BRMS demands to merge 50% DA and Grant Rs.7000 as Interim Relief

Merger of 50%DA allowances into Basic Pay.
5th CPC has recommended that whenever the dear allowances exceeds 50% , it should be merged in the basic pay. While 6th CPC had also observed that a portion (25%) of DA should be merged whenever it exceeds of 50% for certain part of the pay packet.

BRMS has been demanding that it should be automatic as and when dearness allowance crosses 50% mark and it should be merged with the basic pay as there is no pay revision after 4 or 5 years as in the case of public sector/financial sector employees. It is stated that NDA Government had already merged the 50% DA of serving and retired employees for all purposes when it cross 50%.

Grant of Rs. 7000.00 as interim relief.

Government of India totally failed to take effective measures to arrest the spiraling price rise and contained inflation. Dearness allowance which is paid to neutralize the inflation is not sufficient and employees are facing hardship. Their is delay to announce the recommendation of 7th CPC.

BRMS demand that Government should announce atleast Rs. 7000.00 as interim relief to meetout the arrogant expenses due to inflation.

Konkan Railway introduces vouchers for food items in the trains

The Konkan Railway Corporation Limited (KRCL) has introduced electronically generated vouchers on purchase of food and snack items in the trains on its route from Friday.

With effect from Friday, passengers on KRCL trains have started getting the said vouchers. This will ensure that the food items are charged by the caterer as per the approved rates of the KRCL. The system will bring in more transparency, said Ms. Vaishali Patange, chief public relations officer of KRCL.

Konkan Railway introduced the service in Mandovi Express and Konkankanya Express trains on its route with effect from Friday. The service will be tried out first in AC coaches of the two trains and later extended to other coaches and other trains depending upon its success.

The hand held compact and rugged Electronic Voucher Distribution machine, which has large memory, will print a system generated bill which will be given to the passengers on purchase of any food item.

The bill will have name of the caterer and date and time of purchase.

The service has been introduced by KRCL as its constant endeavour to provide value added services to its passengers, said Ms. Patange.

In another initiative to mark the Independence Day celebration, the KRCL commissioned a new Passenger Reservation System (PRS) centre at Mangaon station in Konkan region of Maharashtra on Friday.

The facility would be available for passengers from 0800 – 1400 hrs.

Mangaon being a taluk place, with the opening of this PRS centre at Mangaon station, the demand of passengers for having facility of computerized reservation of tickets for various trains through PRS system would be met. With the introduction of this PRS centre, the total number of PRS centres on Konkan Railway route will go up to 17.


Puducherry-Cuddalore railway line work to be expedited

Chief Minister N. Rangasamy on Friday announced that the work of laying new railway line between Puducherry and Cuddalore would be expedited.

Announcing promotions for police personnel, Mr. Rangasamy said constables who completed 15-years’ service would be promoted as Special Grade Head Constable while constables or head constables who completed 25 years to Special Grade Assistant Sub-Inspectors. “To ensure that essentials reach the beneficiaries, all fair price shops will be connected through General Packet Radio System (GPRS) and thumb impression will be obtained by reader at point of sale. Short message service (SMS) will be introduced to inform the beneficiaries about the availability of commodities in the shop. Through these initiatives, the revenue loss for the government can be averted”, said Mr. Rangasamy.

He also disclosed that the Union government had accorded its approval to creation of three coastal police stations in Puducherry, Mahe and Yanam and efforts were on to set up new quay at Thengaithitu Fishing Harbour.

The Chief Minister also said that with Rs.1,510-crore loan assistance from Japan, the government would execute works such as underground drainage, roads and bridges, irrigation and drinking water supply schemes.

He said the Union government approved two combined drinking water supply schemes at the cost of Rs.469 crore in urban and suburban areas of Puducherry and Karaikal. The project would be implemented once the fund was released from the Union government.

The Chief Minister said that road overbridges on railway line near Arumbartharthpuram and Mudaliarpet would be constructed and the government also proposed a construction of flyover at the cost of Rs.43.15 crore across Uppanar Canal linking Balaji Theatre on Kamaraj Salai to New Tone Theatre on Maramalaiadigal Salai. He said the government has proposed of laying west-bypass road at a cost of Rs21.20 crore in the first phase.

The construction of a ‘manimandapam’ for former Tamil Chief Minister Kamaraj would be resumed at Karuvadikuppam at a cost of Rs.23.60 crore, he added.

To improve road transportation, Mr. Rangasamy said 50 more buses would be bought soon under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) scheme.

Reiterating the demand for Statehood for the Union Territory, the Chief Minister said his government would approach the Union government and take pro-active steps to make the State numero uno.

Speaker V. Sabapathy, Ministers, MLAs, Chief Secretary Chetan B. Sanghi, and Inspector General of Police Praveer Ranjan also took part in the celebrations.

Indian Railways to set up four universities in India over five years: Railway minister

MANGALORE: Hunt for trained manpower in all aspects of function of Indian Railways will manifest itself through railway universities to be set up in all four corners of India. While the maiden railway budget that Union railway minister D V Sadananda Gowda presented, spoke of one such Railway University, the minister has plans to set up one such university in our parts of India in a phased manner over the next five years.

With an employee strength of 13.5-lakhs, Indian railways spends huge amount on re-orienting manpower it absorbs to suit the needs of the national transporter. Even members of the railway board, who are technical experts in their respective areas, pitch for more funds for their project and somewhere the vision of integrated development of railways is lost, Gowda said at a meet the press programme organised by DKWJA here on Saturday. 

