Pune: The state government has planned a major role for the newly-formed Pune Metropolitan Development Authority (PMRDA) in executing the much-delayed Pune metro project.

Key state officials, who met informally on Monday and Tuesday to discuss steps to be taken to make PMRDA functional, concluded that the authority has to give top priority to traffic and transport issues in Pune Metropolitan Region (PMR) and must conduct a survey on these two city concerns immediately.

नई दिल्ली: प्रधानमंत्री नरेंद्र मोदी के जर्मनी और फ्रांस के दौरे के दौरान देश के अति विशाल, लेकिन खस्ताहाल रेलवे के आधुनिकीकरण में सहयोग पर चर्चा उनके प्रमुख एजेंडे में शामिल होगा। तेज गति वाली बुलेट ट्रेनों के आने में अभी काफी समय लग सकता है, लिहाजा भारत सरकार इससे पहले सस्ते, सुरक्षित एवं आधुनिक परिवहन प्रणाली प्रदान करने वाली छोटी मेट्रो ट्रेनों की खरीदारी कर सकती है।

राजनयिक सूत्रों के मुताबिक, प्रधानमंत्री का पहला पड़ाव 10 अप्रैल को फ्रांस में होगा, जहां 'मेक इन इंडिया' चर्चा का मुख्य एजेंडा होगा। फ्रांस अपनी तेज गति की रेल सेवा 'टीजीवी' के लिए विख्यात है, हालांकि वह अपनी मध्यम गति की रेल प्रौद्योगिकी को भी भारत के साथ साझा करना चाहेगा।

रेल मंत्रालय ने वैश्विक ठेकेदारों से इलेक्ट्रिक मल्टिपल यूनिट्स (ईएमयू) रेलगाड़ियों की खरीदारी के लिए घोषणा कर चुका है और इस तरह की ट्रेनों की खरीदारी के लिए उसकी नजर मुख्य रूप से जर्मनी, फ्रांस और स्पेन पर है, जहां ये मेट्रो ट्रेनें काफी प्रचलित हैं।

एक आधिकारिक सूत्र ने बताया कि शुरुआत में खरीदारी पूर्ण निर्मित ट्रेनों के पूरे सेट की हो सकती है, हालांकि साथ में प्रौद्योगिकी स्थानांतरण को लेकर भी साझेदारी हो सकती है, जिससे भारत बाद में देश में ही इस तरह की ट्रेनों का निर्माण कर सके।

मौजूदा ब्रॉड गेज रेल पटरियों पर चलने वाली ये मेट्रो ट्रेनें 130 से 150 किलोमीटर प्रति घंटा की गति वाली हो सकती हैं। रेल मंत्री सुरेश प्रभु द्वारा सदन में पेश किए गए रेल बजट में इस खरीदारी के बारे में घोषणा की गई है और भारत सरकार का यह कदम देश में रेल परिवहन के क्षेत्र में नई 'क्रांति' साबित हो सकता है।

इन मेट्रो ट्रेनों की एक खासियत यह है कि राजधानी और शताब्दी ट्रेनों से इतर इन्हें खींचने के लिए अलग से इंजन की जरूरत नहीं होगी, बल्कि मेट्रों ट्रेन के कोच ही इलेक्ट्रिक मोटर से युक्त होंगे। अमूमन इन उपनगरीय मेट्रो ट्रेनों के दो डिब्बों में ऐसी मोटर लगी होती हैं।

देश में चलने वाली तेज गति कि राजधानी ट्रेनों की औसत गति 90 किलोमीटर प्रति घंटा है, लेकिन बेहद कम समय में तेज गति पकड़ लेने और अच्छी ब्रेक प्रणाली के कारण मेट्रो ट्रेनों की औसत गति 130 से 150 किलोमीटर प्रति घंटा तक होगी।

इन मेट्रो ट्रेनों के दोनों छोरों पर चालक डिब्बे होंगे तथा इनमें एअर कंडिशनिंग के लिए इंजन, पैंट्री और ब्रेक वैन जैसे अतिरिक्त डिब्बे न होने के कारण अधिक संख्या में यात्रियों की ढुलाई हो सकेगी। ये ट्रेनें सुरक्षा के लिहाज से भी अच्छी मानी जा रही हैं। एक विशेषज्ञ ने नाम उजागर न करने की शर्त पर बताया, "इन ट्रेनों से दुर्घटना के कारण होने वाली मौतों की संभावनाएं भी काफी कम होगी।"

सबसे बड़ी बात यह है कि ये ईएमयू मेट्रो ट्रेनें बुलेट ट्रेनों से कहीं किफायती होंगी।

New Delhi, April 8 (IANS) As Prime Minister Narendra Modi travels to France and Germany, cooperation in modernising India's giant but creaking railway system is to be a key focus area.

