Railway Board Orders - Aadhaar Enabled Biometric Attendance System for Railway employees

Sub: Enrolment for Aadhaar Enabled Biometric Attendance System (AEBA)

Hon’ble MR has directed that all personnel of the Ministry of Railways, Rail Bhavan (including those located at Pragati Maidan) shall enroll on the Aadhaar Enabled Biometric Attendance System.

2. In this regard, the spadework for enrolment on the system has been completed by the C&IS directorate and the system is now ready to be used for user enrolment.


3. It is now required that all the personnel of Ministry of Railways working In the offices of Rail Bhawan and Pragati Maidan are to enroll themselves afresh directly on the website http://attendance.gov.in/regester/employee

4. For the said enrolment process, all the Section Officers are responsible for enrollment of staff, including MTS and others working under them and the officers of the level of Under Secretary/Deputy Directors and above may enrol themselves on the website on their own. After registration, all EDs shall forward a list of the personnel enrolled n their Directorate giving the information to C&IS through email as per annexure in a spreadsheet via email. Officers above the level of SAG may send their report directly through their PPS/Sr.PPS/PSO.

5. The detailed process for enrolment is enclosed which may be followed while enrolling. The said process of enrolment of all officers/staff under AEBAS should be completed latest by 18.10.2014 (Saturday).

The complainant expresses satisfaction over the prompt action and outcome of enquiry by railway administration into a catering related complaint

An Enquiry into the incident of ‘Bones Served in Curry’ Times of India, Bangalore report dated 23.09.2014 has been conducted by Northern Railway. The complainant was called during the enquiry. During the enquiry, the complainant submitted the following statement “we are satisfied with the prompt action taken by the railways and we approve from our end that let the matter be closed from our end”. On the basis of above enquiry, it has been found that the complainant passenger had mistakenly picked up the non veg. meal meant for his co-passenger. 

However, Northern Railway has imposed a heavy penalty of Rs 1 Lakh on the service provider for misbehavior of the waiter.

Manoj Sinha Minister of State for Railways inaugurates the15th All India Police Band Competition hosted by Railway Protection Force

Shri Manoj Sinha, Minister of State for Railways today inaugurated the 15th All India Police Band Competition hosted by Railway Protection Force at Chhatrasal Stadium in Model Town in Delhi. The Band Competition-2014 is being held from 5th to 8th Nov. 2014. Shri Krishna Chaudhary DG, RPF was also present at the opening ceremony. 

Speaking on the occasion, Shri Manoj Sinha said that India has witnessed use of trumpets, drums etc on the battlefields since ancient times. The Indian bands used only western tunes before independence but later on these bands developed many patriotic tunes based on Indian themes. He said that bands play a very important role in boosting the morale and enthusiasm of security personnel. He hoped that the participants will give their best in the spirit of healthy competition. 

The Minister took the salute of the March-past presented by the participants.

Indian Railways to go for Bio-Diesel in a Big Way - Gowda

With a concern for cleaner environment, Indian Railways has decided to promote use of alternative fuels like bio-diesel in a big way for powering our vast fleet of over 4000 Diesel locomotives. This was stated by the Minister of Railways Shri D.V.Sadananda Gowda at the inauguration of Bio-Fuels – 2014 Conference with a theme ‘Energize growth & Business opportunities in Biodiesel sector in India’ organized by Bio-Diesel Association of India (BDAI) here today, Shri Gowda said that Indian Railways, is the single largest bulk consumer of diesel in the country and as mentioned in Railway Budget 2014-15, Indian Railways will start using Bio-Diesel up to 5% of the total fuel consumption in diesel locomotives. This will save precious foreign exchange substantially. Diesel locomotives cater to a large segment of rail traffic in the country, hauling both passenger and freight trains. Indian Railways consume over two billion litres of diesel every year. For this Railways have to foot a bill of over Rs.15000 crore annually. Therefore, even a small reduction in fuel consumption through blending with Bio-Diesel will result in a substantial savings in the fuel bill. In addition, the attendant benefits of a cleaner environment would also accrue on account of lower carbon emission, without requiring any change in the locomotive design. Extensive trials have already been conducted by RDSO using bio-diesel in different proportions on railway locomotives and results have been found very encouraging, Shri Gowda said. 

