Railway Budget 2015: Less on populism, more on substance

Zee Media Bureau

New Delhi: Keen to bring in fundamental changes in the manner in which Indian Railways operates, Railway Minister Suresh Prabhu may abandon the populist path in Rail Budget 2015.

Sources, Monday, said that the NDA government's second Railway Budget (2015-16) will stay away from populist announcements and focus on improving passenger amenities and railway safety.

And, Prabhu appears to mean business. Within two months of taking charge at the Rail Bhavan, he has already set up seven committees to work on critical areas like improving financial health of organisation, bringing transparency, revenue generation and re-structuring of the Indian Railways.

Funding the already announced major railway projects will be one of the key focus areas in the budget and the government is keen on improving and completing the existing projects rather than announcing new ones. However, shortage of funds remains a concern.

The Railway Ministry has also sought suggestions from industry chambers - FICCI, ASSOCHAM, CII - and even the general public on the upcoming budget.

Recently, Suresh Prabhu had taken a major policy decision by empowering zonal railways and heads of production units to finalise tenders. The change in approach is expected to ensure faster decision-making and may lead to faster implementation of projects.

Railway Minister Suresh Prabhu is reported to have planned an elaborate makeover of Indian Railways. The new initiatives, to be taken up by the Indian Railway Catering and Tourism Corporation (IRCTC), have been planned to ensure more revenue for the largest public sector undertaking in the country.
Here are the five major changes being planned by the government in the New Year:

1. Concierge service: Soon, passengers will be able to hire someone to receive them at the station, take care of their luggage and later, drop them home in a secure cab. The package deal to be offered by IRCTC will begin in New Delhi as a pilot project.

Uddhav Thackeray attacks BJP over farmer aid, Central Railway disruption

  • Shiv Sena president Uddhav Thackeray holds a press conference to announce his photography exhibition, at a city hotel on Monday. Proceeds of the exhibition, to be held at Jehangir Art Gallery, will be given to farmers Hemant Padalkar dna
Launching a not so veiled attack on his ally and senior partner, Shiv Sena president Uddhav Thackeray said the state government's aid did not reach farmers and, pointing to last week's disruptions and resultant commuter violence on Central Railway, questioned BJP's logic of "achche din".

On Monday, Uddhav admitted the state government, of which his party is a constituent with 10 ministers, was lagging behind in providing aid to distressed farmers and added that he will tour the state to see if the intended help was reaching them.

Sena mouthpiece Saamna, which has Uddhav as the editor and party Rajya Sabha MP Sanjay Raut as the executive editor, also attacked the railway ministry over the disruptions on CR. Railway minister Suresh Prabhu is a former Sena union minister who has since joined the BJP.

"It is true that there was an agitation... and this acquired a violent edge, but the police and officials do not speak about why commuters resorted to violence," said the editorial.

"The railway minister announced a scheme for SMS-based tickets. But if the train doesn't leave the platform despite taking a ticket, then people's anger will come out. If incidents like those during the Congress rule take place, the question is for whom exactly have these 'achche din' come?"

"Uddhav is attacking the BJP to deflect any likely anti-incumbency against the government in the future," said a Sena source. He added that the Sena could play a role similar to the one played by Congress allies in the UPA government — criticising the government while staying in power.

Top railway ministry official visits Mumbai to take stock post Diva chaos

Railway ministry's top officer in the electrical engineering department andrailway board member Navin Tandon was in Mumbai on Sunday to learn more about the various problems faced by the electrical departments of both Western and Central Railway. Tandon also met Mumbai Rail Vikas Corporation (MRVC) officials, said sources.

According to sources, officials discussed the commuter agitation in Diva on January 2, which left 10 rakes damaged and some motormen and Railway Protection Force personnel injured.

The crux of the meeting was to ensure that such technical malfunctions are kept to the minimum so as not to provoke passenger fury. Officials also discussed the increasing number of overhead wire snaps on CR. "Their number has increased by 30-40%. It creates a cascading effect, with a lot of trains getting cancelled or delayed. During morning or evening peak hours, it can create a law and order situation very quickly," said an official.

