7th Pay Commission to be implemented by Jan 2016

A daily publication has published estimated pay scales of 7th Pay Commission and claimed that these pay scales will ultimately be implemented in the final report of 7th Pay Commission. Please read this news paper report:-

Railway Fares Likely to Go Up Early Next Year

New Delhi: The next Indian Rail Budget to be presented early next year could contain a proposal for raising fares to pass on the burden of rising power cost to passengers.

The fuel adjustment component-linked tariff revision due in December will be effected in the Rail Budget in February and there is a need for upward revision as energy cost has gone up by over 4 per cent in the recent months, said a senior Railway Ministry official.

According to Railways' announced policy, fare and freight revision linked to fuel and energy cost are being done twice a year. The last revision was done in June wherein passenger fares were revised by 4.2 per cent and freight rates by 1.4 per cent.

Hinting at a possible fare hike, new Railway Minister Suresh Prabhu had said at a recent event that "some burden has to be shared by people."

Asked about the possibility of raising train fares to meet the growing expenses in Railways, Mr Prabhu, known for his pro-reform approach, did not rule out the possibility saying "passenger service should be improved before increasing the fares. Safety cannot be compromised. There is a need for big investment. Some burden has to be shared by people."

Expressing serious concern over the Railways' financial health, Mr Prabhu had said it is "too close for comfort" and highlighted the urgent need for massive investment to meet the safety requirement and upgrading in the rail infrastructure.

"Railways require big investment. There is no fund for investment. There is requirement of Rs 6 lakh crore to Rs 8 lakh crore for completion of announced projects," he had said.

The minister, who is also meeting MPs in batches to make himself aware of their demands and aspirations before the Rail Budget, said to meet these demands, the requirement is about Rs 20,000 crore.

Mr Prabhu, after assuming charge, is learnt to have taken a series of steps to bring the national transporter reeling under massive fund crunch back on the track.

While the cross-subsidisation in passenger sector is hovering around Rs 26,000 crore, there is a fall in passenger bookings too. Passenger bookings have come down during April-November by 1.43 per cent as compared to the corresponding period last year.

The total number of passenger tickets booked during this period were 5581.33 million compared to 5662.54 million in the same period last year, according to Railway Ministry data.

मार्च तक कई ट्रेनों में मिलेगी वाई-फाई सेवा

नई दिल्ली। मार्च 2015 के अंत तक कई ट्रेनों में वाई-फाई सेवा शुरू की जाएगी। अभी केवल हावड़ा-नई दिल्ली राजधानी एक्सप्रेस में ही यह सर्विस है। अब मंत्रालय ने कई और ट्रेनों में यह सेवा देने का फैसला किया है। इस वित्त वर्ष के अंत तक एक और राजधानी तथा शताब्दी एक्सप्रेस में यह सेवा दे दी जाएगी। रेल राज्यमंत्री मनोज सिन्हा ने राज्यसभा में यह जानकारी देते हुए कहा कि वाई-फाई सेवा अन्य राजधानी एक्सप्रेस, शताब्दी और दुरंतो एक्सप्रेस में भी शुरू की जाएगी।

साथ ही उन्होंने बताया कि हावड़ा राजधानी में वाई-फाई सेवा पायलट प्रोजेक्ट के तौर पर दी जा रही है। अगर यह सफल रहता है तो इसके बाद बाकी गाडियों में यह सेवा मुहैया कराई जाएगी। 50 ट्रेनों में यह सेवा देने के लिए रेलवे को 98.6 करोड़ रूपए खर्च करेगी।


Mumbai: Soon, you can book local railway tickets on mobiles

Booking suburban railway tickets on mobile phones will be possible within a month, railway minister Suresh Prabhu announced in Mumbai on Saturday.

“The mobile ticketing initiative will help people book tickets on their way to the railway station. Once they reach the station, they will have to put the code provided to them in a machine at the station, after which they will get a print out. This will reduce the hassle of standing in long queues,” said Prabhu, after the launch of five new long-distance trains.

