वातानुकूलित होंगे रेलवे के वेटिंग हॉल

मुरादाबाद। एसी व स्लीपर क्लास के यात्रियों के लिए खुशखबरी है। उन्हें ट्रेन आने की प्रतीक्षा के लिए प्लेटफार्म पर अब पसीना नहीं बहाना होगा। उनकी सहूलियत के लिए वेटिंग हॉल को वातानुकूलित किया जाएगा। चालू वित्तीय वर्ष में चार स्टेशनों को चिह्नित किया गया है। इसके अलावा जर्जर फुट ओवर ब्रिज की भी मरम्मत की जाएगी। अगले माह से इस पर काम भी शुरू हो जाएगा।

लोकसभा का बजट सत्र समाप्त होने के बाद रेल मंत्रालय विवेकाधीन फंड के लिए रेलवे बोर्ड को बजट आवंटित करता है। रेलवे बोर्ड चेयरमैन सभी जोन के जीएम और जीएम सभी डीआरएम को बजट आवंटित करते हैं। इसके तहत डीआरएम मुरादाबाद को यात्री सुविधा के लिए 2.75 करोड़ रुपये, फुट ओवर ब्रिज के लिए 50 लाख रुपये के अलावा अन्य विभागीय कार्य के लिए दो करोड़ रुपये मिले है।

डीआरएम सुधीर अग्रवाल ने चार वेटिंग हॉल को वातानुकूलित करने की स्वीकृति दी है। इसमें मुरादाबाद, हरिद्वार, देहरादून का वेटिंग हॉल शामिल किया गया है। चौथे रेलवे स्टेशन पर अंतिम फैसला नहीं लिया गया है। रेल मंडल के कई स्टेशनों पर यात्रियों को एक प्लेटफार्म से दूसरे प्लेटफार्म पर जाने के लिए कई फुट ओवर ब्रिज जर्जर हो चुके हैं। उनकी मरम्मत के लिए 50 लाख रुपये मिले है। डीआरएम ने बताया कि विवेकाधीन बजट से यात्रियों को शुद्ध पानी उपलब्ध कराने की योजना है। यात्रियों के लिए और किस तरह की सुविधा की जरूरत है। इसके लिए अफसरों को कार्य योजना बनाने का आदेश दिया है। उन्होंने कहा कि बड़े काम के लिए जीएम के विवेकाधीन से भी बजट मिलने का प्रावधान है। आवश्यकता पड़ने पर जीएम से बजट मांगा जा सकता है।

रेलवे सांख्यिकी विभाग में विजिलेंस का छापा

जागरण संवाददाता, गोरखपुर : पूर्वोत्तर रेलवे विजिलेंस टीम ने सोमवार को महाप्रबंधक कार्यालय स्थित सांख्यिकी विभाग में अचानक छापेमारी की। इस दौरान विभाग में तैनात रेलकर्मियों के कार्यप्रणाली की पोल खुल गई। दर्जन भर कर्मचारी रजिस्टर पर हस्ताक्षर कर सड़क पर टहल रहे थे। मामले को गंभीरता से लेते हुए उन्हें चार्जशीट देने की तैयारी शुरू हो गई है।

विजिलेंस टीम ने दिन के 10 और 11 बजे के बीच अचानक छापेमारी की। टीम पहले सांख्यिकी विभाग के सामने वाली सड़क पर खड़े रेलकर्मियों की पहचान की। उनकी पहचान कर विडियोग्राफी भी कराई। फिर, कार्यालय पहुंचे। वहां कुर्सियां खाली मिली। रजिस्टर देखा तो दंग रह गए। कर्मचारियों का हस्ताक्षर तो था, लेकिन वे आफिस से गायब थे। पूछताछ के बाद स्पष्ट हुआ कि हस्ताक्षर करने वाले दर्जन भर कर्मचारी सड़क पर बाहर टहल रहे हैं। हालांकि, कुछ कर्मचारियों ने बचाव की कोशिश की लेकिन उनकी दलील काम नहीं आयी।

