IMPORTANT NEWS - रेलवे के सभी नौ सर्विस काडर होंगे समाप्त

रेलवे यूनियनों के विरोध के बावजूद रेलवे बोर्ड का पुनगर्ठन तय माना जा रहा है। बड़े बदलाव के तहत रेलवे बोर्ड और रेलवे के नौ सर्विस काडर समाप्त किए जा सकते हैं। वहीं, सभी 17 जोनल रेलवे की शक्तियां विक्रेद्रीकृत होंगी।

अर्थशास्त्री बिबेक देबराय की अध्यक्षता वाली उच्च स्तरीय विशेषज्ञ समिति अगामी फरवरी माह में रेल मंत्री सदानंद गौड़ा को अपनी सिफारिशें सौंप देगी। रेल बजट में रेलवे बोर्ड के स्थान पर नई संस्था की विधिवत घोषणा हो सकती है।

रेल कर्मचारियों और अधिकारियों की चारों यूनियनों ने अक्तूबर के आखिरी हफ्ते में रेल भवन में उच्च स्तरीय विशेषज्ञ समिति से मुलाकात की थी। यूनियन ने रेलवे बोर्ड के पुर्नगठन और अध्यक्ष की कुर्सी पर किसी आईएएस को बिठाने का विरोध दर्ज कराया। लेकिन विशेषज्ञ समिति का तर्क है कि यदि रेलवे नहीं बचेगी तो यूनियन क्या करेंगी। इसलिए रेलवे बोर्ड का पुर्नगठन नितांत आवश्यक है। समिति के अध्यक्ष बिबेक देबराय ने ‘हिंदुस्तान’ को बताया कि रेलवे बोर्ड का निगमीकरण किया जाएगा। रेलवे की सिविल इंजीनियरिंग, मकैनिकल इंजीनियरिंग, ट्रैफिक, सिग्नल, अकाउंट आदि नौ सर्विस को समाप्त किया जाएगा। रेलवे में सिर्फ एकीकृत सर्विस (इंडियन रेलवे सर्विस) होगी। जिसमें तकनकी और गैर तकनीकी अधिकारी होंगे।

इस नई व्यवस्था से दूसरे केंद्रीय मंत्रलयों के अधिकारियों का तबादला रेलवे में और रेल अधिकारी को तबादला गैर रेलवे विभागों में संभव होगा। वर्तमान में प्रतिनियुक्ति पर रेल अधिकारी दूसरे मंत्रलयों में तैनात किए जाते हैं। इसके साथ ही रेलवे बोर्ड काडर को समाप्त कर केंद्रीय सचिवालय सेवा में विलय कर दिया जाएगा। रेलवे ट्रैरिफ आथॉरिटी के बजाए समिति ऐसी आथॉरिटी बनाने पर विचार कर रही है जोकि सिर्फ किराया-भाड़ा नहीं बल्कि सुरक्षा, संरक्षा, यात्री सुविधाएं आदि विषयों पर फैसले कर सके। रेलवे बोर्ड की तर्ज पर जोनल मुख्यालयों की शक्तियां विकेंद्रीयकृत की जाएगी।

देबराय ने कहा कि रेलवे की लेखा प्रणाली (अकाउटिंग सिस्टम) को अंतरराष्ट्रीय स्तर का बनाना आवश्यक है। विश्व बैंक, जायका, एडीबी आदि अंतरराष्ट्रीय वित्तीय संस्था से कर्ज लेने के लिए अत्यंत आवश्यक है। देबराय ने कहा कि नवंबर माह में समिति सदस्य कोलकाता, मुंबई, वाराणसी आदि स्थिति जोनल मुख्यालयों व फैक्ट्रियों का दौरा करेंगे। इसके पश्चात दिसंबर में पूर्ण रेलवे बोर्ड की बैठक के बाद अंतिम रिपोर्ट तैयार कर ली जाएगी। संभवत: अगले साल फरवरी तक समिति अपनी सिफारिशें रेल मंत्री को सौंप देगी।

सैम पित्रोदा की अध्यक्षता वाली रेलवे की विशेषज्ञ समिति ने 2012 में रेलवे बोर्ड के पुर्नगठन करने की सिफारिश की थी। समिति ने स्पष्ट कहा था कि रेलवे बोर्ड के अध्यक्ष के स्थान पर किसी आईएएस अधिकारी को बतौर सीईओ (मुख्य कार्यकारी अधिकारी) नियुक्ति किया जाना चाहिए। रेलवे की नीति बनाने और ट्रेन चलाने के कार्य को पृथक किए जाने की जरुरत है।