The minister said the trials for the first air-conditioned local will begin by March 2015. The project has missed several deadlines in the past. On the solutions to tackle overcrowding, the railway minister suggested steps such as operating double-decker or air-conditioned trains, apart from improving the bus and taxi services. “I have travelled on suburban locals and know the problems faced by commuters. We need new tracks, more platforms and rakes to manage the increasing number of railway commuters. We also need more investment to strengthen the Mumbai Railway Vikas Corporation,” he said.

Stating that the preparation of a comprehensive development plan for the city is underway, Prabhu said a joint meeting of chief minister Devendra Fadnavis, Union minister Nitin Gadkari and MPs from the state will be called to finalise it. The railways will also hold monthly meetings of all authorities to speed up the projects that are stuck over minor coordination issues.

Prabhu said the railways will install closed circuit television cameras on women’s coaches.

When asked about the levy of a golden hour tax on passengers for providing emergency medical treatment, the minister said a decision on the implementation will be taken after a discussion.

नए साल की शुरूआत में बढ़ सकता है रेल किराया

नई दिल्ली. अगले साल के शुरु में रेल यात्रा महंगी हो सकती है. माना जा रहा है कि फरवरी में पेश होने वाले रेल बजट में ऊर्जा की बढ़ती लागत का बोझ यात्रियों पर डालने के लिए रेल किरायों में बढ़ोतरी का प्रस्ताव किया जा सकता है. रेल मंत्रालय के एक वरिष्ठ अधिकारी ने बताया कि ईंधन समायोजन से संबंधित किराया संशोधन दिसंबर में होना है, जिसे फरवरी में बजट में प्रभावी किया जा सकता है. अधिकारी ने कहा कि हाल के महीनों में ऊर्जा की लागत चार प्रतिशत से अधिक बढ़ी है.

रेलवे की घोषित नीति के अनुसार ईंधन और ऊर्जा की लागत से संबंधित यात्री किराये और मालभाडे में साल में दो बार संशोधन किया जाना है. अंतिम बार संशोधन जून में किया गया था. उस समय यात्री किरायों में 4.2 प्रतिशत व मालढुलाई भाडे में 1.4 फीसद की बढ़ोतरी की गई थी. हाल में किरायों में बढ़ोतरी का संकेत देते रेल मंत्री सुरेश प्रभु ने एक कार्यक्रम में कहा था, ”कुछ बोझ तो लोगों को उठाना होगा.” रेलवे के बढ़ते खर्चों को पूरा करने के लिए किरायों में बढ़ोतरी की संभावना के बारे में पूछे जाने पर प्रभु ने इसकी संभावना से इनकार नहीं किया था.

सुधार समर्थक माने जाने वाले प्रभु ने कहा था, किरायों में बढ़ोतरी से पहले यात्री सेवाओं में सुधार किया जाना चाहिए. सुरक्षा के साथ समझौता नहीं किया जा सकता. भारी निवेश की जरुरत है. इसका कुछ बोझ तो लोगों को उठाना होगा. उन्होंने कहा था, ”रेलवे को बडे निवेश की जरुरत है. निवेश के लिए कोई कोष नहीं है. घोषित परियोजनाओं को पूरा करने के लिए छह से आठ लाख करोड रपये की जरुरत है.” पदभार संभालने के बाद प्रभु ने रेलवे को पटरी पर लाने के लिए कई कदम उठाए हैं.

12 coaches of Poorva Express derail, no casualty

Kolkata, Dec 14 (PTI) Twelve coaches of Howrah-New Delhi Poorva Express derailed shortly after leaving Howrah station at 8.15 AM today.

There was, however, no casualty or injury to any passenger as the train was moving at a very slow speed when the accident occurred, Eastern Railway sources said.

They said 11 sleeper coaches and a pantry car of 12381 Up New Delhi-bound train derailed while entering Liluah station at about 8.

