Suresh Prabhu asks zonal railways to improve punctuality, safety

New Delhi: In a performance review of the Indian Railways after six months in office, railway minister Suresh Prabhu gave a four-point agenda to Mumbai’s railways. He has asked both the Central and the Western Railway to improve punctuality, safety, freight earnings and finally to bring in more passenger traffic for outstation trains.

Mohali administration pays Rs 5 crore to save railway station

MOHALI: The local administration has deposited Rs 5 crore following court orders to attach the property of Mohali railway station after the railways failed to give revised compensation to farmers whose land was acquired for construction of the station in 2005.
The railways had decided to give Rs 50 lakh per acre on March 20, 2007. Dissatisfied, several farmers of Kambala moved the court, terming the compensation "inadequate". In 2013, the revised compensation was set at Rs 1.31 crore per acre.

Some farmers were paid but those who filed the petition ignored. They again approached the court.

Additional districts and sessions judge Tarsem Mangla on Friday ordered attachment of three railway tracks, booking and reception office, railway bridge, one power house, water storage tank, an under-construction building, 12 chairs, eight fans and tubelights and residential quarters of station superintendent and Class IV employees of railways.

The order came on petition filed by farmers Babu Singh, Surmukh Singh, Harfool Singh, Ajaib Singh and others. The court had given three-month time to pay the revised amount but the administration paid it within a day of the passing of the orders on Saturday. Other pending formalities would be completed on Monday.

Railway minister urges general managers to travel with passengers and sign MoUs for station upgrade



KOLKATA: Railway minister Suresh Prabhu during a video-conference with general managers of all 17 zones, urged them to take steps to enhance passenger amenities and seek feedback during the 'Customer Facilitation Fortnight' commencing May 26. The GMs have been asked to travel in suburban and passenger trains during that period and interact with passengers to get firsthand feedback. Prabhu has also directed the Railway Board to sign Memorandums of Understanding with Railway PSUs for better passenger amenities at 10 stations. 

"These stations are Mumbai CST, Howrah, New Delhi, Guwahati, Patna, Varanasi, Vadodara, Chennai, Agra and Bengaluru. The MoUs should be signed with PSUs such as CONCOR, IRCTC, IRCON, RITES and RVNL,

China's CRCC agrees railway, port projects in Russia

SHANGHAI - A China Railway Construction Corp Ltd (CRCC) unit has signed a memorandum of understanding to build rail and port projects in Russia, the firm said in a stock exchange statement on Monday.

The agreement was one of a series signed between China and Russia on the sidelines of a visit by Chinese President Xi Jinping to Moscow to mark the anniversary of the end of World War Two in Europe.

China Civil Engineering Construction Corporation (CCECC) said it had agreed with Russian firm Tuva Energy Industrial Corporation LLC (TEIC) to consult on and help source funds from Chinese institutions for projects including a 410 km (255 miles) track across the central southern part of Russia from Elegest to Kuragin.

The other projects comprise a railway line connecting the Tuvan Republic, in the same area of Russia, to western China, and a port project in eastern Russia.

CECC said the firms would sign a contract for general contracting once the projects obtained financing. It did not say what the deals were worth.

Last week, Russian Transport Minister Maxim Sokolov said the countries would invest 1 trillion roubles (S$26.2 billion) in a rail link between Moscow and the Russian city of Kazan to be completed by 2020. Putin said the level of Chinese investment would be around 300 billion roubles.

Railway projects: Talks on with multilateral lenders



With capacity expansion a priority for Indian Railways (IR), the government is in discussion with the World Bank and Asian Development Bank (ADB) for a funding mechanism.

IR, senior officials told Business Standard, could form a company or float a fund. "Discussion is on but we aim to get the funds flowing this year," said one.

Last week, Finance Minister Arun Jaitley had said India's partnership with ADB should move to a higher level. At the first business session of its 48th annual meet, at Baku in Azerbaijan, he sought its "deeper engagement" for developing smart cities, industrial corridors and railways, as part of the government's flagship initiatives such as 'Make In India' and 'Skill India'.IR says it has a shelf of pending projects originally estimated to cost Rs 491,510 crore. Of these, priorities such as doubling, new lines, gauge conversion, traffic facilities and electrification is estimated at Rs 208,054 crore. Officials said such prioritization can ensure a sustained flow of funds and focused attention given for completion. These will have a direct bearing on line capacity, ensuring higher earning and asset utilisation.

