‘Cost-sharing rail projects in State should be on track’

He said the deadline for completing doubling of the Bangalore–Mysore line was March 2015 and that for Bangalore–Hassan new line was March 2016.

Railway Minister D.V. Sadananda Gowda on Saturday hoped that railway projects in Karnataka should be on track as Chief Minister Siddaramaiah had reportedly relented from his decision to provide only 33 per cent of the project cost, including the cost of land, instead of the earlier 50 per cent besides providing land for free.

Mr. Gowda was here to lay the foundation stone for an underpass on Padil–Bajal Road, near the Mangalore Junction Railway Station, and attend a ‘Meet-the-press’ programme organised by the Dakshina Kannada unit of the Working Journalists’ Union and the Press Club of Mangalore. He said Mr. Siddaramaiah had written to him before the presentation of the Railway Budget saying that the State government could share project cost, including the cost of land, only up to 33 per cent because of financial constraints.

He said, “I did not make the letter public, but discussed it with Congress MPs from Karnataka, including the former Railway Minister M. Mallikarjun Kharge, who [later] convinced Mr. Siddaramaiah to relent from his stand.”

Development was a continuous process and politics should not come in its way, Mr. Gowda said, and added that for this reason, he decided to adopt all the proposals made in the vote-on-account presented by Mr. Kharge.

Prioritising projects

Mr. Gowda said his Ministry was prioritising execution of ongoing and new projects on need basis. He said the deadline for completing doubling of the Bangalore–Mysore line was March 2015 and that for Bangalore–Hassan new line was March 2016.

Instead of Rs. 40 crore allocated for the Bangalore–Hassan new line in the vote-on-account, he had allocated Rs. 150 crore for the project. In all, Karnataka had got Rs. 1,400 crore for various railway projects, Mr. Gowda said.

Though the proposed Bangalore–Mangalore express train may run via Mysore initially, it could take the direct route via Hassan once the Bangalore–Hassan line was completed, he said. The train was likely to be named ‘Kudla Express’ as demanded by the people in the coastal region.

Ivan D’Souza, MLC, during the foundation stone laying ceremony, had appealed for running the express train as an overnight service via Arsikere.

New train track to be commissioned soon

BHUBANESWAR: The Khurda Road-Balangir new railway line will be partially commissioned up to Begunia soon, said general manager of East Coast Railway (ECoR) Rajiv Vishnoi. He also said work on 32 km railway line from Khurda Road to Begunia is almost over.

In the past, there have been demands from several quarters to complete the much awaited 289-km-long Khurda-Balangir railway line. Over the years, project cost had gone up to nearly Rs 2,000 crore.

The general manager said there was significant progress in the implementation of different projects. Major works like new tracks between Bhawanipatna and Junagarh (24.4km) and doubling between Rengali and Lapanga(10.40km) will be completed in the current year.

Similarly, he said apart from a plan to partially commission new Khurda Road-Balangir link, the railways during the year also constructed two major and 59 minor bridges.

Vishnoi said the ECoR was targeting to occupy the position of the highest loading in Indian Railways during this financial year.

He said during 2013-14, ECoR achieved record revenue loading of 149.50 tonne against 133.41 tonne loaded during 2012-13 and thus registered an improvement of 12% over the preceding year.

He also said the ECoR, traditionally known as a freight loading railway, too gave special attention to passenger service and achieved a growth of 16.02% in passenger earnings in 2013-14 over the previous year.

The ECoR in actual earned Rs 12,338 crore in 2013-14 as against Rs 10,512 crore in 2012-13 and thus recorded a growth of 17.37% over the previous year, he said.

The manager said cleaning agencies have been assigned the task of cleaning important long-distance trains and stations

Besides, departmental mechanised laundry system is also being developed for improving the washing standard of the linen provided in trains, he said.

He said to avoid accidents at level crossings ( LC) this year, 36 LC gates have been replaced with limited height subways, four LC gates have been interlocked, two LC gates manned and 24 LC gates shut.

Karnataka, Indian Railways back on track with 50:50 project cost sharing

MANGALORE: A meeting that Union railway minister D V Sadananda Gowda had with Congress MPs in Karnataka seems to have put the 50:50 railway cost sharing back on track. The meeting follows move by CM Siddaramaiah dashing off a letter to Gowda on eve of the latter presenting his maiden railway budget expressing Karnataka's difficulty in honouring the 50:50 cost sharing agreement and seeking a change in funding pattern.

Siddaramaiah in his letter had indicated that Karnataka will provide 33% of the project cost including cost of land rather than the 50:50 cost sharing besides providing free land for the project. Incidentally, Gowda's predecessor Mallikarjuna Kharge too was one of the MPs who attended the meeting where Gowda expressed that Railway will be financially hamstrung in expediting state's railway projects if cost sharing agreement was not met.

Laying the foundation stone for road under bridge in lieu of level cross 146-B on Padil Bajal Road at Kankanady here on Saturday, Gowda said, "I did not make the letter (from CM) public (and indulge in politics)." Agreeing that BJP leader K S Eshwarappa did raise the cost sharing matter in the just concluded session of the state legislature, Gowda said, "It is only based on the content of the letter and not on the basis of actual letter itself."

Development is a continuous process and politics should not come in its way, Gowda said adding it is for this reason that he adopted all proposals that Kharge presented in the interim budget. Karnataka is one among eight states that are sharing project costs, which eventually benefit the states in their development. CM had cited financial constraints owing to the state rolling out public welfare programmes while seeking a change in cost sharing.

Indian Railways to introduce smart card for long, short-distance trains - See more at:

In an attempt to integrate the ticketing system, Union Railways minister Sadanand Gowda officially announced the testing phase of Go India smartcard on August 13. The card, once launched, can be used to book tickets for both short and long-distance trains in reserved and unreserved class, including suburban services.

Representational picture

For local train bookings, the Indian Railways will merge the new software with ticket windows, Automatic Ticket Vending Machines (ATVMs) and Passenger Reservation Counters (PRS).

In the first testing phase, the pilot project will be initiated on the Mumbai-Delhi and Delhi-Howrah sectors for long-distance trains. “In Mumbai, Mumbai Central is one of the stations where this Go India card will be tested,” said a senior railway official, on condition of anonymity.

The Centre for Railway Information Systems (CRIS) is in the process of ironing out issues of merging the softwares.

How it will work
The card will function as an ATVM card, where a user will place the card on the sensor, select the station from where he boards the train and his destination on the screen and the money will be deducted from the card accordingly.

The lifetime validity card will be sold for Rs 70, out of which Rs 20 will be the immediate balance on the card.

A passenger can recharge the card in multiples of Rs 20 or Rs 50. One can maintain a maximum balance of Rs 10,000. There has been no indication of when the card will be made available.
