NEW DELHI: Railway minister Suresh Prabhu has kicked off the restructuring of railway board with a direction for pruning additional officers in the powerful but 'top-heavy' board.
A senior railways official said that the minister has asked senior officials to submit a list of unproductive staff in each department.
At present, railways works on a top-down hierarchical model — a six-member railway board creates, implements and monitors policies and takes all key decisions.
Chhapra: With a view to providing more facilities to travelling passengers at Chhapra Junction station of N E Railway, good shades will be shifted to nearby Chhapra Gramin and Revelganj stations.
Rajiv Mishra, general manager of NE Rly, Gorakhpur, while talking to newsmen at the local Circuit House on Monday said, "Chhapra junction has been Class A station in NE Rly generating a revenue of over Rs 60 crore annually. The railways have decided to provide more facilities to passengers at this station."
NEW DELHI: If the railway ministry has its way, the Government Railway Police (GRP) may be abolished and the security of passengers and criminal investigation of crimes happening in railway's jurisdiction may be handed over to Railway Protection Force (RPF).
The RPF is under the ministry and currently looks after railway property.
A proposal in this connection is likely to come up in the conference on rail security to be attended by home secretaries and DGPs of state on January 15.

The BJP government is all set with its budget in February and to strengthen the railway budget and make sure amenities which people want be part of it, Suresh Prabhu had asked people to give their inputs on the Indian Railway's website under 'suggestion for rail budget 2015'. However, the link on the website is not working!
The idea was by clicking on this link any person can give any railway-related suggestions along with his name and contact number. However, after typing in all the details, users are not able to submit the inputs because of an error.
Many Mumbai residents tried to put in their suggestions but faced this problem.
After the recent protest at Diva station over delay in train services, the railway minister had travelled in the local trains of Mumbai and spoke to people regarding the various issues they face while travelling. "We will figure long-term solutions for the less number of local trains in Mumbai compared to the high density of people. We will talk to commuters and will try and know their problems," Prabhu had said. However, the error has stopped any suggestions from coming in.
Prashant Dhanapgol, who uses Mumbai local train for his daily commute, said, "For years we wanted to make sure the government hears what people want and need. This time when I heard about this suggestion link I was really looking forward to write about my grievances and suggestion. I did try to put in my suggestions but couldn't. So much happened at Diva the other day. The Mumbai Central train comes late every day. Had thought of writing something about that. The 15-bogey train haven't yet come. Thought will write about it."
Railway officials in Mumbai refused to comment on this glitch and said the matter is under the jurisdiction of Delhi.

KOLHAPUR: A survey initiated by the Central Railways to study the feasibility of doubling the railway line between Kolhapur and Pune has predicted a negative rate of return.
This is bound to come as a shock for local representatives, industrialists and activists who were claiming there was a huge demand for the doubling from both places.
Members of a passenger forum in the city maintained, in the meantime, that the current report is based on the number of trains running on the route as of now. Once the doubling is done and new trains are introduced, the income would go up, they said.

DRM invokes wrath of Nitin Gadkari
Nagpur: No doubt people call Union Road Transport and Highways Minister Nitin Gadkari a ‘Man of action’. He chose to visit the residents of Mankapur who were sitting on an agitation (dharna) for the last 4 months. Sources said that some of them were on hunger strike for the past ten days too. The agitation was to demand a Railway Crossing on the Eastern side below the over-head bridge.
On Sunday, the January 11, 2015 at 12 noon a team of BJP leaders led by Union Road Transport and Highways Minister Nitin Gadkari, Guardian Minister of Nagpur Chandrakant Bawankule, MLA of West Nagpur Sudhakarrao Deshmukh, Former Mayor Prof. Anil Sole, present Mayor Pravin Datke, MLA from North Nagpur Dr Milind Mane, MLA from East Nagpur Krishna Khopde, Balya Borkar, Dayashankar Tiwari, Corporator of Mankapur area Sangeeta Gire, Divisional Commissioner Anup Kumar and others reached the spot where the residents of Mankapur were sitting on an agitation for the last four months.
No fan-fare; Just action
While Guardian Minister of Nagpur Chandrakant Bawankule addressed the gathering of around 600-700 people, he highlighted their problems and without any fan-fare and introductions he came to the point. He claimed that their demands are justified. He handed over the mike to Union Road Transport and Highways Minister Nitin Gadkari.