बैंकों से लोन दिलाने

में करते हैं दलाली

विजिलेंस टीम को पहले से ही शिकायत मिल रही थी कि सांख्यिकी विभाग के कर्मचारी बैंकों से लोन दिलाने के नाम पर दलाली करते हैं। वे कार्यालय का कार्य तो नहीं करते लेकिन अन्य रेल कर्मचारियों को कालोनी स्थित बैंकों से लोन दिलवाने का कार्य पूरे मनोयोग से करते हैं। बदले में मोटी कमीशन भी वसूलते हैं। मौका देखकर विजिलेंस ने औचक छापेमारी की तो शिकायत सही पाई गई। सांख्यिकी विभाग के दर्जन भर कर्मचारी हस्ताक्षर बनाकर कार्यालय से बाहर पाए गए। विभागीय सूत्रों की माने तो वे ड्यूटी के समय भी रोजाना जीएम आफिस के सामने वाली सड़क पर टहलते रहते हैं। उनकी खोज-खबर लेने वाला कोई नहीं होता है।

आज से तीन दिन तक नहीं चलेगी गोरखपुर इंटरसिटी

वाराणसी। पूर्वोत्तर रेलवे के वाराणसी मंडल के चौरीचौरा-बैतालपुर खंड में नान इंटरलाकिंग का कार्य पूरा किया जाना है। इस वजह से बुधवार से कई गाड़ियों को निरस्त एवं शार्ट टर्मिनेशन किया गया है।
27 से 30 अगस्त तक गोरखपुर से मंडुवाडीह आने वाली इंटरसिटी एक्सप्रेस(अप-डाउन), मंडुवाडीह से मुजफ्फरपुर जाने वाली बापूधाम एक्सप्रेस(अप-डाउन) 27 और 29 अगस्त को निरस्त रहेगी। इसके साथ ही मंडुवाडीह से गोरखपुर जाने वाली सवारी गाड़ी में 28, 29 अगस्त को और गोरखपुर से मंडुवाडीह जाने वाली सवारी गाड़ी में 29, 30 अगस्त को प्रथम श्रेणी और शयनयान का संचलन नहीं किया जाएगा।

Commuter rail project hit by 'funds constraint'



The suburban rail or the commuter rail system (CRS) is unlikely to receive the railway ministry’s nod anytime soon. Citing financial constraints and ‘overload’ of on-going railway projects, the ministry has put the CRS on the back burner.

Proposed first in 2006-07 in Phase-I of Comprehensive Traffic and Transport Plan, CRS was billed as a solution for the woes of people commuting to far-off locations such as Whitefield, Bidadi, Malur, Hoskote and Ramanagar. However, the project was not backed by the political will for implementation. Over the last three years, the proposal gained momentum with civic society claiming CRS as one of the solutions to decongest City roads.

The move finally culminated in August 2012 with RITES submitting a feasibility report on the proposal. Buoyed by the development, the Department of Urban Land Transport (DULT) began preparing the groundwork for Phase-IA of the CRS. The DULT drew up plans to connect Bangalore with Kengeri, Hejjala, Bidadi, Ramanagar, KR Puram, Whitefield and Malur on two separate railway lines. 

The State government approved the project, and even constituted a Special Purpose Vehicle (SPV) for the purpose with the rider of 50:50 cost sharing with the Railways. Report submitted

A report on this was also forwarded to the railway ministry in October 2013. Subsequently, the NDA regime, in its railway budget, made a mention of the project. Railway Minister D V Sadananda Gowda in his speech said: “Bengaluru with bustling business activity attracts large commuters from surrounding rural areas and towns necessitating better connectivity of Bengaluru City with its suburban areas and hinterland. 

“Study to explore possibility of enhancing the existing IR network of Bengaluru for meeting the above need will be taken up. In addition, to cater to the demand of passenger traffic in Bengaluru area, Byyappanahalli will be developed as a coaching terminal...” 

However, within weeks of this speech, Minister of State for Railways, Manoj Sinha, said that the railways could not put a time frame on sanctioning the project.

In his reply to a question raised by Dharwad MP Pralhad Joshi, the MoS for Railways stated: “Due to large shelf of ongoing works and funds constraints, no time frame can be given for sanction of the project.” The minister did not make any statement of at least a study being commissioned for the purpose, as stated by Gowda in his Railway Budget speech.

Sinha, in his statement, admitted that a proposal for the suburban rail system was received from the government of Karnataka for an estimated cost of Rs 8,800 crore and that there was a proposal to share the costs on 50:50 basis.

DULT is nonetheless confident that it can turn around the scepticism of the Railways by providing a full-fledged presentation on the project in the coming months. 

DULT Commissioner V Manjula, who was unaware of the Railways statement, said: “We have already given RITES the job of preparing a DPR, apart from forming the SPV for the project. We will give a full scale presentation to the Railways department and try to convince them in approving the project.”

