Visakhapatnam Port Trust seeks funds for Railway network

Visakhapatnam (VSKP): Close on the heels of the union cabinet’s decision to form a special purpose vehicle for port-related railway projects, the Visakhapatnam Port Trust (VPT) has submitted a proposal seeking funds for improving the port’s internal railway connectivity.
According to senior officials, the Centre has allocated Rs 400 crore for the SPV on upgradation of railway networks in ports. The VPT has taken the lead by submitting the proposal. Eleven other major ports in the country are yet to submit their proposals for the central funds.

Kollam Jn (QLN): Railways will wait for a report on land value to be submitted by District Collector A. Kowsigan before they vacate 2.6 acres of land to house the Pullikada slum residents in the city under the Rajiv Awas Yojana (RAY).
The decision to wait for the report was made after a meeting, held on Monday between Sunil Bajpai, Divisional Railway Manager (Thiruvananthapuram), and officials including Dr. Kowsigan, the Mayor, MLA, and MP at the Collector’s chamber, failed to arrive at any agreement regarding the hand-over of the land.
Before the meeting, Mr. Bajpai inspected the slum in Kollam city to take stock of how the residents could be included under the RAY.
Mr. Bajpai visited the slum following a communication from Dr. Kowsigan that the slum had been cleared for implementing the second phase of RAY in Kollam city and therefore the Railways should hand over the land required for the purpose to the Corporation.
The Kollam MP, N.K. Premachandran, P.K. Gurudasan MLA, Mayor Honey Benjamin, Dr. Kowsigan and railway and revenue officials accompanied the DRM during the visit.
The 2.6-acres in dispute is part of a 4.6-acres of Railway property that was encroached upon over 40 years ago.
The slum has 327 families, and none of them have revenue title deeds for the land in which their shanties stand.
In 2011, much before the slum was selected under the RAY, a tentative agreement was reached with the Railways to hand over 4.6 acres of land at the rate of Rs.1 lakh per cent.
But that was no followed up. The agreement reached in 2011 is now not acceptable to the Railways.
Under the RAY project, 2.6 acres of land will be sufficient to accommodate all the families in apartments. The Railways have put forward a demand that once 2.6 acres of land is handed over, the city Corporation should take the responsibility to clear the encroachments on its remaining property.

ER’s Jamalpur Workshop’s best ever outturn in POH of Wagons

Jamalpur (JMP): Eastern Railway’s (ER) Jamalpur Workshop has enjoyed the distinction of being the largest and the oldest locomotive repair workshop with the most diversified manufacturing activities in Indian Railways.
The workshop has a number of firsts to its credit, the first to manufacture a steam locomotive and a locomotive boiler, 216 of which were manufactured between 1899 and 1923; the first to have set up a rolling mill, not only on the railways but probably in the country, in 1879; the first to establish a railway foundry in the year 1863; the first to manufacture a rail crane in the country with indigenous know-how in 1961; first to manufacture high capacity synchronized electrically operated lifting jacks popularly known as “Jamalpur Jacks” in 1962 and ticket printing, ticket chopping, ticket slitting and ticket counting machines; this is the only workshop in Indian Railways that was having an in-house captive power plant of 5 MVA.

India for deeper engagement of ADB for Smart Cities, Railways: says FM Arun Jaitley

This poses a major setback to Prime Minister Narendra Modi’s aim to attract private and foreign players to fund rail infrastructure projects in the country.

No ‘special’ focus on summer trains

Though the long summer vacations for schools and colleges begin, there are hardly any specials operated from Visakhapatnam by the East Coast Railway despite heavy rush from the city to Chennai, Bengaluru, Hyderabad, Mumbai, and Delhi.

The Visakhapatnam region of APSRTC is operating special buses to meet the huge demand from Visakhapatnam to Hyderabad. “We are operating additional five AC buses and nine non-AC buses to Hyderabad every day. Yesterday (Sunday) alone, we operated 11 non-AC buses to Hyderabad besides half a dozen buses to Vijayawada, Rajahmundry, Kakinada and other destinations and all of them ran to full capacity,” Deputy Chief Traffic Manager (rural) P. Jeevan Prasad told The Hindu on Monday.

“A month ago, I tried to book two berths from Visakhapatnam to Bengaluru by Prasanthi Express either by AC-2 tier or AC 3-tier but I could not get accommodation. A relative has booked our tickets by SpiceJet,” says a government employee.