With bullet trains in India likely to take some years in the making, the government is set to go ahead with the purchase of a cheaper, safer and smarter option - a la the Metro trains - called train sets.

The prime minister's first stop will be in France on April 10 where the focus will be his Make in India initiative, according to diplomatic sources. While France has its famous TGV high-speed rail service, it is equally keen to offer its expertise in semi-high speed rail technology.

The railway ministry has announced global tenders for purchase of train sets called Electrical Multiple Units (EMU), and is looking at European countries, especially Germany, France and Spain, where such trains are popular.

The purchase initially could be off-the-shelf, with Transfer of Technology clause included so that manufacture could later be done in India, an official source told IANS.

The train sets, running on the existing broad gauge lines, would zip at speeds of 130-150 km/hour.

The move, announced in the Railway Budget by Minister Suresh Prabhu, is expected to "revolutionise" train travel in India.

The train sets would have an advantage over the Rajdhanis and Shatabdis in that instead of having a locomotive to haul the coaches, the carriages themselves are mounted with electric traction motors to power the trains. In suburban trains, usually two carriages have the motors.

In Rajdhanis, the average speed works out to 90 kmph becasue the trains have to slow down to about 8 kmph while approaching stations and on the way to picking up speed. The train sets are made for fast acceleration and braking within short distances and would keep to the 130-150 kmph average.

The train sets also have driving cabs at both ends like suburban trains. A train set would be able to pack in more passengers, dispensing with extra coaches like ones for air conditioning, engine, pantry and brake van.

Train sets are safer. They have less tendency to turn turtle or of coaches to propel into each other in case of an accident, says an expert who did not want to be named. "There would be less chance of fatalities," he added.

Further, these EMUs would prove cheaper than bullet trains.

An imported 24-coach train set costs $20 million or Rs.125 crore. But after they are manufactured in India, the price is likely to come down substantially.

In comparison, laying a bullet-train corridor could cost up to $16 million (Rs.100 crore) a kilometre, which would increase with the added infrastructure required for signals and other equipment.

The proposal for introducing train sets was first mooted in 2012 in the Railway Budget presented by Dinesh Trivedi. But nothing moved. Now Suresh Prabhu has given the move an impetus.

The Chinese and Japanese are keen to launch their bullet trains in India. French Railways, SNCF, has also carried out the feasibility study for a bullet train between Mumbai and Ahmedabad. The government, though, has yet to give its nod to bullet trains.

60th Railway Week Award Function of Railway Board Celebrated



Railway Board celebrated the 60th Railway Week Award function-2015 here today. Chairman, Railway Board Shri A.K.Mital presided over the function and gave away awards to 165 officers/staff, sprotspersons, cultural artists and horticulture staff of Railway Board and National Rail Museum for their outstanding performance during the year 2014-15. 

Shri Mital presented the Running Efficiency Shield to two sections jointly viz. Establishment (GC) and Finance (F. Ex.) selected as “Best Kept Sections’ for maintaining high standard of efficiency, prompt disposal of cases and excellent up-keep of records. Besides this, Merit Certificates and Cash Awards were presented to three other well maintained sections. Also, Record Branch was presented a Special Merit Certificate for outstanding work. 

Railways’ Revenue Earnings up by 12.16 Per Cent During Financial Year 2014-15

The total approximate earnings of Indian Railways on originating basis during the financial year 2014-15 (1st April 2014 to 31st March 2015) were Rs. 157880.50 crore compared to Rs. 140761.27 crore during the same period last year, registering an increase of 12.16 per cent. 

The total approximate earnings from goods during fiscal 2014-15 were Rs. 107074.79 crore compared to Rs. 94955.89 crore during the same period last year, registering an increase of 12.76 per cent. 

The total approximate revenue earnings from passengers during the financial year 2014-15 were Rs. 42866.33 crore compared to Rs. 37478.34 crore during the same period last year, registering an increase of 14.38 percent.

The total approximate revenue earnings from other coaching amounted to Rs.4035.56 crore during fiscal 2014-15 compared to Rs. 3818.03 crore during the same period last year, registering an increase of 5.70 per cent. 

The total approximate numbers of passengers booked during the financial year 2014-15 were 8227.99 million compared to 8425.09 million during the same period last year, showing a decrease of 2.34 per cent. In the suburban and non-suburban sectors, the numbers of passengers booked during fiscal 2014-15 were 4503.97 million and 3724.02 million compared to 4549.62 million and 3875.47 million registering a decrease of 1.00 per cent and 3.91 per cent respectively during the same period last year.