Hyderabad Metro Rail Realignment to Escalate Project Cost

Hyderabad Metro has taken up a study to change the alignment of the rail track in order to avoid the Legislative Assembly building and Sultan Bazar stretch here, even as the realignment is expected to escalate the project cost by over Rs 300 crore.

"It (diversion) is a slight change...Instead of (metro rail) going in front of Assembly...It can go from behind the Assembly. However, we are still working out on it. The government approval (on realignment) needs to come in this regard," said HMR Managing Director N V S Reddy.

"Our Chief Minister asked us to avoid Sultan Bazar stretch so we are working on alternate routes. The implications will be indicated to the government," Reddy said.

Telangana Chief Minister K Chandrasekhar Rao had earlier suggested that the project could consider realignment at two places where heritage sites are located -- Assembly and Sultan Bazar.

"We are studying it (on changing the alignments). The study will be completed in one month and a report will be submitted to the government. There will be some cost escalation. The cost escalation can be around Rs 300 to Rs 400 crore. It has to be assessed. L&T will also have its own figures (on cost). That will be evaluated and on that basis they will be compensated," Reddy explained.

L&T Hyderabad Metro Rail Pvt Ltd is an L&T subsidiary, executing the metro project. The project cost was originally estimated at Rs 14,132 crore.

Hyderabad Metro Rail is the biggest urban infrastructure project undertaken as a public-private partnership.

The elevated Metro rail will cover a total distance of 72 km with three corridors comprising 66 stations.

By March 2015, stage one (eight kms stretch from Nagole to Mettuguda) will be operational for which test runs have already started.

He further said, "It is feasible...But there are implications. Whenever government takes a decision it has to take different factors into account. All those things will be taken into account and then a decision will be taken which will conveyed to L&T."

13 new trains to pass through Allahabad, Chheoki and Prayag stations

There is good news for the denizens as about 13 new trains will now pass through Allahabad and its adjoining stations according to the new time table. These new trains will provide connectivity to all major places in the country. The new trains will pass through Allahabad, Chheoki and Prayag stations. These trains are among the 40 trains that will pass 

through North Central Railway region. In addition to this, train number 14125/14126 (Allahabad-Faizabad Express) has been extended upto Mankapur. 

About 8 new trains will pass through Allahabad which include Allahabad-Ahmedabad Express, Kanpur-Prayag Express, Darbhanga-Ahmedabad Jansadharan Express (weekly), Maduadih-Jabalpur Express, Santragachi-Anand Vihar Terminal Express, Lokmanya Tilak-Azamgarh Express, Maduadih-New delhi Express and Ahmedabad-Patna Express. 

Besides, 5 new trains which will pass through Chheoki junction include Patna-Mumbai CST AC Express, Mysore-Varanasi Express (biweekly), Lokmanya Tilak-Gorakhpur Express, Jaynagar-Lokmanya Tilak Terminus Express and Patna-Banglore Express. 

The other trains that will pass through North-Central railway region include Kanpur-Bandra Express, Kanpur-Jammu Tawi Express (bi-weekly), Sealdah-Jodhpur AC Express, Madgaon-Nizamuddin Express AC Express, Mumbai Central-New Delhi AC Express, Secundrabad-Nizamuddin AC Express, Bandra-Amritsar Express, Bandra-Katra Express, Yeshwantpur-Katra Express and Mumbai CST-Gorakhpur Express. 

Further, AC Express trains that will pass through North Central Railway region include Vijaywada-New Delhi AC Express, Lokmanya Tilak -Lucknow AC Express, Nagpur-Amritsar AC Express, Naharlagun-New delhi AC Express and Pune-Nizamduddin AC Express. 

The Express trains that will pass through North-Central railway region include Ahmedabad-Lucknow Express, Bandra-Lucknow Express, Bhopal-Bareilly Express, Gorakhpur-Pune Express, Kota-Udhampur Express, Lokmanya Tilak-Gorakhpur Express, Pune-Lucknow Express, Thiruvnananthapuram-Nizamuddin Express, Faizabad-Kanpur Anwarganj Intercity Express, Ramnagar-Agra Fort Express and Indore-Jammu Tawi Express. 

Train number 12387/12388 (Rajendra Nagar Patna-Anad Vihar jansdharan Express) has now been diverted through Mughalsarai-Lucknow-Moradabad route. The timings of Agra Fort-Jaipur Shatabdi Express and Kota-Patna Express have been revised.