The impending conversion of rail lines between CST and Thane from the obsolete 1,500-volt direct current to 25,000-volt alternating current by the end of this month (subject to permissions from the commissioner of railway safety) was also discussed.

"The test-charging of the route was done recently and it went off well. So we expect the actual conversion to take place soon. However, the run-up to the conversion always throws up technical difficulties which need to be handled carefully or there could be several Diva-like situations," said an official.

According to officials, a positive out of the Diva agitation and violence was that therailway ministry as well as the city-based railway bureaucracy and even the stategovernment has woken up to the tinderbox-like situation on suburban railways.

"Hopefully, in the next few months, work will really kick-start with better coordination between the state government and railways. Or else, it would be a great opportunity missed," said an official.

Railway Plans to Woo NRIs With World Class Coach

CHENNAI: The Indian Railway Catering and Tourism Corporation (IRCTC) has submitted a proposal to manufacture ‘international standard’ railway coaches with glass roofs to the Integral Coach Factory (ICF) in Chennai.

The corporation is looking to attract high-end and NRI tourists, corporate groups and the like for patronage on this special coaches, which will be attached to trains running on select routes that link important tourist locations. The roof would be made of glass for the passengers to get a clear view.

An order for two such special coaches has been given to the ICF as a pilot project.

Another aspect of the coach is that the pantry arrangement would be like those on aircraft, for which talks are on with foreign companies, sources said.

The coach would also have facilities for in-train entertainment. It can accommodate around 30 passengers and the fare would be higher than that for 2-tier AC, as it would have high-end facilities.

The coaches would have a stainless steel body like the LHB coaches used in the Rajdhani, Shatabdi and semi-high speed trains, ICF sources indicated.

Since the proposal involves several novel requirements, the ICF is working on it right from the scratch.

“Such a coach doesn’t exist in India and it will be a fresh design. We have never manufactured a coach like this,” said an official. The cost of manufacture would also be around `80 lakh to `1.2 crore.

Though a timeframe for the delivery of the two coaches wasn’t given, it would certainly take more than a year, ICF sources said.

Railway unions soften stand on FDI after PM Modi's assurance

NEW DELHI: Prime Minister Narendra Modi's persuasive pitch to railway employees unions has cleared the decks for more FDI inflows and private capital in national transporter that may be reflected in the rail budget.

After Modi's statement that there would be no privatization of railways, the workers' unions have softened their stand over several issues including FDI in the transport behemoth. However, the unions are sticking to demands relating to scrapping of new pension scheme (NPS) and DA mergers.

The PM has said that he had a "deep connection" with the railways. "I love railways. My life is what it is because of railways," Modi said. "The government will not go in the direction of railway privatization ... People are spreading rumours about privatization of railways. It is not true," Modi had said.

The change of heart came after railway minister Suresh Prabhu's reassurance that FDI or public-private partnership (PPP) will not affect the ownership of railways. During the meeting of general managers last week where union representatives were also present, the minister argued that the government wants to attract private investment in cash-strapped railways and it was not for privatization of railways.

After Modi's categorical assurance, Prabhu's persuasive skills worked in convincing the union leaders, said a senior railways official. The union representatives were also satisfied with the minister's assurance that the railways would not sell any piece of land but instead try to exploit the land commercially.

Shiv Gopal Mishra of All India Railwaymen Federation said, "Our opposition is not politically motivated. We demanded that there should not be privatization of railways and the issue of FDI must be discussed with full transparency."

At the same time, Mishra warned the minister and railways official that the transporter should not invite FDI or money from national resources which could harm the railways because of overcapitalization or payment of interest on the borrowed capital.

However, the deadlock over the employees' demands such as scrapping of NPS and DA merger continues.

The unions have been demanding the restoration of old pension scheme as had been done in case of defence because the working conditions in the transporter are risky and large number of employees die on duty. The NPS is without social guarantee. The unions have also hinted at opposing any radical restructuring of the railway board.

The union leaders admitted that there were problems, but blamed politicians at the helm of affairs for the mess.

A leader said ministers did not raise passenger fares for years and announced 'unviable' projects which pushed the state-run transporter into bankruptcy.