With this in mind, the railway ministry post the presentation of the railway budget has approached ministry of human resources development seeking guidelines for establishment of a dedicated railway university, Gowda said, adding the idea for such an institution came from none other than 'Metro Man' E Sreedharan. Graduates coming out of railway universities will have assurance of getting absorbed in to the system as all-rounders, he said. 

"We are looking at need for changes in law, if need be, to set up this university," he said, adding syllabus, style of functioning are other areas are also being looked in to. At present, Railways has a training institute in Baroda, Gowda said, adding all angles are being explored to put proposed Railway University on track. "We should have a full view on the issue by December and roll out the university from start of an academic year," he added.

India to Restore Rail Link to Jaffna by Mid-Oct: Consul Gen

COLOMBO: India will be fully restoring the Colombo-Jaffna rail link by mid-October this year, said S D Moorthy, the Indian Consul General in Jaffna, in his Independence Day address at the North Sri Lankan Tamil town.

“Yal Devi”, the iconic train, which used to ply between Colombo and Jaffna till it was destroyed sometime in the 1980s during the war, will greatly ease travel between North and South Sri Lanka.

Moorthy, who hails from Manaparai in Tiruchy district, said that the rail tracks laid by the Indian public sector company IRCON will be of “international standard”, making travel a pleasure.

Addressing the largest gathering ever at an Indian independence day function in Jaffna, Moorthy said that India had helped build 14,514 houses for the Tamil war refugees, and by year end, a total of 19,703 will have been completed.

On the cultural front too, the Indian Consulate has been making contributions by inviting leading Tamil Nadu artistes to perform before, and interact with, the people of Jaffna for the third year in a row. Dancer Padma Subramaniam was there recently, and dancer Lavanya Anand and vocalist Ramprasad are due soon.

Moorthy told Express that for the first time, the guests were served home-made idli, vadai and kesari, to give the fare an authentic Tamil Nadu touch.

Northern Province Governor Maj Gen G A Chandrasiri and Chief Minister C V Wigneswaran had called to convey their greetings.

The Consul General said that 20 Tamil Nadu fishermen, held at the Anuradhapura jail, were released by a magistrate in Madu on Friday. Along with the 74 released from Jaffna on Thursday, they will be repatriated to India on Saturday.

Rail tickets to get cheaper; IRCTC makes booking easier

New Delhi: Indian Railway Catering and Tourism Corporation (IRCTC) is set to make people happy. 

Not only the process of booking tickets online on IRCTC website will become easier but the tickets might get cheap too.

As per media reports, IRCTC on its website has started a RDS facility whereby the customer can directly book his rail ticket and the money will be charged from the bank account only after the reservation is done.

Earlier, the passengers were facing a problem, wherein, booking a ticket was a cumbersome process and money would get deducted from people's bank account even if the ticket was not booked. The banks would also charge service charge which would burn a hole in people's pocket.

The RDS facility is useful for passengers who commute by railways often. A person can get registered for RDS facility by giving his personal and bank account details. The person will be given RDS facility with a secret password. 

The person will now be able to login to the website and book his railway ticket without involving any other person and the ticket amount will automatically be deduced from the person's bank account.

Earlier the banks would charge Rs 10 as service charge while booking online tickets up to the value of Rs 1,000 but now the service charge will be reduced to Rs 7.50.

China Inaugurates New Tibet Rail Link Close to Sikkim

BEIJING: China on Friday inaugurated its second railway line in Tibet, built at a cost of $2.16 billion, close to Indian border in Sikkim, enhancing mobility of its military in the remote and strategic Himalayan region.

The 253-km railway line links Tibet's provincial capital Lhasa with Xigaze, the second-largest city in Tibet and also the traditional seat of the pro-Beijing Panchen Lama — stated to be second important Monk in Tibetan hierarchy.

The new line near the Indian border in Sikkim is also close to China's border with Nepal and Bhutan.

It reduces the travel time between Lhasa and Xigaze from the current four hours by highway to around two hours, state-run Xinhua news agency reported.

It is the second railway line in Tibet and an extension of the Qinghai-Tibet railway, the world's highest rail link connecting China's mainland with Tibet.

Construction of the railway line started in 2010 with an investment of 13.28 billion yuan ($2.16 billion).

In addition to this, China last month unveiled plans to construct a new crucial railway line in Tibet close to Arunachal Pradesh, which Chinese analysts say could act as a "bargaining chip" during the border talks with India.

The construction of another railway line linking Lhasa to Nyingchi in the east is also expected to start soon, recent official media report said.

Nyingchi is located right close to Arunachal, the nearest area to the border. China claims Arunachal as part of Tibet.

The railway expansion will connect, Nepal, Bhutan and India by 2020, the report said.

The growing Chinese railway network in Tibet is likely to leverage Beijing's claim over the disputed border region, experts claim.

It would also help Chinese military strategically by reducing the travel time to the remote southern Tibetan region, they add.

The construction of a railway connecting Xigaze with Gyirong county, close to Nepal, will be constructed under the five year plan ending 2020, an official recently said.

Gyirong county has a checkpoint connecting Nepal and Yatung county, close to Indian border near Sikkim and Bhutan, a trade centre bordering India and Bhutan.