22 सितंबर को गठित देबराय समिति खन्ना समिति, राकेश मोहन समिति आदि की सिफारिशों का अध्ययन कर चुकी है। इसके अलावा रेलवे बोर्ड के अध्यक्ष सहित सभी सदस्यों से चर्चा की जा चुकी है। इसमें पूर्व रेलवे बोर्ड अध्यक्ष व सदस्य भी शामिल है। समिति ने रेलवे यूनियनों के पदाधिकारियों से मुलाकात कर उनके सुझाव व आत्तियां दर्ज कर

Subject: Expenditure Management – Economy Measures and Rationalisation of Expenditure.
Ministry of Finance, Department of Expenditure has been ‘” issuing austerity instructions from time to time with a view to containing non-developmental expenditure and releasing of additional resources for priority schemes. The last set of instructions was issued on is” September 2013 after passing of the Union Budget. Such measures are intended at promoting fiscal discipline, without restricting the operational efficiency of the Government. In the context of the current fiscal situation, there is a need to continue to rationalise expenditure and optimize available resources. With this objective, the following measures for fiscal prudence and economy will come into immediate effect:-
2.1 Cut in Non-Plan expenditure:
For the year 2014-15, every Ministry / Department shall effect a mandatory 10% cut in non-Plan expenditure excluding interest payment, repayment of debt, Defence capital, salaries, pension and Finance Commission grants to the States. No re-appropriation of funds to augment the Non-Plan heads of expenditure on which cuts have been imposed shall be allowed during the current fiscal year.
2.2 Seminars and Conferences:
(i) Utmost economy shall be observed in organizing conferences/ Seminars/workshops. Only such conferences, workshops, seminars, etc. which are absolutely essential, should be held wherein also a 10% cut on budgetary allocations (whether Plan or Non-Plan) shall be effected.
(ii) Holding of exhibitions/fairs/seminars/conferences abroad is strongly discouraged except in the case of exhibitions for trade promotion.
(iii) There will be a ban on holding of meetings and conferences at five star hotels except in case of bilateral/multilateral official engagements to be held at the level of Minister-in-Charge or Administrative Secretary, with foreign Governments or international bodies of which India is a Member. The Administrative Secretaries are advised to exercise utmost discretion in holding such meetings in 5-Star hotels keeping in mind the need to observe utmost economy in expenditure.
2.3 Purchase of vehicles:
Purchase of new vehicles to meet the operational requirement of Defence Forces, Central Paramilitary Forces & security related organizations are permitted. Ban on purchase of other vehicles (including staff cars) will continue except against condemnation.

2.4 Domestic and International Travel:
(i) Travel expenditure {both Domestic Travel Expenses (DTE) and Foreign Travel Expenses(FTE)} should be regulated so as to ensure that each Ministry remains within the allocated budget for the same after taking into account the mandatory 10% cut under DTE/FTE (Plan as well as Non-Plan). Re-appropriation! augmentation proposals on this account would not be approved.
(ii)While officers are entitled to vanous classes of air travel depending on seniority, utmost economy would need to be observed while exercising the choice keeping the limitations of budget in mind. However, there would be no bookings in First Class.”
(iii) Facility of Video Conferencing may be used effectively. All extant instructions on foreign travel may be scrupulously followed.
(iv) In all cases of air travel the lowest air fare tickets available for entitled class are to be purchased! procured. No companion free ticket on domestic/ international travel is to be availed of.
Creation of Posts
(i) There will be a ban on creation of Plan and Non-Plan posts.
(ii) Posts that have remained vacant for more than a year are not to be revived except under very rare and unavoidable circumstances and after seeking clearance of Department of Expenditure.
3. Observance of discipline in fiscal transfers to States, Public Sector Undertakings and Autonomous Bodies at Central/ State/Local level:
3.1 Release of Grant-in-aid shall be strictly as per provisions contained in GFRs and in Department of Expenditure’s OM No.7(1)/E.Coord/2012 dated 14.ll.2012.
3.2 Ministries/Departments shall not transfer funds under any Plan schemes in relaxation of conditions attached to such transfers (such as matching funding).
3.3 The State Governments are required to furnish monthly returns of Plan expenditure – Central, Centrally Sponsored or State Plan – to respective Ministries/Departments along with a report on amounts ouistanding in their Public Account in respect of Central and Centrally Sponsored Schemes. This requirement may be scrupulously enforced.
3.4 The Chief Controller of Accounts must ensure compliance with the above as part ofpre-payment scrutiny.
4. Balanced Pace of Expenditure:
4.1 As per extant instructions, not more than one-third (33%) of the Budget Estimates may be spent in the last quarter of the financial year. Besides, the stipulation that during the month of March the expenditure should be limited to 15% of the Budget Estimates is reiterated. It may be emphasized here that the restriction of 33% and 15% expenditure ceiling is to be enforced both scheme-wise as well as for the Demands for Grant as a whole, subject to RE ceilings. Ministries/ Departments which are covered by the Monthly Expenditure Plan (MEP) may ensure that the MEP is followed strictly.
The State Governments are required to furnish monthly returns of Plan expenditure – Central, Centrally Sponsored or State Plan – to respective Ministries/Departments along with a report on amounts ouistanding in their Public Account in respect of Central and Centrally Sponsored Schemes. This requirement may be scrupulously enforced.

