Transport Canada railway fences at White Rock waterfront anger residents

White Rock residents and mayor are upset after Transport Canada ordered the City of White Rock to gate off the boat launch and construct additional fencing
Residents and visitors to White Rock are feeling shut out after Transport Canada ordered the city to gate off the boat launch — a popular access point for beachcombers, boaters, and stand-up paddle boarders.
"It kind of came out of the blue," says White Rock Mayor Wayne Baldwin. "We were quite literally blindsided by this one."
The city received orders from Transport Canada on June 6, requiring the boat launch to be closed immediately and for trains to blow their horns at intervals from dawn to dusk.
Transport Canada reviewed the railway and waterfront access points after a woman was killed by an Amtrak passenger train in July 2013 while jogging across the track, and an elderly man with dementia died on the tracks this February.

"[The woman's death] was an accident. It was a mistake that she made that was unfortunately fatal," said Baldwin.
"But if it had happened 30 feet north when she was running across the road, Transport Canada wouldn't have been involved, and nothing would have occurred."
"Now that it's a tragic mistake on the tracks, it takes on a whole new dimension."

'We'll just climb over fence'

The gaps in the low fence along West Beach, near the boat launch, were also closed last month by orders from the railway.
That didn’t stop people from getting to the beach by illegally climbing over the tracks — one group of people even clambered over the tracks with a rowboat.
"We just thought, naturally, we'll just climb over," said one beach goer who didn't give her name, but was among those to hop the fence.
"I think it's actually more dangerous now, because you can get caught and fall onto the tracks."
Other visitors to the promenade on Wednesday were surprised and angry to see the two-metre high locked gate.
"This is insanity," said Chalmers Caldwell, who has lived in White Rock for 17 years and regularly uses the point to launch his kayak.
"The beach is what White Rock is all about. This is the soul of White Rock."
Caldwell says the changes mean there is no legal access to the beach between the pier and Coldicutt Ravine on the far western point of the beach.
"Whoever is responsible for this must be simply out of their mind."

'Temporary measure to support safety'

Marji Rohla, another resident, says she is disappointed by the change.
"I usually come to the beach once a day and I roll my kayak down from where I live…into this access because they’ve cut all the other ones off," said Rohla.
"Now I have no access at all, so I can’t check my crab traps or get to the water. We’re cut off, no access to beach by the sea."
Transport Canada declined an interview but sent CBC an e-mail statement.
The statement says the city did not take proper measures to address the safety threats that Transport Canada identified when it inspected the railway in February.
The statement also says the measures are not permanent.
"The Orders will be lifted once Transport Canada is satisfied that adequate safety measures are in place to protect pedestrians and drivers in this area. These Orders are a temporary measure to support rail safety," the statement reads.

EMU TRAINS PARTIALLY CANCELLED

Due to line block to facilitate engineering works between Kattangulattur – Guduvancherry in Chennai Beach – Chengalpattu section, the following changes will be made in suburban train services from 16.6.2014 to 30.06.2014 (except Sundays).

ओएचई लाइन ठीक हुई, आगरा-दिल्ली रेल मार्ग पर संचालन शुरू



लखनऊ। दिल्ली-झांसी रेल रूट पर भाडइ के पास ओवरहेड इलेक्ट्रिक लाइन (ओएचई) टूटने से ट्रेन संचालन करीब दो घंटे से बाधित रहा। भाडई से जाजऊ स्टेशन के बीच ओवर हेड इलेक्ट्रिक लाइन टूटने से आगरा और झासी के बीच अप-डाउन की कई ट्रेन जहा की तहा खडी रह गईं। आगरा कैंट रेलवे स्टेशन पर दिल्ली से भोपाल जा रही शताब्दी एक्सप्रेस सहित कई ट्रेन लगभग डेढ घटे तक थमी रहीं। इससे यात्री परेशान होते रहे। इसके बाद रेलवे की टीम ने मामला जल्द ही नियंत्रित कर लिया।
दिल्ली से झासी रूट पर सुबह करीब 8:30 बजे भाडई स्टेशन के पास अप लाइन में तेज धमाका हुआ और इसके साथ ही ओएचई ट्रैक पर आ गिरी। इसकी वजह से पहले अप और फिर डाउन ट्रैक को बंद कर दिया गया। दिल्ली-झासी रूट पर आवागमन बंद हो गया। नई दिल्ली-भोपाल शताब्दी को आगरा कैंट स्टेशन और उसके पीछे चल रही पंजाब मेल, स्वर्ण जयंती और छत्तीसगढ एक्सप्रेस सहित आठ ट्रेनों को जहा का तहा खडा कर दिया गया। कैंट स्टेशन से इंजीनयिरों की टीम को भेजा गया। ट्रैक के निरीक्षण के बाद करीब 40 मिनट बाद डाउन ट्रैक को शुरू कर दिया गया, जबकि अप ट्रैक सुबह दस बजे तक बंद रहा। इसके चलते एक घटा चालीस मिनट तक यात्री स्टेशन और ट्रेनों में परेशान होते रहे। रेलवे ने ओएचई लाइन टूटने के कारण जानने को जाच के आदेश दिए हैं। पीआरओ नार्थ सेन्ट्रल रेलवे भूपिन्दर सिंह ढिल्लन का कहना है कि औएचई लाइन टूटने की जाच का आदेश दिया गया है।

