Restoration of SERVICES OF 14681/14682 NEW DELHI-JALANDHSUPER FAST EXPRESS 12455/12456 DELHI SARAI ROHILLA-BIKANERAR CITY

It is hereby notified to the general public that the 14681/14682 New Delhi-Jalandhar City-New Delhi Express earlier slated to be cancelled during the ensuing foggy weather from 31.12.2014 to 15.02.2015 from both directions & 12455/12456 Delhi Sarai Rohilla-Bikaner - Delhi Sarai Rohilla Super Fast Express from 31.12.2014 to 15.02.2015from Delhi Sarai Rohilla and from 01.01.2015 to 16.02.2015 from Bikaner will be restored to operate as per their regular schedule.

As instructed by Hon'ble Minister for Railways Shri Suresh Prabhakar Prabhu, Central Railway will run o­ne special train from Chhatrapati Shivaji Terminus to Adilabad to clear the extra rush of Passengers o­n account of Bharat Ratna Dr. Babasaheb Ambedkar's Maha Parinirvan Divas being celebrated at Dadar Chaitya Bhoomi o­n 6th December 2014.

The details of special trains are as under:-

Train No. 07057 Chhatrapati Shivaji Terminus - Adilabad Special will leave Chhatrapati Shivaji Terminus at 00.20 hrs o­n 7.12.2014 (midnight of Sat/Sun) and will arrive Adilabad at 17.00 hrs same day. 

Halts: Dadar, Thane, Kalyan, Igatpuri, Manmad, Rotegaon, Lasur, Aurangabad, Jalna, Partur, Selu, Manwat Road, Parbhani, Purna, Hazur Sahib Nanded, Mudkhed, Bhokar, Himayatnagar and Kinwat.

Railways have decided to run 14 Premium Super fast weekly specials between Hazarat Nizamuddin and Madgaon to clear the extra rush of passengers during Winter and Chrismas season. The details are as under - 

Train No. 04430 Premium Super fast Special will leave H. Nizamuddin at 21.35 hrs o­n every Wednesday from 3.12.2014 to 14.1.2015 (7 trips) and will arrive Madgaon at 06.00 hrs third day.

Train No. 04429 Premium Super fast Special will leave Madgaon at 20.00 hrs o­n every Sunday from 7.12.2014 to 18.1.2015 (7 trip) and will arrive H. Nizamuddin at 04.55 hrs o­n third day.

Halts:Kota, Vadodara, Vasai Road, Panvel and Ratnagiri.

Shri Suresh Prabhu, Hon’ble Minister for Railways Flags off new Superfast Train between Bandra (T) and Palitana



Shri Suresh Prabhu, Hon’ble Minister for Railways, Govt of India, flagged off the inaugural run of Bandra Terminus – Palitana Weekly Superfast Express in a function at Bandra Terminus o­n Friday, 5thDecember, 2014 amidst loud cheers from the public, especially the devotees who travel to Palitana in Gujarat, which is famous for its temples. Shri Prakash Mehta, Hon’ble Minister, Govt of Maharashtra; Smt Snehal Ambekar, Hon’ble Mayor along with Hon’ble MPs Dr. Kirit Somaiya, Shri Gajanan Kirtikar, Shri Gopal Shetty, Shri Rahul Shewale, Shri Arvind Sawant, Shri Anil Desai, Shri Sanjay Raut, Shri Javed Akhtar and Hon’ble MLA Shri Prakash (Bala) Sawant were present o­n this occasion.

As a regular service, Train No. 22935 Bandra (T) - Palitana Weekly Superfast Express will depart from Bandra (T) at 12.55 hrs o­n every Thursday from 11th December, 2014 and reach Palitana at 03.05 hrs. the next day. In Up direction, Train No. 22936 Palitana - Bandra (T) Weekly Superfast Express will depart from Palitana at 16.00 hrs o­n every Wednesday from 10th December, 2014 and arrive Bandra (T) at 06.15 hrs. the next day. The train will halt at Borivali, Vapi, Surat, Vadodara, Ahmedabad, Joravarnagar, Botad Jn., Dhola Jn., Songadh and Sihor Jn. in both directions. The train will have AC II Tier, AC III Tier, II class Sleeper and General Second Class coaches.

