TOKYO: Malaysia will start finalising details with Singapore on the upcoming High Speed Rail (HSR) project in the first quarter of next year. Land Public Transport Commission (SPAD) chairman Tan Sri Syed Hamid Albar said this to Malaysian and Singaporean reporters at the High-Speed Rail Conference 2014 here today. The conference is held in commemoration of the 50th anniversary of the Tokaido Shinkansen (Tokaido bullet train). "As far as the feasibility study is concerned, we have submitted it (report)to the (Malaysian) government and they have accepted it. It will go to both the Prime Ministers (of Malaysia and Singapore). "Two committees have already been established - a technical and a joint ministerial committee," he said. Singapore is still in the midst of its own feasibility study and is expected to complete it early next year.
Syed Hamid said the government was currently assessing the best HSR system for Malaysia to adopt based on the ones from Europe, China and Japan.
It was not merely the technology that was being studied but the human capital and cultural mindset behind it as well, he added.
On the lack of rail specialists in Malaysia, he said more universities have been offering courses on rail engineering in preparation for the country's changing public transport landscape.
He admitted that the HSR "was a whole new level" in rail technology but assured that local rail engineers would be sent for overseas training once the government had decided the country from which the technology would be sourced from.
Syed Hamid said seven HSR stops have been confirmed on Malaysia's side, namely Kuala Lumpur, Putrajaya, Seremban, Ayer Keroh, Batu Pahat, Muar and Nusajaya.
China has approved construction of five airports and three railway projects worth 150 billion yuan ($24.5 billion), the country's top economic planning agency said on Wednesday, the latest move to speed up infrastructure projects to boost growth.
China's economy grew at its slowest pace since the global financial crisis in the September quarter, adding to worries that it will drag on global growth.
The building of railway lines and airports will foster investment, the biggest driver in the world's second-largest economy, which has sagged this year as a cooling manufacturing sector and a softening housing market discourage spending.
The eight projects include a rail line between the central city of Zhengzhou in Henan province to the western city of Wanzhou in Chongqing, worth 97.4 billion yuan, the National Development and Reform Commission (NDRC) said.
The commission also approved the construction of five airports located in the northwestern provinces of Qinghai and Inner Mongolia, southwestern provinces of Yunnan and Guizhou and northeast Jilin province.
The latest approvals follow the NDRC's approval of three railway construction and expansion projects last week, totalling 95.9 billion yuan.
China's Premier Li Keqiang has recently promised to launch major investment projects in information networks, water conservancy and environmental protection to support the economy.

HYDERABAD: An alleged Student Islamic Movement of India (SIMI) activist was arrested along with an associate of arrested Indian Mujahideen (IM) activist Mansoor Peerbhoy, by North Zone police on their arrival at Secunderabad railway station on Wednesday. The duo, who are natives of Maharashtra, were reportedly in contact with three residents of Saidabad in their endeavour to go to Afghanistan for jihad training.
City police in a press release said that Shah Mudassir, 25, and Shoeb Ahmed Khan, 24, were arrested for allegedly conspiring with Pakistani nationals Abu Asif and Kamaran Sha, Afghanistan national Zahid Al Hind and residents of Saidabad in the city, Mir Showkath, Sameer Khan and Mothasim Billah for allegedly planning terror strikes in India.
Mothasim Billah, who is the son of the controversial Hyderabad-based Islamic scholar Islahi, reportedly came in contact with Mudassir and Shoeb through Facebook. The duo, who are adept in using social networks to propagate jihad, also came in contact with other Pakistani and Afghanistan nationals through Facebook.
"During Facebook chats, Zahid Al Hindi and Mothasim Billah of Hyderabad used to motivate them with jihadi literature. On one occasion, Kamaran Sha of Pakistan shared details on manufacturing explosives from locally and easily available chemicals," deputy commissioner of police (North Zone) R Jaya Lakshmi said in press release said. The explosive literature was coded as 'Hyderabad Biryani'.
According to police, both the arrested came to Hyderabad on the request of Billah on September 3. They were motivated by him to go to Afghanistan and train from al-Qaida to wage war against India. Claiming to arrange the visa and bear the financial cost of travel, Billah asked them to visit Hyderabad again after October 10, police said. The duo arrived in Secunderabad railway station on Wednesday to meet Billah, but police detained them as they found their movements "suspicious". During questioning, Musaddir was found to be a SIMI activist, who after the organisation was banned, joined its allied organisation Association of Indian Minority Student (AIMS). Shoeb is an associate of Mansoor Ali Peerbhoy, an Indian Mujahideen media in-charge, Pune module.
Police seized mobile phones, literature on explosive formulae and jihad, pen drives, CDs containing militant training programmes, passports and other documents from them.
The three Saidabad residents who were part of the conspiracy were not yet taken into custody, the DCP told TOI, adding that they would do so only after investigating the case further. 2 terror suspects from Maha nabbed at Sec'bad rail station
