cover for Railway employees. Their contention is that there are enough grounds for Railway employees to be treated differently from other civil employees of the Government, and that Indian Railways should operate the traditional defined benefit pension scheme available to pre-01-01-2004 appointees.


You will recall that a few organizations/categories of Government employees were specifically exempted from the purview of NPS on consideration of special, riskier and more onerous nature of duties. The Federations have been drawing parallel with of nature of duties performed by most categories of Railway employees with those in the Armed Forces. They contend that during British period, Railways was conceived and operated as an auxiliary wing of the Army. It was also realized that by virtue of its complex nature, Railways required a high level of discipline and efficiency to be able to perform its role as the prime transport mode. Railways is an operational organization required to be run round the clock through the year. Railway employees have to work in inhospitable conditions, braving extreme weather, unfriendly law and order scenario, and inherent risks associated with the Railway operations itself. As in the Armed Forces, many have to stay away from their families for long periods while performing duties in areas where adequate facilities are lacking.

I feel that there is considerable merit in the contention of the Staff Federations. Besides the critical and complex nature of duties of Railway employees, the hazards involved are also high. Despite best efforts for enhanced safety measures, a large number of Railway employees lose their lives or meet with serious injuries in the course of performance of their duties each year.

During the period 2007-08 to October 2011, the number of Railway employees killed during the course of their duty has been more than number of passengers/other members of public killed in Rail related accidents including accidents at unmanned level crossings. While the nature of duties of Railway employees is inherently high risk during peace time, they also perform functions of critical importance during war time and times of natural calamities, in moving men and materials across the country to maintain supply of essential commodities and safeguard integrity of the nation.

In my view, there are adequate grounds for the Government to consider exemption for Railway employees from the purview of NPS. The Implications of this would be that Government expenditure would reduce over the next few years through discontinuance of Government Contribution under the NPS, but the long term liabilities would increase, as financial commitments in the defined benefit pension scheme would be higher. Since Railways are required to meet the pensionary outgo from their internal resources, switchover to defined benefit pension scheme would call for a more systematic provisioning under the Pension Fund through appropriate revenue generating measures. With Rail Tariff Authority on the horizon, I believe that this would be possible.

In the light of the above, I suggest that our request for exemption from operation of the NPS be considered sympathetically and necessary approvals communicated.

A copy of each demands raised by the two Federations is enclosed.

EXPECTED PAY STRUCTURE OF 7TH CPC

EXPECTED 7TH CPC PAY SCALE :-

7th CPC Pay Scale is fast becoming the most mesmerizing phrase among Central Government employees these days. 

Every Central Govt Employee is waiting to find out the changes in their pay scale that the 7th CPC would recommend to the pay structure. Sensing this eagerness, Bloggers have been regularly coming up with their own versions of what the pay structure could be. Do not take those writings seriously sand authentically. 

Based on all the changes right from the 1st CPC, until the 6th CPC, we have predicted a pay structure. Even though we weren’t keen on it, we have been receiving requests by email and comments. At a point, it became unavoidable. We just had to give our own interpretation too. 
Since the basic pay of an ordinary employee has evolved from 260-950-3050-7730, the next change is expected to increase the salary by 2.5 times. Our Projected Pay Scale is expecting an increase of no more than 3 times. 

It could be 260-950-3050-7730-22500..!

More than the hike, everybody is hoping that the Grade Pay would be in proper series. 

And, everybody wants and hopes for a recommendation that prescribes a uniform Multiplication Factor (6th CPC 1.86) to all categories of employees.

ONE AC THREE TIER & TWO SECOND CLASS SLEEPER COACHES AUGMENTED IN 06511/12 YESVANTPUR-JAIPUR WEEKLY SPECIAL( Via Vasai Road)

W RLY TO RUN BI-WEEKLY SPECIAL TRAIN BETWEEN MUMBAI & BHAGAT-KI-KOTHI (JODHPUR)

To clear extra rush, Western Railway has decided to run Bi-Weekly special train between Mumbai Central and Bhagat Ki Kothi.

Train No. 09053 Mumbai Central - Bhagat-Ki-Kothi (Jodhpur) Bi-Weekly Special will leave Mumbai Central o­n every Sunday & Wednesday at 04.50 hrs from 04th to 28th May,2014 and will reach Bhagat-Ki-Kothi (Jodhpur) at 23.45 hrs o­n same day.

Similarly, in return direction, Train No. 09054 Bhagat-Ki-Kothi (Jodhpur)–Mumbai Central weekly special will leave Bhagat-Ki-Kothi o­n every Monday & Thursday at 05.00 hrs from 05th to 29thMay,2014 and arrive Mumbai Central at 23.55 hrs o­n same day.

The train will halt at Borivali, Boisar, Vapi, Valsad, Navsari, Surat, Bharuch, Vadodara, Anand, Nadiad, Ahmedabad, Mahesana, Unjha, Siddhapur, Palanpur, Abu Road, Sihore, Jawaibandh, Falna, Rani, Marwar Jn.,Pali Marwar and Luni stations in both the directions.

