Inclusion of IAS officer in 7th Pay Commission challenged in Delhi HC

The inclusion of a senior IAS officer in the three member 7th Pay Commission has been challenged in the Delhi High Court by a group of retired officials from various other central services, including a former defence officer.

The retired officials, in their plea, challenged the notification to constitute the 7th Pay Commission alleging that there was an inherent bias in the recommendations of the commission towards IAS officers, who get a higher pay scale than their contemporaries in other services. The HC Tuesday issued a notice to the Centre on the plea and sought its response within six weeks.

According to the Finance Ministry’s notification issued in February, Vivek Rae, retired secretary-level officer in the IAS, was made a member of the panel along with a retired judge and the Director of the National Institute of Public Finance and Policy, Rathin Roy.

The petitioners argued that an IAS officer could not be appointed as he would be “by necessary implication, directly interested in and affected by the recommendations of the pay commission.”“No person who has ever been a member of any of the services, whose pay or pension is under fixation should be on the commission,” the plea said.

The central government counsel Jatan Singh said there was no scope for bias since recommendations of the commission were a “collective decision,” of the three members.

Shri Manoj Sinha Takes Over as Minister of State for Railways

Shri Manoj Sinha has taken over as new Minister of State for Railways. The President administered the oath of office and secrecy to Shri Sinha as Member of the Council of Ministers on 26.05.2014. Shri Manoj Sinha is Member of Parliament (Lok Sabha) from Ghazipur Constituency in Uttar Pradesh. 

Shri Sinha has done M. Tech. in Civil Engineering from Institute of Technology (BHU), Varanasi. In 1982, he was the President of the Banaras Hindu University Students Union. During 1989-96 he was a Member of the National Council. In 1996 he was elected to 11th Lok Sabha and again re-elected to 13th Lok Sabha in 1999. During 1999-2000 he was Member, General Council, School of Planning and Architecture and also Member, Committee on Energy and Committee on Government Assurances. In 2014 he is elected to 16th Lok Sabha (3rd term) from Ghazipur Constituency in Uttar Pradesh. 

His interests specially lie in working in backward villages. He is a Agriculturist and social worker. He is a widely travelled person.

It has been decided by Ministry of Railways to cancel further trips of Train No 04092/04091 Bandra (T)- New Delhi Weekly Jansadharan Superfast Special Train with immediate effect. This train was scheduled to run o­n every Tuesday from Bandra (T) upto 01/07/2014 but now it has been cancelled.

Shri D.V. Sadananda Gowda Takes Over as Minister of Railways श्री डी. वी. सदानंद गौड़ा ने रेल मंत्री का कार्यभार संभाला

Shri Devaragunda Venkappa Sadananda Gowda has assumed charge as the new Union Minister of Railways at Rail Bhawan today i.e. 27th May, 2014. The President administered the oath of office and secrecy to Shri D. V. Sadananda Gowda as Member of the Council of Ministers on 26.05.2014. During 2010-12 Shri Gowda was the 20th Chief Minister of Karnataka. He is a Member of Parliament (Lok Sabha) from Bangalore North constituency in Karnataka. 

Shri Gowda is a graduate in Science from the St. Philomena College, Puttur University and then went on to obtain his degree in law at Udupi Vaikunta Baliga College of Law. In 1976, he started practicing law at both Sulya and Puttur. He was a public prosecutor for a brief period in Sirsi in Uttara Kannada district but resigned his job to concentrate on his political career. He has had a long political career during which he has held several important portfolios. During 1983-1988 State Secretary, BJP Yuva Morcha, Karnataka, 1994-2004 Member, Karnataka Legislative Assembly (two terms), 1995-1996 Member, Cell for preparing Draft Bill on Prohibiting atrocities on Women, Government of Karnataka, 1999-2004 Deputy Leader of Opposition, Karnataka Legislative Assembly, 1999-2001 Member, Committee on Commerce, in 2001-02 Member, Committee for Energy, Fuel & Power, Karnataka Legislative Assembly, 2002-03 Member, Public Undertaking Committee, Karnataka Legislative Assembly, 2003-2004 President, Public Accounts Committee, Karnataka Legislative Assembly, in 2004 Elected to 14th Lok Sabha, 2006–2010 State President, BJP, Karnataka, 2006-2009 Member, Committee on Commerce, 2006-onwards Member, Sub-committee of the Department Related Parliamentary standing Committee on Commerce for Special Economic Zones, 2009 Elected to 15th Lok Sabha, 2011-2012 Elected as Chief minister of Karnataka, 2013 Elected as the leader of opposition of Karnataka legislative council, in 2014 Elected to 16th Lok Sabha from Bangalore North.

He was the Vice-president of SCDCC Bank, Mangalore; Director, SKACM Society, Mangalore, President Sullia PLD Bank, Sullia and also he has served as the Director, CAMPCO, Mangalore from 1991-94. 