Railway Minister said that Indian Railways initially attempted blending of High Speed Diesel (HSD) with Bio-Diesel extracted from the Jatropha plant. Jatropha oil had been used in India as biodiesel in remote rural and forest communities; Jatropha oil can be used directly after extraction i.e. without refining in diesel generators and engines. The Minister said that Indian Railways will consider exploring possibilities of planting Jatropha plants along the railway tracks. However, these forays by Indian Railways met with limited success. Indian Railways have also set up an Indian Railways Organisation for Alternate Fuels (IROAF) to promote Bio-Diesels and other environmentally benign alternate fuels. They have also been given the mandate to facilitate setting up of trans-etherification facilities for converting plant residues into Bio-Diesels. These facilities could be set up in the country on the PPP mode. 

Shri Gowda further said that Bio-fuels also have a role to play in our efforts to address environmental concerns, particularly where we cannot otherwise easily decarbonise, like in the transport sector. However, it is crucial that the bio-fuels used must be genuinely sustainable and cost effective. Unless these two imperatives are met, we would not be able to proliferate Bio-Diesels in the manner we intend to. Shri Gowda hoped that the deliberations in this conference would bring out solutions needed to chalk out a path, both by the policy makers and the industry to make this environmentally benign natural resource our fuel of the future. 

Speaking on the occasion, the Minister of State for Railways, Shri Manoj Sinha said that in order to generate interest in bio-diesel, adequate quantities of bio-diesel will have to be made available at competitive and attractive prices. To achieve this, setting up of raw material supply chain would be necessary. This is a big challenge in a country where neither edible oils nor other oils are surplus to the requirement. In case the availability is unsatisfactory, the interest of common user would not get generated. Shri Sinha said that as of now there is no retail of bio diesel and thus no network for countrywide availability of bio diesel. In case it is to be made popular with not only with railways but with road transport also, countrywide distribution and storage infrastructure will have be set up.

Railway Minister Launches a Book “Art & Railways – A Bangalore Saga” Written by Railway Officers

This is the First Book Published by National Rail Museum 

The Minister of Railways, Shri D.V.Sadananda Gowda launched a Book titled –“Art & Railways – A Bangalore Saga” written by Railway officers, Mr. S. Mani & Ms. Lily Pandeya, at a function here last evening. The Minister of State for Railways, Shri Manoj Sinha was present as Guest of Honour on the occasion. Chairman, Railway Board, Shri Arunendra Kumar, other Board Members and authors of the Book were also present among others on the occasion. The book has been published by National Rail Museum of Ministry of Railways.

Speaking on the occasion, Railway Minister Shri D.V.Sadananda Gowda said that Indian Railways is mostly viewed as a vital service provider and key driver of Indian economy. So to highlight and focus on the artistic and cultural dimension of this great organization is a unique and a praiseworthy effort. He congratulated the National Rail Museum for this remarkable publication and the authors S. Mani & Lily Pandeya for writing it.

मंगलवार से नहीं चलेगी कालका-कटरा एक्सप्रेस



चंडीगढ़. जम्मू-कश्मीर में 21 नवंबर को होने वाले विधानसभा चुनाव के मद्देनजर वहां लगी आचार संहिता के दौरान कालका से माता वैष्णो देवी, कटरा के लिए एक्सप्रेस ट्रेन का उद्घाटन रदद् कर दिया गया है. यह उद्घाटन आगामी मंगलवार को होना था. इस ट्रेन की घोषणा साल 2013-14 के बजट में घोषणा की गई थी. माना जा रहा है कि दिसंबर में चुनाव नतीजे आने के बाद ट्रेन को नए साल के शेड्यूल में रखा गया है.

रेलवे मंडल के सूत्रों का कहना है कि मंगलवार को इस ट्रेन को कालका से रवाना होना था, जिसे कालका की नवनियुक्त विधायक लतिका शर्मा द्वारा हरी झंडी दिखा कर रवाना किया जाना था. वहीं इस ट्रेन के अंबाला पहुंचने पर सांसद रतन लाल कटारिया की ओर से ट्रेन को कटरा के लिए रवाना करना था. सूत्रों के मुताबिक चुनाव आयोग की ओर से जारी आदेशों के बाद ट्रेन के शेडयूल को टालने के लिए कहा गया है. संभावना जताई जा रही है कि जम्मू-कश्मीर में चुनाव के बाद ही इस ट्रेन को चलाने के लिए तिथि निर्धारित हो सकेगी.

