DDA has plan to make two railway stations world class


Redevelopment of Anand Vihar and Bijwasan railway stations as world-class infrastructure and integration of 34 Metro stations into a multi-modal transportation system were among the decisions approved by the DDA’s planning body UTTIPEC on Saturday.

The urban body, under the chairmanship of lieutenant-governor Najeeb Jung took the decision in its governing body meeting of Unified Traffic and Tran-sportation Infrastructure (Planning & Engineering) Centre (UTTIPEC), DDA’s planning body, at the Raj Niwas.

The proposal of redevelopment of Anand Vihar railway station on the railway network was presented by Indian Railway Station Development Corporation.

The proposal outlines various state-of-the-art user facilities to access the station.

According to the DDA, to handle the traffic load of the station complex, improvements for various road network are also proposed additional road links and connecting loops are planned for efficient traffic dispersal.

Have Sought Vinod Rai's Help to Make Indian Railways More Transparent, Says Minister Suresh Prabhu
PANAJI:  Former Comptroller and Auditor General (CAG) Vinod Rai has been requested by the Indian Railways to evolve a transparency mechanism for the functioning of the ministry and its operations.

"I have asked our former CAG Vinod Rai, whose integrity is well respected by all. I have requested him to come and guide us on ways and means to make railway functioning transparent," Union Railway Minister Suresh Prabhu said.

Mr Rai has been credited with unearthing the 2G spectrum allocation and coal allocation scams as CAG of India.

Mr Prabhu, was speaking at a function organized by the Konkan Railways at the Karmali railway station, a short distance from Panaji.

He also said the ministry would soon start a website which will work as an interface for the railway station development plan.

The website would host designs and models of railway stations prepared by the respective bidders in a bid to make the process more transparent and inclusive.

लोक लेखा समिति की रिपोर्ट - इंटरनेट द्वारा बुक की जाने वाली टिकटों की संख्या सीमित की जाए.



नयी दिल्ली : संसद की एक समिति ने रेलवे से एडवांस ई टिकट प्रणाली लागू करने की अपनी योजना का खाका पेश करने को कहा है जिसके तहत प्रतिदिन सात लाख टिकट बुक करने की बात कही जा रही है. समिति ने तत्काल टिकटों की परिवर्तनशील भाड़ा प्रणाली से भी नाखुशी जताई है.
रेलवे ने प्रणाली को बेहतर बनाने की पहल की है ताकि जब तत्काल बुकिंग शुरू हो तब व्यस्त समय में निर्बाध तरीके से काम हो सके. लोक लेखा समिति ने रेलवे से इस कार्य के लिए जरूरी अतिरिक्त संसाधन और खर्च का ब्यौरा देने के साथ यह भी बताने को कहा है कि यह योजना कब तक पूरी हो सकेगी.

समिति ने कहा कि रेल मंत्रालय एडवांड ई टिकट प्रणाली को लागू करने का खाका या विस्तृत मास्टर प्लान पेश करे. रेल में तत्काल टिकटों की परिवर्तनशील भाड़ा प्रणाली से नाखुशी जाहिर करते हुए एक संसदीय समिति ने कहा कि यह प्रणाली असमानता को वैध बना रही है.

संसद में पिछले सप्ताह पेश लोक लेखा समिति की रिपोर्ट में कहा गया है कि हाल ही में सरकार के आदेश के आलोक में आधे तत्काल टिकटों को परिवर्तनशील भाड़ा प्रणाली में डाला गया है जहां निर्धारित मूल्य से अधिक मूल्य (प्रीमियम) के आधार पर इनकी बिक्री की जा रही है.

समिति ने कहा कि अब हो यह रहा है कि जो लोग अधिक मूल्य देने में समर्थ है और जिन्हें इंटरनेट सेवा उपलब्ध है, उन्हें तो आसानी से आरक्षित बर्थ मिल जाती है जबकि जिनके पास यह सुविधा उपलब्ध नहीं है, उन्हें आरक्षित बर्थ नहीं मिल पाती है.

समिति ने कहा कि यह प्रणाली असमानता को वैध बना रही है. रेल मंत्रालय को गरीबों के हितों के बारे में सोचना चाहिए और तत्काल जैसी सेवाओं पर समानता के दृष्टिकोण से भी विचार करना चाहिए.

रिपोर्ट में कहा गया है कि समिति चाहती है कि मंत्रालय तत्काल आरक्षण टिकटों पर लिये जाने वाले अधिक मूल्य (प्रीमियम) को कम करके न्यूनतम आवश्यक स्तर पर रखे. तत्काल आरक्षण को व्यवहार्य बनाया जाए और इंटरनेट द्वारा बुक की जाने वाली टिकटों की संख्या सीमित की जाए.