रेल रोकने की मंशा रह गई अधूरी



रीवा। सिंगरौली-रीवा रेल परियोजना के लिए रेलवे मण्डल द्वारा भूमि अधिग्रहित की गई थी। इसके बाद अब किसान रेलवे मण्डल द्वारा किए गए वादापूर्ति के लिए भटक रहा है। इससे क्षुब्ध किसानों ने शुक्रवार को रेलवे स्टेशन पर प्रदर्शन भी किया। हालांकि रेल रोकने की उसकी मंशा अधूरी रह गई।
शुक्रवार को सैकड़ों किसान गोड़हर स्थित रीवा रेलवे स्टेशन पहुंचे और रीवा-नईदिल्ली ट्रेन को रोकने के लिए जैसे ही स्टेशन के अंदर जाने लगे तो रेलवे स्टेशन में मौजूद पुलिस बल ने किसानों को रोक लिया। जिसके चलते उन्होंने अपना प्रदर्शन स्टेशन के बाहर करते हुए अपनी आवाज बुलंद की। किसानों ने रेलवे विभाग के खिलाफ नारेबाजी करते हुए वे कहा कि मण्डल अपनी तानाशाही पूर्ण रवैया बंद करें और किसानों से किए गए वादे को पूरा करे। वरना उनकी भूमि पर चल रहे निर्माण कार्य को भी वे रोक देंगे।
क्या है मांग
रेलवे स्टेशन में आन्दोलन करने पहुंचे सुरेन्द्र पाण्डेय, इन्द्रमणि शुक्ला, राजेन्द्र तिवारी, एसडी सिंह, भूपेन्द्र सिंह, राजेन्द्र मिश्रा सहित सैकड़ों किसानों ने एक स्वर में मांग उठाई है कि रेलवे द्वारा ली गई किसानों की भूमि के एवज में उन्हें नौकरी रेलवे विभाग में दिलाई जाए। उनका कहना था कि जमीन अधिग्रहण के समय रेलवे मण्डल ने वादा किया था कि भूमि का मुआवजा दिया जाएगा साथ ही भू-स्वामी को रेलवे विभाग में नौकरी दी जाएगी। लेकिन किसान अपनी जमीन देने के बाद नौकरी के लिए भटक रहा है और रेलवे मण्डल वादा खिलाफ करते हुए किसानों के साथ अन्याय का रास्ता अपना लिया है। उनकी मांग है कि वादे के मुताबिक किसानों को नौकरी रेलवे विभाग तत्काल उपलब्ध कराए।
प्रबंधक को सौंपा ज्ञापन
किसानों द्वारा घोषित रेल रोको आन्दोलन के तहत रेलवे स्टेशन में सीएसपी आशुतोष पाण्डेय, एसडीएम सहित चोरहटा थाना प्रभारी पुलिस बल एवं रेलवे पुलिस के लोग मौजूद रहे। जहां किसानों को रेलवे स्टेशन के बाहर रोककर अपना ज्ञापन देने की बात कही। प्रशासन के सख्त रवैये के चलते अंततः किसानों ने रेलवे स्टेशन के उप प्रबंधक को अपना ज्ञापन सौंप दिया। सीएसपी आशुतोष पाण्डेय ने बताया कि आन्दोलन शांतिपूर्वक रहा और सैकड़ों किसानों को रेलवे स्टेशन के बाहर रोका गया था जहां उन्होंने अपना मांग पत्र रेलवे विभाग के अधिकारी को सौंप दिया है। जबकि रेलवे के कार्य में किसी भी तरह की बाधा उत्पन्न नहीं होने दी गई है।
अंदर नहीं घुस सके किसान
सैकड़ों की तदाद में पहुंचे किसान उस समय मायूष हो गए जब उन्हें स्टेशन के बाहर ही प्रशासन ने रोक दिया। क्योंकि किसानों द्वारा अपनी मांगों को मनवाने के लिए रीवा-नई दिल्ली एक्सप्रेस ट्रेन को रोकने की मंशा थी लेकिन वे स्टेशन के अंदर घुसने में नाकाम रहे और अंततः बाहर प्रदर्शन करके अपना आन्दोलन वापस ले लिया।
किसानों के साथ सख्ती क्यों?
रेल रोकने का यह कोई पहला आन्दोलन नहीं है। इसके पूर्व भारतीय जनता पार्टी के कार्यकर्ताओं द्वारा कई बार रेलवे स्टेशन में आन्दोलन करके ट्रेन को रोक दिया गया था और सत्ताधारी पार्टी के नेताओं के आन्दोलन को रोकने में प्रशासन एवं रेलवे प्रबंधन नाकाम रहा। वहीं जब किसानों की बात आई तो प्रशासन और रेलवे विभाग ने सख्ती दिखाई और किसानों के आन्दोलन को असफल करने के लिए उन्हें स्टेशन के अंदर घुसने नहीं दिया गया। इससे एक बार फिर जनमानस में चर्चा रही कि राजनैतिक दवाब के चलते जहां पूर्व में रेल रोको आन्दोलन सफल रहा तो वहीं किसानों के साथ नइंसाफी करके प्रशासन ने यह साबित कर दिया कि किसानों की आवाज को प्रशासन दबाने में कोई कसर नहीं छोड़ता।