Immediately after assuming the office, Shri Gowda called the Chairman, Railway Board Shri Arunendra Kumar and discussed the relief and rescue operations which were under way at the Chureb station(near Gorakhpur) where train accident took place yesterday on 26th May, 2014. The Railway Minister directed the Railway Administration to provide the best treatment to the injured. Later in the evening, the Minister convened a special meeting of Railway Board to discuss safety related issues. The Railway Minister emphasized that safety and security is and will continue to be the top priority for the railway operations

रेल मंत्री डॉ. डी. वी. सदानंद गौड़ा ने कहा है कि संरक्षा और सुरक्षा रेलवे संचालन की प्रमुख प्राथमिकता बनी रहेगी। वर्ष 2010-12 के दौरान श्री गौड़ा कर्नाटक के 20वें मुख्‍यमंत्री थे। वे कर्नाटक में बैंगलोर उत्‍तरी संसदीय क्षेत्र से संसद सदस्‍य है। 

श्री सदानंद गौड़ा ने मंगलवार को रेल मंत्री का कार्यभार संभालने के बाद रेलवे बोर्ड के अध्‍यक्ष अरुणेन्‍द्र कुमार से मुलाकात की और 26 मई, 2014 को गोरखपुर के निकट चुरेब स्‍टेशन में हुई रेल दुर्घटना के संदर्भ में राहत और बचाव कार्यों पर विचार-विमर्श किया। रेल मंत्री ने रेल प्रशासन को घायलों को बेहतर इलाज देने का निर्देश दिया है। कार्यभार संभालने के बाद शाम को श्री गौड़ा ने सुरक्षा से जुड़े पहलुओं पर विचार-विमर्श करने के लिए रेलवे बोर्ड की विशेष बैठक भी बुलाई।

Sadanand Gowda to discuss roadmap for railways with Narendra Modi

New Delhi: Newly sworn-in Railway Minister DV Sadanand Gowda on Tuesday said there are many challenges facing the Indian Railways and he would discuss with Prime Minister Narendra Modi what should be done to get it back on track. 

"I would discuss with my prime minister what is his idea and which aspect we should give focus on," Gowda said.
"I need another 10 days' time to come before the public to explain what is the roadmap," he added. 

During the election campaign, Modi promised to modernise the Indian public carrier, used by 23 million passengers and hauling 2.7 million tonnes of freight every 24 hours. 

It is the third largest rail network in the world, but lack of adequate investment and populist measures such as non-revision of fares has bled the country's biggest public employer and an important logistic sector. 

Government panels set up by the UPA government had called for greater investments and reforms in tariffs to generate revenue. The Planning Commission, the Rakesh Mohan Committee, and the Sam Pitroda panel also had proposed a hike in fares to generate revenue. 

In the 2013-14 fiscal, its revenue target fell short by over 18 percent. 

Others have recommended corporatising the railways and allowing foreign direct investment in the sector. 

Asked about running bullet trains, which Modi talked about during the poll campaign, Gowda said, "I wil discuss with him, certainly". 

Safety was also another issue facing the ministry. 

"Safety is one of the important factors that needs to be taken care of by the railway ministry," said Gowda. 

On Monday, 25 passengers were killed and 100 injured as the Gorakhdham Express rammed into a stationary freight train in Sant Kabir Nagar district in Uttar Pradesh. 

Gowda will take charge of the ministry later in the evening after attending the first cabinet meeting.

South Central Railway to Run 8 Premium Weekly Trains from Guwahati to Bangalore via Vijayawada

As many as eight premium weekly special trains between Kamakhya (Guwahati) and Bangalore Cantonment via Vijayawada will be introduced to clear extra rush of passengers during summer season.

Kamakhaya (Guwahati)-Bangalore Cantonment premium weekly special train will depart from Kamakhaya (Guwahati) at 8:30 p.m. on June 7, 14, 21 and 28 (Saturdays) and arrive in Bangalore Cantonment at 10:30 pm on the second day i.e., Mondays. In the return direction, it will depart from Bangalore Cantonment at 10:45 a.m. on June 10, 17, 24 and July 1 (Tuesdays) and arrive in Kamakhaya (Guwahati) at 11:15 a.m. on the second day ie, Thursdays.

These premium special trains will stop at Malda Town, Kharagpur, Bhubaneshwar, Vijayawada on South Central Railway and Katpadi in both the directions.

Premium’ special train is a reserved service aimed to meet the heavy demand for rail travel during busy season on popular routes. It is primarily targeted at that segment of passengers, who are willing to pay premium fare for confirmed berths at the time of booking itself availing enhanced standards of service. The fare structure for this premium special train is variable and follows a dynamic pricing model. The fare will also include catering charges.

The booking of tickets can be done only through IRCTC’s portal on internet. Tickets will not be issued manually at reservation counters. However, vacant berths available after charting will be offered at current day booking counters at the train originating stations.