48 trains delayed due to foggy weather in Delhi



Chilly and foggy weather in Delhi led to the delay of 48 trains on Sunday morning.

The Met Office has forecast a cloudy day ahead with thick fog in the evening. The minimum temperature was 6.4 degrees Celsius, two notches below the season's average.

"Trains such as North-east Express, Taj Express and Mahabodhi Express are running late due to the thick fog that has caused poor visibility," said an statement from the Northern Railway, IANS reported.



"The departure of 9 trains were also rescheduled from Delhi due to fog," added the statement.

According to the India Meteorological Department, Delhi will see a cloudy day ahead with fog in the evening.

"The maximum temperature of the day is likely to hover around 18 degrees Celsius," said an official of the IMD.

Humidity at 8.30 a.m was 91 percent

Visibility at 8.30 a.m Sunday morning was 600 meters.

Saturday's maximum temperature was 17.5 degrees Celsius, five notches below the season's average while the minimum temperature settled at 7.2 degrees Celsius, a notch below the season's average.

Work Progress on Dedicated Freight Corridor Project

The 1839 Km. long Eastern Dedicated Freight Corridor (DFC) Project from Ludhiana in Punjab to Dankuni in West Bengal has been sanctioned and implementation taken up. This Corridor is being developed to augment the rail transport capacity to meet the growing requirement of movement of freight traffic on the route. 

The Eastern DFC (excluding Sonnagar-Dankuni Section) is likely to be commissioned by 2019. Civil construction works of Khurja-Kanpur Section (343 km.) of Eastern DFC have commenced and approximately 25% of work has been completed. Works on 122 km. Mughalsarai-Sonnagar Section of Eastern DFC are also progressing well. 

A total of 3861 hectare of land out of 5550 hectare required for the Project have been notified for land acquisition under Section 20 F of the Railway Amendment Act 2008. 

This information was given by the Minister of State for Railways Shri Manoj Sinha in written reply to a question in Rajya Sabha today.

Railways to Plan Seven More Premium Trains

At present, Indian Railways is running premium special trains on 21 popular routes. Further the following additional premium special trains have been planned to run on seven new routes. 

1. Mumbai-Chennai 

2. Pune-Karmali

3. Hyderabad-Mumbai 

4. Hyderabad-Bangalore 

5. Hyderabad-Chennai 

6. Jaipur-Bandra Terminus 

7. Jaipur-Ernakulam 

These additional premium special trains have been planned to meet the Christmas rush as well as to fill the void created by the recent cancellation/reduction in flights.

Meena Agarwal as Secretary. The Commission is headquartered in Delhi and has been given 18 months from date of its constitution to make its recommendations. Today a meeting was held between Hon’ble Minister for Railways and the Federations on the issue of Foreign Direct Investment(FDI) in Indian Railways, wherein MoSR, CRB, MS and ED(IR) were also present. AIRF was represented by its President and General Secretary, Com. Rakhal Das Gupta and Shiva Gopal Mishra.
At the outset, Hon’ble MR, while welcoming the federations, assured that there would be no privatization of any activity in the Railways. He also mentioned that, his system of working had been very transparent, and he would try that each and every issue must be discussed with the federations with full transparency.
He said that the Indian Railways are passing through economic crisis, and under these circumstances we have to invite private capital. He further said that he want to assure that private capital would be used for expansion of railway infrastructure, but all the activities, right from production, maintenance and operation, will be dealt by the Railwaymen only.
I as well as President/AIRF fully opposed FDI in the Railways, and said that, because of the propaganda, Railwaymen have been demoralized, and being safety categories, such propaganda of privatization of the Railways or Restructuring of the Railway Board and Ministry of Railways, bringing IASs in the Railway Management, will be proved counter-productive for the Railway System.
I also reminded the Hon’ble MR about his statement in the Parliament as well as today morning while inaugurating Bhatinda Shatabdi Express that he would create SPVs with the state governments and asked him to clarify, what is the purpose of such SPVs. He again made it clear that the state governments should be asked to reimburse the cost of such projects, but only money will be taken from them, and all the works, right from production, maintenance and operation, will be done by the Railwaymen only.
I also reminded the Hon’ble MR about the circular issued by the Ministry of Commerce & Heavy Industry, stating, in all the three sectors – production, maintenance and operation, 100% FDI will be allowed. He said that, he would have another round of meeting with the federations, after going through all the aspects, but assured that there would not be any harm to the existing Railway System. Hon’ble MR directed the CRB to explain them and give copies of the MoUs undertaken with 7-8 countries on various activities, right from high speed rail to establishing railway institutes. He also directed the Member Staff to constitute a committee, headed by the Member Staff, wherein Presidents and General Secretaries of both the federations will be a part, and directed him to have regular meetings and clarify them on all the relevant issues.
On this occasion I also raised the issue of abolition of NPS while bringing Old Pension Scheme, and explained him that the earlier Hon’ble MR had written a letter to the then Finance Minister. The MS clarified him the issue. The MR assured that he would go through the subject matter and will also have discussion with the Finance Minister.
The issue of depleted condition of Railway quarters and poor medical facilities was also raised by us. Hon’ble MR further directed the CRB to give a note to the Financial Commissioner(Railways) to allocate sufficient funds to meet the requirements of maintenance of Railway colonies and medical facilities.
The CRB also raised the issue of PLB to Railwaymen, wherein he explained that, every year since last 3-4 years there used to be lots of troubles, and many times threat of stoppage of trains used to come from the federations. Now, the PM and FM have finally said, if there will not be any formula, then they will not allow PLB from the next year.
The CRB requested through the MR that the federations should co-operate them.
I, on behalf of AIRF, told him pointblank that the bilateral agreement, arrived at between the federations and Railway Ministry on 22.11.1979, is sacrosanct, therefore, there is no necessity to make any change in it. Even then, the CRB asked that, there have been lots of changes in the working pattern as well as weightage in the capital, which was opposed by both the federations.
Finally, Hon’ble MR said that, he do not want any discontentment among the Railwaymen, therefore, the MS should deal this issue separately within the committee, and in case there is any problem, he is ready to discuss the matter with him.
Hon’ble MR further said, it is just beginning, we want frequent dialogues with the federations, and in case if needed, he may visit federation offices and can discuss the issue there too.
The meeting was concluded in a very cordial manner with the hope that transparency, about whom the MR has talked, will be maintained, and anything will not be done which will jeopardize the Railway System by bringing FDI or Restructuring of the Railway Board and Ministry of Railways etc.

