‘Announce special trains in summer’

Rohit Jain, general secretary, South Western Railway Zonal Passenger Welfare Committee, has appealed to SWR general manager Pradeep Kumar Saxena to run special trains to clear the extra rush during summer holiday and to ensure that passengers book tickets in advance.

In a memorandum submitted to the SWR general manager, he said that summer special trains had been announced by the Central Railway, Eastern Railway and Northern Railway, but SWR was yet to announce special trains from Bengaluru, Mysuru and Hubballi.

Doubling, electrification at a slow pace

Delay in the completion of track doubling along the Ernakulam-Kayamkulam sector via Kottayam and Alappuzha, non-commencement of doubling of the Thiruvananthapuram- Kanyakumari stretch, and non-electrification of the Shoranur-Mangalore section are the main constraints faced by Railways in the State.

Of these, completion of the track doubling on the busy Ernakulam- Kayamkulam sector is crucial to overcome line constraints in the saturated section, enhance the speed of trains, and bring more mail and express trains to the capital. As much as 66 route km of the total 117 route km in the Ernakulam- Kottayam- Kayamkulam stretch and 88 route km of the 101 route km in the Ernakulam- Alappuzha- Kayamkulam section need to be doubled. The Railways are yet to give the green signal for the work on the 46-route km Ambalappuzha- Thuravur section.

Rly. Minister promises to take up city-related projects

HYDERABAD - Minister for Railways Suresh Prabhu has assured that he would ensure that railway-related projects in the twin cities would be taken up, responding positively to a representation from Telangana’s Excise Minister T. Padma Rao Goud.

In a press release, Mr. Goud said the Railway Minister had responded positively to his representation and said he would get all the issues examined. Issues raised by Mr. Goud include taking up of Phase II works on the Multi-Modal Transit System to connect suburbs like Bollarum, Bhongir, Shamshabad Airport, electrification of Secunderabad-Bollarum-Medchal line, developing Secunderabad, Kachiguda and Nampally as world-class stations and starting of new terminals at Moula Ali, Lingampally and Malkajgiri.

The Excise Minister also wanted introduction of new trains to Ajmer, Shirdi and Thiruvananthapuram, expansion of road-under bridges (RUB) at Bhoiguda, James Street, Bible House, Minister Road, Lallaguda (Konda Reddy Nagar) and construction of road-over bridges and RUBs at Gautamnagar, Safilguda, Vajpayee Nagar and Lingampally, apart from renovation of railway quarters that are in dilapidated condition at Chilkalguda, North and South Lallaguda, Vijayapuri, Sitaphalmandi, Hamali Basti, Bhoiguda and starting of a medical college, nursing college and hockey academy.

Consumer body thanks railways

The Consumer Protection Council, Tamil Nadu, has thanked the Railways and the Department of Post for opening a railway ticket booking office at Teppakulam post office here. This has been a long-felt need of Tiruchi residents, said S.Pushpavanam, council secretary, in a statement here. The council had been demanding that a city booking office be located at the mainguard gate area for the convenience of rail-users. It has also thanked Rajya Sabha member Tiruchi N.Siva for his initiative in this regard.

Rail universities to remain a pipe dream?

With just few days left to present Railway Budget for this year, the idea of four rail universities announced in the first budget of the current NDA government last July, is all set to be shelved for want of money. After a series of pre-budget meeting, the cash strapped government seems to have realised hard way that each university, brainchild of prime minister Narendra Modi was costing a whooping Rs2000 crore. The government, sources here say, has now moved to set aside Rs100 crore to set up a centre for railway research, instead high-profile universities to churn out graduates and post graduates in courses related to railway jobs.

dna Research & Archives

The idea behind rail universities was that with an employee strength of 13.5 lakhs, Indian railways was forced to spend a huge amount on re-orienting manpower to suit the needs of the national transporter, that included trainings, right from hard core engineering to catering, hospitality and management. It was believed that while graduates coming out of railway universities will have assurance of getting absorbed in to the system, the railway will be spared of attending and spending money on training green horns. In plain words, it meant that even though these universities will be manned by railway ministry to teach courses on management, finance as well as specialised engineering courses, there will be no job guarantee for alumni, who will have to go through the established competitive processes — a subject that has been discussed internally, sources said.

It was also realised that as per government of India conduct of business rules, only human resources development ministry is allowed to operate universities. A special permission has been granted to ministry of external affairs, only in case of international universities that involve bilateral or multilateral agreements with other countries. Two prime example of this exception is Nalanda University and South Asian University, both involving foreign governments. "There is a need for looking at need for changes in law, to set up this university. We should have a full view on the issue before embarking on such a venture," a Railway Board member told dna. At present, Railways has a training institute in Baroda.