The train will comprise of AC Chair car & Chair car coaches.

Booking for train No. 09053 will be opened from 28th April, 2014.

Mumbai-Yesvantpur (Bengaluru) Special Train on 30.4.2014


Railways have decided to run 2 special trains between Chhatrapati Shivaji Terminus Mumbai - Yesvantpur to clear the extra rush of passengers during summer season. The details are as under:

06590 special will leave CST at 05.00 hrs o­n Wednesday 30.4.2014 and arrive Yesvantpur at 04.30 hrs next day.

06589 special will leave Yesvantpur at 00.10 hrs o­n Tuesday 29.4.2014 (midnight of 28/29.4.2014) and arrive CST at 23.20 hrs same day.

HALTS: Lonavla, Pune, Miraj, Ghataprabha, Belgaum, Dharwar, Hubli, Haveri, Davangere, Kadur, Arsikere and Tumkur.

COMPOSITION: o­ne AC 2-tier, Three AC 3-tier, 6 Sleeper class, 6 General second class and 2 General second class cum Guard’s Brake vans.

RESERVATION: Bookings for 06590 will open from 27.4.2014.

Central Railway has decided to run 4 special trains between Pune and Gorakhpur to clear the extra rush of passengers during Summer Holidays. The details are as under:

05024 special train will leave Pune at 10.45 hrs o­n Saturday 3.5.2014 & 10.5.2014 (2 trips) and arrive Gorakhpur at 19.45 hrs next day.

05023 special train will leave Gorakhpur at 15.00 hrs o­n Thursday 1.5.2014 & 8.5.2014 (2 trips) and arrive Pune at 02.45 hrs o­n third day.

HALTS – Daund, Ahmednagar, Kopargaon, Manmad, Jalgaon, Bhusaval, Khandwa, Itarsi, Habibganj, Bhopal, Bina, Lalitpur, Jhansi, Orai, Pokhrayan, Kanpur Central, Lucknow (NR), Barabanki, Gonda, Mankapur, Basti and Khalilabad.

International Conference on - ‘Emerging Fire Protection Technologies for Rolling Stock’ Inaugurated


Indian Railways Take Measures to Improve Fire Safety in Trains 

The Minister of Railways Shri Mallikarjun Kharge inaugurated an International Technical Conference on ‘Emerging Fire Protection Technologies for Rolling Stock’ here today. In his inaugural address, the Railway Minister said that Indian Railways inducted new technologies in every area of railway operations and there has been a steady decline in railway accidents. However, the incidents of fire in passenger carrying trains on run, which inevitably led to precious loss of lives, are very painful. Shri Kharge said that there is a need for creating diverse technology absorption strategies with respect to upgrading of design and manufacturing technologies in India relating to prevention of fire in coaches. He said that this Conference will provide a much needed avenue for the participants forging cooperative relations for future projects, advance partnerships in technology development and create an environment for innovating India-specific solutions, besides providing a glimpse of fire related technologies that will serve the railways in future. 

Speaking on the occasion, Chairman, Railway Board, Shri Arunendra Kumar said that Indian Railways has been actively working over the years to reduce the potential of fire accidents on the trains. He said that considering the serious nature of fire accidents, lot of developments are taking place all over the world in all the fields related to controlling the fire covering fire detection systems, use of material with low inflammability and fire retardant characteristics as well as fire extinguishing systems. Material used also need to ensure that smoke produced should be less as it makes escape difficult as well affects breathing and can even be toxic. He said that this conference is bringing together experts from nine countries including European countries, US, Japan and Australia. It is expected that their inputs will be useful to Indian Railways and help in developing a strategy for further making improvements in the area. 

In his address, Member Mechanical, Railway Board, Shri Alok Johri said that Indian Railways has always accorded highest priority to the safety of passengers and has been upgrading its infrastructure including rolling stock to ensure better safety of passengers. He said that Indian Railways have introduced the test of flammability in its specifications keeping pace with the developments in abroad and also the Indian industries Indian Railways has upgraded its specification based on international norms of fire retardancy adopted on Europe for inter-operability of the trains. He expressed his hope that participants of this conference will go back richer with ideas and information which can be implemented leading to improvement of fire safety in India. 

Shri Arvind Khare, Additional Member (Production Units), Railway Board gave vote of thanks at the conference. Railway Board Members, senior railway officers were also present among others on the occasion. 

This two days conference is being organized by the Institute of Rolling Stock Engineers (IRSE) and Indian Railways service of Mechanical Engineers Association (IRSMEA) with support from Indian Railways and RITES. IRSE is a registered body consisting of Railway officers and experts as members and is headquartered at Research Design & Standards Organization (RDSO), Lucknow. IRSMEA is an association of the Mechanical Engineers of Indian Railways. RITES are an ISO-9001-2008 certified multi-disciplinary consultancy organization in the fields of transport, infrastructure and related technologies. 

A first of its kind, the conference will bring together experts to provide fire protection technologies and to find solutions to reduce the fire cases thereby making rail travel further safer. Technical papers and participation would cover Railway operators, Rolling Stock manufacturers, Universities, Consultants etc. from a number of countries outside India such as Germany, Australia, UK, Japan, France, Belgium, Austria, Poland and Italy. 