4.2 It is also considered desirable that in the last month of the year payments may be made- only for the goods and services actually procured and for reimbursement of expenditure already incurred. Hence, no amount should be released in advance (in the last month) with the exception of the following:
(i) Advance payments to contractors under terms of duly executed contracts so that Government would not renege on its legal or contractual obligations.
(ii) Any loans or advances to Government servants etc. or private individuals as a measure of relief and rehabilitation as per service conditions or on compassionate grounds.
(iii) Any other exceptional case with the approval of the Financial Advisor. However, a list of such cases may be sent by the FA to the Department of Expenditure by so” April of the following year for information.
4.3 Rush of expenditure on procurement should be avoided during the last quarter of the fiscal year and in particular the last month of the year so as to ensure that all procedures are complied with and there is no infructuous or wasteful expenditure. FAs are advised to specially monitor this aspect during their reviews.
5. No fresh financial commitments should be made on items which are not provided for in the budget approved by the Parliament.
6. These instructions would also be applicable to autonomous bodies funded by Government of India.

7. Compliance
Secretaries of the Ministries / Departments, being the Chief Accounting Authorities as per Rule 64 of GFR, shall be fully charged with the responsibility of ensuring compliance of the measures outlined above. Financial Advisors shall assist the respective Departments in securing compliance with these measures and also submit an overall report to the Minister-in-Charge and to the Ministry of Finance on a quarterly basis regarding various actions taken on these measures / guidelines.

Subject: Inclusion of Aadhaar (Unique Identification) number in Service Book of Government servants —
The undersigned is directed to invite attention to the provisions of the Supplementary Rules which relate to maintaining records of service of a Government employee. As per provisions of SR 199 every step in a Government servants’ official life must be recorded in his Service Book and each entry attested by the Head Of Office. As per SR 202, Heads of Offices are to obtain the signatures of the Government servants in token of their having inspected their Service Books annually. Further Rule32 of the CCS (Pension) Rules 1972 provides for issuing a communication on completion crf 18 years of service, as part of preparatory work for sanctioning pensionary benefits. The Service Books at present contains details of bio data, posting details, qualifying service, security details, HBA, CGHS, CGEGIS, LTC, etc.
2. It has been decided to include the respective Aadhaar numbers also of all Government servants in their Service Books. The e-Service Book format already provides fields for Aadhaar number of the Government servant.
3. All Ministries/Departments of the Government of India are requested to ensure that the Service Books of all employees have an entry of the employees’ Aadhaar number. The attached and subordinate offices under their control may also be suitably instructed for compliance,

 The foggy conditions especially during winter season pose a great challenge to the railways especially in the northern region of the country in terms of operations and safety. In view of safety of trains and passengers speed of trains is restricted to minimum. With winter setting and the past experiences of trains delay and bunching at intermediate stations. In view of the inconveniences of passengers during foggy seasons railways is compelled to make a plan every year to cancel/partially cancel/divert those trains which are mostly affected during fog. However, in case there is no fog, booking for the trains which are cancelled shall be started with a 3- day notice with qualification that the trains may be cancelled again
This year Northern Railway has planned to cancel 30 pairs of Express trains, partially cancel 4 pairs of trains and divert 4 pairs of the following Mail/Express trains to avoid passenger inconvenience during the period (as per dates shown against each trains).

China to construct Rail line bordering India’s Arunachal Pradesh

China has approved construction of a new, strategically important railway line in Tibet which would come close to the Indian border in Arunachal Pradesh, Chinese state media reported on Friday. China has approved the feasibility report for the construction of the railway linking Lhasa to Nyingchi in Tibet, the official Xinhua news agency reported.

This high altitude railway will be the second rail link to be built in Tibet after the Qinghai-Tibet Railway connecting Xining in neighbouring Qinghai province with Tibet’s provincial capital Lhasa which became operational in 2006. The plans were to construct linking Lhasa to Nyingchi in the east was announced in August. Nyingchi is located right on top of Arunachal, the nearest area to the borders.