Most defective, imperfectly designed flyover
Union Road Transport and Highways Minister Nitin Gadkari started his speech and after formal introductions of the people on the dais, came to business. He claimed that the over-head flyover that is one of the most defective and imperfectly designed flyover ever made. He added that he fails to understand how NHAI has approved the design. According to Nitin Gadkari, the flyover has so many pillars which are not at all required and using a little more steel, better and fewer pillars could have been erected to support the flyover. He also claimed that they have made a flyover over a canal (nullah) which again is erroneous. He then added that the designers or the people who had constructed the flyover never realized the need for a service road on both the sides of the bridge. After that he addressed the people and said that, now that he has come, he will not leave the spot without finding out a solution for their problems and starting the work immediately to allay their problems. He also assured that he will black-list the company that has designed this flyover and constructed the flyover and will ensure that they never get any government construction orders in future anywhere in India.
Gadkari gets down to business
In his usual style of promptly getting down to business, he called DRM O P Singh on his mobile phone. When DRM O P Singh was probably not responding in the manner he wanted, he raised his voice and asked the DRM and all officials to reach immediately at the spot where he was standing. He then asked the public not to follow him, since he wants to talk to the officials. Enroute to the spot while crossing the railways lines, he personally asked the people who were not security personnel or related to this discussion to stay back. When DRM O P Singh, General Manager Sunil Kumar Sood and other Railway officials reached the spot, Nitin Gadkari gave an earful to DRM O P Singh. He asked the DRM, if he thought he was a fool. He asked the General Manager Sunil Kumar Sood, why the DRM was acting so high and mighty and not adhering to the instructions of the Railway Minister and other railway officials at the headquarters. Gadkari claimed that the DRM had purposely ignored the instructions of the Railway Minister and higher officials for reasons best known to him.
Nitin Gadkari was visibly irked with the DRM since the DRM had allegedly misbehaved with some of the residents which included women. The DRM had allegedly physically pushed out the women and other residents from his office and had allegedly abused them. Nitin Gadkari gave directions to MLA from North Nagpur Dr Milind Mane to find all the Dalit women who were part of the delegation and had asked Dr Mane to file a case of SC/ST Atrocities Act against the DRM with the police and to take out a non-bailable arrest warrant against the DRM. He asked Dr Mane to ensure that the complaint is registered. Nitin Gadkari added that if the DRM is assuming that he will just be transferred, he is sadly mistaken. He will be kept here and made to face the action.
He immediately called the person from the company who had designed the flyover and had him to submit the plan or drawing immediately to him so that there can be a railway crossing that can be made soon. He asked General Manager Sunil Kumar Sood to get the required permissions in order immediately and facilitate the construction of a railway crossing.
MLA from South Nagpur Dr Milind Mane relates tales of woe
In an exclusive interview with Nagpur Today, Dr Milind Mane claimed that the residents of the north end of the flyover are practically cut off from the south side since there is no service road over the railway lines. The residents of that area have to go 2 kilometers back and use the flyover to reach the other side. Dr Mane said that on many occasions people do cross the railway line and in the process nearly 4 people lost their lives.
He claimed that nearly 1000 children have to cross the railway line since their school bus waits on this side of the railway line. The School Bus drivers have started to charge Rs 300 more for waiting for these students. People who face emergencies like Medical Emergency have to get an Auto from across the railway line and ply the flyover and again use the flyover to reach the hospitals. He alleged that nearly 50,000 people are cut off in that area. Dr Mane also alleged that usually the funeral procession (maiyat) is never taken backwards, yet the residents have to do that and using the flyover have to take their dead to the burning ghats.
He reiterated that now that he has been ordered by Nitin Gadkari, he will definitely be filing a case against DRM O P Singh.

New Delhi: Concerned over lack of cleanliness on platforms and railway tracks, the National Green Tribunal on Monday directed Chief Commercial Manager (CCM) and Divisional Railway Manager (DRM) of Delhi to personally visit the areas and apprise it of the existing situation.
A bench, headed by NGT Chairperson Justice Swatanter Kumar, also issued bailable warrants against contractors, engaged by the railways for cleanliness of municipal solid waste on platforms and railway tracks, for not appearing before it despite issuance of notice.