Noida forms its own metro rail company

One and half year after the announcement, the Noida authority on Friday said that it has finally formed – Noida Metro Rail Company (NMRC) that will build and run metro projects in state like Delhi Metro Rail Company (DMRC).

Registrar of companies, a central government agency that works under ministry of corporate affairs in Kanpur on November 5 had registered NMRC after the Uttar Pradesh cabinet had given its green signal to this ambitious project.

The Noida authority had on May 27, 2013 announced that it will form NMRC to expedite metro link projects in Noida, Greater Noida and Yamuna Expressway areas to offload DMRC, which is overburdened by work in Delhi and other cities.

NMRC’s first project will be to construct and run 30-km-long link between Noida City Centre and Greater Noida’s Bodaki.

“DMRC will assist NMRC in building 30 km metro link. But NMRC will run this project on its own. Once NMRC gains experience of building and running a metro project, it will take-up new metro projects in UP cities in future,” said a senior official at the Noida authority.

However, old approved metro projects such as 3.9-km-long link from Kalindi Kunj to Botanical Garden and 6.8-km link from City Centre to Sector 62 towards NH-24 will be completed by the DMRC as planned earlier.

The authority has started NMRC with an initial capital of Rs. 1000 crore.

“We have prepared a draft of 29 agendas for NMRC’s first board meeting to be held next week. We will plan future course of action in our board meeting. NMRC board will decide whether we would recruit new staff or rope in government officials on deputation to manage metro projects,” said a senior Noida authority official.

UP chief secretary or industrial development commissioner (IDC), Noida chairman and finance controller will be its 3 directors to begin with.

“CEO Noida Rama Raman will be NMRC’s first managing director (MD) and UP chief secretary Alok Ranjan will be first chairman. In board meeting next week we will define its legal and operation provisions,” said GP Singh finance controller (FC), the Noida authority.

The Comptroller and Auditor General (CAG) of India will carry out auditing of NMRC, said officials.

Officials said after Bangalore, Kochi, Jaipur and Chandigarh, Noida has become a city to boast its own metro rail company.

Ministry Of Railways Of India Looking At Feasibility Of Doing An Additional Railway Route To Connect Bhutan

The first-ever railway link connecting India and Bhutan, the Golden Jubilee Railway, was established to commemorate the 50th Anniversary of Pandit Jawaharlal Nehru’s historic visit to Bhutan in 1958.
During a press conference in Thimphu yesterday, the Foreign Secretary of India, Sujatha Singh, said that Ministry of Railways is looking into the feasibility of doing an additional railway route.
The Press Secretary of India read out what the President of India has said on the Golden Jubilee Railway Link, “We have 16 entry and exit points in India, including 9 road routes, for imports from and exports to Bhutan. In January 2014, we agreed to facilitate development of bypass access road from Samdrup Jongkhar to Assam. As regards to Bhutan’s requests for four more permanent Land Customs Stations (LCSs), we are moving ahead with the two LCSs in Assam and are in the process of Land acquisition for the other two in West Bengal.”
The Press Secretary stated that unfortunately both the two proposed routes; Hashimara to Phuentsholing and Hashimara to Toribari of the Golden Jubilee Railway Line, pass through tea garden estates or forest land. He said the conservation and livelihood aspects of these areas cannot be neglected.
The Press Secretary stated that India is always open to ideas from Bhutan on any other routes to improve our cross border connectivity and resolve this matter.
He read out that Bhutan’s current internet links are connected through Siliguri and that India would be happy to provide assistance for any new proposals for enhanced digital connectivity.
The railway link was proposed as 18 km link connecting Hashimara in West Bengal to Toribari in Bhutan
The press conference was attended by the Foreign Secretary of India, Indian Ambassador to Bhutan, Gautam Bambawale, and the Press Secretary.

