KNOW ABOUT - Special Kinds of Leave in Indian Railway

Special Kinds of Leave 

551.  Maternity Leave- (1) A female railway servant (including an apprentice) with less than two surviving children may be granted maternity leave by an authority competent to grant leave for a period of 180 days from the date of its commencement.

(2) During such period, she shall be paid leave salary equal to the pay drawn immediately before proceeding on leave.

(3) Maternity Leave not exceeding 45 days may also be granted to a female Railway servant (irrespective of the number of surviving children) during the entire service of that female Railway servant in case of miscarriage including abortion on production of medical certificate as laid down in Rule 519.

(4) (a) Maternity Leave may be combined with leave of any other kind.

(b) Notwithstanding the requirement of production of medical certificate contained in Rule 527 or sub-rule (1) of Rule 528, leave of the kind due and admissible (including commuted leave for a period not exceeding 60 days and leave not due) up to a maximum of two years may, if applied for, be granted in continuation of maternity leave granted under sub-rule (1).

(5) Maternity leave shall not be debited against the leave account. 

551(A)  Paternity Leave  (1)A male Railway servant (including an apprentice) with less than two surviving children, may be granted Paternity Leave by an authority competant to grant leave for a period of 15 days, during the confinement of his wife for childbirth, i.e., up to 15 days before, or up to six months from the date of delivery of the child.

(2) During such period of 15 days, he shall be paid leave salary equal to the pay drawn immediately before proceeding on leave.

(3) The Paternity Leave may be combined with leave of any other kind. 

(4) Paternity Leave shall not be debited against the leave account.

(5) If Paternity Leave is not availed of within the period specified in sub-rule (1), such leave shall be treated as lapsed.

(6) The Paternity Leave can be granted only in a single spell. 

Note:- The Paternity Leave shall not normally be refused under any circumstances.

Varanasi railway station set for a makeover


The city is an important centre of the Indian Railways (IR). Traffic from all over the country goes through this station which makes it a very important one.

A lot of work is proposed for this station and still more sanctioned; rail authorities plan on making it fit to meet international standards. And for this purpose, officials from the IR were present on the station for an inspection on Wednesday.

"We will work towards making an integrated plan for Varanasi so as to make rail travel much smoother in the coming years. The aim is to make it comfortable for the rail users ultimately," said General Manager (GM) of Northern Central Railways (NCR) Pradeep Kumar.

This new plan is perhaps a step towards the betterment of the city, a cause which Modi had promised before he won the elections.

Though the station has seen a lot of changes over the years, the IR has more in store. The main issue to deal with is smooth movement in the rail yards which often becomes a bottle neck owing to the large number of trains coming through the station, said Kumar. A plan for 25 crore rupees has been sanctioned for yard remodeling while another plan of 250 crore rupees is already in place.

Apart from that there are issues of cleanliness, lighting at the platforms and minor repairs.

But since Varanasi is an important holy city and is being seen as a keen tourist destination, there is a lot more in store for this station.

"There is a plan from the Ministry of Tourism for select important stations of India the expenses for which will be meted out by the Ministry and the railways. Amenities for passengers will be improved on those stations. Varanasi is included on the list," said Kumar

Varanasi also has satellite stations like Kashi. The integrated plan would work in a way that traffic from the main Varanasi station would be diverted there.

Assocham submits mega plan to transform Railways


Industry body Assocham on Thursday submitted a mega plan to Railway Minister D.V. Sadananda Gowda to turn railways into an “engine of growth” through capacity addition, developing high-speed freight network and offering services like e-business and entertainment to passengers.

The proposed mega plan, to be initiated now and completed by 2029-‘30, is part of the vision of India becoming a seven trillion dollar economy. It will enable creation of freight capacity to handle about 50 per cent of the traffic offered by this level of the economy.

The plan envisages capacity enhancements entailing investments worth $2.5 to 3 trillion to make the Railways an engine of growth by creating jobs across the board at various levels, boost demand for construction, steel, cement, equipment, new type of high load wagons, collapse resistant comfortable coaches, latest signalling and electrical items.

It also includes opening up the railways for all types of new services for long distance passengers including e-business and entertainment as well as catering.

“We have suggested to the new Railway Minister a mega plan comprising seven corridor high speed freight network for transporting goods back and forth from manufacturing to consumption centres and from all major ports within specified timeframe of 36 hours,” Chairman of Assocham’s Committee on Rail Transport A.K. Agarwal said.

Besides, the industry chamber also suggested building of ultra high speed (up to 300 kmph) passenger services connecting all large and identified urban centres and turning all trunk passenger routes to four line networks effectively separating passenger from goods and services and releasing large capacities for both.

In order to ensure that Indian Railways operate with commercially viable rates as well as to prevent it from misusing its monopoly power against freight or passengers, Assocham has suggested setting up of a regulatory body and putting in place legal provisions to fix all charges levied for the services provided by Railways.

A decision offering full management control to the special purpose vehicles (SPVs) or joint ventures set up for each project component would help boost PPP response from the private sector, the study suggested.