Only confirmed tickets will be issued for premium trains. No waitlisted tickets would be issued. There will be no refund. Adult fare shall be charged for all passengers irrespective of their age. No concession shall be applicable to this train.

Janasadharan Weekly Trains from Tomorrow

To clear extra rush of passengers as many as 10 Jansadharan superfast summer weekly special trains will run between Patna and Bangalore Cantonment via., Vijayawada.

Patna-Bangalore Cantonment Jansadharan superfast summer weekly special train will depart from Patna at 1 p.m. on May 28 and June 4, 11, 18 and 25 (Wednesdays) and arrive in Bangalore Cantonment at 7:30 a.m. on the second day (Fridays).

In the return direction, it will will depart from Bangalore Cantonment at 7 p.m. on May 30 and June 6, 13, 20 and 27 (Fridays) and arrive in Patna at 3 p.m. on the second day (Sundays). 

Enroute, these trains will stop at Danapur, Ara, Buxar, Mughalsarai, Chheoki, Satna, Jabalpur, Itarsi, Nagpur, Balharshah, Vijayawada, Gudur, Renigunta, and Jolarpettai stations in both the directions.

Tenali-Guntur Passenger trains Cancelled 

The South Central Railway (SCR) will impose a line block for undertaking track maintenance works between Guntur and Tenali on Guntur division from 9:15 am to 12 noon (2 hours 45 minutes) for three days in a week ie, every Tuesdays, Thursdays and Saturdays for a period of three months with effect from May 29 owing to which, certain passenger trains will be cancelled or partially cancelled on those days during the said period. Tenali-Guntur Passenger departing from Tenali at 10:40 am and Guntur-Tenali passenger departing from Guntur at 09:35 am have been cancelled. Repalle-Guntur passenger departing from Repalle at 09:15 am is partially cancelled between Tenali-Guntur and Guntur-Repalle passenger departing from Guntur at 11:05 am will be partially cancelled between Guntur-Tenali.

Trafficking of children: Railway police yet to make breakthrough

Investigation into suspected case of trafficking in children

The Government Railway Police have not made much headway in the investigation into the suspected case of trafficking in of 589 children to the State.

The railway police had detained the children who arrived in two trains at the Palakkad Junction railway station on Saturday and Sunday.

Investigators have failed to get details from eight persons from Bihar, Jharkhand, and West Bengal, arrested on Monday under Section 370 (5) of the Indian Penal Code on the charge of trafficking in the children, below the age of 12.

As the children speak local dialects of Bengali and Bihari, efforts of the investigators to elicit basic information such as their native place have not yielded result.

Talking to The Hindu, railway police inspector M. Manu said the investigators had reasons to suspect that many of the children were from migrant families from Bangladesh.

“Some of the children told us that they were refugees from Bangladesh who live in near total starvation. Poverty may have driven their parents to sell the children to those who brought them here,” he said.

The railway police ruled out claims of the two orphanages in Kozhikode and Malappuram that the children were orphans and being taken to Kerala to ensure better education and other basic facilities.

Child labour angle

The police were also investigating the child labour angle and whether they were destined for schools facing division fall.

Fr. Jose Paul, chairman of District Child Welfare Committee, said the children, which included infants, did not have mandatory documents such as admission papers and certificates related to birth, age, income etc.

Though the arrested belonged to villages in Bhagalpur and Bankha districts in Bihar, Khodda district in Jharkhand, and Malda in West Bengal, the police believe the children may not be from these areas.

Meanwhile, 73 children from the first batch were handed over to the District Child Welfare Committee in Kozhikode on Sunday. The committee was earlier entrusted with the task of safekeeping 156 children from the first batch.

All the children from the second batch were handed over to the child welfare committee in Malappuram.

The rest were at two shelters at Pezhumkara and Malampuzha.

Railway Minister's Brother is a Station Master in Karnataka

Udupi, Karnataka: DV Suresh Gowda, a railway station master in Karnataka, is the younger sibling of Railway Minister DV Sadananda Gowda and he wants his brother to improve the railway system in the State, especially Dakshina Kannada region.

Suresh Gowda, station master of Nandikoor near Mangalore, said he does not expect anything for himself from his brother Sadananda Gowda, who is now the railway minister.

"I don't expect anything from my brother. Nor does he like me asking for any favours. When he was the Chief Minister, MP and MLA, I did not ask for anything from him. I just want him to improve the railway system across the State, especially Dakshin Kannada region," he said.

Suresh Gowda said he was expecting a Cabinet berth for his brother in the Narendra Modi cabinet, but didn't expect to get a good portfolio like the Railways.

"My brother told me he is getting into Mr Modi's Cabinet, but did not tell me which portfolio he will get," Suresh Gowda said.

Suresh Gowda was appointed as the assistant station master of Hubli in 1985 after passing the Railway Recruitment Board Examination.

"I got through the Railway Recruitment Board examinations and thus joined the railways," he said.

He assumed charge at Nandikoor station after deputation to Konkan Railways in 2008.
