Agra cantt railway stn first to get Wi-Fi

AGRA: The Agra cantonment railway station on Thursday became the first railway station in the North Central Zone to offer free Wi-Fi facility to travellers.

The railway authorities have joined hands with a Gurgaon-based firm to provide 30-minutes of free internet access to passengers during the trial period, which will last six months.

Officials said that during the trial period the RailTel Corporation of India Ltd, a PSU of the railway ministry, will develop a platform to provide a seamless service for a longer duration.

Divisional railway manager, Vijay Sehgal, said, "On November 11, the Gurgaon-based company was given responsibility to start the facility at Ahmedabad, Agra and Varanasi. The service was also started at Ahmedabad recently."

As per the railway board guidelines, Wi-Fi facility is to be provided at several railway stations. It began with New Delhi station, which falls under the Central Railway Zone.

Officials said the railway authorities have set a target of providing Wi-Fi facilities across 400 'A1 and A' category railway stations in the entire country. However, no fixed time limit has been set for the completion of the project.

Sehgal said that to avail the facility, a passenger will have to access the Wi-Fi settings on his mobile, tablet or PC, after which he will be prompted to enter his mobile number. The passenger will then receive a password on his mobile which will be used to connect to the network. Initially, the facility will be given free for half an hour on a particular number during a 24-hour cycle.

Talking about other projects, the DRM said there are multiple projects worth Rs 11 crore to be implemented at the Cantonment railway station. "The projects are funded by the ministry of railways and the tourism ministry on 50:50 basis. The projects include upgrading the public redressal system, construction of new toilets and an executive lounge among others," he added.

More trouble for railway: Activist sends Western Railway notice over Jogeshwari station condition

Activist Mansoor Umer Darvesh had first written a letter to the railways about lack of roof over platforms at the station’s Borivli end in the 1990s

The railways has one more thing to worry about, besides the several public interest litigations going on against it in courts. Social activist Mansoor Umer Darvesh has sent a legal notice to Western Railway over the bad condition of Jogeshwari station.

What does the notice say?
The notice asks WR authorities, led by the general manager, to make things right in a time-bound manner, failing which the railways as well as its top officials would be dragged to court.

Who is the sender?
Darvesh is the secretary of the Passenger and Traffic Relief Association, which has its office in Fort area.

What is his grouse?
Darvesh said, "The two foot overbridges at Jogeshwari are 25 feet and 27 feet in height. How do you expect old women and the disabled to climb? Some coupon validating machines have been placed on these two FOBs. So, even if you have coupons, you have to climb up. Isn't it the railways' duty to make reaching such places easier with the help of lifts or escalators?"
He has also highlighted how the number of booking windows has reduced at the station over the past few months.

Since how long has he been seeking better facilities?
"Another problem is the lack of a roof on the platforms at the Borivli end. I remember writing the first letter over this in the early 1990s. Except promises I have got nothing. Now, I want to see if WR authorities give me a time-bound answer or dilly-dally like always," he added.

How much trouble is the railways in?
The railways is already on the back foot, with litigation on track deaths. It has also got the occasional dressing down from courts for the slow manner in which it is approaching the need for emergency medical rooms at stations. Another PIL on corruption in the Railway Protection Force is causing the department much embarrassment.

Speaking to dna, railway officials agreed this could be a very troublesome trend, if more and more passengers followed suit and filed cases in court over lack of passenger amenities at stations and in trains.
"If passengers start filing cases against the railways for amenities, it is really going to create a lot of trouble for officials. The good bit for passengers is that work will get done far more quickly when the courts intervene," agreed a senior railway official.

Good governance day spoils holiday spirit in railways

WR headquarters at Churchgate

As the Narendra Modi-led government and BJP geared up to celebrate the birthday of one of its tallest leaders, the mood was not as exuberant among bureaucrats. Many central government staffers and railway officers were unhappy with the commencement of Good Governance Day on December 25 because most of them missed their Christmas celebration and outing with their children.

With December 24, a restricted holiday because of Christmas Eve and December 25 a gazetted holiday, many were hoping to enjoy an extended weekend and had taken or considered taking casual leave on Friday, December 26.

In Western Railway, Central Railway and Konkan Railway, almost all the HODs and seniormost officials of almost all divisions were physically present in the office to chalk out plans of their future programmes.

