Metro reshapes 17,000sqm of Mount Road

CHENNAI: It's congested and dusty right now but in three years, Anna Salai might just be unrecognisable. A few landmarks would have disappeared and snazzy entry and exit subways to underground metro rail stations will rise on either side of the road which will have wider pavements.

Work on the underground stretch of metro from Central to Saidapet is underway and will be done by 2017.

The metro rail line from Washermanpet to airport will pass beneath Anna Salai from Government Estate (new secretariat) to Saidapet before rising to become an elevated line from Little Mount. It will also change the way people use the road.

They'll probably linger in malls longer as metro rail will make using public transport safer and quicker. The line is designed to connect suburban stations, bus stands and MRTS stations allowing people to cover the core city in less than 40 minutes.

More than 17,100sqm of land-private and government — have been acquired on Anna Salai, not a large amount for a project on one of the city's busiest thoroughfares.

The state government is planning to spruce up roads adjoining Anna Salai so that feeder bus services can be operated to pick up and drop commuters. There will be bays for share autos and buses, while traffic will be segregated into fast and slow vehicles. Broader service lanes are in the offing. Developments are being discussed by officials of metro, highways and city corporation.

Private land acquired was minimal — 4,900sqm. "The location of the stations has been chosen so that facilities could be installed on available land. We are planning to develop areas around stations and are looking at possibilities to use space inside stations for commercial purposes and parking," said a senior metro official.

"Stations are not the same size because we have very little space. Land has been acquired to meet the basic needs of stations. Every station should have an air conditioning plant, a ventilation machine and operations building. Land acquired on either side of the road will be used for this purpose," said an official.

Raj Cherubal of Chennai City Connect said, "Anna Salai will improve after metro rail work is done. There should be segregation of fast and slow traffic."

Road users will miss a few landmarks-a large portion of TVS' service centre, a popular restaurant opposite LIC, an unused building owned by Southern Railway built like Higginbothams near LIC, the yellow walls of defence property where a row of bus stops stood will not be there when metro rail trains start running.

Zero bids for railways’ prime Bandra plot in Mumbai

MUMBAI: The Indian Railways' plan to sell its sprawling 11-acre land outside Bandra station on the harbour line seems to be jinxed.

On Tuesday, the Rail Land Development Authority (RLDA), which had invited bids for commercial development of the plot, found that no developer was interested in it. Bids could be submitted till 12.30pm on Tuesday. "We did not receive a single bid," an RLDA officer told TOI.

The railways have been trying to sell this plot, which has a development potential of almost 20 lakh sq ft, since 2008. They expected a price of Rs 3,500 crore, although internally officials had set a minimum price of Rs 2,800 crore.

"It would have been a huge commitment and investment for any developer. Moreover, the access to the plot is not good," said property advisor Roopesh Kaul. He added that the nearby Bandra-Kurla Complex already has adequate supply of commercial space. "This could be a major factor for developers not showing interest in the plot."

Another real estate consultant said the commercial market in Mumbai is virtually stagnant. "There is an oversupply of office space and no builder would want to take a risk with such a big investment," he added.

Bids will be invited again within a month after holding talks with potential clients and industry experts, said a railway official. Asked why such a lucrative plot did not evoke any interest, he said it could be because of its humungous size and that the lease period is only for 45 years. "The plot should have been sub-divided and the lease period increased to 60 years," he said.

Last March, the railways had invited bids to lease out the land for 45 years on "as is where is basis" for commercial development. The bid document said the land was suited for office and commercial space development. "Subject to the master plan of Municipal Corporation Byelaws, the bidder will have his discretion to plan, organize and construct the inner spaces both horizontally and vertically to suit his business plan," the document said.

The first unsuccessful attempt to commercially exploit this plot was made in 2008, when the property marked was on the downslide, and the railways were forced to defer the decision to invite builders. They had then set a reserved price of Rs 1,750 crore, which was described as an "upfront lease premium for the site".
