MEIF sells Swedish airport rail service

A consortium of Australian and Chinese investors have acquired A-Train AB – the owner and operator of the Arlanda Express airport rail service.

The sale comes 10 years after Macquarie European Infrastructure Fund (MEIF) purchased A-Train AB, a limited company set up by the Swedish government to construct and operate a new double-track railway between Stockholm and Arlanda Airport.

The consortium comprises STC Pooled Fund, an Australian superannuation fund, and the State Administration of Foreign Exchange (SAFE), a Chinese government agency in charge of foreign investment.

Since the link opened in 1999, A-Train has possessed an exclusive concession to operate services along the corridor until 2040. After experiencing financial difficulties, MEIF stepped in to acquire A-Train in 2004.

The sale has been approved by infrastructure owner Arlandabanan Infrastructure AB.

Edward Beckley, the European head of Macquarie Infrastructure and Real Assets, the manager of MEIF, said: “During MEIF’s ownership, A-Train has invested hundreds of millions of krona in its infrastructure and rolling stock, creating an award winning train service. Furthermore, A-Train has made the Arlanda Rail Link available to other train operators and offers significant discounts for all airport workers in the region.

“Consequently, the annual passenger numbers on the rail link have increased by over two million in the past decade, to reach five million annual travellers, bringing substantial environmental and economic benefits for the region.”

2 charged after Indiana rail bridge close call

BLOOMINGTON, Ind. (AP) — Prosecutors filed criminal charges Monday against two women who they say were caught on video surviving a close call with a freight train while walking across a trestle 80 feet high in southern Indiana.

Misdemeanor railroad trespassing charges were filed in Indiana's Monroe County Circuit Court against Stacey June Smith, 37, of Bloomington and Wendy Gayle Timothy, 34, of Pensacola, Florida.

"We received the case this morning from the sheriff's office. We reviewed it and determined that charges were appropriate," Monroe County Deputy Prosecutor Jeff Kehr told The Herald-Times (http://bit.ly/1o7tfy7 ).

A video shows two women on a bridge over Lake Lemon northeast of Bloomington on July 10 as the 100-car coal train weighing 14,000 tons bears down on them. The engineer activated the train's emergency brakes when he saw the women, who first began to run and then lay down on the tracks moments before the train passed over them with just 10 inches of clearance, according to the newspaper.

Monroe County Sheriff's Office Capt. Troy Thomas said officers tracked the women down from a Florida license plate on the vehicle in which they fled the scene on the morning of July 10.

Detective Jennifer Allen said Timothy acknowledged the two had been on the trestle taking photographs that morning, but no camera was found at the scene.

"We have been unable to verify that is what they were doing. But they were running for their lives, so they may have dropped anything like that," Thomas said.

The two will be summoned to appear in court. If convicted, they could face six months in jail and a $1,000 fine.

Court records showed neither had an attorney. A telephone message seeking comment was left for Timothy. Smith doesn't have a published telephone listing.

Indiana Rail Road Co. told the newspaper that trespassing on rail tracks, which are private property, resulted in 38 deaths in Indiana last year.

Thailand wants to expand rail network to link India, China

Bangkok: Thailand's military junta has said that it wants to widen the country's railway tracks and expand the network to form transport links with important markets in India and China.

The chief of the junta's National Council for Peace and Order (NCPO) General Prayuth Chan-ocha has said the NCPO's working plan includes initiatives to repair existing one-metre wide tracks and construct new 1.435 metre wide tracks in parallel.

The new wider tracks will also be built on whichever routes are necessary to open up rail connections with China, India and other regional countries, he was quoted as saying by local media.

"Today, talks (about transport links) have been held with neighbouring countries. They agree with and like our ideas," Prayuth said.

"We need wider rail tracks for the future. The present one-metre wide tracks were introduced in the King Rama V period," he said.

Prayuth said the NCPO has approved a basic infrastructure strategy for the country.

The country's transport network must link up with other ASEAN countries and beyond the region later, the Bangkok Post quoted him as saying.

A Closer Look at the Chinese High Speed Rail Juggernaut: The Chinese closer to Elon Musk's Hyperloop than the US (Part 2)

The below is a continuation of my previous article on the same topic. In this iteration, we will look at how China has developed a globally competitive rail industry.

Chinese factories will produce the rolling stock and the Chinese ministry of railways will use its strong project management capabilities to manage projects. Chinese rolling stock will compete worldwide for orders and will have the comparative advantage of low pricing. An average kilometer of HSR track in China costs between $4.8 million USD (Jiaoji Line) to $32.7 million USD (Zhengxi Line), which is significantly less than the estimated $380 million USD to $ 625 million USD it will cost for laying down the British HSR2 project.

No wonder the British Prime Minister is talking to China in order to bring their technology and investment to fuel UK’s high-speed rail ambitions. Indeed, the world has come full circle – given that the Brits invented railways and exported it worldwide in the 18th century.