Special trains are needed to Bengaluru and Chennai. “All trains to Chennai are full and on Sunday even ‘Tatkal’ was showing ‘regret’. Buses are also full and flights are charging high fares of Rs.16,000 and more in view of the demand,” says Venkat, a software professional from Chennai.

The South Central Railway (SCR) has announced two Tatkal specials, one from Hyderabad and the other from Secunderabad to Visakhapatnam and back on May 8 and 10 respectively. The two trains are fully booked for both sides despite being charged Tatkal premium rates.

There are many originating trains in Visakhapatnam junction, which have less than 24 coaches. Additional coaches can be added to them on a permanent basis to meet the high demand for berths, especially during the long summer holidays.

The ECoR authorities, who are keen on permanent augmentation of coaches on trains originating in Bhubaneswar and Puri, do not show the same zeal in the permanent augmentation of coaches for trains starting from Visakhapatnam.

“The augmentation of coaches for trains originating in Visakhapatnam is being neglected for the past few years. Even when coaches are augmented temporarily, they are not being fed onto the reservation system,” says A. Sanni Babu, a frequent traveller from Visakhapatnam to Hyderabad.

“Only when these additional coaches are a permanent feature, it would be reflected in the reservation system. Temporary augmentation is being done deliberately for a few trains from Visakhapatnam, so that the extra coaches could be taken back to Puri, once the peak season is over,” he alleged.

“South Central Railway (SCR) has recently announced augmentation of coaches on 54 trains making available around 86490 additional berths/seats (6992 AC II Tier berths, 6992 AC III Tier berths, 39600 sleeper class berths, 13578 AC chair car seats and 13392 general second chair car seats) to clear the extra rush and wait listed passengers,” he adds.

All the eight platforms in Visakhapatnam can handle 24 coach-trains. There is still time for ECoR to wake up to the demand and augment coaches on a permanent basis to the originating trains from Visakhapatnam.

Bag containing 1 lakh returned by CISF

CISF officials have returned a bag containing Rs. 1 lakh in cash to its rightful owner, who forgot it at a Delhi Metro station.

The incident happened late night on May 2 at the Rithala metro station when a person handed over an unattended bag found inside a coach to on-duty Central Industrial Security Force (CISF) officials.

गाजीपुर। 16 करोड़ की लागत से बनने वाले क्षेत्रीय रेल प्रशिक्षण संस्‍थान का सोमवार को रेल राज्‍य मंत्री मनोज सिन्‍हा ने शिलान्‍यास किया। समारोह को सम्‍बोधित करते हुए उन्‍होंने कहा कि रेल यात्रियों की सुविधाओं के विस्‍तार के लिए हर संभव प्रयास किया जा रहा है। छह माह के अंदर सिटी रेलवे स्‍टेशन सभी सुविधाओं से परिपूर्ण हो जायेगा। उन्‍होंने कहा कि गाजीपुर-वाराणसी राष्‍ट्रीय राजमार्ग पर चार रेलवे ओवर ब्रिज बनाये जायेंगे। यह कार्य दो वर्ष में पूरा हो जायेगा। श्री सिन्‍हा ने कहा कि वाराणसी-छपरा रेल लाइन का दोहरीकरण तथा विद्युति करण का कार्य भी पूर्ण किया जायेगा। पूरे जनपद में शुद्ध पेयजल उपलब्‍ध कराने के लिए केंद्र सरकार प्‍लांट स्‍थापित करेगी। पूर्वोत्‍तर रेलवे के पास अपना रेल प्रशिक्षण संस्‍थान नही था। पूर्वोत्‍तर रेलवे के कर्मचारियों का प्रशिक्षण पूर्व मध्‍य रेलवे के मुजफ्फरपुर स्थित संस्‍थान में प्रशिक्षण लेना पड़ता था। अब गाजीपुर में इस संस्‍थान के बन जाने के बाद कर्मचारी प्रशिक्षण लेंगे। इस मौके पर जीएम राजीव मिश्रा, डीआरएम सतीश कुमार कश्‍यप, पीआरओ आलोक कुमार सिंह, एमएलसी केदारना‍थ सिंह, विजय यादव, पूर्व विधायक उदय प्रताप सिंह, नगर पालिका अध्‍यक्ष विनोद अग्रवाल, प्रभुनाथ चौहान, राजेश्‍वर सिंह, सुनील सिंह, रमेश सिंह पप्‍पू, मनोज सिंह, अनिल पांडेय, रविकांत राय, अहमद जमाल जैदी आदि लोग मौजूद थे।
ऐसा होगा प्रशिक्षण संस्‍थान
प्रशिक्षण केंद्र में 10 कक्ष में 35 प्रशिक्षुओं एवं 4 कक्ष प्रत्‍येक में 50 प्रशिक्षुओं के बैठने की व्यवस्‍था होगी। आधुनिक मॉडल रूम तथा एक परीक्षा/सम्‍मेलन कक्ष भी होगा। केंद्र में प्राचार्य, उपाचार्य, मुख्‍य अनुदेशक तथा अनुदेशकों के लिए कार्यालय कक्ष एवं अन्‍य सम्‍बद्ध कर्मचारियों के लिए हॉल होगा। प्रशिक्षुओं के लिए ग्रंथालय भी बनेंगा। परिचालन मॉडल रूम में स्‍टेशन मास्‍टर, गार्ड, केबिन मैन, कांटावाला आदि को विभिन्‍न श्रेणी के स्‍टेशनों, सिग्‍नलिंग एवं अन्‍तर्पाशन तथा संचालन पद्धतियों के सम्‍बंध में प्रायोगिक प्रशिक्षण दिया जायेगा। संरक्षा मॉडल रूम में संरक्षा कोटि के कर्मचारियों का प्रशिक्षण होगा। प्रशिक्षण केंद्र का छात्रावास सभी सुविधाओं से युक्‍त होगा। चार प्रशिक्षु प्रति कक्ष के हिसाब से 200 प्रशिक्षुओं के लिए शौचालय एवं स्‍नानागारयुक्‍त आवासीय सु‍विधा होगी। महिला प्रशिक्षुओं के लिए 23 आवासों का निर्माण किया जायेगा। मनोरंजन कक्ष में टीवी, इंडोरगेम, जिम की सुविधा उपलब्‍ध करायी जायेगी।

