New Delhi - Opening up of the coal sector and upgradation of state-run Coal India and its subsidiaries are vital for scaling up domestic production of the dry fuel, says a report submitted to the government today.
The final report of the Advisory Group for Integrated Development of Power, Coal, and Renewable Energy for suggesting measures for enhancement of coal production in the short, medium and long term was presented to Power and Coal Minister Piyush Goyal.
The group, headed by Suresh Prabhu (now Union Minister for Railways) has called for certain improvements in Coal India and its subsidiaries including Central Mine Planning and Design Institute Limited (CMPDI).
The Advisory Group's report has emphasised on the need for opening up the coal sector to supplement the domestic production of Coal India and a few other Companies.
It touched upon the issues of Coal Block Auction Process, Coal Linkage Rationalisation and Swapping of Coal Linkages and stressed on the need for urgent action on coal linkages to power plants already commissioned, and likely to be commissioned by March, 2015.
Various options should be explored to develop railway infrastructure from coal mines to main railway system, including through a joint venture company on infrastructure by CIL, it said.
The report also called for expediting reforms in the distribution sector with targeted actions including privatisation or PPP (public private partnership) in distribution.
There is also a need for enhanced role of and improvements in working of CEA (Central Electricity Authority), Amendments to Electricity Act, Tariff Policy and Standard Bidding Documents, the report said.
Among various other suggestions, the group said the transmission constraints needed to be addressed.
The Advisory Group was set up by the government on June 25, 2014.
The Group chaired by Prabhu, consists of R V Shahi (Former Power Secretary), Pratyush Sinha (Former Chief Vigilance Commissioner), Anil Baijal (Former Home Secretary), Partho Bhattacharya (Former CMD Coal India, among others, as members.
The government has already announced plans to augment CIL's production to an annual 1 billion tonnes by 2019.
CIL accounts for about 80 percent of India's total coal production.
China has expanded on the investment strategy of the world’s two richest men by betting on global railway networks. As a result, railroad stocks have led the nation’s world-beating equities rally this month.
The CHART OF THE DAY compares China Railway Group Ltd., China Railway Erju Co. and China Railway Construction Corp. shares since November with the Shanghai Composite Index and Morgan Stanley’s gauge of emerging and developed markets. The three Chinese companies each about doubled as Prime Minister Li Keqiang signed agreements to ply transport Chinese technology across Europe, Southeast Asia and Africa.
“Investors see the transformation potential of Chinese railway companies,” said Jenny Zhen, Hong Kong-based industrial chief analyst at Haitong International Securities Co. “They used to worry about these companies’ long-term performances if China’s domestic market saturates, but now the government is aiding overseas expansions.”
Warren Buffett played the rail chip during the depths of the global financial crisis in 2009 when Berkshire Hathaway Inc. paid $26.5 billion to buy BNSF Railway Co. Berkshire is on pace to see all the cash it spent taking the company private returned by the end of this year. Bill Gates, Buffett’s bridge partner, is Canadian National Railway Co.’s largest shareholder through Cascade Investment LLC, data compiled by Bloomberg show.
Li was in Thailand last week to sign agreements to build a rail line connecting the Southeast Asian nation’s rural northeast with Bangkok and another to a seaport in the east. The projects will cost about $10.6 billion, according to the People’s Daily. Li signed a pact with Serbia and Hungary a few days earlier for a high-speed link between Belgrade and Budapest -- another piece in China’s effort to lead the upgrade of the network that connects Greece to central Europe.
Last month, deals between Chinese rail developers were signed with Nigeria and Mexico, although the latter pact was soon canceled due to suspected corruption on the Mexican side.
As part of China’s railroad diplomacy, its two biggest trainmakers, China CNR Corp. and CSR Corp., sought approval on Dec. 3 for a plan to combine their businesses, the official Xinhua News Agency reported. Meanwhile, China Railway Construction last week unveiled a $1.6 billion share sale plan.
Maximum temperature for the city on Tuesday was 27.2 degree Celsius while minimum settled on 8.0 degree Celsius. Humidity level maxed out at 79 percent in the morning. The city however received sunshine as the day developed giving some relief to the residents. The railway traffic was seriously hit. Most of the long route trains were running behind schedule for hours. The misery of the travelling public was compounded by vague or incomplete information being provided to them at the enquiry counters at the railway station. If the duration of delay of several long route trains is any indication, the situation seems to have gone from bad to worse in the past two days.
The railway officials said till the weather conditions improved, the erratic run of trains will continue as speed of trains had been regulated due to the safety concerns.
So, trains are taking more time to reach their destinations than normal. Several trains including the morning Malwa Express from Jammu was running behind schedule by 11 hours and arrived here around 7.30 pm. Similarly, Jhansi-Bandra Express around 14 hours, Mujaffarpur-Surat Express is late around 10 hours from its schedule.
