Metro, water pipeline blamed for roads caving in

CHENNAI: Following potholes and road surface erosions, roads caving in have become the most difficult task for the corporation to tackle as the city has witnessed at least three such cases in the past few months.

The recent one on Wednesday saw the Perambur Barracks Road caving in, causing a two-hour traffic jam. An 8 ft deep hole opened up after an MTC bus carrying 30 passengers crossed the stretch.

Officials said that a pressurised metro water pipeline was the reason for the road collapsing. “At times, big holes which are poorly closed before laying roads, cause caving of roads in due course of time,” said a road contractor with the Chennai corporation.

“When the hole is not closed properly, the basement of the road loses strength, giving in,” the contractor said. Lakshmi Narayanan, chairman of the standing committee (works) Chennai corporation said that roads near the metro water pumping station are often prone to such collapses.

“The sand near the pumping station is sometimes loose and this is the cause,” he said.

Earlier this year, a gaping hole developed on Anna Salai near the dargah opposite LIC, after the side of the road caved in due to metro rail tunnelling work in July.

A similar incident was reported at Thousand Lights a couple of months ago where no metro rail works are on. The previous year, roads in Egmore and T Nagar also caved.

Corporation contractors are also pulled up for any road damage. “We pull up the contractors and investigate the cause. We also ensure immediate restoration,” said a senior corporation official.

“Contractors are not regulated strictly to maintain the quality of the road,” alleged DMK councilor S.C. Bose.

China High-Speed Rail Designer Gets Suspended Death Sentence in Bribe Case

SHANGHAI: The rail engineer credited with designing China's high-speed rail network received a suspended death sentence after a Beijing court found him guilty of taking 47.6 million yuan ($7.8 million) in bribes, Chinese state media reported on Friday.

Zhang Shuguang, former deputy chief engineer and transportation bureau head of China's now-defunct Ministry of Railways, was charged in September of last year for accepting bribes mostly from private Chinese firms vying to win contracts over an 11-year period.

Zhang was given a death sentence suspended for two years, the official Xinhua news agency said. Suspended death sentences are typically commuted to life sentences after a period of good behaviour.

Most of the money which Zhang took in bribes had been recovered, Xinhua said. According to a transcript of the court proceedings, Zhang, who apologised for his actions, said in his defence that he also negotiated hard with Chinese firms in the national interest to lower the costs of building the network.

His deputy at the transport bureau, Su Shunhu, was sentenced separately on Friday by a Beijing court to life in prison for taking 24 million yuan in bribes, state broadcaster China Central Television reported.

China's railway ministry was dismantled two years after two high-speed trains crashed in 2011, killing 40 people. The incident prompted further anti-corruption investigations of the ministry and several officials were charged with abuse of power.

China, with the world's longest high-speed rail network at more than 10,000 kilometres (6,200 miles), has been striving to repair the sector's reputation as it aims to promote and sell its high-speed technology abroad. It has also promised to open up the sector to private-sector investment.

NORTHERN RAILWAY MEETS A DEMANDING FESTIVAL RUSH PERIOD THROUGH A SLEW OF INITIATIVES FOR PASSENGER CONVENIENCE

75 PAIRS OF SPECIAL TRAINS WITH A TOTAL OF 2353 TRIPS

80 TRAINS AUGMENTED WITH 123 COACHES MARKING 6070 TRIPS TO EASE RUSH

Northern Railway marked a very noteworthy period by carrying a phenomenal volume of 28.75 crore passengers from April to August 2014 during the current financial year. Envisaging a more demanding festive rush this year, the Railway had geared up its operations through multi-pronged strategies. For the convenience of rail passengers and in order to clear extra rush during this festival season, Northern Railway has planned and commenced running of 75 pairs of Special trains( total 150 trains) with a total of 2353 trips running o­n Northern Railway system in co-ordination with other Railways. This includes 24 pairs of Premium Specials, 4 pairs of Jansadharan Trains and 47 pairs of Express Special /EMU/DEMU Special trains. 