In August this year, China inaugurated its extension of railway line in Tibet which comes close to the Indian border in Sikkim besides borders of Nepal and Bhutan.

The 253-km railway line, costing about $2.16 billion, linked Tibet’s provincial capital Lhasa with Xigaze, the second largest city in the Himalayan region.

The railway expansion in Tibet will connect Nepal, Bhutan and India by 2020, official report here.

Friday’s official announcement about the construction of the new rail line came in the backdrop of India’s plans to improve the road network along the border regions of Arunachal Pradesh, which China wrongly claims as Southern Tibet eventhough the world has not recognised its stance till date.

Reacting to India’s plans to build 54 more border posts The Chinese military spokesman Yang Yujun said on Thursday that India should shun moves that “may further complicate the situation” and do more to maintain peace in that area. China and India have disputes over the eastern part of their border.

Indian Railways Offering Double Decker Trains


DOUBLE DECKER TRAINS ADDITION TO INDIAN RAILWAYS

Indian Railways are having difficulty to cater to the ever increasing demand from the passengers and as a solution are offering double decker trains.

New Delhi: Indian Railways are probably one of the train operators with widest network of tracks. The breadth and width of the country are covered with tracks. The Indian Railways, despite the fact that it is a government run undertaking, is able to offer improved travel conditions for the passengers in the country.

The ever increasing network of tracks is unable to meet the demand from the passengers and the pressure on the railways isincreasing as well. To partially cater to the demand, railways are finding ‘double-decker trains’ as one of the solution.

Indian Railways joined the European league offering double-decker trains, when it started its first-ever double-decker train way back in 2011. Presently Indian Railways is running these special trains in select routes like Howrah-Dhanbad, Mumbai-Ahmedabad, Delhi-Jaipur, Chennai-Bangalore, Secunderabad-Tirupati etc.

Railways found that with a marginal increase in overall height of the coach (nearly 4.5” in total), the double-decker trains can be offered. Railways ensured that proper safetymeasures are in place in these trains (like air springs & fire safety measures). Thedouble-decker AC train can accommodate 128 passengers against traditional coach accommodating just 78 passengers (for a Shatabdi Express train).

The internal look of these trains is also suitably amended to provide good look & feel for the passengers. To accommodate special requirements of senior citizens, women andphysically challenged travellers, special arrangements are available in these trains. Indian Railways is also planning to increase the number as well as frequency of thesedouble-decker trains and also bringing more areas under coverage of these trains.

With marginal increase in cost of manufacturing of these double-decker trains, railways will be able to provide transport service to more number of people and at competitive price as well.

Indian Railways started thinking in right way and it needs to continue its innovativethinking in terms of providing affordable, fast and safe for its passengers.

Rail ticket distribution may be privatized soon

BAREILLY: The railway board, in a move to increase revenue and improve efficiency of the system, has asked for suggestions from the North Eastern Railway (NER) division for outsourcing ticket distribution to private companies.

The decision comes after the success of this venture in remote areas. Senior officials of Izzatnagar rail division said private operators have already been employed at railway stations based in remote areas. The railway board now plans to take the ideas to cities.

Central Railway declares Special 10-day Maintenance Schedule

मुंबई Mumbai: A day after the derailment of an engine and coach of the Amravati-Mumbai Express at Kalyan, Central Railway (CR) General Manager Sunil Kumar Sood has issued a special 10-day maintenance schedule to senior railway officials.

As part of this regimen, officials will conduct a foot inspection of Chhatrapati Shivaji Terminus (CST) and Kalyan yards on November 2 where all aspects of these yards will be looked into as passengers and local trains are constantly brought in and out of them.

On November 3, officials will check the section between Karjat and CST as well as the Karjat yard. On November 4, one of the biggest inspections will be conducted on the harbour line from CST to Panvel, Vasai to Panvel and finally, two major yards at Wadala and Raoli that see heavy use of goods trains. On November 9, officials will complete inspection of the CST-Kasara section, the Kasara yard and the bridges in this section.

A senior railway official said on condition of anonymity, “This is going to be one of the toughest inspections on CR as we have seen an increase in the number of derailments in the Mumbai division, due to which we have got a lot of public and media criticism.”

Elaborating on the sweep of these sections, the official said, “CST to Kasara is 121 km of track, after which CST to Khopoli is 115 km, CST to Kalyan is 54 km and finally, CST to Panvel is 49 km which is our smallest section. All these inspections will be done on foot.”

CR public relations officer Narendra Patil said, “This is a regular protocol of the railways when an incident like derailment occurs. These inspections are done to ensure that there is a thorough check of the maintenance work being conducted.”
