Salem Railway Junction gets Solar Power Plant

Salem (SA): The commissioning of the 3.25 Kilo Watts Power (kWp) solar power plant at the Salem Railway Junction is expected to bring down the dependence of the Railways on the traditional energy to a considerable extent.
The solar plant set up atop the newly extended building of the Salem Railway Junction was inaugurated by A. K. Agarwal, General Manager in-charge, Southern Railway, in the presence of Shubranshu, Divisional Railway Manager and V. Panneerselvam, MP, on Tuesday.

Interview with Ashwini Bhide, Managing Director of Mumbai Metro Rail Corp

Mumbai: The Colaba-Bandra-SEEPZ Metro rail has been in news recently for protests and objections by the public on various issues ranging from protecting the environment to rehabilitation to cancellation of stations and even shortening of the alignment. In an interview with a news media, Mumbai Metro Rail Corporation’s Managing Director Ashwini Bhide on the planned corridor.
How have the various protest campaigns affected the schedule of the project?
The timeline has remained unaffected because we are still working on the tendering process and are yet to award bids. We will not be taking the entire Colaba Woods during the construction phase, it is only some portion of the garden and it will be restored later on. The CM has agreed to suggestions provided by Girgaum and Kalbadevi residents on rehabilitation, and they will be given homes in the same area. On the Aarey car depot issue, the first meeting has been held by the CM-appointed committee and they will soon come up with the report.
Are there any alternatives to Aarey Milk Colony for a car depot?
I will not comment on it as a committee is already looking into the subject.
In Mahim too there are some buildings that would be affected due to metro construction, will they too be given houses in the same area?
There are very few structures in Mahim. These buildings already have plans to go for redevelopment.
Will these redeveloped buildings have to pay ‘development charge’ as they are in the vicinity of metro stations?
That’s a policy decision which may be taken at a later stage, but there is no such plan at this juncture.
Are there plans to appoint a consultant on rehabilitation and resettlement?
A consultant will be appointed to examine how much area will be available after the metro construction is over and if it is possible to have housing in a single or multiple clusters. If there is any need for modification or exemptions in the Development Control Regulations or not, etc.
Metro Man E Sreedharan spoke about the states’s ineptitude for not having discussed the project with the people.
The project and it’s alignment particularly have been in the public domain since 2012. Concerns were not raised by public earlier, but now they have gone viral. In Mumbai, people are aware about their rights and raise concerns. The project is still at the planning stage and discussions are done during this stage itself.
Though the plan shows utilising open spaces for the metro, there are roads too that will be completely or partially blocked.
Huge planning has gone into it with the Mumbai Traffic Police. We have prepared a traffic management plan so that people have least possible inconvenience.

SC sends material used in Rail Coaches for Toxicity Test

New Delhi: The Supreme Court on Thursday sent the material used in the flooring and seats in railway coaches for tests to reputed chemical laboratories to verify allegations about their toxicity.
A bench headed by Chief Justice H L Dattu asked additional solicitor general Neeraj Kishan Kaul to send in 10 days the material listed by the court for toxicity test to FRLS Laboratory in Central Power Research Institute, Bangalore and Central Institute of Plastics Engineering and Technology, Hyderabad.
The samples of material used in coaches — polyester fibre block used for cushioning in seats and berths, PVC sheets used for flooring, PVC coated fibre glass used as top cover for berths, and textile fabric used as curtains in coaches – were brought to the court by Kaul in compliance with the its November 18 order.
Petitioner Abhay Singh requested the court to include fire safety testing of these material. However, Kaul pointed out that in the PIL, the petitioner had sought only toxicity test of these material samples.
Singh requested the court to appoint an independent expert who would supervise testing of these material in the two reputed laboratories. However, the court said, “Let us have faith in the system and get the samples tested.” The court asked for the test reports in six weeks.
The petitioner had alleged use of sub-standard material for furnishing interiors of coaches, which had caused asphyxiation deaths due to inhalation of toxic gases by passengers during fire accidents.
“Unfortunately, the standards fixed by the Railway Designs and Standards Organization (RDSO) are not being followed in letter and spirit. The material used in the railway coaches emit toxic gases much beyond the permissible limit. The officials of the railways are apparently aware of this basic flaw in the material being purchased and used in the passenger coaches,” the petitioner had said and alleged that there was a nexus between officers responsible for purchase of these material and the suppliers.