Arising out of a Demand raised in the PNM(NFIR/AIRF), the issue regarding grant of Washing Allowance to all employees who have been supplied with uniform but have not been granted Washing Allowance has been under consideration of the Board for quite some time. It has been now decided by the Board to extend the benefit of Washing Allowance to all railway employees who are drawing Grade Pay of Rs. 1800/- and are provided official uniform.

Indian Railway is on the path of privatization like telecom sector

NEW DELHI: Railways has initiated the process for setting up of a regulatory body on the lines of telecom sector, said Union Minister Suresh Prabhu who has asked the NITI Ayog Chairman to prepare the roadmap for it.
Asserting that there was a need for having a regulatory mechanism independent of the public transporter for getting private participation, Prabhu said once the model was ready it would be put on the website for wider discussions.
“A regulatory mechanism is specifically required…so that private participation does not compromise public interest, does not hamper public function. Private sector also need not worry about the security of their investment. We have to trade off the balance between private and public,” Prabhu told PTI in an interview.
Asked about the contours of the proposed body, he said it would be like regulators for telecom and power.
“Arvind Pangarayia has been requested to suggest a road map. He is independent, very intellectual, very competent and also part of our system as he is the vice chairperson of NITI Ayog. He met me recently and we discussed the issue. Once he is ready with the model, we will have wider discussion and we will put it on website for comments,” he said.
Railways have been offering projects relating to capacity augmentation, betterment of passenger amenities and high speed service among others for private participation.
During the interaction, Prabhu also talked about a new initiative of integrated transport solution to arrest the passenger fall.
Asked to elaborate on the plan, he said “we have talked to several states and cities like Mumbai, Bangalore, Chennai. I also spoke to Mamata Banerjee and I will go to Kolkata for this. We will together plan it so that there is an integrated strategy for it (transportation system).
Under the system, all the modes of transportation will be inter-linked to provide point-to-point service.
On the recent CBI raids suspecting irregularities in the weight of freight carried in trains, Prabhu said it was a joint action to remove corruption.
“When we discovered that there could be a possibility of under-weighing, we asked our vigilance to go into the root cause, investigate and take action. It’s a joint action and we have clear instruction to our vigilance department that go to the root cause.
“Earlier, I had lodged a complaint with police for recruitment scam in railways. Somebody was sending letters that you have got the job immediately so deposit money in some account. FIR was filed at different locations. The whole idea is to bring in transparency and remove corruption.”
