After metro, 50-km mono rail project for city

NAGPUR: Not just the metro, even a mono rail has been proposed for the city as a mass public transport system. The Nagpur Municipal Corporation (NMC) is set to finalize the technical consultant for the preparation of a detailed project report (DPR) on Monday.

The NMC had started the city bus service roping in 470 buses in 2007. Then came the metro rail project proposal to cover a distance of 38.20km as proposed by the Nagpur Improvement Trust (NIT). Its bhoomi puja was done by PM Narendra Modi recently. The civic body had also proposed a bus rapid transit system (BRTS) and its DPR is being readied. The mono rail is proposed over a distance of 50km.

All the rapid transit systems were proposed by Kamal Nath, the urban development minister in UPA-II in 2012. He had said that the metro rail should be developed in all Indian cities having more than 20 lakhs population and the mono rail can act as a supplement to it. The NDA government has proposed to reduce the norm to more than 10 lakhs.

Municipal commissioner Shyam Wardhane has tabled the proposal before the standing committee to appoint Pune-based Monarch Surveyors and Engineering Consultants Private Ltd as consultant to prepare the project's DPR. Chairman of standing committee Narendra Borkar has organized the meeting on September 8 and likely to give the nod.

Wardhane told TOI that the mono rail will also act as connectivity to metro rail. "It will be a rapid transit system, hence it will have a dedicated lane. The system will be set up on road dividers. Mono rail is expected to run on different routes and connect with metro rail's stations," he said.

The municipal commissioner said funds for the project will be sought from the central government. "NMC held a meeting with the NIT before proposing the project. The DPR will be submitted with the centre once it is prepared. The cost of DPR will be paid to the agency once the project gets approval. The NMC will not have to spend for the DPR," he said.

The civic body had started the process to appoint the consultant from July. Pre-bid meeting was held on July 25. Three private agencies including Monarch Surveyors and two other firms from Gurgaon participated in the process. The NMC will pay Rs 2.43 crore (Rs 4.87 lakh per km) to Monarch Surveyors for preparing the DPR.

In the proposal, the NMC has mentioned the proposed mono rail project as Phase-I hinting out possibilities of more phases in the future.

Currently, a mono rail system is operational only in Mumbai in the state. "Mono rail's cost is much less than metro rail. It runs on surface level and requires less investment," Wardhane said.

Rail fare rises will be capped, says George Osborne

George Osborne announces that rail fares will rise only by the rate of inflation in 2015, as train firms lose flexibility to raise individual regulated fares

Commuter rail fares are to be frozen in real terms for another year - and operators will have less flexibility to vary prices.

George Osborne, the Chancellor, announced that regulated ticket prices will increase by a maximum of only 2.5 per cent from January - the same level as Retail Price Index (RPI) inflation this summer.

Under normal rules, fares could have been in line for RPI+1 per cent hikes - 3.5 per cent - potentially adding tens of pounds more to season ticket bills.

However Mr Osborne told the Sun on Sunday: "Support for hardworking taxpayers is at the heart of our long term economic plan.

"It's only because we've taken difficult decisions on the public finances that we can afford to help families further.

"I can announce that no regulated rail fares will rise by more than inflation in 2015, which together with last year's freeze will save season ticket holders around £75 over 2014 and 2015."

Mr Osborne said train firms are also losing the flexibility to raise individual regulated fares by two per cent more than the overall average increase - meaning travellers will have more certainty about what will happen to their costs.

Last month Claire Perry, the rail minister, said commuters could avoid high fares by booking in advance, rather than simply "rocking up" to the station and expecting cheap tickets.

Mrs Perry defended high fares, such as a £160 single ticket from London to Manchester, saying that booking in advance would “avoid the maximum amount”.

She acknowledged commuters had dealt with "inflation-busting fare rises almost every year over the last decade" but insisted the Government is committed to "fair fares".

Metro rail to cover India, says Union Minister Venkaiah Naidu

The biggest beneficiary of metro rail expansion would be the national capital. (Photo: PTI)
Chennai: The day is not far off when the country will secure a prominent space on the global metro rail map. If recent statistics from Union urban development minister Venkaiah Naidu are something to go by, the country should have metro rail running for over 1,000 km in a decade.

The biggest beneficiary of metro rail expansion would be the national capital. Metro rail would run for over 375 km in Delhi and its suburbs, including the 189.44 km already in operation under phase-I and II of Delhi Metro Rail Corporation (DMRC).

Bengaluru, which already has a metro train running to a distance of 17 km, and Mumbai, with 11.4 km, have already got 97.4 km and 65.37 km respectively, sanctioned.

The Chennai metro rail network will grow in size by another 9.05 km, thanks to the urban development ministry that has already “responded positively” to extending the network to Tiruvottiyur via Wimco Nagar. Add the 43.54-km monorail project, a pet scheme of Chief Minister J. Jayalalithaa that is under consideration, and the city will have sophisticated rail transport for 97.59 km once the projects get over, hopefully within the next decade.

But it does not stop there. Jayalalithaa has also announced a monorail project for Coimbatore. The mono Vs metro debate and the takeover of Chennai’s MRTS by CMRL (Chennai Metro Rail Limited) aside, Tamil Nadu should get a more state-of-the-art urban rail network in the coming years. However, mono and metro trains will not be luxuries to be availed of in metropolitan cities.

As a part of its ambitious urban transport development programme, both the incumbent BJP and the previous Congress-led UPA chose relatively smaller towns, like Hyderabad, Kozhikode, Nagpur, Thiruvananthapuram, Jaipur, Kochi, Pune and Lucknow, for providing either a metro or monorail network.