Earlier, a Chinese delegation that visited the railway ministry, last year, had proposed to co-fund rail universities. The project was analysed by railway ministry officials, who visited three Chinese universities — Beijing Jiaotong University, Tongji University and Southwest Jiaotong University. China's National Railway Administration is understood to have offered not only co-funding between Chinese railway universities and the Indian Railways, but also joint development of curriculum, design of the university campus and facilities, student and teacher exchange programmes, and offering latest learning technologies to India.

But back home, the railways over past many months was struggling with some teething trouble in the quest of such university, with flurry of exchanges between the Rail Bhavan and human resources development ministry. The EdCIL India, a PSU under the HRD Ministry is reported to have demanded Rs60 lakh from the railways to make a detailed project report, including drafting a bill required for the creation of the university. Within the Rail Bhavan, there was also an intense lobbying also on the choice of location of the university, which was the ultimately left with railway minister Suresh Prabhu, who was supposed take the decision with the help of the Railway Board.

Metro starts ‘exact change counters’

Twenty Delhi Metro stations on Sunday opened counters that accept only exact change from customers, in order to cut the rush. Delhi Metro Rail Corporation (DMRC) spokesperson Anuj Dayal said on Sunday that these counters would help commuters avoid waiting to get their change back after buying tokens.

The stations are New Delhi, Chandni Chowk, Rajiv Chowk, Anand Vihar, Shahdara, HUDA City Centre, Jahangirpuri, Uttam Nagar East, Saket, Dilshad Garden Kashmere Gate, Badarpur, AIIMS, Vaishali, Karol Bagh, Seelampur, M.G. Road, NOIDA City Centre, R.K. Ashram Marg, and Dwarka Mor.

Mr. Dayal said the DMRC stations have a daily requirement of Rs. 7 lakh in coins of Re. 1 and Rs. 2, and in Rs. 5 denominations, but only about Rs. 4 lakh to Rs. 4.5 lakh are available at the stations. The counters are expected to help bridge that gap.

According to the DMRC, 70 per cent of commuters use Smart Cards so these counters won’t affect their daily routine.

Dushyant Sachdeva, a 23-year-old student, who travels from Vaishali to Hauz Khas daily, said the counters will prove “a redundant measure” for regular commuters as they use Smart Cards.

“There is a need for crowd control at rush hour, so this might make transactions less of a hassle for those who buy tokens,” said Mr. Sachdeva.

However, the Delhi Metro has installed ‘Point of Sale’ machines at 73 stations for Smart Card users to top up by using credit or debit cards, eliminating the need for cash.

Railway parking lot ‘encroached’ by seized vehicles

Bengaluru: The dumping of vehicles seized by the police at the City Railway Station parking lot has aggravated the woes of commuters who regularly use that space to park their two-wheelers. There are close to 50 seized vehicles and they have been lying at the parking lot for months. The parking problem becomes acute during weekends.

The Railways have been at loggerheads with the police over the issue. Few months ago the Railways decided to auction few vehicles, but it had upset the city police who even filed a FIR against the former.

Divisional Railway Manager Anil Kumar Agarwal said, “This has been a problem. We tired to clear the old vehicles, but then a case was filed against us. The police say that they do not have space to keep these vehicles, hence Railways have to provide the space. I will be bringing this issue with the senior police officials and try to come up with a solution.”

Pasha a security guard at the parking lot said, “These vehicles have been here for many months now. There are times when there is no space in the parking lot and people are forced to park their vehicles outside. The situation is quite chaotic especially during weekends.”

Rajat Kumar, a BPO employee, said, “I am struggling to find space to park my vehicle. They have provided space for unclaimed and seized vehicles but they are not able to provide space for the ones who are in a hurry or really need it. Why is the Railways allowing it?”

Twin Cities Likely to Get More Railway Projects Soon

HYDERABAD: Several railway related projects in the twin cities are likely to be taken up by the railway ministry. Railway minister Suresh Prabhu had reportedly responded positively to take up rail projects of Hyderabad and Secunderabad following a representation submitted to him by excise minister T Padma Rao Goud, recently.

In his representation to the railway minister earlier, Padma Rao urged the ministry to take immediate steps for starting MMTS Phase II works with connectivity to various suburbs like Bolarum, Bhongir, Shamshabad Airport and others. He also wanted electrification of Secunderabad-Bolarum-Medchal line.

Padma Rao wants to see Secunderabad, Kacheguda and Nampally as world class stations. He even sought for new terminals at Moulali, Lingampally, Malkajgiri apart from introduction of new trains to Ajmer, Shirdi and Tiruvananthapuram, an official release said here on Sunday.

The other projects related to the city include expansion of RUBs at Bhoiguda, James Street, Bible House, Minister Road, Lalaguda and construction of ROB/RUBs at Gautamnager, Safilguda, Vajpayeenager, Lingampally and others. There has also been a long demand to renovate the railway quarters, which are in dilapidated condition, at Chilkalguda, North Lalaguda, South Lalaguda, Vijayapuri, Sitaphalmandi, Hamalibashi, Bhoiguda and others.