Indian Railways have played a significant role in the development of India since their inception since 1853. Indian Railways today have the largest passenger operation amongst all the railway networks in the world and carry about 25 million passengers daily. The safety record of the Indian Railway has been improving over the years. The number of accidents has come down from 325 in 2003-04 to 121 in 2012-13. The train accidents per million train kms is only 0.12 which is amongst the best in the world. The causalities in Railway accidents per year have also reduced from 156 in 2003-04 to 80 in 2012-13. Railways have identified fire in trains as one of the causes of accidents. Although many cases have been attributed to negligence by passengers and contractors, Indian Railways have always endeavoured to enhance fire worthiness of coaches. The first action was the phasing out of wooden body coaches more than 20 years ago. Indian Railways has also started using fire retardant furnishing materials, fire extinguishers, and has conducted trials with smoke and fire detection systems. Indian Railways has also made efforts to spread safety awareness by using fire posters and conducting training for on board staff. Provision of emergency exit windows, modification of fuse boxes and conducting of internal safety audits are other endeavors in this area. As safety is the highest priority for Indian Railways it has been decided to address this issue in a focused manner through this international conference to stay abreast with the world.

Mobile and Desktop APP on Windows 8.0 for National Train Enquiry System (NTES) Commenced

A new mobile app and desktop app on Windows 8 platform for train enquiry as an enhancement to National Train Enquiry System (NTES) has been developed by Centre for Railway Information Systems (CRIS), the IT wing of Indian Railways in consultation with and support from Microsoft. NTES is the backend system which provides information to the public about train running on near real time basis through various interfaces like nationwide unique rail enquiry number 139, website (www.trainenquiry.com), mobile interfaces, Touch Screens, face to face enquiry and Display Boards at stations. The NTES app is now available for download and public use from today onwards i.e. 23rd April 2014. As the first step the App has been started for Windows 8.0 and subsequently the app will be developed for other mobile platforms.

A new interface of NTES website along with Mobile version was launched in September 2013 earlier which received wide appreciation by the travelling public and has been quite useful in meeting the requirements of passengers.

A strong need was felt for launching the mobile app with richer user interface keeping in view the current technology trends and which can be downloaded on the device and comfortably made use for train running related enquiries.

· To download the app, go to windows store and search for NTES app. App will be listed. Select NTES app and click to install.

· Link also has been provided on NTES website (www.trainenquiry.com and enquiry.indianrail.gov.in) to download the app.

The current Mobile application has the following main features:-

“Spot your train” - This query offers information about a train. Current running status, expected time of arrival/expected time of departure (ETA/ETD) at the queried station can be easily known through this query.

“Live Station” - This query has been given to replicate the display boards at station. One can see the trains expected to arrive/depart at any station in next 2 or 4 hours.

“Train Schedule”-This provides complete schedule of a train with all public stoppages enroute and schedule arrival/departure at the station, distance and day count.

“Trains between Stations” - One can find out the list of all types of trains available between any two stations over Indian Railways.

“Cancelled Trains” - This query displays all trains marked as cancelled on Indian Railways. The option displays trains which are cancelled through entire route as well as trains which are cancelled on partial route.

“Rescheduled Trains” -This query displays all trains marked as rescheduled on Indian Railways. The option displays trains’ rescheduled timings.

“Diverted Trains” – This query displays all trains marked as diverted on Indian Railways.

CRIS, has constantly been involved in taking new initiatives and developing various applications for Railway users and interfaces for general public to provide quality information about train running and other services with enhanced user experiences. Member Traffic, Railway Board, Shri D.P.Pandey while reviewing the IT projects with MD/CRIS and other officers of Railway Board and CRIS on 22nd April, 2014 appreciated the Mobile app developed by CRIS and expressed his hope that the app will be well received by mobile users and will certainly add great value to the services.

IRCON Signs MoU with Transparency International India

Ircon International Limited, a Public Sector Undertaking under the Ministry of Railways, signed an Memorandum of Understanding (MoU) with Transparency International India (TII) for implementing Integrity Pact, here today. This MOU is aimed at maintaining complete transparency, integrity and accountability in all its major contracts and procurement. The MoU was signed by Shri Mohan Tiwari, CMD, IRCON, and Dr. S.K. Agarwal, Chairman, TII in the presence of senior officers of IRCON and TII. 

Speaking on the occasion, Shri Agarwal said that the Integrity Pact will not only ensure efficiency, but it also helps in building public trust and enhances the credibility of the organisation. So far, 47 PSUs have signed the Pact, he informed. 

Integrity Pact is a tool conceived by the Berlin-based Transparency International to fight corruption in public procurement through a voluntary agreement between a buyer and the prospective vendors/bidders, refraining both sides to exercise any corrupt influence on any aspect of the contract. 

In his address, Shri Tiwari said that the company has been voluntarily adopting all the Corporate Governance measures in its endeavour for transparency in public procurement, and implementing Integrity Pact is another step in this direction.
