Parliament passes rail budget

NEW DELHI: Parliament on Tuesday passed the rail budget with Rajya Sabha approving it with voice vote after railway minister Suresh Prabhu assured that a massive Rs 8.5 lakh crore would be spent on Indian Railways over the next five years for capacity expansion, decongestion of network and passenger safety. 

Prabhu said the effort was to make the railways a viable organization where all the works would be allocated in a transparent manner through e-tendering. 

Lok Sabha had passed the rail budget on March 12. 

Replying to the rail budget in Rajya Sabha, Prabhu allayed apprehensions about workers being retrenched as the state-owned transporter seeks increased private participation and said funds would be sought from multilateral agencies like World Bank and Asian Development Bank. 

Hitting out at opposition criticism, he said the rail budget had not discriminated against any state and listed out enhanced allocations to various states. 

"We will have to work on many issues. There has been less investment in railways. We have not been able to put in money and, as a result, railways has lost to roads in attracting goods traffic. Less investment has also led to clogging of the network and delays in train movement," Prabhu said. 

Stating that railways would require Rs 8.50 lakh crore in the next five years, the minister said Rs 2 lakh crore would be utilized for network decongestion and an equal amount would be spent for network expansion. 

Besides, Rs 40,000 crore would be utilized for implementing national projects in places like Jammu and Kashmir and another Rs 1,27,000 crore would be spent on addressing safety issues. 

Referring to the recent pact with LIC for getting Rs 1.5 lakh crore, Prabhu said his ministry expects Rs 3 lakh crore from the finance ministry as gross budgetary support in the next five years, besides borrowings from multilateral agencies like World Bank and ADB. 

With fuel cornering 25% of its expenditure and 50% going to meet staff expenses, Prabhu said the railways proposed to increase volume of operations to offset the cost borne on salary and other expenditure. "This is the strategy that we are adopting to plough back money to meet railways' expansion plans," he said. 

On the safety issue, he said 3,400 unmanned level crossings would be eliminated and 9,000 road over-bridges and road under-bridges would be constructed to prevent accidents.

Jaya case delays metro inauguration


CHENNAI: When the Koyambedu-Alandur stretch of metro rail gets the final nod from the commissioner of railway safety next week, there will still be something standing between you and the promised ride: the disproportionate wealth case against former chief minister J Jayalalithaa.

Several officials of the state government and Chennai Metro Rail Limited (CMRL) have independently confirmed to TOI that the inaugural date of the 10km stretch constructed at a cost of Rs 4,000 crore would be decided only after the verdict of the Karnataka high court.

S.E.R. ORGANISES SEMINAR o­n “ADVANCED FIRST-AID”

A Seminar o­n “Advanced first-aid” was organized at South Eastern Railway Central Hospital Garden Reach o­n 14.3.15. The seminar was inaugurated by Shri Radhey Shyam, General Manager, South Eastern Railway and was attended by Shri D.Kamilla, Addl. General Manager, S.E. Railway, Dr. A. P. Patnaik, Chief Medical Director, S. E. Railway,Dr.J. Swain, Chief Medical Director, Eastern Railway and other Doctors & Officersof S.E. Railway were also present o­n the Seminar. The main objective of holding this kind of seminar is to update the leader first -aider in the line of recent developments in various first aid methods worldwide. Different eminent speakers delivered o­n modern day methodology in first aid training with live demonstration and shared their knowledge. The seminar will be helpful for the front line staff, available for rendering first aid.

EASTERN RAILWAY GENERAL MANAGER SHRI R. K. GUPTA CONFERRED CHANAKYA AWARD


General Manager, Eastern Railway Shri R. K. Gupta awarded the prestigious Chanakya Award – 2015 for business excellence in public sector from Hon’ble Union Minister for Tribal Affairs Mr. Juel Oram.
The presentation of the award was held at the 9th Global Communication Complex organized by the Public Relations Council of India at New Delhi.
Shri Gupta was nominated for this award for good governance, public relations initiatives and multi-dimensional development focus particularly in the areas of customer delight, cleanliness, safety and punctuality in the Eastern Railway.
Shri Gupta had graduated in Civil Engineering from IIT Roorke and holds a Masters Diploma in Public Administration. He is a fellow from Institution of Engineers (India) and from Institute of Engineering & Technology (U.K).
He is an officer of 1977 batch, Indian Railways Service of Engineers and has worked in various important positions in different parts of the country prior to taking over as General Manager, Eastern Railway.
He was also be the recipient of ‘Eminent Engineers Award’ in 2013.