एसएमएस करें मदद को पहुंचेगी जीआरपी मदद के लिए डायल करें 8400000948

यदि आपके साथ चलती ट्रेन में कोई अपराध हो गया हो और त्वरित जीआरपी की मदद की जरूरत पड़े तो बस एक एसएमएस या फिर मिस्ड कॉल करें। यात्रियों के लिए यह सुविधा जीआरपी दो सप्ताह के भीतर शुरू करने जा रही है।
जीआरपी ने एसएमएस पर शिकायत दर्ज कराने के लिए मोबाइल नंबर 8400000948 आवंटित किया है। इस नंबर को जीआरपी मुख्यालय के कंट्रोल रूम और प्रदेश के सभी जीआरपी अनुभागों, थानों और चौकियों से जोड़ा जाएगा। चलती ट्रेन में कोई भी हादसा होने पर इस नंबर पर यात्री को अपनी ट्रेन नंबर, बोगी नंबर, सीट संख्या, अपना नाम, आखिरी लोकेशन और घटना का विवरण लिखकर एसएमएस करना होगा। यदि यात्री के मोबाइल में बैलेंस कम हो और वह एसएमएस भी नहीं कर सकता तो वह मिस्ड कॉल भी कर सकता है। यात्री की सूचना मिलते ही संबंधित अनुभाग और जीआरपी थाने पर उसे एसएमएस कर दिया जाएगा। निकटवर्ती जीआरपी थाने से यात्री तक मदद पहुंचाई जा सकेगी।
यही नहीं आसानी से पहचान के लिए प्लेटफार्मों पर जीआरपी के तैनात जवान अब फ्लोरोेसेंट जैकेट में नजर आएंगे। प्लेटफार्मों पर तैनात होने वाले 300 जवानों को फ्लोरोसेंट जैकेट मुहैया कराई जाएंगी।
आए दिन शिकायत मिलती है कि दैनिक यात्री ट्रेनों में आरक्षित सीटों पर कब्जा कर लेते हैं। इसे देखते हुए अब जीआरपी दैनिक यात्रियों का सत्यापन करवाएगी।

बिलासपुर-कटनी रेल खंड में मेगा ब्लॉक 8 व 9 को

बिलासपुर(निप्र)। कटनी रेल खंड के लाइन दोहरीकरण में तेजी आई है। लाइन बिछाने का काम पूरा होने के बाद नॉन इंटरलॉकिंग करने 8 व 9 नवंबर को बिलासपुर-कटनी रेल खंड में मेगा ब्लॉक रहेगा। इसी वजह से नर्मदा एक्सप्रेस, बिलासपुर-रीवा एक्सप्रेस समेत 17 गाड़ियों का परिचालन दो दिन बंद रखा जाएगा। इनमें कुछ लोकल पैसेंजर 15 नवंबर तक नहीं चलेंगी।

जोन के बिलासपुर रेल मंडल के बिलासपुर-कटनी रेल खंड में पिछले कई वर्ष से लाइन दोहरीकरण चल रहा है। वन विभाग से एनओसी नहीं मिलने से इसमें विलंब हुआ है। जैतहरी-छुलहा-अनूपपुर तक लाइन बिछाने का कार्य पूरा कर लिया गया है। नई लाइन को पुरानी लाइन से जोड़ने नॉन इंटरलॉकिंग करना है। इसके लिए रेल प्रशासन ने 7, 8 व 9 नवंबर को मेगा ब्लॉक लिया है। इसकी वजह से इस खंड से गुजरने वाली 17 गाड़ियों को रद्द किया गया है। इसके अलावा 7 से 14 नवंबर तक बिलासपुर-कटनी पैसेंजर, बिलासपुर-चिरमिरी पैसेंजर नहीं चलेगी।

कुछ ट्रेनों के परिचालन को रास्ते में स्थगित किया जाएगा। इस में रीवा से 8 नवंबर को छूटकर 9 को शहडोल पहुंचने वाली 58230 रीवा- बिलासपुर पैसेंजर को शहडोल में समाप्त किया जाएगा। इसी रैक को शहडोल से बिलासपुर-रीवा पैसेंजर बनाकर चलाया जाएगा। शहडोल व बिलासपुर के बीच इस ट्रेन की सुविधा उपलब्ध नहीं रहेगी। अंबिकापुर- अनूपपुर पैसेंजर को बिजुरी में समाप्त कर अनूपपुर-मनेंद्रगढ़ बनाकर बिजुरी से चलाया जाएगा। इसके अलावा चिरमिरी-भोपाल स्लित कोच ट्रेन की सेवा 6 से 15 नवंबर और दुर्ग-चिरमिरी स्लिप कोच की सेवा 10 से 15 नवंबर तक रद्द रहेगी।