Two rail-cum-road bridges over the Ganga in Bihar could be made operational in three months if the state government provides approach roads, Minister of State for Railways Manoj Sinha said here today. "The rail-cum-road bridges at Digha and Munger are ready. They could be made operational in three months if the state government provides approach roads," Sinha said.
Stating that railways has sought assistance from the chief minister in this regard but was yet to hear from him, Sinha said delay in getting the approach roads would subsequently delay opening of the bridges that would connect north and south Bihar. He was interacting with reporters during inspection of infrastructure at Darbhanga station.
The Minister of Railways Shri Suresh Prabhakar Prabhu has been emphasizing on the need to make Indian Railways citizen oriented, so that citizens can provide inputs on various aspects on railways to improve services in railways. It is also in line with the approach of Hon’ble Prime Minister on the matter of participative governance.
The Ministry of Railways has invited suggestions from the public on various subjects for the forthcoming railway budget 2015-16. The citizens can login on the website of Ministry of Railways with the URL www.indianrailways.gov.in and submit suggestions online on varied railway subjects which include computerization, electrical, electrification of lines, finance, foot over bridges, freight, Infrastructure, innovative ideas and railway lines, Road Over/Under Bridges, crime prevention, safe running of trains/Disaster Management, tourism related services, new trains, extension of trains, augmentation of trains, frequency of trains, pantry cars & catering etc.etc. Suggestions for the forthcoming budget can be submitted upto 16th January, 2015.
In addition, Citizens can also give their complaints, general suggestions and feedback online on the same website of the Ministry of Railways round the year which can be tracked also online.
The Indian Railways is already connecting with the people through its social media platforms namely Twitter, Facebook and Youtube with the common URL @RailMinIndia.
In a similar move, a community social media platform called ‘LocalCircles’ with the URL ‘http://www.localcircles.com’ has voluntarily offered to be a partner with Indian Railways to provide collective citizen inputs on various aspects pertaining to railways. The local circle “Make Railways Better” has been generating number of inputs based on the feedback from their large 70,000+ strong online citizen community on various subjects like budget, cleanliness, safety, reservation systems, productivity, food etc.
‘Make Railways Better’ citizen community has so far submitted collective citizen inputs on safety, cleanliness, improving railway reservation system, maximizing revenue, improving catering, improving productivity to Railway Ministry. LocalCircles has also offered to work with Railways to enable citizen’s ratings for trains, stations and services etc.
Collective inputs from the citizens are being seen and examined by the Railway administration and incorporated into various initiatives as found fit and feasible.
Indian Railways welcomes such initiatives from the civil society and it proposes to engage citizens to participate in its other key objectives also like cleanliness, improving civic sense and together making Indian Railways the best rail network in the world.
Such initiatives will help Railways come closer to citizens and better understand challenges that the citizens experience and ensure that most important areas from a citizen perspective find place in Railways’ priorities.
Bailable warrant against contractors engaged in cleaning of tracks, railway properties
It is said cleanliness begins at home. And now, Railway officials and personnel from other civic agencies will take a train ride from New Delhi railway station to nearby stations to see the extent of waste, human or otherwise, on and along the tracks and other Railway properties.
Activists of the Railway Horata Samiti staged a protest in Sagar on Saturday seeking strengthening of railway connectivity to Sagar taluk.
Addressing the protest meet, novelist Na. D’Souza, who is the honorary president of the samiti, said that although the Department of Railways had spent Rs. 250 crore for completing the gauge conversion work along the Shivamogga-Talaguppa lane, its benefits had not fully reached the people of Malnad.
Commuters in the region have called for redrawing the boundaries of the Mysore Divisional Railway for better response from authorities to the predicament of passengers and for improved services to the region.
At the railway passengers’ grievance meeting conducted by the consumer organisation Mysore Grahakara Parishat (MGP) here on Sunday, commuters pointed out that passenger traffic was heavy on the Mysuru-Bengaluru section but the division’s jurisdiction did not extend beyond Naganahalli which is hardly 8 km from the city.
NEW DELHI: In what could be considered as a milestone in adoption of green fuel in Indian Railways, the first CNG train will be launched tomorrow on Rewari-Rohtak section of Northern zone.
Based on the dual fuel system - diesel and CNG - the train will be flagged off by Railway Minister Suresh Prabhu from Rewari, a senior Railway Ministry official.
Introduction of CNG trains will reduce greenhouse gas emission by the Railways and also the consumption of diesel.