Special train to start between Mumbai-Goa by year end: Prabhu


Panaji: A special train connecting Mumbai to Goa would start by end of this year, Railway Minister Suresh Prabhu today said.

“The special train would be run in collaboration with Maharashtra and Goa governments. And it would be introduced to promote tourism between the two destinations,” Prabhu told reporters on board in a special train from Karmali railway station to Thivim.

He said the special train would be run by ICRTC, which is Indian railway initiative on Konkan Railway route. “We will sign an MoU with both the state governments for the project,” the minister said while announcing that the train will start rolling before December 31 this year.

Prabhu said that Railway Ministry intends to start similar special trains to promote Sikh, Buddhist and even Sufi tourism.

Delhi Development Authority: Two Delhi stations to be developed as world-class infrastructure

New Delhi, Dec 19 (PTI) Redevelopment of Anand Vihar and Bijwasan railway stations as world-class infrastructure and integration of 34 metro stations into a multi-modal transportion system were among the decisions approved by the DDA’s planning body UTTIPEC today.

The urban body, under the chairmanship of Lt Governor Najeeb Jung took the decision in its Governing Body Meeting of Unified Traffic and Transportation Infrastructure (Planning & Engineering) Centre (UTTIPEC), DDA’s planning body, at the Raj Niwas.

The proposal of Redevelopment of Anand Vihar Railway Station on the Indian Railway network was presented by Indian Railway Station Development Corporation.

Located in east Delhi, Anand Vihar is going to handle about 2.1 lakhs passenger a day, whole station complex will handle about 5,00,000 passengers a day when fully functional on capacity level.

The proposal outlines various state-of-the-art user facilities to access the station.

According to DDA, to handle the traffic load of the station complex, improvements for various road network are also proposed — additional road links and connecting loops are planned for efficient traffic dispersal.

“Provision of pickup/drop off bays for car, taxi, auto, bus and non-motorised transport has also been proposed. About 700 car parking spaces for passengers and about 3000 parking spaces for visitors and commercial areas are planned at the railway station,” the DDA said in a statement.

The plan also proposes to connect the Anand Vihar complex with the proposed East-West Corridor for smooth traffic dispersal.

Among the other approved proposals is making Bijwasan Station in south Delhi into a world-class infrastructure.

The proposal plan seeks to transform the railway station with iconic buildings and modern amenities.

“Multi-modal integration for seamless connectivity to the Metro station, ISBT, arrival and departures are segregated to avoid congestion, ample parking space of 1200 lots, provisions for segregated non-motorised traffic movement, parking and pick-up/drop-off, in addition to all other modes,” the DDA said.

Among other proposals are provisions for a disaster management unit, a bus terminal and waiting facilities for at least 30 DTC buses within the station premises, it said.

Besides, the plan also calls for using sustainable features like renewable energy, waste management at the station.

“Around three-four additional railway under-bridges are provided on south-east side to connect between the existing neighbourhoods and the proposed development, in order to minimise traffic on existing vehicular roads.