UNRESERVED SPECIAL TRAINS ON MAHAPARINIRVAN DIWAS BETWEEN LOKMANYA TILAK TERMINUS AND SOLAPUR

Southern Railway plans to construct two-lane overbridge in Tirunelveli

Without affecting the roadside apartments and the commercial complexes, the Madurai Division of the Southern Railway has decided to construct a two-lane rail overbridge (ROB) at Kulavanigarpuram instead of the planned four-lane ROB and also a rail underbridge (RUB) at this busy manned level crossing.

Divisional Railway Manager A.K. Rastogi told reporters after inspecting this point along with Rajya Sabha MP Vijila Sathyananth on Saturday.

After then Deputy Chief Minister M.K. Stalin laid the foundation stone for constructing the ‘Y’ shaped four-lane ROB over the busy Kulavanigarpuram manned level crossing in 2008 on an outlay of Rs. 25.50 crore, residents having their houses and apartments and the owners of the commercial establishments located nearby approached the court and obtained an interim stay for the project as their dwellings and their livelihood were about to be demolished for the construction of the bridge.

Though the Department of Highways made an appeal against this stay in the Madurai Bench of Madras High Court, the legal impediments delayed the much-awaited project, which is expected to ease traffic snarl caused by the frequent closures of the level crossing.

As Ms. Vijila appealed to Mr. Rastogi recently to visit this point once to find out an effective alternative plan, the DRM inspected this spot on Saturday along with his senior colleagues.

Mr. Rastogi said the construction four-lane ROB required land on both sides of the proposed structure. Since the acquisition of land would affect the commercial establishments and a good number of houses nearby, an alternative proposal for constructing a two-lane ROB and a RUB at this point had been evolved.

“While the heavy vehicles can use the ROB, the smaller vehicles and the two-wheelers will use the RUB. Since the new proposal will not affect the commercial establishments or the residences nearby, officials from the Departments of Railways and Highways will design the new project and submit it for approval and subsequent allocation of funds,” said Mr. Rastogi.

Konkan Railway to start upgrade of major stations along route soon


Passenger amenities on Konkan Railway stations are set to improve. Minister of Railway Suresh Prabhu has directed KR to upgrade its stations. To begin with, major stations along the 738km line will be covered.
Last month, dna had reported about the optimism within KR with Prabhu, who has been four-time MP from Rajapur (now Sindhudurg-Ratnagiri) constituency, taking charge.

In all, there are 58 stations of which a handful of major ones will be taken up for upgrade — installing escalators, widening platforms, providing more seats, extending cover sheds keeping the region's heavy rainfall in mind, and better toilets among other facilities.

"As the number of passengers has gone up, there is a need to widen the platforms, besides providing more benches for sitting as well as extending cover sheds over all platforms. The sheds are important in Konkan region in view of the very heavy rainfall and long monsoon period it usually witnesses. The minister has also emphasised that better toilet facilities should be provided at all stations, and instructed that their cleanliness must be ensured," read a statement issued by KR. Soon, bio-toilets will be put up at stations. The stations for these works are yet to be identified. There is a possibility that Ratnagiri, Karmali and Madgaon will be part of the list of stations to be upgraded.

Railway projects in deep freeze get Union minister’s ‘push’

MUMBAI: Here's a ray of hope for the local train commuter. The several infrastructure projects caught up for long could soon gain traction. Railway minister Suresh Prabhu, who was in the city on Friday, said that a meeting with the state government is on the cards after the winter session of the state legislature to sort out issues that have held up execution of these projects. 

Here's what this means for you. It could speed up work to lay the additional fifth and sixth lines between CST and Kurla, the sixth line between Borivli and Mumbai Central. It will also expedite work on extending the harbour line up to Goregaon besides other works. Caught up due to lack of coordination between the state government and the railway board, these projects are now likely to get the much-needed push by next month. 

Prabhu said Mumbai needs an integrated action plan to improve suburban services. "An integrated multi-modal agency comprising railway and shipping ministries which will be part of this body, will also be formed at the national level," he said. 

Railway officials agreed that better coordination is the need of the hour for timely execution of projects. Work like laying of the fifth and sixth lines on the stretch from CST to Kurla, the sixth line between Mumbai Central and Borivli is being undertaken under the Mumbai Urban Transport Project or MUTP-II. 

The Mumbai Rail Vikas Corporation or MRVC has often complained about lack of financial support from the state government on technical grounds. This agency will also need help from state government agencies to rehabilitate structures that come in way of the additional lines that will be laid. 