DMRC asks Delhi Development Authority to pay Rs.1200 Crore towards Property Development

New Delhi: Staring at a major shortfall of revenue from property development, Delhi Metro Rail Corporation (DMRC) wants Delhi Development Authority (DDA) to expedite the release of Rs 1,210 crore. DMRC has raised this demand since DDA declined to provide the required land parcels for property development to generate funds for ongoing works.
Sources said the issue was raised at the recently held board meeting of DMRC at urban development ministry. They added DMRC raised this issue since earlier DDA had offered that the corporation should seek capital funds as grants in lieu of allotment of land parcels. A top DDA official said that though no decision was taken at the DMRC board meeting, the authority will place this proposal in its next internal meeting to take a final decision.
Pushing for expeditious release of the amount, DMRC has said that “Non-availability of fund for paying to the contractors will lead to time and cost overrun.”
TOI has learnt that as per Cabinet decisions, DMRC had a target to raise Rs 2,505 crore revenue from property development during completion of all the three phases. However, the actual revenue receipt is pegged at only Rs 1,295 crore.
Sources said while DMRC was following up the issue of removing restrictive clauses set by DDA and municipal bodies to maximize revenue generation from nine properties, last year it placed the proposal for allotment of two land parcels in Vasant Kunj and Paschim Vihar before DDA. DMRC wanted 10.42 hectares in Vasant Kunj for residential development and another 10.47 acres in Paschim Vihar for mixed purpose – both residential and commercial.
But in October, DDA had suggested that DMRC seek capital funds as grants rather than seeking land parcels for property development. Records show that while DDA’s alternative proposal was “promptly” accepted by DMRC, but the authority neither provided the funds or allotted the land parcels.
Subsequently, DMRC brought this issue in the board meeting requesting the urban development ministry to “impress upon DDA to allocate” the fund in two equal yearly installments starting from 2015-16. The second option is to direct the agency to immediately provide the identified land parcels.
Government sources also said that the Urban Development ministry had earlier supported DMRC’s demand to do away with the restrictive provisions in the case of certain land parcels that have already been allotted to the agency involved in building and maintaining the Metro network. However, nothing has happened so far.

IRCTC will Log Out users after each Transaction during Peak hours

New Delhi: The Indian Railway Catering and Tourism Corporation Limited (IRCTC) implemented a new rule, that will allow only one ticket per user in one login session. The restrictions will be in place between the peak hours of 8am to 12pm, during which time users will be logged out automatically after making a single e-ticket booking.
The restriction will apply to IRCTC agents as well. However, the agency will allow tickets to be booked for onward journeys or return journeys without logging the user out. Users will also be able to book tickets without restrictions outside the 8am to 12pm timeframe, while defence bookings with a warrant can take place without restriction.
According to IRCTC, this move will overall help reduce the number of transactions made by the agents and like, as they will have to login after each transaction. Even if the agents use an automated software to re-login, the minute or so wasted there, should allow legitimate users to perform their transactions.
IRCTC has been taking various steps to stop agents from hogging tickets. This is especially true since 2012 when it was alleged that a daily 4-5 minute down-time at 8am on its website, was orchestrated to ensure that touts have exclusivity over emergency tickets. In the ensuing month IRCTC took steps like allowing agents to book only one tatkal ticket per train per day on the website after 12pm, and allowing individual users only 2 tickets between 10am and 12pm.
Ticketing initiatives: IRCTC’s online ticketing site is known to have significant traffic load issues, although it had launched a new ticketing platform last year, which appears to be one that actually stays up. The agency also introduced cash on delivery (CoD) payment option for buying train tickets in partnership with BookMyTrain.com just last month. In October last year, Indian Railways had tied-up with Citibank to offer EMI facility for e-ticket bookings on IRCTC. The same month, IRCTC also released its official Android app. The app allows users to search for and book rail tickets, check existing reservations, cancel reservations and get upcoming journey alerts.
Other Developments:
– IRCTC partnered with UBI to offer a RuPay prepaid card which will let users book train tickets and buy goods or services from the IRCTC portal, earlier this week. The card can be loaded with an amount convenient for the user to book railway tickets, and good and services from the IRCTC website. Every month, the first five transactions done through the card on IRCTC to buy railway tickets will be free of cost for the first 6 months.
– The rail agency tied up with Amazon.in to sell various products to IRCTC customers. However, the products are not sold on IRCTC’s website, instead clicking on ‘Shop by Amazon’ redirects users to Amazon.in, which sports an IRCTC logo on it.
– Last month, IRCTC tied up with Jubilant Foodworks to deliver Dominos’ pizza to your seat if you’re traveling across selected stations in India. The organization had mentioned this will be a service to trains that currently do not have pantry cars, however it would be extended to trains with pantry cars in the future.

New Delhi: Inviting private investment, Railways Minister Suresh Prabhu on Friday said a transparent system is being put in place to facilitate it and moves are afoot to revamp the ministry’s public-private-partnership (PPP) cell, while also reiterating that Railways will have emerge financially strong to implement many socially-desirable projects as part of its socio-obligatory role to fulfill people’s aspirations in different geographies.

Prabhu opens Lumding-Silchar rail line in Assam through Video Conference

New Delhi, March 27 (IANS) Railways Minister Suresh Prabhu on Friday inaugurated the landmark Lumding-Silchar broad gauge rail line by flagging off a goods train from here over video-conference, bringing Assam's underdeveloped Barak Valley on the broad guage map.

Passenger train services on this route will start soon.

Railways to approach World Bank for Financial Assistance: Suresh Prabhu

Railway Minister Suresh Prabhu on Friday said that the World Bank would be approached for financial assistance to modernise the Indian railways.