Loco running staff protest over allowances

The All India Loco Running Staff Association (AILRSA) has demanded that the Railway Board drop its move to reduce running allowances and pay element, alleging that it (the Board) was trying to create differences among the staff to have a smooth going for its ‘anti-worker agenda’.
The Railway Board has recently pruned various benefits for the loco running staff as it was reflected in the recommendations of the 7th Pay Revision Commission (PRC) and unless they made a concerted effort, the government would cripple them further on the pretext of rationalisation, said AILRSA National vice-president T. Hanumaiah.
Addressing a roundtable of the AILRSA here on Friday, Mr. Hanumaiah alleged that the Railway Board had furnished wrong statistics to the 7th PRC as part of its conspiracy to reduce allowances due to loco running staff and the Commission was roped in by the Board for implementation of its agenda in the wake of its proposals meeting with stiff resistance from unions.
The loco running staff of express, mail and passenger trains would be adversely affected by the Railway Board’s cost-cutting measures which were based on miscalculations and misinformation campaign, Mr. Hanumaiah said and called upon the staff to stage protests in their respective divisions before joining ranks at the national level for protecting their interests.

7th Pay panel members to visit Jaisalmer

JAISALMER: The newly formed 7th Pay Commission delegation led by Justice A K Mathur will be in Jodhpur today and visit Jaisalmer on December 13. The delegation's purpose is to observe the BSF and other Central government employees and officers who are on duty at remote areas and are guarding the international border in tough conditions. Sources said that many Central departments including Army and paramilitary forces have sent many recommendations for change in salary to the Commission. The panel's recommendations will be given to the Centre next year.

Mumbai to get world's third largest metro rail network

Mumbai, Dec 11 (IANS) In a move that could revolutionise transportation in India's business capital, the Mumbai Metropolitan Region Development Authority has planned a 450 km long network of metro rail corridors for the city and surroundings - the third largest in the world, a top official said here Thursday.

The Mumbai Metropolitan Region (MMR), which comprises Mumbai and parts of adjacent Thane, Palghar and Raigad districts, is aimed to get metro rail connectivity which will be next only to Shanghai and Beijing.

"The MMRDA has proposed to build 450 kms of metro rail and another network of monorail corridors which would offer efficient, convenient and environment friendly transportation system over the next 8-10 years," said MMRDA Metropolitan Commissioner U.P.S. Madan at the Third Regional Dialogue, Mumbai, leading to the upcoming 15th Delhi Sustainable Development Summit scheduled in February.

Madan said that the government is working towards designing a transportation system that would ensure sustainable and smart mobility in the MMR.

He pointed out that given the changing income levels of the citizens, nearly 75 percent of the MMR population relies on public transportation against 80 percent population which was dependent on it earlier.

"Trains are cheap, eco-friendly and fast mode of transport - the people of Mumbai must be encouraged to use this mode by enabling better quality of services," Madan said.

Mumabai Rail Vikas Corporation Ltd chairman Rakesh Saksena said that Mumbai and surroundings with a population of 22 million pose a major mobility challenge.

"Over 53 percent of the population relies on the railways for modal transporation. It is densely occupied with nearly 7.6 million commuters commuting daily. The city has to focus on continuous capacity creation to met the demand-supply gap," he said.

For achieving this, a comprehensive rollout of metro rail, monorail and suburban trains is required, for which political and bureaucratic ownership of the projects and sustained government funding is the need of the hour, he said.

Mumbai Metro One Pvt Ltd CEO Abhay Mishra said that an efficient public transit system should save time, be financially viable and environment-friendly.


The Underground system is also colloquially called the Tube. As commonly used today both by Londoners and in most official publicity, this term embraces the entire system 

The much awaited metro rail project intends to positively impact lives of Mumbaikars by meeting these criteria, but the government must adopt a transit-oriented planning by redesigning roads, consider pedestrian walking aspects, stricter parking norms, eliminating roadside hawkers and illegal wayside constructions, Mishra urged.

The Regional Dialogues, organised by think tank TERI, came in the wake of the government's recent announcements on Swachh Bharat Abhiyan and 100 Smart Cities in India.