Another railway official said that the project has been caught up for inexplicable reasons. "For instance, work of extending the harbour line up to Goregaon has been stuck because the land has not been handed over to us although it has been declared on paper that belongs to us." 

Similarly, work on the Seawood-Belapur-Uran line has also been facing a hurdle because of financial issues and due to delay in acquiring land by City Industrial and Development Corporation. 

An MRVC official said that the railways too should share the blame. "The state government had extended cooperation for station redevelopment but the [railway] board shot down the project. Even the Airoli-Kalwa link, which will connect Navi Mumbai to Kalyan, did not find favour although state was keen on the project."

Congestion at Indore railway station leading to delays

Availability of only three broad gauge platforms at the Indore railway station is causing frequent delays for trains on Delhi-Indore route.

Western Railway sources say that the Jammu Tawi-Indore Malwa Express, which comes via New Delhi, is frequently halted on the outskirts of Indore due to non-availability of space at the Indore railway station.

On Thursday, Malwa Express was halted on the outskirts of the city for nearly one hour as all the three platforms were occupied by trains that were about to depart from the city.



The train, which is scheduled to arrive at 12.50pm, arrived at 4.30 pm. While it was already delayed by more than two hours, the train was also halted at the Laxmi Bai Nagar station on the outskirts due to non-availability of space at the Indore railway station.

"The problem will be solved to some extent after gauge conversion work is over," a railway official said.

The meter gauge track on platform number one is scheduled to be converted to broad gauge track as part of broad gauge conversion work between Indore and Akola.

Also, a modern station complex and two new platforms are being developed by the Western Railway close to Rajkumar railway over-bridge.

The new platforms will have the capacity to handle 26 coaches. However, another meter gauge track at the Indore railway station will not be of much use even after gauge conversion work as it is not connected to the over-bridge.

The Western Railway is also working on ensuring timely departures of trains as even a small delay results in delayed arrival of other trains.

Another problem is over crowding of trains by students from other states, who forcibly enter the reserved compartments and then are chased away by railway police, cause delay in the departure.

No promotion leaves Western Railway staff unhappy



About hundred Western Railway (WR) officers, including those from the reserved SC/ST classes, are an unhappy lot because the railway division has not held promotion interviews for them at all this year. The Western Railway Promotee Officers Association (WRPO) has approached the division's Chief Personnel Officer (CPO) to no avail.

Apart from leaving them demotivated, the delay in interviews and subsequent promotions has deprived the officers of monetary and other perks. According to a 1996 Indian Railways provision, promotee officers, i.e. officers eligible for being considered for promotion, have to be interviewed twice in a year, on January 1 and on July 1, to be considered for merit-based promotion. But this year, WR has not conducted interviews on either of the two dates for a majority of its officers. Of the officers of eight departments — personnel, stores, traffic, civil engineering, mechanical engineering, electrical engineering, signal and telecom engineering — officers from only three departments have been interviewed.

"Every officer looks forward to the periodical promotions as it increases their salary and other perks," said one of the affected railway officers on condition of anonymity. "When our fundamental right is ignored for unknown reasons, how does the railway administration expect us to perform in the right spirit? We are not only stressed but disturbed too, and this clearly reflects in the performance." Western Railways chief public relations officer, Sharat Chandrayan, did not say why the interviews have not been conducted. "This is an internal matter of WR. If any officer has a grievance, he should approach the concerned authority, not the media."

The promotion interviews particularly affect junior candidates from the reserved SC/ST categories, who become eligible for promotion after three years of service. The Indian Railway Promotee Officers' Federation (IRPOF), of which the WRPOA is a constituent, is contemplating making a representation to the Minister of Railways and lodge a formal complaint with the National Commission of SC/ST about the CPO's biased attitude. "The president and general secretary of WRPOA has already apprised the Western Railway's General Manager of the problem. The GM was very positive but the CPO is adamant," said Jitendra Singh, advisor to IRPOF.

Case for atrocity against SC?
Raj Kumar Verka, vice chairman of the National Commission for Scheduled Castes said, "As per the Indian Constitution, periodical departmental promotion is a fundamental right of each and every SC candidate. If any officer is depriving SC candidates of their fundamental rights, it can be considered as a fit case for 'atrocities'. The Commission will take suo moto cognizance if any officer or department is found to be indulging in such activities."