Prabhu spoke at the 'Global Rail Convention-2015: Indian Railways on the fast track' organised by the PHD Chamber of Commerce and Industry here.

French Co suggests Nagpur Municipal Corp to increase revenue

Nagpur: A three-member team of the French Development Agency (AFD), which may fund city's metro rail project, has suggested measures to the Nagpur Municipal Corporation to improve its financial health.

The team comprising AFD's programme officer Cheikh Dia, project coordinator Julian Le Panerar and project manager Priscilla De Konique met the NMC officials including municipal commissioner Shravan Hardikar and mayor Pravin Datke. The team also advised the NMC to prepare a slum upgrade programme for dwellers living alongside the metro rail tracks.

The AFD team is here on a three-day tour to study whether the metro rail plan is financially viable.

Chandralekha Mukherjee to take over as new DRM

Chandralekha Mukherjee, an IRTS officer from the Centre for Railway Information Systems (CRIS), New Delhi, will take over as new Divisional Railway Manager of Waltair. It may be recalled that Vivek Kumar, Executive Director (Mechanical) in the Railway Board, who was appointed as the new DRM of Waltair a few weeks ago, did not take up the assignment citing personal reasons.

90 per cent Metro coaches are manufactured in India’

Sustained indigenisation efforts have led to Delhi Metro Rail Corporation (DMRC) achieving the milestone of manufacturing 90 per cent of Delhi Metro coaches in the country and it is now looking to export rakes to Queensland and Sydney Metros in Australia.

बदलेगा रेलवे का आंतरिक ढांचा : सिन्हाजागरण कार्यालय, बीसलपुर : रेल राज्यमंत्री मनोज सिन्हा ने कहा कि रेलवे के आंतरिक ढांचे में व्यापक सुधार लाने के लिए केंद्र सरकार साढ़े आठ लाख करोड़ खर्च करेगी। साथ ही सामान्य लोगों को सुलभ रेल यात्रा मुहैया कराने के लिए ट्रेनों में दो अतिरिक्त कोच बढ़ाए जाएंगे। इसके अलावा 11 हजार मानवरहित रेलवे क्रासिंग को भी समाप्त कर दिया जाएगा। शनिवार को क्षेत्र के ग्राम नौगवां नवीनगर स्थित सिद्धपीठ टिबरी मंदिर में चल रहे श्रीराम ब्रह्म शक्ति महायज्ञ में रेल राज्यमंत्री मनोज सिन्हा शामिल हुए। इस दौरान उन्होंने बताया कि ए व बी दोनों श्रेणी के स्टेशनों पर शुद्ध पेयजल उपलब्ध कराने के लिए शीघ्र ही आरओ मशीनें लगा दी जाएगी। उन्होंने आरोप लगाया कि अभी तक पिछली सरकारों ने रेलवे के आंतरिक ढांचे में सुधार करने के लिए कोई प्रयास नहीं किए। मोदी सरकार ने इस दिशा में प्रभावी कदम उठाते हुए रेल का बजट तीन गुना बढ़ाया है। आंतरिक ढांचे में सुधार लाने के लिए सरकार अब साढ़े आठ लाख करोड़ रूपए व्यय करेगी। पिछली सरकारों की अपेक्षा 52 प्रतिशत अधिक रेलवे का विकास किया जाएगा। 200 रेल खण्डों का दोहरीकरण, विद्युतीकरण किया जाएगा। जिससे रेलवे का आंतरिक ढांचे में व्यापक सुधार किया जाएगा। गाड़ियों का संचालन मैनुअल सिस्टम से हटाकर आटोमैटिक कर दिया जाएगा। जिससे दुर्घटनाओं की आशंकाएं नगण्य हो जाएगी और यात्री सुरक्षित यात्रा कर सकेगे। रेल गरीब यात्रियों के लिए आने-जाने का सबसे सुलभ व सस्ता साधन है। इसलिए सरकार अभी तक चलने वाली 24 डिब्बों की ट्रेनों में दो-दो अतिरिक्त डिब्बे बढ़ाएगी। उन्होंने कहा कि पुराने पुल व पुरानी पटरियों को बदलने के लिए सेफ्टी फंड बनाया गया था। बाद में सरकारों ने इस फंड को बंद कर दिया। जिससे रेल विभाग की तरक्की धीमी पड़ गई। मोदी सरकार इस दिशा में निरंतर प्रगति की ओर आगे बढ़ गई है। 11 हजार मानवरहित रेलवे क्रा¨सग है, जिन्हें दुर्घटनारहित बनाने के लिए सरकार उन्हें मानवरहित से मुक्त कराएगी। कुल 970 ओवरब्रिज बनाए जाएंगे। वार्ता के दौरान आंवला के भाजपा विधायक व प्रदेश भाजपा के महामंत्री धर्मपाल ¨सह, भाजपा विधायक रामसरन वर्मा, जिलाध्यक्ष सुरेश गंगवार, भाजपा नेता हर्षवर्धन पांडेय, राकेश गंगवार आदि थे।