To accommodate more passengers, 80 trains have been augmented with 123 coaches to ease the extra rush by Northern Railway marking 6070 trips in all. A revised load of o­ne/ two additional coaches each are being attached to important trains by other zones, as per availability, o­n the trains run o­n Northern Railway during the Festival period. 

The Vigilance Department of Northern Railway has also earmarked the Pooja Rush period from 20.09.2014 to 31.10.2014 as aSpecial Driveperiodwhen intense checks are undertaken to ensure complaint free, smooth and transparent services to the passengers. Through stepping up vigil, the Vigilance teams registered nearly perceptible improvement in curbing touting activity Mass Contact areas. Three teams headed by Vigilance Inspectors assisted by RPF staff are constituted to conduct checks o­n rotation basis in station premises and all public interface areas in the vicinity of Reservation Centres/stations. The Railway Protection Force of Northern Railway is also undertaking focused efforts to curb malpractices and address issues like touting, unlawful vending etc at stations.



The Railway had also geared itself to meet any untoward operations through extensive medical emergency arrangements. First Aid Boxes are available with the Guards in all the passenger carrying trains with Guards and at stations with the Station Master. At major railway stations augmented First Aid Boxes are available. Besides, lists of Railway Hospitals/Health Units, Govt Hospitals in vicinity, Private Medical Practitioners are available. Special Arrangements are also made during Festival Rush by setting up First Aid posts at Delhi Jn,New Delhi, Hazrat Nizamuddin, Delhi Sarai Rohilla and Anand Vihar Terminal stations inDelhi.

Northern Railway has undertaken the following arrangements to ensure better security and for effective Crowd Management:

(i)CCTVs under Integrated Security System have been installed o­n 22 stations, namely New Delhi, Delhi Sarai Rohilla, Delhi Cantt, Chatrapati Shivaji Bridge, Delhi, Sarojini Nagar, Lajpat Nagar, Delhi Shahdara, Anand Vihar Terminal, Ghaziabad, Dehradun, Haridwar, Moradabad, Varanasi, Lucknow, Jammu Tawi, Jalandhar City, Ludhiana, Attari, Ambala Cantt, Saharanpur, Chandigarh. Apart from these, CCTVs have also been installed in PRS centers to curb the menace of touting and to check the irregularities, alertness and behavior of Railway Employees.

(ii)AUGMENTATION OF THE WORKFORCE: In order to meet the increased requirement of the staff, re-deployment of the available work force was done. Beside, Scouts and Civil Defence personnel were also deployed in passenger interface area to supplement the RPF/RPSF. Scouts/ Civil Defence staff were deployed for assistance. Personnel with loud speakers provided to announce relevant information.

(iii)ACCESS CONTROL AND CHECKING OF LUGGAGE: All major stations have been equipped with DFMDs. Manual luggage checking is being carried out by RPF/GRP personnel.

(iv)SEAT CORNERING: Arrangements have been made to ensure that no space of coaches is encroached upon by anti social elements. For this purpose, rakes in locked condition are brought to platforms. Besides, teams have been formed to book the antisocial elements involved in seat-cornering. 

v)Security arrangement at stations and parcel booking areas be enforced with:

oDeployment of Dog squads

oMetal Detectors at all entry gates

oHand held metal detectors

oManning of all the entry gates

oMega mikes

oManila ropes at FOB and platforms

To improve the hygienic condition in trains during run o­n-Board Housekeeping Scheme has been implemented in 77 important train services like Rajdhani, Shatabdi & Duronto trains having Primary maintenance based at Northern Railway. For the facility of passengers, escalators have been provided at Chandigarh, Ambala Cantt., Varanasi. New Delhi, Delhi & H. Nizamuddin stations. Clean train Station (CTS)Scheme is successful at three stations of Northern Railway i.e.New Delhi,Lucknow&Varanasi, where complete watering and coach cleaning activities including toilet cleaning is attended in passing through trains to provide the hygienic conditions in the coaches as at the start of the journey. On these lines, Mini CTS scheme has been introduced at H. Nizamuddin, Delhi Jn.,, Moradabad & Ambala coaching depots. Senior Officers & Supervisors are directed to remain present at big stations during peak rush hours to assist passengers.