China also has plans to extend its HSR network to reach Europe as well as to Singapore through Laos, Vietnam and Malaysia. Construction of the Lanzhou–Urumqi High-Speed Railway (length 1,776 kilometers) is expected to reach completion by the end of 2014 and will be instrumental to reach its aspiration to connect to Western Europe. China is also conversing with 17 countries like Vietnam, Thailand, Singapore and Kazakhstan to lay HSR tracks with its own capital for the exchange of natural resources from them. Once implemented, the networks will establish rail’s dominance in the freight modal share between Asia and Europe, as China does not want to move containers by ship in future (and have them accessed by Somalian pirates), rather sending these by rail to Europe, cutting the length of travel from the 35 to 45 days it takes by sea to 15 to 20 days.

China is forecasted to provide funding and cheap finance for many major projects around the world, notably in Africa. Most of these will have some sort of barter agreement to provide China with its required essential supply of raw materials to fuel its GDP growth.

The Chinese get that rail, and in particular HSR, is cutting-edge technology, and its vast ecosystem and infrastructure needs provide them with diverse business growth opportunities. Expansion of rail networks involves the stimulus of many different industries. Consumption of steel, copper and cement are key indicators of this industry’s growth. Approximately 10 tonnes of copper are required for every kilometer of dual-track catenary system. Construction of railway infrastructure in China is expected to increase the demand for steel by eight million tonnes every year. Frost & Sullivan rail analysts estimate atotal steel requirement of 2.1 million tonnes and an excess of 90,000 tonnes of copper for all the HSR projects under construction around the world. Information technology (IT) is an integral part of the 21st century rail network. It offers services such as condition monitoring, security, surveillance, data handling, ticketing, passenger information systems and much more to the rail environment. Industries that are involved in construction safety (signs, helmets, etc.) are becoming mobilized. Even farmers supplying fabric and raw materials are benefitting. The rail industry is boosting trade in the form of imports of material or technology which bring with it dialogue and social interaction. Track maintenance and project management firms from countries with HSR experience are now bidding for work in other countries. Construction of a rail infrastructure starts a chain reaction that drives demand across the value chains and construction tooling, spare parts and service providers see higher volumes of business. So huge is the opportunity that equipment manufacturers like Caterpillar CAT +1.28% have been busy making acquisitions. It is believed that rail investments can make a 2 percent to 3 percent contribution to country’s GDP.

Innovation is the creativity that ships. USA not only needs to play catch up with the rest of the world but needs to innovate new technologies and systems for the future; such as Elon Musk’s Hyperloop. Chinese innovation in high speed rail will soon be seen and experienced in nations all over the world. Chinese railways will soon be as big as the combined sizes of rail lines like Deutsche Bahn, DB Schenker, SNCF, Keolis and many others. So, forget the Chinese dragon — watch out for the Chinese high-speed rail juggernaut.

Shyam Raman, Frost & Sullivan’s global rail program manager, contributed to this article.

Kiev says it recaptures rail hub in east Ukraine, five soldiers killed

Kiev: Five government soldiers were killed and 15 wounded over the last 24 hours in fighting in eastern Ukraine where Kiev forces recaptured an important railway hub from pro-Russian rebels, a security official in Kiev said on Monday.

Kiev has intensified its campaign against the Moscow-backed separatists and made steady gains on the ground since a Malaysian airliner was downed over rebel-held territory on July 17, killing all 298 people on board. Government troops have now all but encircled the rebels' second-largest stronghold of Luhansk and rebels declared a "state of siege" in Donetsk, the largest city they hold.

"Units taking part in the anti-terrorist operation yesterday took the town of Yasynuvata, which is an important hub of the region's railway system," Andriy Lysenko, a spokesman for Kiev's military operation in the east, told a briefing. Separatists seized the Yasynuvata railway control center in May as their rebellion spilled over eastern Ukraine. It sits just north of Donetsk nearby a main road leading to Luhansk.

Fighting left Luhansk without electricity or running water and mobile network was also down, local officials said on Monday. Lysenko also said a group of Ukrainian soldiers and border guards, who have been blocked between the Russian border to the east and pro-Russian rebel position in the west for more than three weeks, crossed into Russia in the early hours on Monday.

"Today at 4:30 a planned operation took place to unblock a Ukrainian military unit nearby Chervonopartyzansk. A large part (of the unit) successfully ... reached a safe place," Lysenko said. "Part of the soldiers (group) went into the Russian territory," he said, adding Kiev was now trying to negotiate their return. He refused to say how many servicemen had crossed the border but the wife of one of them, speaking on Ukraine's 112 TV channel, put the number at around 200.

The OSCE, which is facilitating the work of international experts on the Malaysian Boeing crash site, said on Twitter more than a hundred experts reached the area with detector dogs on Monday but were not starting recovery and investigative work. "(They) are remaining stationary pending further security assessments," the Organization for Security and Cooperation in Europe said.

A large group of international experts has worked on the site since Friday after fighting in the area had stalled efforts to reach the site for several days before that.