MOF and DOPT has rejected many important cases of Railway employees which were referred to those ministries for its opinion. It is a great setback to railway employees. Railway employees were eagarly waiting for those cases to be settled in their favour but MOF and DOPT acted otherwise. Some of the important cases which were referred are:-

Railways who were in the pre-revised ofRs 7500-12000.
2. PC-VI/2008/ICl2dt t: 06/0| /2012 —–Allotment of Grade pay of Rs 4800 in PB-2 for Supervisor in the Railway who were in the pre-revised scale of Rs6500-105000 74500-11500.
3.  Grant of annual increment due on 01/07/2006 to Sr. Assistant who got stepping up of their pay equal to the stage of their junior w.e.f. 05/01/2006.
4. Fixation of pay in the cases wherein employees were promoted during 0l/01/2006 and 3l/08/2008 and opted revised pay structure
5.  Stepping up of pay of seniors at par with their junior drawing higher Grade Pay under MACPS.

Railway Authority should be accountable to Parliament only: Suresh Prabhu


Railways should have an autonomous regulatory authority which is accountable to Parliament and not the government, Railway Minister Suresh Prabhu said here today.

“There is no choice but to have a regulator. Because if you want private sector to come, then you need to have to have a regulatory authority,” Prabhu said at a CII conference here.

He said this when asked to comment on the Bibek Debroy committee’s recommendations for setting up of an independent regulatory authority to attract private investment in railways.

The Debroy committee, in its interim report, has recommended constitution of an independent regulatory body to provide a level-playing field to private players, who have been reluctant to enter the railway sector.

“Complete independence is not possible but teast to some extent autonomous. You have to provide them facility, staff and other resources required for its functioning,” the Minister said.

“It should be accountable to Parliament and not to the government and that is very essential,” Prabhu added.

The Debroy committee has recommended that Railway Regulatory Authority of India should have the powers and objectives of economic regulation, including, wherever necessary, tariff regulation, safety regulation and fair access regulation.

Prabhu said the only question is how to do it and how to make it in a better way.

The panel has advocated that the regulator should have independent budget and it must be set up statutorily so that it is truly independent of the Railway Ministry.

Prabhu also said there is a need for reform in railways accounting system.

Maharashtra government planning Metro corridor on the coastal road

Chief Minister Devendra Fadnavis is planning a Metro corridor on the Coastal Road, which may replace the proposed alignment of the Colaba-Bandra-Seepz Metro rail. The state is exploring ways to make changes in the proposed 33.5-km Metro route from Colaba to Bandra and SEEPZ to integrate a Metro at-grade (ground) level.
Why change in plan?
The present plan for an underground Metro railway has met with a wall of opposition from local residents in the Girgaon- Kalbadevi belt who fear displacement due to the Metro stations. Environmentalists too are opposing a proposed Metro rail car depot at Aarey Milk Colony, to which Fadnavis has formed a committee to look into alternative options for the depot.
When will be the Metro corridor ready?
Difficult to say. With the coastal road plan still on the drawing board, this may mean that Mumbai's wait for another Metro to take the load off its overloaded public transport infrastructure may be extended further.
The Colaba-Bandra-seepz underground Metro is in an advance stage of implementation by the Mumbai Metro Rail Corporation (MMRC) and has met with opposition from residents and environmentalists due to displacement fears and environmental impact.
What does the CM say?
"We are exploring the possibility of a Metro on the coastal road…(we are looking at) combining the Metro at-grade with the coastal freeway. Talks are underway with (the) Netherlands (government) where the coastal road and Metro integration has taken place," told Fadnavis to dna, adding that he had met the Consul General of Netherlands in his government's bid to look for support and technical know-how from Dutch.
Any other changes in card?
Depending upon the submission of the plan of having a Metro by way of reclamation, the state government may also alter the alignment that will partly overlap the Colaba-Bandra-SEEPZ underground Metro.
Once the report is submitted by Dutch authorities, "In that case, the alignment (of Colaba-Bandra-SEEPZ Metro) can be shifted," said Fadnavis, adding, "We have to make an entire Metro grid. The alignment can be changed accordingly.

Distribution of Scholarships by RWWCO

As part of its annual activities the Railway Women’s Welfare Central Organization (RWWCO) distributed merit scholarships to the wards of non-gazetted employees working in Ministry of Railways. The purpose of sanction of such scholarships was to encourage railway children to excel well in education especially technical education courses like B.Tech, B.E., M.B.B.S., and also other forms of higher education. This year 38 such scholarships were distributed to beneficiaries by Smt. Rashmi Mital, President/RWWCO at a function held here in March 2015.