Railways to set up ticketing centres outside stations


For easy access of tickets from counters other than railway stations, Indian Railways will open up yatri ticket suvidha Kendra. These kendras will sell both reserved and unreserved tickets through PRS (passenger reservation system) and UTS (unreserved ticketing system) counters respectively. Railways has also allowed private participation in the establishment and operation of these centres. In this connection, Indian Railways has given instructions to all the zonal railways including North Central Railway.

Talking to TOI, chief public relations officer of NCR Naveen Babu said, "The suvidha kendra will provide passengers the facility of getting both reserved and unreserved tickets at the marketplace. Private parties will be selected for the establishment of these centres."

The applicant desirous of opening up a kendra should have worked as an authorized ticketing agent providing railway ticketing (reserved and unreserved) services for at least five years. He should have an office and premises outside the railway station equipped with adequate infrastructure.

Each selected licensee will be given the facilities of operating up to four terminals. However, the limit on the number of counters to be given to a licensee can be increased by railways if found necessary. The licensee will hire and maintain two numbers of data/ communication channels between his location and the nearest computerised PRS centre of the railways.

The licensee will set up an office and set up counters in the pattern and standard at par with the computerized PRS centers of Indian railways. Enquiry services to the passengers will be provided by these licenses free of cost. The timings of the operation of terminals in the premises of licensees for general reservation will be from 9:00 am to 10:00 am on week days and from 9:00 am to 2:00 pm on Sunday for booking general PRS and UTS tickets.

The booking hours for Tatkal tickets will start from 11:00 am at these centers or as per timings specified by Ministry of Railways from time to time. The initial tenure of the license will be for a period of three year. The licensee will pay license fee at the rate of Rs.5000 per counter per annum to Indian railways.

Kudumbasree to take up Kochi metro’s catering

The Kudumbasree Mission is to get the catering and cleaning contract of Kochi Metro Rail, Minister for Social Welfare M.K. Muneer has said.

Speaking after executing the first registration of the Grand Kerala Shopping Festival (GKSF) Season 8 at a function here on Tuesday, the Minister said the Mission was entering new avenues and Kochi Metro had informed that they were ready to entrust the cleaning and catering services to it.

The Memorandum of Understanding between the GKSF and the Mission to enrol 50,000 mercantile establishments for the 45-day fest, commencing on December 1, was signed at the function. Mr. Anil Kumar said the aim of the government was to make the GKSF stand on its own in two to three years. The budget support has been reduced to Rs.15 crore as part of this move.

South Eastern Railway warns caterers on poor service

KOLKATA: South Eastern Railway (SER) has warned agencies involved in mobile catering on trains that they will not be spared if passengers complain of poor service. In a recent meeting convened by chief commercial manager Suchitto Kumar Das, caterers who have been appointed for 12 trains under SER, have been made to understand that they should not compromise on quality, quantity and hygiene. Staff appointed by these agencies to serve passengers will also have to be courteous and should not overcharge, the caterers were told.

"We are paying a lot of attention to mobile catering on trains. No complaint will be taken lightly. The Railway Board is also taking this matter seriously," Das said.

A few weeks ago, the Railway Board fined caterers for poor quality of service to passengers and warned that their contracts would be terminated if there are five complaints against them. Even SER has imposed fines on the caterers from time to time.

"We also wanted them to tell us what problems they are facing. They complained that unauthorized hawkers are eating into their businesses. They also sought permission to allow the catering staff to stay on inside the pantry car after the train reaches its destination. We clearly told them that this is not possible as cleaning of the rake is severely hampered," Das added.

Catering is an added responsibility that the railways had to take up after the new catering policy came into place. In 2004, when the Indian Railways Catering and Tourism Corporation (IRCTC) came into being, the responsibility of mobile catering on trains was given to it. It was upon the IRCTC to select private agencies and charge licence fees. In 2009-10, a new catering policy was framed and it became the railways' responsibility to select agencies and monitor their activities.

"Accordingly, we have selected caterers for 12 trains. Some have already started work. Agencies for eight other trains will be appointed subsequently. Some of the agencies have already started operating. We have warned them that there are provisions to impose heavy fines should they not do their jobs well," the CCM said.

"We are also encouraging caterers to evolve a system through which passengers can book their food over the internet or by SMS. This food can be loaded at stations and served," an official said.