Indian Railways to soon launch tatkal special trains to cash in on rush

The Tatkal rate is 10 per cent of the basic fare for the Second class and 30 per cent of the basic fare for all other classes, including AC category, said the Indian Railways official.
'The software for Tatkal Special ticketing system is being developed by CRIS. Once that is ready, Tatkal Special trains will be launched on select routes,' the Indian Railways official said. (Reuters)

Looking to cash in on the rush for tickets during busy seasons, Indian Railways will soon launch its ‘Tatkal Special’ train service, travelling on which will be dearer than on normal trains.

The cash-strapped public transporter will make special trains on tatkal fares operational for certain busy routes, said a senior Railway ministry official.

While ‘Premium’ trains — tickets for which are priced as per a dynamic fare structure — are already operational, the Tatkal Special trains will be an additional service to cater to the rush.

A passenger would have to dole out more for a Tatkal service ticket as the rates for these are higher than the normal fare by anything in the range of Rs 175 and Rs 400.

Railway authorities in a fix over hike in platform ticket fare

The hike in platform ticket fare from Rs. 5 to Rs. 10 has put the Railway authorities in a quandary.

The hike from April 1 is not with the intention of augmenting the revenue, but to reduce the congestion on the platforms in the railway stations by dissuading people from entering the station.

However, the hike has put the Railway authorities in a predicament, with the platform ticket becoming more costly (Rs. 5 more) than that of a ticket for the nearest station in a passenger train. While the ticket from Salem Junction to Salem Town costs just Rs. 5, the lowest ticket fare, the platform ticket costs Rs. 10.

As such, people visiting the railway stations to receive or see off their friends and relatives are expected to opt for the passenger train ticket for the nearest station, instead of the platform ticket and thus save Rs. 5.

Moreover, the purchase of passenger train ticket has one more advantage. The passenger ticket is valid for the whole day, while the validity of a platform ticket purchased for Rs. 10 is only for a couple of hours, says E. Lakshman, a consumer activist.

Misuse

No doubt, the hike in the platform ticket fare has given room for people to misuse the passenger train tickets. However, the Railways has chalked out a strategy to check the misuse of passenger train tickets.

A senior official of the Salem Railway Division told The Hindu that the passenger train tickets of lowest fare are issued only during the timings of the trains. They will not be issued when no passenger train is scheduled to leave the particular station.

Moreover, the checking staff have been directed to intensify checking on the platforms.

The passenger train ticket holders will be allowed to move only on the platforms where the passenger trains are received and halted. Those with passenger train tickets found moving on the other platforms will be considered as ticketless travellers and will be fined as per the rules.

Encouraged by vendors’ lobby, this virus saw one of the most sordid dramas being played out for occupying one of the top slots in the Railway Board a couple of years ago.

Dropped from railway waiting list? Well IRCTC will now let you book last-minute flight tickets



However, be aware that these are last minute flights and you will hardly get any refund if you don't reach the airport on time.

For once, it might be a good thing to be dropped from an Indian Railway waiting list at the last moment. IRCTC has launched a new scheme that lets customers who have been dropped from a waiting list avail a last minute flight ticket at a “competitive” fare.

This is how the scheme works, as per IRCTC:

First you will have to have a wait-listed train tickets booked three days prior to the date of journey and not confirmed at the time of chart preparation. Only people with such tickets are eligible for the offer.

Such passengers will get an e-mail from IRCTC showing eligibility. They can then log in to irctc.co.in and choose the passengers name from the train ticket list and click flight search.

Again, this will work only if flights are available to the said destination or another in the same sector. If there is a flight, passengers can choose the next day button and book.

The passengers will have to make full payments for the flights and the refund for the train booking will not be deducted from the same. That will be refunded as usual.

However, be aware that these are last minute flights and you will hardly get any refund if you don’t reach the airport on time.