One of the senior officials from Central Railway (Mumbai division) said: "A meeting was held at the GM's office and several suggestions were discussed for betterment of services and good governance. All divisional railway managers along with other HODs were present in it. Soon after the meeting, GM inspected the Dadar railway station."

Narendra Patil, CPRO Central Railway, said: "Most of the HODs and senior officials from headquarters and various divisions were present in the office on the Good Governance Day. There was a meeting with all HODs at GM's office on planning and other various strategies of railways."

Western Railway headquarter at Churchgate was also tied up with hectic brainstorming meeting sessions for more than three hours with the general manager.

One of the senior WR officials said, "Most of the officers had planned holidays well in advance and booked tickets and hotels at various destinations. Globally, this is the only period when friends and family have holidays in common. Everyone prefers to meet with each other and spend quality time together. This sudden SOS to remain present in office ruined everyone's plans.

Sharat Chandrayan, CPRO, WR, said: "All HODs from headquarters as well as from divisions were present. There was hectic planning on various issues pertaining to good governance and transparency in system."

One of the senior officials from Konkan Railway said: "Most of the senior officers were in the office and planned and implemented various strategies."

Konkan Railway PRO Karandikar said: "Today was a very hectic day. All heads of the departments and their teams were present to chalk out various modalities of KR on Good Governance Day."

A senior railway officer told dna that he had applied for a restricted holiday on December 24 and casual leave on December 26, effectively making it a five-day weekend which he planned to spend with his family in Goa. "But now, if one has to come to office on Christmas Day, the vacation plans are ruined," the officer said.

One of the senior member from Railway board said: "The minister of railway is a hardcore believer of good governance and would not compromise on it. There was a clear cut message to all zonal railways to improve upon good governance. If there is no positive result coming forward than many heads will roll from top to bottom."

He elaborated: "The minister has also instructed to railway board officials to find out attendance of senior officials in all zonal offices on Good Governance Day. The vigilance department from railway board in accordance with zonal vigilance department will find out details of officials who remained absent. The report would be submitted to the ministry soon. If anyone found to be absent despite official communique, they will be dealt in accordance with railway rules and strict disciplinary action would be initiated against them."

AC toilet block set to shrink emergency exit at railway station

Railway commuters and groups espousing the cause of a safe and comfortable travel have been complaining that the Pune railway station lacks passenger amenities though it is among the few stations in the country selected to be transformed into ‘world-class stations’.

They should have been pleased that a small beginning that could pave the way for the ambitious metamorphosis is being made. The railway administration is building an air-conditioned (AC) toilet block on Platform No. 1 for passengers, keeping in mind those who would “rather wait till they board AC coaches than use Sulabh Shauchalayas” available at present.

However, instead of the accolades it was hoping for, the railway administration is contending with criticism for the move. Passengers, activists, and even people within the railway administration, besides the Government Railway Police (GRP) and the Railway Protection Force (RPF), have expressed unhappiness saying the planning was shoddy. The new toilet block — which accommodates separate air-conditioned toilets and urinals for men and women — is being built at a location that would block a narrow path, which officials say serves as an emergency exit .

The toilet block is coming up in the middle of a 6-metre alley on the left side of the main entrance adjacent to the RPF Accounts-Cell-cum-Chowky.

“The GRP, the RPF, and a section of the administration are of the opinion that the toilet block is coming up at a wrong location. There are only a few exits. The main entrance fitted with jammers is narrow. The other exit near the Current Booking Counters can serve as an emergency exit in case of a fire or terror attack, but it’s for passengers alighting on the left side of the platform. For those alighting on the right side there’s only the alley to serve as an emergency exit. Since a foot over bridge is being built next to the alley, it would have been appropriate to keep it open to serve as an emergency exit,” said a source who did not wish to be quoted.

Harsha Shah of the Railway Pravasi Group said apart from blocking the alley, the toilet would add to troubles for the RPF.
“The RPF cell is used to store arms and ammunition. As the toilet is coming up next to the cell, it would increase footfall at the location and would thus require additional vigilance on part of the short-staffed RPF,” said Shah.

When his comment was sought on the issue, Divisional Railway Manager (DRM) Suneet Sharma said “it was a well thought-out decision of the railway administration”.

“We have thought about it. The exit near the Current Booking Counters is wide enough. When a minor fire had broken out last month, we did not face any problem in evacuating the crowd. Also, although the toilet block has come up, there is still a 2-3-metre-wide space that can be used in case of any emergency,” said Sharma