CATERING ARRANGEMENTS: Janata Khana at a special economic cost of Rs. 15/- are made available to rail passengers.

RAILWAY RUNS TWO PAIRS OF SPECIAL TRAINS BETWEEN ALLAHABAD-JAMMU TAWI TO MEET FESTIVAL RUSH ( TOTAL 12 TRIPS)

For the convenience of the passengers during the peak demand festive occasions, the Railway has planned to run will run 04121/04122 Allahabad-Jammu Tawi AC Superfast special ( Single trip in each direction) and 04131/04132 Allahabad-Jammu Tawi Premium AC Superfast Special Trains ( 5 trips in each direction) as per following programme:-

(1)04121/04122 Allahabad-Jammu Tawi AC superfast express special train(single trip in each direction) –

The 04121 Allahabad-Jammu Tawi AC superfast express special train will depart fromAllahabadon 21.10.14( Tuesday) (single trip) at 02.50 p.m. to reach Jammu Tawi at 10.45 a.m. the next day. In the return direction, the 04122 Jammu Tawi- Allahabad AC superfast express Special Train will depart from Jammu Tawi o­n 22.10.14 (Wednesday) (single trip) at 01.00 p.m. to reachAllahabad at 10.00 a.m. the next day.

Comprising of six AC II Tier and eight AC III Tier coaches, the 04121/04122 Allahabad-Jammu Tawi AC superfast express special train will stop at Fatehpur, Kanpur, Aligarh, Ghaziabad, DelhiJn., Ambala, Ludhiana, Jalandhar Cantt. and Pathankot Cantt stations enroute in both directions. 

(2)04131/04132 Allahabad-Jammu Tawi AC PREMIUM superfast express

(weekly) special train ( 5 trips in each direction)

The 04131 Allahabad-Jammu Tawi AC Premium superfast express special train will depart fromAllahabadon every Tuesday from 28.10.14 to 25.11.14 (five trips) at 02.50 p.m. to reach Jammu Tawi at 10.45 a.m. the next day. In the return direction, the 04122 Jammu Tawi- Allahabad AC Premium superfast express Special Train will depart from Jammu Tawi o­n every Wednesday from 29.10.14 to 26.11.14 (five trips) at 01.00 p.m. to reach Allahabad at 10.00 a.m. the next day.

Comprising of six AC II Tier and eight AC III Tier coaches besides pantry car , the 04121/04122 Allahabad-Jammu Tawi AC Premium superfast express special train will stop at Kanpur, Aligarh,DelhiJn., Ludhiana and Pathankot Cantt stations enroute in both directions.

RAILWAY INTRODUCES NEW DAILY INTERCITY EXPRESS TRAIN BETWEEN FAIZABAD AND KANPUR ANWARGANJ FROM 21.10.14
         For the convenience of the passengers Railways has planned to introduce a New Daily Intercity Express Train No. 14221/14222 between Faizabad-Kanpur Anwarganj. The Maiden service of 14221 will be inaugurated from Faizabad o­n 21.10.14 at 05.05 am. Following the inaugural run, regular operation of the train will commence from 22.10.14 as per the details given below:-
The 14221 Faizabad-Kanpur Anwarganj Intercity Express Trainwill depart from Faizabad at 5.05 a.m. to reach Kanpur Anwarganj at 10.20 a.m. the same day (Daily trip). In the return direction, the 14222 Kanpur Anwarganj- Faizabad Intercity Express Train will depart fromKanpur Anwarganj at 12.55 p.m. to reach Faizabad at 06.00 p.m. the same day (Daily trip).
Comprising of Eight General Class Coaches and Two Disabled Friendly Coach cum Luggage Van, the 14221/14222 Faizabad-Kanpur Anwarganj Intercity Express Train will stop at Sohawal, Rudauli, Daryabad, Barabanki, Lucknow(NR), Unnao and Kanpur Central stations enroute in both directions.
