Railway employees federation threatens strike over 'privatisation'

BUDGAM (JAMMU AND KASHMIR): Privatisation has "jeopardised" railways and "endangered" safety of passengers across the world, All India Railwaymens Federation today claimed and threatened an indefinite strike if the Centre goes ahead with "plans of selling the sector".

"We are meeting the committee (formed by the government to look into the privatisation issue) tomorrow in Delhi. We will try our level best to negotiate on the issue and convince the government of India that they should not go ahead with the plan of the privatisation.

"But if they do not agree for any settlement with our federation, then definitely, we will ask all our colleagues, associations, unions and federations of the railways and jointly we will go on an indefinite strike," general secretary of All India Railwaymens Federation, Shiva Gopal Mishra, told reporters on the sidelines of a function here.

He said the employees were opposing the move as the system of railways has been "jeopardised" wherever privatisation had been done the world over.

"We are opposing the privatisation of Indian railways because our railways is entirely different from the other railways world over.

"Here the railway transport is the system for the poorest of the poor. And in other countries, they have multi-transport systems. Moreover, we have seen, across the world, that wherever the privatisation has come, the systems of the railways have been jeopardised. The safety has been endangered," he said.

"Moreover, the subsidy to be given to the private entrepreneurs have been increased. So, in our country the privatisation of the Indian railways does not stand anywhere, because it is the cheapest mode for the common people of this country," he said.

Railway minister DV Sadananda Gowda, in his maiden railway budget, had promising to move ahead on the proposal for Foreign Direct Investment (FDI) in Railways. Gowda had said, "We are seeking Cabinet nod to allow FDI in Railway Sector."

Loco-pilot stops train citing mental depression

A loco-pilot on Monday stopped an express train midway, near Tirunelveli, saying he was “depressed” as Southern Railway’s Madurai Division had not settled some of his grievances.

The Tirunelveli-Jammu Tawi Express was detained between the Kadambur and Kumarapuram stations for more than 30 minutes from 4.45 p.m.

When the guard questioned him, he gave it in writing that he felt “depressed” and could not run the train any further. He attributed his depression to the Railways’ failure to redress his grievances, railway sources said.

However, after railway officials from Madurai promised him that they would look into his grievances, he agreed to run the train.

But the guard argued that he could not allow the pilot to run the train after he had given it in writing that he was in a “depressed condition.” He sought another written statement from the pilot that his health was alright, and he was willing to run the train.

The sources said the officials pacified the guard to keep the train running.

Flight of rail berth quota

The Bhubaneswar-based East Coast Railway (ECoR) has reduced the quota of berths to and from Visakhapatnam on important trains.

The Visakha Express from Secunderabad to Visakhapatnam was first extended to Vizianagaram, then to Palasa and finally to Bhubaneswar. The quotas of the train have been silently revised to the disadvantage of passengers from Visakhapatnam. The maximum demand for this train is between Visakhapatnam and Secunderabad.

Visakha Express is the most preferred train to Hyderabad after Godavari Express, as it reaches Secunderabad at 7.30 a.m. before the rush hour begins in the twin cities.

The quota of berths for this train, which is in the GNWL (General Wait List) from Simhachalam (Waltair Division) and Palasa (Khurda Division), has been transferred to RLWL (Remote Location Wait List) with effect from November 4. “This reduces the quota of berths from Simhachalam (a satellite railway station located right in Visakhapatnam city) and Palasa station in Srikakulam district. Passengers, failing to get accommodation from Visakhapatnam, have been booking their tickets from these stations to travel to Secunderabad,” says RTI activist K Eswar.

ECoR had extended the Bangalore – Visakhapatnam Prasanthi Express and Chennai – Visakhapatnam Express to Bhubaneswar in the past.

The maximum demand for berths on Prasanthi Express is from Bangalore to Visakhapatnam but more quota is allocated to Bhubaneswar. Those failing to get berths in Visakhapatnam quota are purchasing tickets up to Brahmapur, paying the extra fare, and alighting in Vizag.

Such a move shows greater demand for stations in Odisha and not from Visakhapatnam thereby adding the revenue generated by passengers from Vizag to the divisions in Odisha. The increased demand to stations in Odisha has added weight to its claim for more trains and berths.

The ECoR headquarters has failed to apply the same yardstick in the allocation of berths on the Hirakud Express, which was extended to Visakhapatnam.

“Their only objective seems to be extracting as much as possible from Waltair Division before it is de-linked from ECoR and a new railway zone with headquarters in Visakhapatnam is established,” feels the RTI activist.

Alignment fixed for elevated corridor

A long-pending proposal for a 5.18-km-long elevated corridor on Poonamallee High Road has now been given a fresh lease of life. The highways department has fixed the alignment of the 4-lane corridor that will take off at Raja Muthiah Salai, near Ripon Buildings, and descend near Pulla Reddy Avenue in Shenoy Nagar.

The corridor will have several arms for vehicles to enter and exit. Motorists will be able to get on and off from Guruswamy Bridge, New Avadi Road, EVR Sampath Salai and Nair Bridge. Vehicles will be able to get off at Pulla Reddy Avenue, Harrington Road and get onto the corridor from Gandhi Irwin Bridge.

The corridor is considered essential for the road as the arterial stretch carries around 2.5 lakh vehicles every day. Sources in the department explained that two-wheelers constituted 60 per cent of the traffic with cars making up 30 per cent and buses and other heavy vehicles the remaining.

“Presently, the micro plan of the various roads running parallel and perpendicular to this arterial road is being prepared. After this, the alignment will be sent to the designs wing and the land plan schedule will be made ready,” explained an official source.

The alignment has been fixed such that the portals do not disturb the underground tunnels of Metro Rail.

At present, market rates for the cost of construction are estimated to be Rs. 450 crore and a similar amount will be required for land acquisition. The proposal still has a long way to go. After design approval and drawing up of estimate, it will have to get administrative sanction from the government for funds. It will have to complete land acquisition after which construction will take not less than three years.

S. Selvaraj of Perambur, who commutes to Poonamallee High Road for work, said that though the idea was good, the department must ensure that work is not delayed as it will affect traffic movement.
