Reservation for the persons with disabilities in Group ‘A’ or Group ‘B’ posts

Subject: Amendment in Para 15(i) of OM dated 29.12.2005
Department of Personnel and Training vide OM No 36035/3/2004-Estt.(Res) dated 29.12.2005 had issued consolidated instructions with regard to reservation for persons with disabilities in posts and services of the Government of India, superseding all previous instructions issued on this subject.
2 In accordance with the directions of the Hon’ble Supreme Court in its Judgment dated 08.10.2013, in the matter of Civil Appeal No. 9096 of 2013 (arising out of SLP (Civil) No. 7541 of 2009) titled Union of India & Anr. Vs. National Federation of the Blind & Ors., para 14 of the said OM dated 29.12.2005 was amended to the following extent:-
“Reservation for the persons with disabilities in Group ‘A’ or Group ‘B’ posts shall be computed on the basis of total number of vacancies occurring in direct recruitment quota in all the Group’A’ posts or Group ‘B’ posts respectively, in the cadre.”
3. The National Federation of Blind approached the Hon’ble Delhi High Court through Civil Miscellaneous Appeal No. 230/2014 stating that the Department of Personnel &Training did not implement the directions of the Hon’ble High Court of Delhi in W.P. (C) No. 15828/2006 and Hon’ble Supreme Court in Civil Appeal No. 9096/2013. On this appeal, the Hon’ble Delhi High Court in its judgment dated 17.07.2014 had directed that further modifications in Para 15 of the OM dated 29.12.2005 has to be carried out so that the directions of the Hon’ble Supreme Court to compute 3% of reservation on total number of vacancies in the cadre strength can be implemented in accordance with these directions, Para 15(i) of the said OM dated 29.12.2005 is amended to the following extent:-
“Reservation for persons with disabilities in Group ‘A’ or Group ‘B’ posts shall be computed on the basis of total number of vacancies occurring in direct recruitment quota in all the Group ‘A’ posts or Group ‘B’ posts respectively, in the cadre. Separate rosters for Group ‘A’ posts and Group ‘B’ posts in the establishment shall be maintained.”
4 All the Ministries/Departments are requested to bring the above instructions to the notice of all appointing authorities under their control.

Five suburban services will remain cancelled on Western Railway upto 26th Jan,2015

The following 5 suburban services will remain cancelled in connection with the work of simultaneous reception facility at Borivali- North upto 26th Jan,2015.
1.Train no. BS 91158 which departs from Vasai Road at 23.20 Hrs.and reaches Borivali at 23.45 Hrs.
2.Train no.NS 91191 which departs from Borivali at 23.53 Hrs.and reaches Nalasopara at 00.25 Hrs.
3.Train no. BO 90001 which departs from Andheri at 4.10 Hrs. and reaches Borivali at 4.32 Hrs.
4.Train no.BO 90028 whichdeparts from Borivali at4.42 Hrs.and reaches Churchgate at5.43 Hrs.
5.Train no. VR 92001 which departs from Borivali at 5.06 Hrs.and reaches Virar at5.42 Hrs.
Passengers are requested to please note cancellations accordingly. Inconvenience caused to the passengers is regretted.

Indian Railways Invite Suggestions from the Public for Forthcoming Railway Budget

Railway Ministry Receives Collective Inputs on Various Railway Subjects from Online Community 

The Minister of Railways Shri Suresh Prabhakar Prabhu has been emphasizing on the need to make Indian Railways citizen oriented, so that citizens can provide inputs on various aspects on railways to improve services in railways. It is also in line with the approach of Hon’ble Prime Minister on the matter of participative governance. 

Task Force on Improving Productivity in Railways Constituted

A 10-member Task Force headed by Executive Director, Mechanical Engineering (Infrastructure), Railway Board, has been constituted for giving suggestions to improve productivity in Railway Operations, Manufacturing and other Departments of Indian Railways. The other nine members of the Task Force are Executive Director, Mechanical Engineering (Freight), Mechanical Engineering (PU), Executive Director, Track (Modernisation), Executive Director, Electrical Engineering (Development), Executive Director, Traffic Commercial (Rates), Executive Director, Signal (Development), Executive Director (Industrial Relations), Executive Director, Railway Stores (General) and Executive Director, Finance (Store).

Creation of a new ‘Environment Management’ Directorate in Railway Board

The Ministry of Railways has decided to constitute a new Directorate in Railway Board, named as “Environment Management’ headed by Advisor (Mechanical Engineering) Project, who will now re-designated as Advisor (Environment). In addition, six more Executive Directors of Railway Board would be handling issues related to this newly created Environment Directorate in addition to their normal assigned duties. They are; i) Executive Director, Electrical Engineering (Modernisation), ii) Executive Director, Public Grievances, iii) Executive Director (Land & Amenities L-1), iv) Executive Director, Finance (Expenditure), v) Executive Director (Efficiency & Research) and vi) Executive Director, Mechanical Engineering (Development). 

Advisor (Environment) will be full time Advisor for Environment Directorate. This Directorate would be responsible for ensuring effective utilization of water resources and conduct of energy and water audits and all matters related with environment management.

Indian Railways’ Freight Loading up by 5.04 per cent during April-December 2014

Indian Railways carried 808.56 million tonnes of revenue earning freight traffic during 1st April to 31st December 2014. The freight carried shows an increase of 38.82 million tonnes over the freight traffic of 768.74 million tonnes actually carried during the corresponding period last year, registering an increase of 5.04 per cent. 

During the month of December 2014, the revenue earning freight traffic carried by Indian Railways was 95.46 million tonnes. There is an increase of 3.30 million tonnes over the actual freight traffic of 92.16 million tonnes carried by the Indian Railways during the same period last year, showing an increase of 3.58 per cent.