रेलवे का प्लेटफॉर्म टिकट दोगुना महंगा

रेलवे स्टेशन के प्लेटफार्म में प्रवेश करना अब और महंगा हो जाएगा। अब यात्रियों को छोडऩे व रिसीव करने के लिए प्लेटफॉर्म पर जाने के लिए परिजनों को 5 रुपए के बजाय 10 रुपए देने पड़ेंगे।
बिलासपुर. रेलवे स्टेशन के प्लेटफार्म में प्रवेश करना अब और महंगा हो जाएगा। अब यात्रियों को छोडऩे व रिसीव करने के लिए प्लेटफॉर्म पर जाने के लिए परिजनों को 5 रुपए के बजाय 10 रुपए देने पड़ेंगे। रेलवे द्वारा यह आदेश जारी किए गए है, जिसे 1 अपै्रल से लागू कर दिया जाएगा। रेलवे बोर्ड ने प्लेटफॉर्म टिकट के दाम दोगुने करने के निर्देश सोमवार को जारी कर दिए हैं। वहीं, रेलवे बोर्ड ने सभी जोन व मंडलों को दिशा निर्देश जारी किए हैं।

बढ़ी कीमतों से बचने का लोगों ने खोजा उपाय
रेलवे द्वारा प्लेटफार्म टिकट की मार से बचने के लिए लोगों ने इससे बचने का उपाय भी खोज लिया है। अब प्लेटफॉर्म पर जाने वाले लोग प्लेटफॉर्म टिकट की बजाए स्टेशन टिकट लेकर अपनी जेब कटने से बच जाएंगे। दरअसल रेलवे के प्लेटफॉर्म टिकट की कीमत 10 कर दी गई है। जो कि 1 अप्रैल से लागू होगी। वहीं प्लेटफॉर्म पर जाने वाले लोगों को उस स्टेशन से सबसे पास के स्टेशन का टिकट 5 से 7 रुपए में ही मिल जाता है। ऐसे में लोगों को सीधे तौर पर 2 से 3 रुपए का फायदा होता है जबकि रेलवे को इतने ही रुपए का चूना लग रहा है।

रेल बजट राज्यसभा में पारित
रेल बजट मंगलवार को राज्यसभा में पारित हो गया। इस दौरान रेल मंत्री सुरेश प्रभु ने रेल क्षेत्र में निवेश बढ़ाने का प्रबल पक्ष रखा। सदन में रेल बजट पर बहस का जवाब देते हुए प्रभु ने कहा कि अगले पांच साल में 8.5 करोड़ रुपए के निवेश का अनुमान रखा गया है, जो भंग हो चुके संस्थान योजना आयोग और पिछली सरकार के अनुमान से कम है।

अब ट्रेन में मिलेगा आरओ का पानी

आगामी एक अप्रैल से यात्री अपने ट्रेन टिकटों का आरक्षण चार महीने पहले ही करा सकते हैं, क्योंकि रेलवे ने अग्रिम आरक्षण की अवधि 60 दिन से बढ़ाकर 120 दिन करने का फैसला किया है। रेल मंत्री सुरेश प्रभु ने कहा है कि अब ट्रेनों में बोतलबंद पानी की जगह आरओ पानी की मशीन लगाई जाएंगी। उन्होंने कहा कि इस कदम से ट्रेन पटरियों एवं स्टेशनों पर पानी की बोतल से होने वाले कचरे से बचने में मदद मिलेगी। उन्होंने कहा कि जितनी भी नई ट्रेनें आ रही हैं, उन सभी में जैविक शौचालय लगाए गए हैं। इसके अलावा मरम्मत के लिए आने वाली ट्रेनों में भी इस तरह के शौचालय लगवाये जा रहे है
